not expired, runthe generator,update allinformation in ourresident charts, put fresh gas in our reserve tanks, checkour water supply, change out batteries for flashlights,radios, etc... We also remind everyone where utilityshut-offs are, and make sure our disaster manual hascurrent information. We are surrounded by horses, donkeys, dogs, goats,runners, riders, joggers, strollers, you name it and we seeit. All the activity is an added plus to having an elderhome in Bear Valley. When our residents were a little younger and able tobe more active they participated in dance class, fishing,swimming, even some trips to the Kern River for a littlejet skiing, as well as trips to the feline compound. Sincemost are no longer able, all the activity out our frontwindow is fun to watch. Think of things that can be fresh: food, air, sheets,breath, relationships, ideas, water, etc. What else canyou think of? Have your own fresh month.

During the month of June 2013 youshould have received your 2013-14Annual Assessment bill. The AnnualAssessment for 2013-2014 has increasedby 4.1% over last year’s General Assess-ment and increased by 3.2% over lastyear’s total Assessment for 2012-13. The Bear Valley SpringsAssociation (BVSA) Board or Directors, Finance Advisory Com-mittee (FAC) and BVSA staff have worked hard over the six monthBudget Development process with six open budget meetings toseek cost savings, minimize expenses, and increase income.During May you should have also received your May 2013 BearTracks (Supplemental) issue that contains the BVSA 2013-14 ProForma Operating Budget that the Annual Assessment is based on.The Supplemental issue also includes Association requiredannual disclosures. On Page 12 of the Supplemental issue, theBudget & Assessment Summary calculation documents thecalculation of the Annual Assessment. One item that should bepointed out is the entry for “Less Estimated Park and Recre-ation Fund Recurring Expense Reimbursements” for $88,085.This $88,085 represents the Park and Recreation Funds that wereapproved by the BVSA Board of Directors and Bear ValleyCommunity Services District (BVCSD) Board of Directors forreimbursement for recurring expenses that occurred during the2012-13 operating year. These recurring expenses annually occurto provide recreational facilities and programs at the WhitingCenter, swimming pool, tennis center, BVSA parks and lakes. These $88,085 recurring expenses were selected and ap-proved because they are considered “fixed expenses” for operat-ing of recreational facilities and programs that all BVSA memberscan participate in. These expenses include: annual insurance

Howdy & welcome to Summer in BearValley Springs. This is the first message from your“new” Board. As you know, three directorscarried over from the FY 2013 Board,beginning the second year of their two-year term. This year’s election (reported elsewhere in this issue)was for the other two seats for a new term (2013-2015). Asanticipated Todd Lander and Rebecca Hewitt were easy winners.Even more satisfying to those of us actively involved in theAssociation’s operations was that the BVSA membership camethrough with ample ballot returns, so a second election was notrequired. At the first regular board meeting of June 17, the followingitems were covered:-Election of new officers: President: Terry Quinn; Vice-President: Todd Lander; Treasurer: John McGuffey-Naming of Board liaisons to the BVSA Advisory and CSD Liaison Committees-Approved purchase of new Equestrian Center patio tables toreplace hideous “hand-me-downs” from the OTCC pool deck.-Approved additional shelving for the Mulligan Room kitchen with FY 2013 special assessment funds. Considering the amount of business at the Mulligan Room, anything we can do (within reason) to make staff’s job easier is a good investment.-Approved a small fenced enclosure behind the Whiting Center to deter parking on the septic system access covers. (This, pending approval by the Environmental Control Committee and the CSD.)

Also discussed was the revised Fourth of July programincluding the return of at least four balloonists.SPECIAL ITEMS:-The Williams Tennis Pavilion Phase II (cover): There seems to bea misconception in the valley regarding this project. The plan hasalways been to replace the shader/pergola/whatever you wish tocall it. Funds are in our Reserve account to do this. A decision hasnot been made. The previous Board wanted to see what the totaljob for the deck only would turn out to be, since there was muchdry rot found during construction. Our next step will be to exploreall available choices – looking particularly at cost, function, andfuture maintenance costs. The previous cover was a maintenancenightmare.-Golf Course Hole #7 Bridge: the new bridge has been closed offfor traffic. Through an inadvertence, BVSA failed to obtain apermit for its construction. Until such time as a permit is granted,the bridge cannot be used. It may well cost the Association extrato follow the administrative rules necessary to get approval. Onehopes that the regulatory permissions are not too onerous. It iscrystal clear that the new bridge is far sturdier than that replaced. ‘Til we meet again, have a great California Summer.

This month’s article was inspired by anarticle written by Citizen Volunteer LindaLaing. I took what Linda wrote andmodified to be in conformance with theCSD standards. Thank you Linda foryour input and service on the CSD Communications Committee. In front of every lot in Bear Valley Springs is a street giving youaccess to your property. This street lies within a strip of landowned by the CSD that is called the street “right-of-way”. Thisstrip of land was created by the tract maps that also created yourlot or parcel and was given to the CSD by the developer of theBear Valley Springs, Dart Industries. Bear Valley’s paved streets are usually right in the middle ofthese street “right-of-ways.” On major streets such as BearValley Road, Cumberland or San Juan for example, these “right-of-ways” are typically 90 feet wide, or 45 feet on each side of thecenter-line of the street. Please be aware that while the streetswere typically built in the center of the right-of-way, sometimesthey were not. I know of areas on Deertrail where the street isoff by over 15 feet. If in doubt as to the existence of the District’sright of way or other easements, please consult the CSD office.In order to exactly locate the District’ right-of-way or the District’seasement, it may require you to hire a local land surveyor.

Summer break is a time we all look forward to. We imaginewarm days at the pool, camping trips with our families andrelaxing barbecues on the patio. But summer takes planning.Now is the time to start thinking about what sports and activitiesyour children can participate in and get them signed up. Did your child struggle with a specific course in school thisyear? If so, summer school may be just the ticket to get their skillsup to speed. Or you may want to have them take a class to get ahead start on a new topic they will be learning next year. While we all look forward to relaxing in the summer, childrenwill become bored if they don’t have things to do. The beginningof summer is a great time to have conversations and set expecta-tions for the summer months. With the warm summer days, riding bikes, horses, skateboardsand playing in Little League are great activities to enjoy outside.Now is a good time to take a look at your family’s equipment andsee if it needs repairs. How old are your helmets? Do they needto be replaced? Does your child’s bike still fit them or is it time tomove up to a larger size? Does it need new tires or other repairs?Have conversations with your children about appropriate andinappropriate places to ride their bikes and skateboards. Talk to the parents of your children’s friends about theirsummer activities. What are they planning? There may beactivities that both families could enjoy together. Teaming up withother families can help with transportation to and from events. Consider giving your children a break at the end of schoolbefore they start their planned summer activities. Once they havehad some time off, they will likely be ready to start more structuredactivities. Experience shows a bored child is more likely to engage ininappropriate activities than one with a structured schedule.Children without a structured schedule will come up with their ownplans to keep busy. It’s summer and it’s time to think aboutthe dangers that the season’s hightemperatures bring. Whether you workoutdoors or in hot indoor environments, it’simportant to protect yourself against theeffects of the heat. Prolonged and excessive exposure toheat can cause a range of heat-relatedillnesses, including heat rash, heat cramps, and heat exhaustion.Heat stroke is the most dangerous of all heat-related illnesses,and requires immediate medical attention. Left untreated, it couldcause death. Heat-related illnesses and deaths are preventable. Whetheryou are working indoors or in the yard, there are basic steps totake to protect yourself:• Regularly monitor the weather forecast and plan ahead for hightemperatures.• Drink adequate amounts of cool drinking water.• Acclimatize before performing strenuous outdoor work. If you arenot used to the great outdoors, there is a high risk for heat-relatedillnesses, even if the heat index is low.• Take additional precautions - do not wear heavy or non-breath-able clothing. Working in this type of clothing, one can experienceheat-related illness in temperatures as low as 70ºF.• Wear sunscreen and use additional protection (hats, coolingapparel, safety glasses with dark lenses, etc.).As the temperatures rise, extra precautions should be taken:• Actively encourage family and friends to frequently drink smallamounts of water, before they become thirsty.• Work in the yard or garage during the coolest times of the day tohelp reduce the risk of heat exposure.• Set up a buddy system so you can watch for signs andsymptoms of heat-related illnesses in each other. Replacing electrolytes and minerals lost while sweating is alsoan essential part of fighting off the effects of heat stress. Keephydrated, healthy, and safe! Over-exposure to high heat andhumidity can be dangerous. With the proper precautions, heat-related illnesses can be prevented.

But we certainly wish he did! With yet another drought year comes thedanger of fire. Since Smokey‘s not here toprotect us, it’s our responsibility to protect thelovely valley we live in. To stay safe, we needto be careful and take precautions. Some of the easiest precautions to take arethe most effective. It’s quick and simple to havea fire extinguisher nearby whenever you’rebarbecuing, weed-eating, or mowing near drygrasses. A single spark can set off an uncontrol-lable fire, and there is concern about a newsource of fire that’s become increasinglycommon to find on our trails. Any hiker or rider can attest to the increasing number ofdiscarded cigarette butts (and associated smoking debris) alongour hiking and riding trails, and even along the new walking path. BVSA rules prohibits smoking along trails and at BVSA venuesbut rules are only good when they are being observed. And this iswhere we really need Smokey because cigarettes are designed toburn, whether in your mouth or in an ash tray and don’t go outeasily, especially on the ground. The danger is real. Golf News There have been many good things happening on the golfcourse this spring. IGM has rounded their crew out with SherryFry as a landscape specialist. She has been prepping andplanting flowers and shrubs of various types around the MulliganRoom and various beds around the course. She will also stay onfor the rest of the season to nurture the new plants and keep themlooking sharp all year long. Sherry has many years of experiencewith horticulture and has made a great addition to the IGM team.Special thanks to Butch Reyburn and Don Chapman, who alongwith many other men’s and ladies golf club members put in threedays of hard labor to build the new target greens on our practicefacility. I have gotten nothing but positive comments about thetarget greens, with a lot of the comments coming from people whodon’t even use the driving range. Thanks to all who donated theirtime, and thanks to Brad and his crew for giving us a wonderfulplace to live and play. Saturday May 11 – Oak Tree men’s golf club held its mostpopular event of the year with its three club and a putter tourna-ment. Each player could take any three clubs out of their bag, anda putter and that’s all they could use. We had a great turnout with58 players that were cut into four flights. Here are the final results.

The fourth installment of Insights presents “ContemporaryJapanese Drumming” by Kristofer Bergstrom and Friends on July14, at 4:00 at the Bear Valley Springs Country Club. Be part of thisbehind-the-scenes look at new developments in taiko, the art ofJapanese drumming. Bergstrom will be joined by world-class,professional taiko artists as he explains the composition andchoreography of his latest works with powerful, live performance. After four years playing taiko at Stanford University, Bergstromspent three years in Japan studying the music of Kabuki andkumidaiko. As a founding member of the contemporary quartet OnEnsemble, he performs and teaches throughout North Americaand Japan. His recent passion is the slant drum as well asresearch into the pedagogy of taiko in preparation for the 2013opening of the Los Angeles Taiko Institute. Here it is! The best tip to reduce the risk of a high water bill dueto broken water lines is to shut off your control valve at the meterwhen you leave for an extended period of time. It is that simple! If leaving for the weekend or the entire summer or winter, thisis the single most important thing you should do. It’s as simple asgoing out to the meter and shutting the control valve off. If youstand in the street and face your property, the control valve islocated just after the water meter. Why is this so important? By shutting off the control valve, youcompletely reduce the risk of a water leak due to a frozen waterline in winter or broken water line in summer and also eliminateany chance of a high water bill. Not only does it save you thetrouble of damage and repairs to your property, it also helps toconserve water. If you are unable to turn your control valve on and off on yourown or don’t know how to find it, we can help! The Bear ValleyCSD water department will gladly come and show you where yourwater meter and control valve are located. We can also shut it offat your request for a $10 service fee. Here it is, the heart of the Summerfun. Hope you are enjoying the greatweather. Do stop and be thankful thatwe are blessed to live in a resortcommunity – there is no other place likeBear Valley Springs. I know, because we searched for yearsbefore we found this wonderful valley. Every time I take a horseout, I see another wonder of nature. Katie Jacobson said she raninto a group of elk; it was so thrilling for her, her horse thoughtthey were critters from outer space. Take advantage of the goodfortune to have your health and a horse to ride or drive. Our June meeting was fun as always, good food and fantasticfolks. Our speaker was Dr. Tony Miszklevitz, a resident of BearValley and a licensed chiropractor with 40 years experienceadjusting people and horses. This is of great interest to me, as Ialways fight pain somewhere and I have eight horses that seem toplay too hard and work on needing medical and chiropractorattention. I would like to apply for frequent-flier points. I recently met Dr. Tony and asked him to check out Howdy DooDee. I was amazed and embarrassed when Dr. Tony showed methat Howdy could turn his head all the way to the left, but not tothe right. After a few moments of manipulation, Howdy had fullrange of motion. Not only does this affect their quality of life, ifyou have a performance, dressage, cutting, or driving horse, theirability to perform is impaired by their inability to move correctly.A horse needs ease to move and bend, as horses are preycreatures, their mental comfort level is enhanced by being able tocheck out what is going on around them. I am sure you will enjoymeeting Dr. Tony and your horse will be glad as well. He canadjust anything with a spine. I recently heard about a pig thatneeds attention. Dr. Tony is available at 661-618-6638. July meeting is Thursday, July 11, at 6 pm. We areplanning a concert in the park. We will meet at Cub Lake fora fun potluck. For our evening entertainment, the Bear ValleyBagpipers will play. It is always a thrill to hear these ancient andmysterious instruments fill the air with tunes like Amazing Graceand Danny Boy. It is a wonderful and moving experience to hearthe pipers. The Bear Valley Fourth of July parade is our all time favorite.The Carriage Club turns out in style. This year the Famous DrillTeam performs their razzle dazzle crowd-thrilling maneuvers ledby Barbara Henderson. Many thanks to everyone who helped tomake this a success for our BVS home town. If you were not able to join us onMay 18, you missed a nice ride. About20 of us left the Equestrian Center at10 am. I was leading and left the wrongway; we had to turn around, which wasgood, because we picked up anotherrider. Because we were slow, wemissed Kay, Pam, Gabby and George. They rode ahead and wecaught sight of them every once in a while. We rode the Cum-mings Valley Trail. Starting on the Church Trail and then Foothill.I’ve been on this trail quite a bit lately but usually go the otherdirection; it was like a new trail. The climb is different, not as hard,but the best change is the view of Cummings Valley and theTehachapi mountain range. Sometimes we forget what anamazing place this is. We had a good riding group with Carol Hellyer leading most ofthe way. It was great seeing the riders coming down the switchbacks. The new bridge is a work of love and art. If any of you rodethis trail last year, you may remember how the old bridge felt asyou rode over it. It was somewhat scary. The new bridge hassimilar sides as the equestrian center fencing. The footing has abase and the bridge will last well into the next century. When yousee the Trail Crew, be sure to thank them. Our ride continued past the bridge and up the hill until wecame to the Wild Canyon Trail. Here we split up, some went on tothe Sheri Lynn Tuck Trail and the rest took Wild Canyon meetingback at the Equestrian Center Campground for lunch and goodconversation. On June 29, we enjoyed Triassic Winery for a wonderful BBQ.We are also getting ready for our big Mule/Horse Show in August.This is the second largest Mule Show in California! While sitting on my horse at the Equestrian Center last week, Iwas amazed at the changes that have taken place in the last fortyyears. My first view of the center was Memorial Day week-end in1971. It was my daughter's first outing after her birth. We lived inBakersfield and thought this would be a fun day. Dart Industriesput on an Indian Pow-wow at that time. There wasn’t much at thecenter but a few Indians and Teepees. When we moved here in 1977, the Equestrian Center then hada beautiful stable and a rodeo arena designed by Casey Tibbs, awell-known champion bronc rider. As you entered the EQ Center,a big cross-country course was in the field where the Carriagearena is today. It had been designed by Don Burt, a well-knowncompetitor, trainer and judge of Hunter/Jumpers. There was alsothe ring that is used for Dressage today. However, the beautiful stable was empty with only a fewhorses out in the pasture. The manager at the time told us that ifthe horses were put in the stable, their tails would freeze off.Winter had just ended so the horses stay out. Shortly after we moved into our new home, Dart hired myfriend Sylvia Wright (Chavez) as the new EQ Center manager.Dart was interested in getting people to BVS and bought 12 or 13horses to establish a rent string. The horses were bought fromBuck Nord, (who was involved in the movie industry) and he hadgood horses. In the next months issue, I will discuss the rent string and howit changed the Center.

The Association lost a member of our Recreation staff -John Whitlock, Sports Director, who passed away on Sunday,June 9, 2013. John Whitlock was employed as the BVSA Sports Director forthe past four years. Many of our members were associated withhim through basketball, hockey or baseball leagues. He will beremembered for his happy demeanor and constant chuckle,whenever he spoke. Prior to working for BVSA, John spentmany years serving the Tehachapi Little League, his long-standingpassion. John is survived by his wife, Debbie, a son and adaughter.

The District also has “easements” which may affect individuallots such as “drainage easements”, “slope easements”, or“equestrian or trail easements”. Easements are different from“right-of-ways” in that fee title to the land underlying the ease-ments belongs to the property owner. The BVCSD needs accessto these areas in order to clean out the trees and vegetation thatbuilds up, resulting in flooding. Inside of these right-of-ways, utilities included are: watermeters, gas, electricity, sewers and telephone equipment. TheDistrict also allows homeowners to construct a driveway throughthe “right-of-way” to access their property. It is important to keep the “right-of-way” adjacent to your homefree of any landscaping, rocks, walls or any other improvement orencroachment. Leaving this area clear allows your neighbors towalk or ride safely along the sides of our roads. You cannotblock or restrict someone from using the ‘right-of-ways” or“equestrian easements on your property”. The BVCSD will allow encroachment into the “rights-of-way”,drainage, slope and equestrian easements for good reason if itwill not interfere with the District’s use of the easements, by theissuance of an “Encroachment permit”. Please contact the Districtoffice for more information. For information regarding the street“right-of-ways” or “easements” on your lot please feel free tocontact the BVCSD office. We have copies of all tract maps andcan show you how these may affect your lot. Along certain streets, the District has established “trails” whichonly allow use by hikers or equestrian riders, no bicycle may beridden within these “trails”. The maps of these “trails” may beobtained from the Whiting Center, the Equestrian Center or theCSD office.

costs, required Kern County Health Permits, pest elimination, poolchemicals, lake quality treatments, fire breaks, beach sandmaterials, Beaubien Field temporary restrooms, fitness roommaintenance, fire monitoring, recreational memberships/licensingand the Annual Recreational Brochure. (No payroll expensesincluded in these expenses.) The expenses are budgeted eachyear in the BVSA Operating Budget and, once reimbursed, asavings is created in that operating Department/Amenity and inthe overall Operating Income for BVSA. For FY 2012-13, the BVSA Board then needed to decide howto manage this savings in operating income along with any otheroperational savings and additional expenses that have occurred.With the review of Monthly Income Statements, AnticipatedBalance Forecasts, Assessment Collection Funding, and ReserveFund Management, financial decisions can be made on fore-casted year-end results. In April 2013, a year-end savings inoperating income was forecasted of which the $88,085 was partof this collective savings. In calculating the 2013-14 Budget &Assessment, the decision was made to utilize these savings toreduce the 2013-14 Total General Assessment. This decision wasbased on past BVSA member input, 2009-10 DFAC BVSAMember Survey and the work of the past Detachment FundsAdvisory Committee (DFAC) that identified that BVSA memberswould like to see these Park and Recreation Funds (a.k.a.Detachment Funds) utilized to “Offset cost of Operating/Maintaining existing Recreational Facilities”. This ranked asthe number 2 item of importance on the 2009-10 DFAC survey. Byutilizing this $88,085 for recurring recreational expenses, theBVSA Board achieved this for this operating year. In your current Assessment Bill mailing, there is a survey inwhich the BVSA Board of Directors is seeking input to determinethe best utilization method of these Park and Recreation Funds.Listed are possible methods in which to utilize these funds tomeet long and shor-term goals. The survey includes five differentproposed “Utilization of Park and Recreation Funds” and theirpossible “Effect”. Please rate the five Utilizations in order ofimportance using #1 through #5 (with #5 being the MOSTimportant to you and the #1 the LEAST important). Please provide the additional information included in thesurvey from: other suggestions for Park and Recreation Fundutilization, areas in which you would like to see improved memberservices, and your annual amenity use. And please include youremail address if you would like to receive our Weekly e-Buzzemail blast of BVS information. Once you have completed yoursurvey, please include your Assessment payment (it is due by July31, 2013); mail it in or just drop it by the office. This survey information will be helpful information to our Boardin making future decision for ultilization of Park and RecreationFunds, and overall operating budget administration. The BVSABoard has many options to look at for the utilization of these Parkand Recreation fund reimbursements, but they need to balancethat utilization with the overall financial health of the Association,so any feed back from the BVSA membership is helpful in makingthese tough decisions. We all know that extra money won’t begin to replace ournatural resources and the homes of the animals we so enjoyseeing, let alone our own homes and properties. If Bear Valleyburns, it will never be the same, at least not within our lifetime. So, without Smokey, we have to be the ones sniffing out thesource of fires. Parents: please check with your teens who maybe experimenting with smoking. Neighbors: keep those extin-guishers handy. Smokers: please keep it off of our very dry trailsystems. Our valley, the vegetation, the animals and the humaninhabitants will appreciate it more than you can imagine.

If achild is caught doing something destructive, it will be the parents’responsibility to pay for the damages. Repeat offenses can resultin a visit to juvenile hall. As officer Morrisey said, “If the kids arebored, they will find something to do.” Those activities may not bewhat the parent had in mind! Plan ahead and have plenty ofappropriate activities set up. Children will be outside continuously in the summer, unlikeduring the school season. There will be many more bikes andskateboards on the streets than during the winter months and thechildren will not always be in control of their speed or steering. Bevigilant and watch for children sharing the road with you. Slowdown and give them plenty of room. Make this a safe and funsummer.
