Track Your Mailer Scorecard: Avoid postage penalties How often do you monitor your Mailer Scorecard?

Are you comfortably meeting all the thresholds set by the USPS® - or are you barely meeting, or even falling below them? It is absolutely critical for mailers to monitor their Scorecard regularly, track mailing performance and gain insights to problem areas which need to be improved so they do not end up paying penalties. Track Your Mailer Scorecard: Avoid postage penalties (cont. from page 1) The Mailer Scorecard is the new USPS reporting system that scores you on how well or how badly you are performing when processing mailings. The Scorecard is a MicroStrategy report that tracks your mailing performance trends across months and years for various USPS programs. Who gets a Scorecard? If you use eDoc and the PostalOne!® system to process your mailings, you automatically get a Mailer Scorecard. There is no need to apply for one, but you do need to request access to yours from your company’s Business Service Administrator (BSA) for your PostalOne! account. What’s in the Data? The Scorecard provides a complete summary of performance for Full-Service Electronic, eInduction, Seamless Acceptance, Mail Anywhere™ and SingleSource ACS™. You can easily view the metrics in numbers and percentages on a dashboard by logging in through the USPS Business Customer Gateway: https://gateway.usps.com/eAdmin/view/signin. Once logged in, select “Mailing Reports” on the first screen and then “Mailer Scorecard” on the next. Monthly Assessment Each calendar month your mailings will be aggregated to create your scores, and the areas which need attention will be highlighted in Green, Red, and Yellow. Green indicates improvement by more than 5%, Red indicates decline by more than 5%, and the Yellow highlighted areas mean you have exceeded that threshold. The assessments, when implemented, will be based on the amount you exceed the threshold and the Full-Service discounts you have claimed for the month. Different USPS programs may have different evaluation periods. For example, Full-Service and Seamless Acceptance look at data for a calendar month while SingleSource ACS looks at data for the prior quarter. Later in 2015, the USPS plans other threshold-based assessments for programs like Seamless Acceptance and Move (cont. on page 7)

Q: What are some of the requirements for Intelligent Mail Package® Barcode (IMpb)?

A: There are three major IMpb requirements that customers must meet:

Bear a unique IMpb barcode

Be accompanied by a Version 1.6 (or higher) electronic Shipping Services File (SSF) record populated with required details about the package

Include the correct destination delivery address and/or 11-digit Delivery Point Validated ZIP Code for each record in the Shipping Services File

Mailers who plan to use their own software must complete the IMpb certification process. You can sign up for a business account and Mailer ID (MID) through USPS Business Customer Gateway (https://gateway.usps.com/eAdmin/view/signin). You can find more information about the IMpb at https://ribbs.usps.gov/index.cfm?page=intellmailpackage. Q: Does Window Book software support IMpb?

A: Yes we do! Our Postal Package Partner shipping software is USPS MAC certified for IMpb. It can import Shipping Services Files (SSF) created by your presort software or special files created by DAT-MAIL, print labels, submit files to PTR, collect extract files, provide tracking reports and do e-mail notification. We also offer a service called IMpb On-Ramp Service to help shippers get certified for IMpb. We will walk you through the onboarding process, answer any questions you have, make sure you have everything you need to meet the new requirements and assist you with certification of one PTS file and one printer. AND, you do not have to currently use any other Window Book products. You can also use our DAT-MAIL post-presort software to extract the data needed to create a Shipping Services File and provide it to Postal Package Partner. Q: Can you tell me how I can get help to better understand my Mailer Scorecard?

A: The Mailer Scorecard includes a “drill down” function that allows users to drill down to the specific mailing jobs with errors and then to the specific errors. The Mailer Scorecard will provide error codes and a recommended solution. The error codes can also be looked up in the PostalOne! technical guides. If you need help analyzing your Scorecard, call us at 1-800-524-0380 or email [email protected] to request assistance. We can help you review your Scorecard and make recommendations to assist in avoiding Full-Service error/penalty invoices. Q: Does Window Book offer on-site training in addition to online assistance to help their clients?

A: Yes! We’ve had so many clients who have benefitted from on-site visits. With on-site training, you can include more people in training to ensure thorough implementation; plus, we can better customize our training services in person. USPS Postpones Facility Closures AGAIN The United States Postal Service® (USPS®) is once again postponing their planned network consolidation and corresponding adjustment of delivery service standards. The network consolidation plan was postponed once before, in 2014, and then restarted in January 2015. The USPS originally laid out their Network Rationalization plan in 2011 with a phased approach to closing and consolidating various postal facilities and making the necessary service standard adjustments to correspond with the new service network. The USPS goal in closing a large number of processing facilities is to cut costs and optimize their processing network to more closely align with the decreased volumes of mail. The USPS indicated that the decision to defer the next phase of the initiative was based upon operational considerations, and was made to ensure that the Postal Service will continue to provide prompt, reliable and predictable service consistent with the published service standards. The USPS plans to resume the consolidation plans in 2016. Network facility changes The first phase of the network optimization plan began in July 2012 and by the end of 2013 a total of 96 facilities were either closed or consolidated into others. The Phase 2 plan, which began in January of this year, had consolidations scheduled for up to 82 facilities. According to numbers produced and reported by the USPS, the network consolidation has realized an annual cost savings to the USPS of $865 million with no employee layoffs. This next phase was expected to realize an additional $750 million in annual savings, but it is unclear at this point how much of this savings has been real-ized in the abbreviated Phase 2 implementation. The Plan The USPS provides detailed information regarding the planned facility consolidations and closures on a special Our Future Network web page. Included on that page is a link to the Phase 2 FAQ’s. Their Mail Move Plan is available in Excel spreadsheet format, and will be updated on a weekly basis. The USPS also provides information on these planned consolidations on its main web site and on the RIBBS web site. What it means for mailers So, what does all this mean for mailers? Once the consolidations and closures resume in 2016, mailers will need to make sure their mailing software solutions – both presort and post-presort - are updated with the most recent postal destination data updates. This includes Labeling Lists, destination drop ship data files (including re-directions), etc. Read more: windowbook.com/Etips

A Rollercoaster Ride of Rate Changes By Christopher G. Lien, President, BCC Software

response rates by two to three times. Track N Trace services provide the accountability, visibility, and predictability that fully leverage IMb, enabling mailing service providers new and exciting ways to demonstrate incremental value to their customers and open new direct marketing channels. Finally, keep a watchful eye on some of the exciting new promotions the USPS has in store for late 2015 and into 2016. At the National Postal Forum, the USPS handed out a booklet containing some amazing ways high-touch mail can connect to high-tech devices. Near Field Communication, for example, was one such interesting piece. Embedded into the paper is a small device that when placed in close proximity to a smartphone with NFC enabled would automatically start playing a video. Very powerful and creative messaging is sure to emerge with NFC technology. So, hang on for a wild ride of rollercoaster rates, and if possible consider taking advantage of the exigent rate roll-off expected later in 2015.

After what seemed like an eternity, the US Court of Appeals, DC Circuit finally came back with a decision on the exigent surcharge of 4.3% that was approved in 2014. Like many decisions, there is good news and there is bad news. The good news is that the Court agreed with the Postal Regulatory Commission that the exigent increase is temporary and will need to be removed at some point. The bad news is that the Court remanded back to the PRC the financial impact the Great Recession had on the USPS mail volume. Thus, we still don’t know when the exigent increase will be removed. Since postage rates just increased on May 31, will likely decrease again later this year, and then increase again in early 2016, it really sets up a rollercoaster ride of rate changes for software vendors and the industry. It also presents what could be a tremendous opportunity for mail owners and mailing service providers to utilize what might be unspent postage budgets once the exigent prices are removed. This is especially true if when removing a 4.3% exigent price drops postage rates to below January 2015 amounts. Many mail owners have reported that they budgeted their postage amounts assuming the exigent rates would not come off this year. That could mean unspent budgets in the latter half of 2015; a great time to consider new advances in address quality, mail sortation discounts, mail tracking services, post-presort or PostalOne!® automation software and promotions that bridge the high-touch of mail to high-tech devices like smartphones. Address quality is still the foundation for timely, predictable, and ultimate delivery of a mail piece. And with on-demand services such as proprietary change of address and address resolution service readily accessible, you can achieve more complete, correct, and current addresses than ever before. Each incremental ZIP+4 assignment means better sortation, lower postage, and improver deliverability of your mail. The USPS recently reported that 87% of all mail volume now has an Intelligent Mail barcode. That’s great news for anyone looking to strategically time multichannel messaging and improve their overall

In addition, a proposed assessment for later in 2015 would penalize mailers who use labeling lists that are too old or too new. The 2nd and 3rd round of assessments later in 2015 could be much larger than Full-Service assessments so this is a great time to become familiar with your Scorecard and begin the process of improving it. Do Not Wait Until Assessments are Implemented Currently the Full-Service Verification error postage assessments are for “Review Only” which means you will not be liable to pay for errors until the USPS implements the assessments. Mailers are urged to check for errors the USPS detects in your eDoc so you can take corrective action long before those assessments become effective. Keep track of your Scorecard to view mailing trends and identify specific mail preparation errors. Remember that high quality mail drives efficient processing and increased productivity with less chance of human error. DAT-MAIL Software Updates

The installation of MS SQL is now required for DAT-MAIL.

We have added support for SFR (Special Fees) in our statement generation for 15-1 Mail.dat files.

We are now offering access to our NEW Advanced Workflow Automation Manager (AWAM) that has the ability to run multiple/simultaneous Mail.dat file imports for automated processing. Please contact Client Services at 800-524-0380 or email [email protected] for more details.

We have added a new option to AWAM named ‘Look for Mail.dat files in Subfolders of Import Path’. With this new option, you can set a main Directory Path that could contain multiple subfolders where your Mail.dat files are located. AWAM will search through and import any Mail.dat files found within those subfolders.

We have updated our Split Utility to work with Palletized MLOCR files that consist of Logical containers with Physical siblings.

We have added a new setup option on our Export/Archive tab named ‘Remove spoiled pieces from export’. This setting will allow the removal of spoilage using the PDR/PBC values of X or T for mailers who primarily pay postage via Meter or Stamp. IMPORTANT NOTE: When this setting is chosen, you must mark all of your spoilage in PDR/PBC before sending a Release to PostalOne!. This will not work for mailers who are not able to identify all of their spoiled pieces prior to submitting their files to PostalOne!.

Everyone from your front desk receptionist to the people on your shipping dock (and of course your Sales Team) should be saying the same thing to all of your prospects in order to brand your company properly in the marketplace. Script it out and learn/memorize it.

2. What are the top 5 questions you should ask of your prospects? Find out from your top Sales Team members what they are asking prospects… there is a reason why they are so successful. They know how to engage a prospect. They know how to build rapport with a prospect. And, they know how to influence prospects by asking the right questions. That may sound counter intuitive… to influence someone with a question but I encourage you to explore that concept with your Team members.

3. Who in your prospect’s organization is the deci-sion maker(s) and why would you talk to anyone else? The answer to this question may seem obvious at first… but how obvious can it be when so many Salespeople spend so much time talking to the wrong people in a prospect organization. Should your Salespeople always talk to the same person in the organization? When it is time to demo your product… who from your prospect organization should be in the room? When it comes time to close… who should you be talking to in the prospect organization? Different companies may have different answers to these questions… what are the “right” answers in your company?

4. What does it mean when your prospect says, “I’m just looking” or “Can you send me some information”? How many times does your Sales Team hear these comments from prospects? These types of questions are very clear indicators that your Salespeople are not doing their jobs very well.

These types of questions are huge training opportunities for your Sales Team.

5. What should your Sales Team say to prospects who say, “I want to look at other providers…”? Again, this is a blow off. If you had a powerful, compelling, data filled, ROI driven, value filled, competition differentiating, desire building conversation with (not at…) your prospect… there wouldn’t be a reason for comparison shopping. This is the scripting (memorized so it rolls off your tongue naturally – not read from a script page) that you and your Team should be discussing. Your Sales Team knows your products/services, prospects and industry better than anyone on the planet (or they should…) so have this internal discussion to build that script and watch your revenues grow.

6. How does your Sales Team handle price objec-tions? First of all, if it is your prospect that is ask-ing about price rather than you telling them about price then you are doing something correctly. Secondly, you will not hear a price objection if you have sufficiently built enough Value in the mind of the prospect. Remember that you don’t want to tell the prospect what the value is… they must tell you how valuable your product or service is going to be when they are using it. Remember, questions are the answer. Building value around and creating desire for your product/service is all about asking the right questions.

The discussion around and the answers to these questions are very important to the growth of your Sales Revenues. Not only should every person on your Sales Team know what to say in each of these circumstances above but it is just as important and perhaps more important that they know “how” to say it. Practice in a mirror… out loud! It is 10 times more effective to recite your script out loud once than it is to recite your script to yourself in your head 100 times.

have informed us that the U.S. Postal Service has decided to take the month of August off and is furloughing all employees for the month. Post Offices will be closed and mailboxes chained shut for the month.

“Taking the month of August off was necessary due to our financial condition,” says our source. She goes onto say “Congress won’t allow us to go to five day delivery or cut our other overhead as much as we need to. Our retirees can’t use Medicare and that ridiculous prefunding requirement is still in place so we have to save money somehow!

Congress won’t do anything unless there is a crisis, so we might as well create one! Better yet, if we take the month of August off we won’t have to rollback the exigency rate case that month so maybe the Court will rule in our favor during our break and we won’t have to do it at all!

August is also a terrible time to be in Washington, DC with all that heat and humidity. If the entire country of France can take August off, why can’t the U.S. Postal Service?”
