Many District 7190 clubs have been busy in the past few weeks, celebrating a great year with their "retiring" Presidents and welcoming their new President to the podium. Congratulations, one and all. And, congratulations to DG John Mucha and his team. John has been a remarkable leader for District 7190 over the past 12 months, and we are grateful for his forward looking leadership and vision. As your newly minted DG I have been blessed to attend a number of changeover events in the past few weeks, including the District's event at the River Stone Manor on June 25th, and I've been struck by the same thing each time. Invariably the outgoing President references a substantial list of achievements that have been successfully undertaken in the past year. He or she then thanks the members of the Club, saying in no uncertain terms that without their commitment and engagement nothing would have happened. Just as invariably, the incoming President speaks about his or her vision, trusting that the members of the club will support the cause. He or she then thanks the members in advance, saying in no uncertain terms that nothing will happen without their commitment and engagement. This is the rhythm of leadership in Rotary. Each year, throughout the world, the entire leadership of Rotary changes… from top to bottom. But whether you're going out or coming in, one thing remains the same. Rotary is about the members. Rotary leaders are there to support and inspire the members. The members make it all happen, and without the members very little can happen. And so at this time of the year, when Rotary changes from top to bottom, we are reminded that it is the core values each of us hold - the values intrinsically expressed by the concept of service above self - which makes Rotary unique and exciting. There is nowhere better we can go which can inspire us to action, charge up our batteries, and encourage us to find the best version of ourselves than to a meeting each week at Rotary. Good luck and blessings to us all, as we embark on another great year in Rotary. Thanks for all you do. Ballston Spa Rotary Year End News As our Club's year comes to an end, we are looking forward to the challenges of next year. ~ ~ ~ The Council on Legislation

During the 2017 District Conference, I had the honor of being voted in as our district’s representative to the Council on Legislation for the next 3 years (2017-2020). PDG Anne Cargile was voted in as our alternate representative. We will represent our district at all three meetings of the Council on Resolutions and at the Council on Legislation during our term.

What is the Council on Legislation? This is the body of representatives that meet every three years to vote on enactments and resolutions to amend the constitutional documents of Rotary International. Enactments amend the RI Constitution, RI Bylaws and the Standard Rotary Club Constitution. Every district sends one representative. More importantly, every district and club may propose an enactment. Proposed enactments from clubs and districts for the 2019 Council on Legislation must be received by Rotary on or before 31 December 2017.

The Council on Resolutions meets online every year to vote on proposed resolutions, which express opinion and make recommendations to the RI Board. Resolutions proposed by a club must also be voted on, or endorsed, by the clubs in its district at its district

conference, a district legislation meeting, or through a ballot-by-mail, before it can be submitted to Rotary. Resolutions must be submitted by 30 June 2017 through the online form for the 2017-18 Council on Resolutions.

From 2013-2016, PDG Dan Stec was our representative to the Council on Legislation. During the 2016 meeting in Chicago. 181 pieces of proposed legislation were sent to the council, 117 enactments (proposals to amend the constitutional documents of RI) and 64 resolutions (proposals that do not amend the constitution). The council adopted 47 enactments and 14 resolutions. Those changes resulted in revised membership types, redefined board positions, relaxed attendance requirements, opened membership and meeting alternatives and much more.

As you can see, this has a HUGE impact on how our clubs and district function. As such, I want you to be aware that you can participate in this process. The big deadline is December 31, 2017 for the Council on Legislation. The annual deadline for the Council on Resolutions is June 30.

If you want to know more about this process, you can read about it online on the Council on Legislation page. If you’d like to talk about how your club can participate or anything relating to this, please contact Ann and I. We are happy to present to your club, or meet with you and your board to go over the process should you opt to participate.

Woodworking & Fine Arts Weekend Info The Northville Rotary Club's annual Woodworking & Fine Arts Weekend is expected to once again fill the village with thousands of visitors. Always the third weekend in July, the ninth annual event is taking place Friday, July 14 through Sunday, July 16 at the Bradt Municipal Building and Town Park, 412 S Main St., Northville. Over 60 juried artists and selected fine craftsmen will be displaying countless examples of the areas most exquisite works of art. Among the fine artisans you can expect to find; woodworkers, painters, jewelers, photographers, weavers, basket makers, potters, and others, all displaying their unique talent with items available for purchase. The Northville Rotary is proud to announce this year’s featured artists are Glen Marsh of Middle Grove, an exceptional photographer known for his detailed landscapes, and master woodturner Paul Petrie, Jr. of Gloversville who creates intricate bowls and other wood items. Each artist has donated a selected piece for the Northville Rotary Club's distinct silent auction and the raffles this year include a Performance bike donated by “The Bike Works” in Johnstown, and a kayak donated by “Fuel ’n' Food” in Mayfield. A refurbished Penn Yan Cartopper rowboat will also be raffled. All restoration work was done by Rotarians and friends. Show hours are Friday, 5 to 8 p.m., Saturday 9 a.m. to 5 p.m., and Sunday 10 a.m. to 3 p.m. Food and refreshments are available on site prepared by Northville's Klippel's Kozy Korner.
