This year’s event againwill take place on thefirst Saturday inSeptember the 5thwith , classic cars fromall over the UK andIreland converging onLlanferres on theFriday evening for thePre event checks andthen the first carleaves the Druid Innfrom 8.25am on theSaturday morning to aspecial test in Loggerheads country park , before wending their wayaround the Vale of Clwyd for a day of competition before finally returningto Llanferres about 4.30 pm for the end of rally meal and prize giving.

11th June 2015:- Present: Cllr. DavidJones (Chair), Cllr. John Almond, Cllr.David Twomey, Cllr. Rob Armstrong, CllrAdrian Walls, Cllr Rob Jones, Cllr.Yvonne Foden McCorry. the Clerk MrsGwyneth Dillon and County CouncillorMartyn Holland.

1. Apologies: Cllr. Margaret Davies, Cllr.Jac Armstrong,

2. Declarations of Interest: Cllrs. RobArmstrong, Rob Jones and DavidTwomey declared interest in Item 13(Village Hall costs) as they are membersof the Village Hall Committee andsigned the register.

3. Meeting open to the public for tenminutes: Mr King raised the matter ofFlintshire CC having erected awaymarker sign which is overhangingthe road and represents a hazard. MrNoel Headley reported that a) theMemorial Stone had a flaw and needssome remedial work. (This will becarried out) b) There is a lack of 'dogwaste' bins and dog waste is being putin the ordinary waste bins. It should beput in the 'Black bins'. It was explainedthat the cost of a 'dog waste' bin wouldbe about £550 and unless it wascorrectly sited the County CouncilRefuse collectors would not empty it.Enquires would be made into thepossibility of the Community Councilpurchasing a bin.

4. County Councillors report: CountyCouncillor Martyn Holland reported that1) some of the farm buildings atColomendy which are in a state ofdisrepair are Listed Buildings and theauthorities are looking for appropriateuses for them. 2) Pen y Waen will beclosed from 13th to 31st July forresurfacing. 3) People have beenholding overnight parties at Pot HoleCliffs with camping and drinking andleaving rubbish behind, including broken

bottles. Local residents have beenclearing up after the parties but areconcerned that the broken bottlesrepresent a hazard to other members ofthe public. The police have beeninformed. 4) Some dwellings outside thevillage still cannot get fast broadband.5) The owners of sheds in Big Covertwho were refused planning permissionhave lodged appeals against thedecisions. Councillor Holland hasrequested that the Welsh Governmentconsiders changing the regulationsregarding sheds in woodland.6) Councillor Holland is proposing to doa survey into the usage of buses by theresidents of Tafarn-y-Gelyn.

5. Minutes of previous Meeting: Theminutes of the Meeting held onThursday 14th May 2015 were signed as atrue record after some minorcorrections were agreed.

6. Matters Arising: No matters were raised.7. Reports from other meetings: The

Chairman reported that he hadattended the meeting for the training ofclerks as an observer on behalf of theStandards Committee of which he is amember. The Clerk had attended aWales Training Seminar at LlandrindodWells and had circulated a report to allCommunity Councillors.

8. Maintenance in the Community:Councillor Rob Armstrong is attending tothe missing downspout on the busshelter.

9. Footpaths - seating arrangements: MrBarton had asked at the last meetingabout some money which had beenraised, 20 years ago, to fund theMemorial Stone and some seats. It wasexplained that all the money had beenspent appropriately many years ago andrecorded in the minutes at the time.

10. Red Telephone Kiosk: Waiting for aresponse from Mr David Shiel.

Meeting Llanferres - Community Council11. Risk Assessment: A risk assessment of

the Community Council's possessionswill be carried out shortly.

12. Field Adjacent to the School (MaesYsgawen): Work is in progress to obtaina 'Lectern' style mounting for theinformation board. Maintenance of thefield is being carried out. The field hadbeen closed overnight on one occasionto enable weed spraying to be carriedout. Spraying will be kept to aminimum.

13. Training and Finance: A Code ofConduct training meeting will be heldfor Chairs and Vice Chairs on Monday29th June from 1.30 to 5.0 pm inCounty Hall. A 'Cluster Meeting' forChairs and Clerks will be held onTuesday 23rd June at 6.0 pm in CountyHall. The proposed charges for the useof the Village Hall for CommunityCouncil meetings was discussed. It isbelieved that the Community Council isentitled to use the hall free of chargeand a letter will be sent to the VillageHall Management Committee forclarification.

14. Bills: HMRC £38·80; Clerks salary£*******; Maintenance of Maes Ysgawen£40´00

15. Planning Matters: 21/2015/0282PROPOSAL: Erection of Ancillarydomestic building. LOCATION: BrynFynnon Farm, Llanferres. Althoughsympathetic to the application, theCommunity Council could not supportthe application because it is outsidethe development boundary and wouldbe equivalent to a new build in theopen countryside.

21/2015/0562 PROPOSAL: Erection ofextension to side and rear of existingdwelling. LOCATION: Bryn Hyfryd,Maeshafn. The Community Councilcould not support the application andis to ask the County officers toconsider whether the proposals

represent over development of the site.16. Maeshafn Playing Field: Solicitors

Llewellen Jones, acting for LlanferresCommunity Council, despite having sentreminders to Hanson's solicitors, haveyet to hear from them with theengrossments for signature. Anotherreminder has been sent as withoutthese engrossments, they are unable toproceed.

17. Correspondence List: All matters dealtwith above.

18. Other Matters that have been broughtto Councillors' Attention: A car with a'For Sale' sign has been parked by theOld School in Ruthin Road and isblocking the footpath making itimpassable for wheelchair users. MrsTurner, the school Head Teacher, willbe leaving at the end of this term totake up a new appointment.

19. Date of Next Meeting: The next meetingof the Community Council will be heldon Thursday 23rd July 2015 at 7.30 pmin the Village Hall.

Llanferres Parish Gardening ClubThe Gardening Club Meeting was held at the Village Hall on 8th June, 2015.Our Speaker this month was Mr David Locke, Head Gardener at Chirk Castle and histopic was Chirk Castle Gardens.

Mr Locke illustrated his talk with slides showing the Castle which was built in the late13th century by Roger Mortimer. The castle was sold to Sir Thomas Myddleton in 1595and his descendants continue to live in part of the castle today.

The iron gates at the entrance feature the coat of arms of the Myddleton family anddate back to 1719. These gates are the work of the Davies Brothers from Bersham,Wrexham.

The Castle and grounds are now managed by the National Trust and span 5.5 acreswhich include lawns, clipped yews, herbaceous borders, rose, shrub and rock gardens.A very interesting talk illustrating plants, shrubs and trees together with the lovelysurrounding views from the Castle.

The refreshments were provided by Mrs Joan Almond and the Raffles were won byMrs Karen Langford and Mr John Almond.

The next gardening event is a visit to Dove Cottage, Penyffordd on 13th July, 2015.Everybody wishing to go on the evening visit to meet on the road near the Church at6.30 pm where arrangements will be made to car share.

The FlintShare gardensat Cilcain, Northop andHawarden are allshooting up. Stuff growsso fast this time of year!

The Northop polytunnelshave fed us royally throughthe usually lean last couple ofmonths with delicious newpotatoes, stupendous salads(with plenty of Peter’swonderfully experimentalcrops) and the most productive chard ever. And that’s just three of them!

While the tunnels now care for our tender tomatoes, aubergines, cucumbersetc the Cilcain Garden will take over the summer crops. We’ve plantedeverything from cabbages to cucumbers, beetroot to berries, squash tosalsify. The flowers are now humming with our honey bees and hoverflies.The newly planted orchard is in full flower and the birds are singing everyday. They’re also eating all our brassicas the blighters!We’ve planned a Retreat Weekend at Cilcain in July for all thingscontemplative and fun.

FlintShare has started working with Cilcain school. Peter Rogers and PamWorthington have started a popular veg club and the kids have been down tothe Cilcain garden to build bug hotels for us.

We have started a Saturday Veg Hub at Northop to make it easier for folkto get their veg regularly. We crop it from all three gardens and put it readyfor members to collect. It’s made quite a nice get together time for a chat, acoffee and maybe a wander round the tunnels.

We love visitors! We’re at Cilcain garden Tuesdays, most Fridays andusually a weekend day too. To find out more about FlintShare ….

It’s fair to say it’s been a very successful year for the club. Both the juniors andthe seniors have thrived from new faces and have produced impressive resultsas well as an admirable and positive atmosphere on a Thursday night.

The A and B team have both exceeded start of seasonexpectations with the A team battling incredibly hard to gainpromotion back into division 1 with only Flint Phoenix finishinghigher (notably only Flint beating the A team all season). The Ateam also progressed to the semi-final of the NEWBA cup, onlylosing out to a strong Deeside of division 1.

Meanwhile in division 3 Llanferres B team got themselves intothe record books, finishing higher than they ever have at a solid4th place. Very close results meant that they could haveprogressed even higher. In the NEWBA cup the B team werealso unfortunate to draw Llanferres A team which resulted inthe A team progressing through on 12th February after a hardfought battle. With lots of new faces that have been able toimprove though coaching, the B team will have their eyes onpromotion next season as well as the hope offielding a C team in the league for the first time.

The junior club has continued to produce somequality players this season with the vision ofbreaking into the senior club and the leagueteams. Home grown players such as Nick Prtak,Declan Boner and William Fellows have beencrucial figures in the progression of the B teamthis season as well as the fresh faces of BenGarnett and Lee Garratt being crucial reserves.

The club has flourished this season and is inperfect stead for more success in September!If you would like to get involved whatever yourbadminton experience, contact Jane Givelin on07581435144.

The end of season handicapped tournament was agreat success this year. Some very close matchesthroughout the evening resulted in Tom Givelin andnew member Sam Chan being crowned champions.Closely followed by Claire Hailstrap and WilliamFellows.

Marshals needed - a date for your diary- Sunday 13th September 2015.

The Llanferres Playing Field Association has again agreed to marshalthe event, with the help of our local community.

In 2014 we raised £2000 for the playing field.

As in previous years, there will be a marshals meeting on Friday 11th,

at 7.30pm, & post event BBQ / free drink at The Druid.

As many of you willalready know we aresadly losing our headteacher RebeccaTurner who is movingon to a much larger

school near Wrexham. This is a goodpromotion for Rebecca who has beenwith us for over five years during whichtime the school has gone fromstrength to strength. Only this week welearnt at the governors meeting thatour children have done extremely wellin their annual tests and that the resultsare well above the Welsh average. Ourthanks go to Rebecca and her team forall their hard work and commitmentand we wish Rebecca well in her newappointment.I should point out that the recruitmentprocess for a replacement headteacher is well underway.

I have received a number of complaintsabout groups of young people who arecamping and partying at Pot Hole Cliffs.They are leaving large amounts ofrubbish including broken glass, oldtents, sleeping bags, etc and there isalso evidence of them painting graffition the cliffs themselves. My thanks goto some of the neighbours who havekindly cleared away the rubbish andwho collected up to six or more bagsof rubbish after one event. There havebeen three such incidents so far thisyear in an area that is popular withboth walkers and climbers.

It appears that some of these partiesmay have been circulated on socialmedia and the numbers attendingthem have been growing. I have asked

the police to keep an eye on the areaand especially to look out for carsparked in the lay by on the A494 late atnight. Some of these youngsters haveno respect for our countryside andthey have been cutting down trees andmaking bonfires which are a seriousfire risk in this wooded area.

I will be attending the launch of 3G atLoggerheads in early July. This is verygood news for visitors, businesses andresidents who live within 500 metres ofthe park which is currently a dead spotfor mobile phones, iPads, etc.This is all part of the counties movetowards what is called DigitalDenbighshire and hopefully we will seeDigital Denbighshire completed overthe next twelve months with the rollout of FTTP and FTTC Superfast BroadBand.

FTTC is Superfast Broad Band deliveredthrough fibre optic cables via cabinetsand FTTP is Superfast Broad Banddelivered through fibre optic cablesdirectly to individual properties. FTTCwill be the norm in villages such asLlanferres and FTTP will be forproperties and communities which area little more remote and were cabinetsare not being installed.

As the situation becomes clearer as towhich villages will be connected towhich systems I will let you know.

I attended the Log Fest Event over theweekend of June the 6th & 7th whichonce again appears to have been agreat success. I hope that before nextyears event the county will have

A note from your County Councillorcompleted the additional parking atthe rear of the Loggerheads Countrypark which is so badly needed. I havebeen pressing for additional fundingto complete the work as Loggerheadsis the Gateway not only to the CountryPark but to Ruthin and thesurrounding areas which all rely onvisitors and tourism.

You will have seen recently that WelshGovernment have announced a grantof 2.5 million pounds to Denbighshirefor Housing. As worthy as this is, I findit difficult to understand how theyhave found this money when theyhave already cut our budgets this yearby 8 million pounds and are telling usto tighten our belts even further nextyear. I believe this is just anotherexample of how Welsh Governmentwants to micro manage LocalGovernment in Wales and dictate ourspending plans from Cardiff.

Welsh Government have alsoannounced this week their proposednew map for local government inWales. Despite all the consultations itis no surprise that the favoured optionis to return to the two old counties ofGwynedd and Clwyd here in NorthWales. With the removal of districtcouncils under the last reorganisationthese proposal will mean the end ofthe term "local government" as weknow it and this reorganisation willmove local services further away fromus all. We should remember that Big isnot necessarily beautiful!!

On a final note, I attended an annualtraining session this month regarding

my role as a Corporate Parent. AllCounty Councillors have a duty to actas corporate parents for all thechildren in the counties care. InDenbighshire we have approximately180 children in care, the vast majorityof whom I am pleased to say are withFoster parents. Denbighshire arealways looking for people who wouldlike to act as Foster Parents and if youfeel you can fulfil that role you shouldcontact Denbighshire's social servicesdepartment who will be pleased tohear from you.

Do House martins go hunting fornest sites communally and thenmake collective decisions forindividual birds? I ask this questionafter watching the antics of anumber of these birds on twooccasions. The first was when abouttwenty House martins weregathered in a quite noisy grouparound the side of the school. Theywere swooping and chattering andseveral birds at a time would landand cling to the wall face close to thegutter while the others flew backand forth chattering loudly.Eventually they all flew off and musthave decided that the site wasunsuitable as no nests were built.Several days later, six or eight of

these birds congregated round anartificial nest which we haveattached to the front of our house.Again there was a lot of coming andgoing and chattering. Some birdsheld on to the wall and othersseemed to take it in turns to enterthe nest as if examining it to see if itwas suitable. After a time theydispersed but a few days later wediscovered that a pair had taken upresidence. Had they made apersonal choice or had it beennecessary to get the approval of theflock?I was then telephoned by a local

lady to tell me that House martinswere nesting on her house fromwhere they had been absent forseveral years. Why this suddenflurry of activity? I suspect that theyhad lost their habitual sites, possiblybecause of demolition orrefurbishment.On the subject of martins, I was

pleased to see a Sand martin (or

perhaps a pair) in the vicinity ofwhere a pair nested last year in thebank of the River Alyn. I alsowatched as House martins andSwallows swooped down on asmooth part of the river, brieflytouched the water with a littlesplash and flew on. I could notdetermine whether they werepicking insects off the water surfaceor actually taking a drink.This year is proving disappointing

in the number of butterflies I haveseen. After the mild winter I hadhoped there would be good numbersof spring butterflies butunfortunately it has not been thecase and I attribute this to theconstant cold wind we haveexperienced, even on what otherwisewould have been warm, sunny days.Yet there are anomalies. Pearl-bordered fritillaries seem to be doingwell and, in some places, Smallheaths are numerous but then thelatter are tough little creatureswhich are able to fly when otherspecies are sheltering in the herbage.I saw my first Green hairstreak onthe same date as last year and theSmall pearl-bordered fritillaryearlier than last year. The rare, anddelicate, Wood white, which can beseen in parts of Shropshire, emergedfrom its overwintering pupa right oncue in the first week of June, but Idid not see it until a week later.Even places which are usually 'hotspots' for butterflies, both locally andin the warmer south where I wasrecently, have shown a dearth ofthese insects. One can only hopethat things will improve as summerprogresses.
