1. WITHIN 24 HOURS: State Champion team manager or designated team representative must check in with the Central Region at [email protected]. Let us know your league name and what state you represent. This would also be the appropriate time to describe any special accommodations that may be necessary for any of your team members.

2. WITHIN 48 HOURS: Scan and email the team profile sheet and team record to

3. WITHIN 48 HOURS: Email a jpeg team picture with identification to [email protected] The photo should ONLY include the players, manager and coaches listed on the eligibility affidavit. IDENTIFY THE PLAYERS, MANAGER AND COACHES IN YOUR TEAM PICTURE (Left to Right). The photo will be reproduced in the tournament program, so the file should be a minimum of 1,400 x 1,000 pixels or 200 dpi.

4. WITHIN 36 HOURS: The manager, coaches and all players must complete the questionnaire, which will be used by both Little League and ESPN to help tell your team’s story. Completion of this questionnaire is required to participate in the Central Region Tournament. Keep in mind that the information will be used during national broadcasts of these games. Keep the responses appropriate. The questionnaires are available at the following links:

5. PREPARATON NOTE: Distribute Model Release Forms to each player’s parents to complete and sign. Managers and Coaches will need to complete these as well. These will need to be submitted with your affidavit and documentation at check-in.

6. PREPARATION NOTE: Teams will be required to upload Tournament Player Verification Forms and eligiblity documentation for each player for review by Little League International prior to arriving at the Tournament. Instructions will be provided to each manager.

7. PREPARATON NOTE: Housing for players, manager and coaches listed on the affidavit has been secured at a nearby hotel at no cost to the league. Any parents/supporters traveling with the team will be responsible for making their own hotel accommodations at their own expense. Additional information about the housing policy and hotel information for parents is located in this packet.

The rest of this packet will give you an overview of what you can expect and what is needed. Please share this with your team’s parents and your community. While our staff is available to assist you, please review this packet in its entirety before reaching out to us with your questions, as you will likely find the answers to most of your questions within this packet. Our regional staff and volunteers have put together plenty of exciting activities and events for your enjoyment. It all begins with your arrival on Sunday, July 22.

IMPORTANT INFORMATION ABOUT ARRIVAL

Affidavit Drop-Off: Upon arrival on Sunday, July 22nd, each team will submit their tournament affidavit with supporting documents to Little League staff. The information will stay with the tournament director for the duration of the tournament and will be returned to the manager upon the conclusion of the tournament. The documents you will be required to provide upon arrival are as follows:

➢ Eligibility Affidavit ➢ Tournament Player Verification form and supporting residency proofs for each player ➢ Map of the boundaries of your league ➢ Eligibility waivers for any player otherwise ineligible ➢ Any additional waivers concerning the eligibility of your team ➢ Medical releases (a copy of which is in this packet) for each player. Players should have already completed

this form for your local league. ➢ Model releases (a copy of which is in this packet) for each player, manager and coach. We will keep these.

Our intention is to assist you through the document check-in process as quickly and efficiently as possible. We urge you to double check your documentation in advance to avoid requiring player’s parents to try to track down the correct information when they are several hours from home. Keep in mind that Regulation II(d)

waivers and Regulation IV(h) waivers MUST include the three proofs of residency from WITHIN the league’s boundary.

Managers, Coaches & Umpires Meeting There will be a mandatory meeting for all managers, coaches and tournament umpires on Sunday, July 22nd beginning at 2:15 PM at the hotel. Coin tosses for all of pool play will be done at the conclusion of this meeting. Note that hotel check in is not available until 3:00 pm. While we have requested early check-in at the hotel, there is no guarantee that they will be able to accommodate all teams. Please be prepared to have parents available to stay with the players during this meeting.

2018 HOUSING POLICY

• All players, coaches and manager listed on the affidavit must stay in the predetermined housing accommodations set forth by Little League International, and abide by all off-site housing procedures. The 2018 team hotel is the Embassy Suites by Hilton Indianapolis North (3912 Vincennes Rd., Indianapolis, IN 46268.) Please do not contact the hotel about team rooms. They have been reserved under Little League’s group and will be assigned to the team’s manager on arrival day.

• Players: Each team will be provided with enough rooms to accommodate 4 players per room. (Ex.: 12 or fewer players=3 rooms, 13 or more players= 4 rooms)

• Manager and Coaches: Each team will be provided 2 rooms to accommodate their coaching staff.

• Accommodations will be provided starting on Sunday, July 22nd and end on the day after the team is eliminated from the tournament. (Example: If a team is eliminated on Thursday, check out is on Friday.) If teams and/or players decide to stay in Indianapolis after that, it will be at their own expense.

• The team’s rooms will be placed under the name of the Team Manager. The hotel will only release the rooms to the individual we have identified as the Team Manager. The manager is responsible for determining room assignments.

• Ultimately, the manager will be held accountable for his/her team’s conduct while at the Regional Tournament and in the assigned housing. The manager will be responsible for any charges, theft or destruction.

• The Regional Director reserves the right to remove any team from the assigned hotel housing for inappropriate behavior. If a team is removed, they are responsible for securing and paying for their own housing.

• All players must be in their hotel rooms by 11:00 PM, or 1 hour after the final game of the day (for those players participating in that game) whichever is later.

FACILITY INFORMATION AND GUIDELINES

• All games will be played on the softball diamond at the Zionsville High School Baseball and Softball Complex. Concessions and restrooms are located near the field.

• The following items are prohibited on the premises: tobacco products, illegal drugs, pocket knives, guns, weapons of any kind, fireworks, bicycles, skateboards, scooters, rollerblades, noisemakers, flammable materials, incendiary devices, animals (except service animals with paperwork and bib) gum or seeds (not allowed on fields), solicitation, laser pointers and large coolers.

• No alcoholic beverages are permitted at the game site.

• No security will be on site; you are strongly encouraged to hide valuables and lock vehicles at all times.

2018 ONSITE PROCEDURES

• Each day at the tent near the softball diamond, lunch will be available for players, managers and coaches listed on the eligibility affidavit.

• Identification badges will be issued to the manager and coaches listed on the eligibility affidavit. They are to be worn for identification purposes.

• Any illegal substance found in the possession of any player or adult volunteer is cause for immediate disqualification from the tournament and housing. Alcohol and tobacco products are prohibited in any Little League provided housing. Any misconduct such as theft, destruction of property, unauthorized phone calls, inappropriate computer use, etc. on the part of the player will be the responsibility of the team manager, player parent and the local league. Any violation that is brought to the attention of the Regional staff will be addressed.

• The behavior of all teams must be above reproach. Please be advised that unruly behavior will not be tolerated. If such behavior exists, the Tournament Committee does have authority to release teams/individuals from the tournament.

ACTIVITIES Welcome Picnic Welcome picnic for all participants, parents and family on Sunday, July 22nd, from

4:30 PM to 5:30 PM. Team Spirit Contest Each team will participate in a chant/cheer contest that will be held during the

picnic. The chant/cheer should be original, include the league name and be positive. See enclosed flyer.

Opening Ceremonies Monday, July 23rd at approximately 9:15 AM. Teams should bring their State

Championship banners. All teams should plan to arrive no later than 9:00 AM. Transportation Routine courtesy transportation will NOT be available. Teams are responsible for

their own transportation to and from the tournament site and hotel.

OTHER INFORMATION Hotels for Parents Below is the link and phone number to call for the Little League Softball room block at

the Holiday Inn, Whitestown. 317-769-0932, https://bit.ly/2kW9pK3. There are many other hotels within 15-20 minutes of the Zionsville Softball Complex.

Practice Coaches Each team is permitted up to 2 practice coaches. You must present a letter from your

league president stating the individual is an approved practice coach in your league and the appropriate background screening has been conducted. This letter should be submitted to the Regional Director before the team’s arrival. Practice coaches may assist with practice in the batting cages and on the practice fields; they may not be on the field or in the dugout for games. Practice Coaches must be at least 18 years of age and have a signed ‘Practice Coach Agreement’ on file before credentials will be issued allowing the individual to participate as a practice coach.

Practice Times Each team will be assigned practice times and batting cage times daily. Teams that are

scheduled to play games on that day will be given priority scheduling. Any additional practice times or changes to the schedule must be approved by tournament staff. NOTE: There will be NO practices on Sunday, July 22nd.

Game Coverage: All games in the Central Region Tournament will be live streamed on ESPN+. The

newly launched ESPN+ is available within the ESPN App and on ESPN.com. ESPN+ officially launched on April 12 and offers fans a dynamic lineup of live sports, original content, and an unmatched library of award-winning on-demand programming – all for a subscription price of $4.99 per month or $49.99 per year. All Little League® Baseball and Softball content on ESPN+ is exclusive to the platform, and available to anyone in the U.S., regardless of location or cable subscription service.

Medical Facilities Locations are close to the tournament site, if needed. Zionsville Fire Department EMS

Division will provide medical support during games. Game Attire Players—conventional uniform which includes shirt, pants or shorts, socks and cap or

visor (optional). Managers/Coaches-shirt with sleeves, khaki style shorts or slacks. They can be any color but ‘gym shorts’ are not permitted. Players and coaching staff must have their shirts tucked in at all times when on the field.

Equipment Check to ensure that all of your equipment (bats, gloves, helmets, etc.) meets Little

League standards and specifications. Bring your own batting helmets and catcher’s equipment. Helmets that are altered in any form, including painting or adding stickers or decals by anyone other than the manufacturer or authorized dealer are prohibited and will be removed from the game by the umpires. The catcher’s helmet must have the attached dangling type throat protector. Any equipment removed from the game will be marked and returned at the end of the tournament.

Regional Champions Meeting At the conclusion of the Regional Championship Game, the Regional Director will meet

with the manager and coaches of the winning team to review World Series Information.

Winning Team Departure: Transportation to and from Portland for team personnel listed on the eligibility affidavit

2018 LITTLE LEAGUE SOFTBALL

CENTRAL REGION TOURNAMENT MODIFIED POOL PLAY FORMAT

Tournament Director: Nina Johnson-Pitt Assistant Tournament Director: Ashlea Nash The Little League Softball Central Region Tournament will be conducted under the following segments to determine seeding for the single elimination championship round of the tournament. This method guarantees each team a minimum of 3 games. Note: This format is subject to change if weather or other unforeseen circumstances become a factor.

A. ROUND ROBIN – QUALIFYING ROUND 1. The 9 teams have been placed in 3 pools by a blind draw conducted by the Central Region

Staff.

2. Each team will play 2 games in pool play, playing each of the other teams in their pool one time.

3. The purpose of the pool play round is to determine seeding for the single elimination

round. The top 8 teams will advance to the single elimination championship round.

B. SINGLE ELIMINATION ROUND 1. Seeding in the single elimination championship round will be determined using win/loss

record, REGARDLESS OF THE POOL. The team advancing with the best win/loss record will be the #1 seed. (If two or more teams advancing have the same win/loss record, see Tie-Breaker Procedures below.)

Note: Win – Loss records are not carried over from the pool play round into the single elimination championship round of the tournament.

For 2018, the nine participating states have been placed into the following 3 pools by blind draw:

Pool 1: INDIANA/OHIO/KENTUCKY Pool 2: MICHIGAN/WISCONSIN/MISSOURI

Pool 3: ILLINOIS/NEBRASKA/IOWA

TIE-BREAKER PROCEDURES (Can also be found on pages 140-143 of the 2018 Little League Softball Official Regulations and Playing Rules)

A. In all cases, the team(s) advancing past Segment 1 must be the team(s) with the best won-lost record(s) during

pool play. The tournament director will decide the number of teams that will advance beyond pool play, and such determination must be made available to the leagues/teams involved before the tournament begins.

B. When records are tied, however, the following procedures must be applied in order, so that the tie can be broken. These procedures also apply to determining the seeding for Segment 2 (the playoff round), if seeding for Segment 2 is based on results of pool play.

1. The first tiebreaker is the result of the head-to-head match-up(s) during pool play (Segment 1) of the teams that are involved in the tie. (a) If one of the teams involved in the tie has accomplished EVERY ONE of the following, then that team will advance:

i Defeated all of the other teams involved in the tie at least once; AND, ii Defeated all of the other teams involved in the tie in every one of the pool play games it played against those teams; AND, iii Played each of the teams involved in the tie an equal number of times.

EXAMPLE: Three teams are tied with identical records for first place at the end of pool play, and one team is to advance to Segment 2. Teams A, B and C played against each other once in pool play. Team A won all of its games against Team B and Team C during pool play. Result – Team A advances, while Team B and Team C are eliminated.

2. If the results of the head-to-head match-up(s) during pool play of the teams that are involved in the tie cannot break the tie (because no team defeated each of the other teams in the tie each time they played, or because no team has defeated all of the other teams involved in the tie in every one of the pool play games played between those teams, or because the teams involved in the tie did not play one another an equal number of times during pool play), then the tie is broken using the Runs Allowed Ratio (see Section IV).

C. In all cases, if the tie-breaking principles herein are correctly applied and fail to break the tie, or if these guidelines are not applied correctly (in the judgment of the Tournament Committee in Williamsport), then the matter will be referred to the Tournament Committee, which will be the final arbiter in deciding the issue. If a tie cannot be broken through the proper application of these guidelines (in the opinion of the Tournament Committee), then a playoff, blind draw or coin flip will determine which team(s) will advance. This is a decision of the Tournament Committee.

RUNS-ALLOWED RATIO A. For each team involved in a tie in which head-to-head results cannot be used (because no team defeated each of the other teams in the tie each time they played, or because no team has defeated all of the other teams involved in the tie in every one of the pool play games played between those teams, or because the teams involved in the tie did not play one another an equal number of times during pool play), the tournament director will calculate: The total number of runs given up in all pool play games played by that team, divided by 6 innings PER GAME PLAYED for Little League and below (7 innings for Junior/ Senior League). This provides the Runs-Allowed Ratio.

1. EXAMPLE: The Hometown Little League (Major) team has given up eight (8) runs in all four (4) of its pool play games. 8 divided by 24 equals .3333.

2. The Runs-Allowed Ratio for Hometown Little League (.3333 in the example above) is compared to the same calculation for each of the teams involved in the tie.

B. The Runs-Allowed Ratio is used to advance ALL teams after it is determined that head-to-head cannot be used. C. If, after computing the Runs-Allowed Ratio using results of all pool play games played by the teams involved in the tie:

1. one team has the lowest Runs-Allowed Ratio, that team advances. After one team has advanced using the Runs-Allowed Ratio, each subsequent team needed to advance is determined by the Runs-Allowed Ratio until all teams are determined and seeded.

2. two or more teams remain tied with the same Runs-Allowed Ratio, and the methods detailed in Section III – Tiebreaker Procedures cannot be used (because no team defeated each of the other teams in the tie each time they played, or because no team has defeated all of the other teams involved in the tie in everyone of the pool play games played between those teams, or because the teams involved in the tie did not play one another an equal number of times during pool play), then the Runs-Allowed Ratio must be recomputed using statistics only from the pool play games played between the teams involved in the tie. The results are used to advance ONE team, and any other ties must revert to the Runs-Allowed Ratio using all remaining teams.

D. If a game is forfeited, in most cases the score of the game will be recorded as 6-0 (for Little League Divisions and below) or 7-0 (for Junior League Divisions and above). However, only the Tournament Committee in Williamsport can decree a forfeit, and the Tournament Committee reserves the right to disregard the results of the game, to assign the score as noted above, or to allow the score to stand (if any part of the game was played).

E. In the event a team (defined for this purpose as a minimum of nine players) fails to attend a scheduled game, and it is determined by the Tournament Committee in Williamsport that the failure to attend was designed to cause a forfeit or delay the tournament for any reason, the Tournament Committee reserves the right to remove the team from further play in the International Tournament and/or remove those adults it deems responsible from the team and/or local league.

Little League Softball® Regional Tournament Agreement - Managers (Read carefully and then sign below on behalf of your team.)

� I have my Tournament Eligibility Affidavit in my possession. All games played by my team, and all pitchers

who were used in each of those games, are listed on my Tournament Eligibility Affidavit.

� I agree that all players have provided acceptable birth records used to verify the true dates of birth of the players on the affidavit. If records were not available for a player or players, then a Statement in Lieu of Acceptable Birth Documentation, plus copies of all supporting documents, accompany the affidavit.

� My Tournament Eligibility Affidavit is accompanied by copies (or originals) of school enrollment documentation (dated prior to October 1, 2017) or three or more records/items used (dated prior to February 1 of the current year) to verify the residence of the parent(s) or legal guardian of the players on the affidavit. If any such residence is outside the boundaries of my local league (as noted on the map referenced below), then I have attached documentation showing that the player referenced is eligible to play under Regulation II (d) or Regulation IV (h), or by written permission from the Charter Committee of Little League International, and that these documents are true and correct. If these required items pertaining to each player do not accompany the affidavit, then I understand and agree that the player in question is not eligible.

� My Tournament Eligibility Affidavit is accompanied by a map showing the actual boundaries of my local Little League. Also shown on the map are the actual residences (as defined by Little League Baseball, Incorporated) of or the actual physical location of schools attended by the players listed on the affidavit. If such residences are outside the boundaries, and the player does not attend a school physically located within the boundaries, then the affidavit is accompanied by a written waiver from Little League International, or the Regional Headquarters, for the current season. If these required items pertaining to each player do not accompany the affidavit, then I understand and agree that the player in question is not eligible.

� I agree that neither myself, nor any members of my team or coaching staff will accept any gifts, equipment, awards, or other promotional items of any kind from any source, without explicit approval from Little League International, while my team is being housed by Little League International. I understand that if I, or any members of my team or my coaching staff receive such items, Little League will withhold such items until the end of the event, after which a determination will be made as to their disposal. I also understand that such gifts, awards, or equipment, if accepted, may endanger the amateur status, as detailed in the Little League Softball Rulebook, of the players on my team and the eligibility of my team to continue participating in the Little League International Tournament.

� I understand that Little League Baseball, Incorporated is the owner of trademarks that include the words Little League, and that I do not, nor does my team or league, have the authorization to permit those trademarks to be used by others in any fashion including endorsement, promotion or other commercially-driven initiatives. I will encourage my league, its board members, parents and other volunteers to follow the specific Operating Guidelines in the Little League rulebook in regards to fundraising and commercially-related activities, during and after the tournament.

� I certify that our league has not supported, in any way, the participation of this team or players on this team, in another youth baseball or softball program during the 2018 Little League year.

� I understand I may lodge a protest in accordance with the Tournament Rules and Guidelines, and that my team is not required to continue playing until such protest has been resolved, (A) to my satisfaction, or, (B) by the Tournament Committee in Williamsport, Pennsylvania, the decision of which shall be final and binding; I am solely responsible for the behavior of my team, my coaches, and myself. If I, my coaching staff, or members of my team act or play on the field in a manner that gives rise for a tournament director or the Little League International Tournament Committee to interpret our effort, or our performance is not consistent with fair play, they will have the ability to discipline my team with sole discretion and their decisions will be final and binding.

� I have distributed and collected Little League Medical Coverage forms for each player listed on my Tournament Eligibility Affidavit in my possession.

� I have distributed and collected completed model release forms to all players, manager, and coaches and have them ready to deliver to Little League personnel upon our arrival at the Regional Center.

� I agree that neither myself, nor members of my coaching staff, have accepted compensation, personal or otherwise, for promoting the use of a product or service. We have not violated Little League Regulation XIII(d), and we will continue to comply with the regulation while competing in the Little League International Tournament.

Additionally, we understand it is not to be used to display negative messages toward players, volunteers (including umpires), the tournament, or Little League International, and that complaints should be voiced through appropriate channels. Lastly, our social media accounts may be monitored for any inappropriate activity, and may be subject to review of Little League International Tournament Committee, which may lead to disciplinary action.

• Each team will have the opportunity to participate in the chant/cheer contest that will

be held during the picnic at the field.

• The chant/cheer should be FUN, original and positive. Be sure to include the league

name! There will be judges there to crown the best chant/cheer.

• The winners will receive their name on a plaque displayed in the Central Region

Headquarters and players receive $5 gift certificate to souvenir stand.
