NPSPAC 800MHz Channels

1. Application Overview

The New York State Division of Homeland Security and Emergency Services (DHSES) is

submitting an application for three (3) NPSPAC 800MHz channels and one (1)

Interoperability channel to support day to day and emergency operations at and around

the New York State Fairgrounds in the Town of Geddes, Onondaga County, New York.

These channels will be installed on one site and utilized by multiple New York State and

county agencies, including the New York State Office of Interoperable and Emergency

Communications, Office of Fire Prevention and Control, Office of Emergency

Management, State Police, Department of Transportation, Onondaga county, etc.

Completed FDR-2 form (Appendix A), FCC Form 601 (Appendix B) and Interference

Plots (Appendix C) are provided with the application.

2. Application Details

2.1. Location The application will update an existing Department of Transportation camera tower in

Geddes to accept radio equipment; a new shelter cabinet will also be added to the site.

2.2. Channels This application is for three (3) NPSAPAC 800MHz channels and one (1) interoperability

channel 8TAC92.

The New York State Fair operates on several VHF channels which they will retain and

continue to use for internal operations.

2.3. Mode of Operation The site will operate as analog conventional system on three (3) 12.5 kHz channels and

one (1) interoperability channel. The design assumes 6.0dBd omni-directional antenna

Sinclair SC476-HF1LDF(D00)-DM. The site will be deployed to operate at maximum of

70W ERP.

Control station will be installed at State Office Building 333 E. Washington Street,

Syracuse, NY, located approximately 4 miles away from the site.

Interoperability channel 8TAC92 will be coordinated and utilized in accordance with the

FCC regulations, Regional guidelines and standard operating practices.

2.4. Interference Study The interference study was performed in accordance with Region 30 guidelines for each

NPSPAC frequency within 120km from proposed site. Findings of co-channel and

adjacent-channel incumbents are presented in the Table 2 below. Interference and

propagation plots are provided in Appendix C.
