ROXBY DOWNS…After almost 18 months of waning volunteer support, the Roxby Downs Community Centre will close its doors for the final time this week. Roxby Downs Council will officially close the centre, in its current incarna- tion as a community meeting place to- morrow, Friday, July 16. “The main aims of the Roxby Downs Community Centre Association were to provide an opportunity for people to come together…to promote a sense of belonging to a caring community and provide an opportunity for people with personal and family problems to meet in a natural setting,” town administra- tor Bill Boehm told The Monitor this week. “Council converted the former resi- dence at 13 Hermit St some three years ago into a meeting place in response to representation from sections of the com- munity who wished to form their own incorporated body,” he said. At the time of its inception, the house’s conversion to a community centre was publicly opposed by some local residents. Later, parking became an issue as Hermit St residents protested the congestion of the street caused by the centre’s users and their cars. The centre’s most recent volunteer coor- dinator, Wendy Moy - a local mother of four who gave up the position after re- turning to full-time employment, said lack of volunteer support was “the final nail in the coffin”. “Early on we had all sorts of groups meet- ing here – new residents, cooking, sew- ing and craft groups, singing, a games club and a mothers and babies meeting,” Mrs Moy told The Monitor this week. “The space was available for a minimum charge and some people even came to study, but I don’t feel it was advertised properly and we didn’t have enough vol- unteer staff. “If the centre was to re-open we’d need a paid coordinator and we’d need the com- munity to tell us how they want to use it.” Mr Boehm said council made the deci- sion to close the centre after talks with operators of other community venues including churches, the medical cen- tre and Cultural Precinct. “Notwithstanding that the Community Centre Incorporated has ceased opera- tion, council recognises the need for an additional social support mecha- nism that this organisation attempted to deliver,” he said. “To this end, subject to budget con- straints, council will endeavour to prove some additional human re- sources in the 2004/05 budget. “However, before making any final de- cision on the future of 13 Hermit St, Council is awaiting completion of the community plan to ensure the house’s next incarnation fulfils community needs. “Should, at some stage in the future, the house be required for community use then the building can be readily used as such without additional cost,” Mr Boehm said. In the short-term, 13 Hermit St will again be used as a residence for coun- cil staff. The popular supermarket chain will move into the current Foodland premises, and introduce its full range of general supermarket items as well as an extended range of fresh food. As Australia’s largest employer of apprentices and trainees, the business would also bring opportunity to the region’s youth, according to Woolworths General Manager (Property) Peter Thomas. Mr Thomas said the million dollar general refurbishment will include the introduction of Woolworths signage, branding, ticketing and linking the new store to the Australia-wide Wool- worths computer network. “We are Australia’s largest apprenticeship and traineeship provider…..a third of our workforce is aged under 20….it will be a good opportunity for people in that age group,” Mr Thomas said. He said customers could also look forward to a larger range of fresh food products and extended long-life items. Mr Thomas said Woolworths would offer consistent low prices, comparable to those offered in metropolitan stores, as the supermarket did not impose higher prices due to any freight expense to stores in country locations. “The biggest change is we will be running prices consistent to metro areas,” he said. He said the store would also aim to retain current supermar- ket employees in order to maintain the local face of the busi- ness. “They have the skills and the relationship with the custom- ers,” Mr Thomas said. Local shoppers could expect a much wider range of general supermarket items and brand names, including generic items, as well as a small range of minor clothing items, linen, and household items.

FAR NORTH…Far North residentshave welcomed last week’s announce-ment that the Royal Flying DoctorService will not only safeguard its PortAugusta presence, but also upgrade thelocal facilities. The announcement came last week af-ter months of rumour and uncertaintysurrounding a review of RFDS opera-tions and bases in South Australia. The RFDS will keep its on-call emer-gency service aircraft and communi-cations staff in Port Augusta at an up-graded facility at the local airport. The primary and allied health care air-craft will also remain based in PortAugusta when being used for clinicalpurposes whilst returning to Adelaidewhen surplus to the provision of Pri-mary and Allied Hewalth activities. This significant change will have animportant impact in enhancing theRFDS’s ability to service the wholeState as these aircraft previously stayedidle in Port Augusta when not requiredfor clinic use.Roxby Downs RFDS Auxiliary presi-dent Shirley Gow welcomed the deci-sion to retain.“The outcome of it all is very, verygood,” she told The Monitor this week.“I think there will be a lot of minds putto rest – that we are keeping the medi-cal part of the service close by.“I feel the changes won’t affect theservice in the region and the commu-nity will feel a bit relieved to finallyknow what’s happening and that we’renot going to lose our nearby base.”RFDS Board chair Vanessa Boully an-nounced last week that the board hasaccepted six of the recommendationsarising from the report by external con-sultant Healthcare Management Advi-sors (HMA) including:• The retention of an emergency re-sponse aircraft and associated doctors, flight nurses and pilots in Port Augusta.• Primary and allied health care serv-ices will remain based in Port Augusta, however, the aircraft dedicated to theseservices will return to Adelaide whensurplus to local needs.• Four medical officers will be basedin Port Augusta.

• Maintenance services will be relo-cated to Adelaide with the exceptionof at least one engineer located in PortAugusta.• The Port Augusta hangar facilitiesare to be upgraded and all PortAugusta-based staff relocated to thehangar including CommunicationsCentre staff and facilities.Community concerns for the fate oflocal staff and services were originallyvoiced in response to an internal re-view whose recommendations wouldhave increased response times in out-back regions. However, John Tobin – RFDS PublicAffairs and Marketing Manager (Cen-tral Operations) – assured The Moni-tor this week that the original studywas just one part of the total reviewprocess.“A preliminary internal review wasinitiated in March 2003 to look at theefficiency and effectiveness of theservice,” Mr Tobin said.“The internal report was released tothe public for their comment and in-put and the public took that as a finaldecision – but that was never the case.An external review was subsequentlycommissioned in April 2004 with aconsiderable broader terms of refer-ence than was provided within the in-ternal review.”“The Board said all along that it wouldlisten to the community - we receivedsome terrific ideas and very produc-tive submissions from the public.”“Within its expanded terms of refer-ence HMA was invited to...provide analternative model to that suggested inthe internal review and under the clearunderstanding that, whatever the out-come, any re-configuration must en-sure that, as a minimum, current lev-els of service were maintained.”“The decision taken by the Board isdesigned to enhance our overall State-wide service delivery and strengthenour position in terms of our long-termsustainability by ensuring we are run-ning as efficiently as possible.“As a result, we’re not just keepingthings as they are in Port Augusta –we’re reinvesting in the base there andupgrading the facilities.”

ROXBY DOWNS…Following the recent outbreakof parvovirus enteritis in Port Lincoln, a number ofyoung dogs have succumbed to parvo in RoxbyDowns, according to local veterinarian Dr AndrewMelville-Smith.“At this time there are only a small number of cases,”Dr Melville-Smith said.“Parvovirus is shed in the faeces of an infected dogand can be spread on peoples shoes or by insects.“As with most diseases, early treatment provides thebest chance of survival and dog owners should seektreatment immediately if their dog has any vomitingor diarrhoea” Dr Melville-Smith said.“But a gram of prevention is worth a kilogram oftreatment - vaccination provides good protection fromparvovirus infection, particularly in the young puppy. However for maximum protection, puppies shouldbe isolated from other dogs until after their 16 weekparvovirus immunisation.Dr Melville-Smith warned that immunity for adultdogs is not lifelong, and all dogs should have a yearlybooster to protect them from parvovirus. “Some dogbreeds have a higher risk of contacting parvovirusinfection, such as German Shepherds and Rottweillersand vaccination for these breeds is even more im-portant,” he said.

All fired up for CFSCFS...Roxby Downs Country Fire Servicevolunteer Brett Atkins.

ROXBY DOWNS...Roxby Downs Country FireService lieutenant Brett Atkins, 36, joined the localservice in 1998 when volunteer numbers were dras-tically low.“I joined to help the community of Roxby Downs, but also to gain experience as a fire fighter.”Since that time, Brett has achieved both his goals, -attaining Level 3 accreditation and complementarytraining, as well as being instrumental in many lo-cal exercises and travelling interstate to fightbushfires in Victoria and New South Wales.Brett, who lives in Roxby Downs with his wife Karenand their three small children, balances his family, work and sporting commitments with his ‘weekendjob’ – fire fighting.“Fire fighting is all about helping others, but I’vegained a lot out of joining the CFS,” he told TheMonitor this week.“I’ve learned so much, from how to deal with haz-ardous chemicals and to fight fires, to how to trainother people in the things I’ve learned.“The CFS offers nationally-accredited training toits volunteers which can give them a head start in acareer or just ensure the best support for the com-munity.“There’s opportunities for youth too – cadets canjoin the service at age 13 and can be certified as firefighters by age 16.”But fire fighting isn’t all hoses and helmets – it’sserious work and an essential community service. The Roxby Downs team comprises just 14 activemembers who work closely with emergency serv-ices in Roxby Downs, Andamooka, Olympic Damand Woomera to fight both house fires and bush fires, clean up hazardous chemical spills, attend motorvehicle accidents and provide support at local sport-ing and community events such as motor racing, dirtkart and the upcoming ‘Boogie in the Bush’.Training is available in a series of levels and speci-alities to volunteers – from communications and ad-ministration to hands-on fire fighting, confinedspaces and breathing apparatus training.“Right now we’re looking for more volunteers whoare living and working in the town of Roxby Downsto complement the site-based personnel who makeup a big part of the Roxby Downs branch,” Brettsaid.“Roxby’s transient nature means the branch is con-stantly recruiting, seeking both untrained and trainedvolunteers to become members. “For me, it’s beenan amazing opportunity to travel, to learn and to bepart of the Roxby Downs community.”For more information about the Roxby Downs CFS,phone 0419 803 054.

ROXBY DOWNS…Local youthwere responsible for littering Commu-nity House with streamers, bottles anddiscarded food packaging last week. The ‘redecoration’ was in preparationfor the production of ‘Said & Done’,local director Jason Stringer’s latestproject. Under Council’s permission,Community House was a feature film-ing location.Jason, who wrote and directed ‘Rea-sons Why There Are None’, receivedacclaim when the film screened at the2004 Outback Fringe Festival.‘Said & Done’ features many of theactors and continues the youth aware-ness theme of the previous film.Shot entirely in Roxby Downs, ‘Said& Done’ focuses on issues Jason feelsare relevant to local youth.“The film is based on my own experi-ences,” Jason explained.“It revolves around nine main char-acters who live in a small outbacktown and have to find their own waysof making fun.“It’s a realistic story but also verymoralistic. The ongoing message isthat it’s fun to have fun, but you haveto know how.”While the film has an underlyingmoral message, the project itself hashad a practical and positive effect.A band of local teenagers have eagerlyvolunteered their time to be part ofthe performance and production crew.“Rather than drinking or roaming thestreets, they chose to contribute some-thing and do something worthwhile,”Jason said.“They’ve been fantastic.”Also contributing to the project arelocal musicians ‘Antacid’ who providethe film’s soundtrack along withJason’s younger brother, Michael, whose concept the movie has beenbased on.

“It’s really cool to finally be part ofsomething this big – especially one ofJay’s film creations,” Michael said.Michael’s enthusiasm is shared by eve-ryone involved.Several people involved in the previ-ous project ‘Reasons Why There AreNone’ travelled from Adelaide to beinvolved, while former Roxby Downsresident Clint West returned from Dar-win.“I was really keen to help out,” he toldThe Monitor this week during filming.“I think there’s a lot of value in whatwe’re doing.“The project is unique in Roxby andI’d try to come back for any of Jay’swork,” Clint said. The team’s positivity proved invaluablewith production dogged by mishaps, scheduling conflicts and illness. But Jason said his love of film-makinghas kept him pushing on.“I just love making movies and tellingstories,” he said.“If I’m happy with the final edit I’llconsider entering ‘Said & Done’ inshort film contests such as Tropfest.“I am already planning to have itscreened at the next Outback FringeFestival.”Jason also hopes ‘Said & Done’ willcreate awareness of his work and at-tract investors. His passion for film comes at a cost, however – he provided $30,000 incapital to produce this movie. ButJason said he still couldn’t have doneit without the support of the local com-munity.“A lot of businesses let us shoot on theirpremises out of business hours andhave helped in other ways,” he said.“I’d also like to thank the kids and par-ents involved who devoted so muchtime and effort – they’ve all been bril-liant.”

MAN’S BEST FRIEND… Long-haired German Shepherd Velvetwith owner Phil Cusano, of RoxbyDowns, who ensures the dog’ssafety by registering him withRoxby Downs Council. Council isurging dog-owners to learn moreabout the new dog registrationand control laws.

Some sections of the Dog and Cat Manage-ment Act 1995 have been changed and newlaws relating to responsible dog ownershipwill apply from the July 1, 2004.Changes include:• All dogs must be on leads (no longer than2 metres in length) in streets, roads and allpublic places (except parks unless otherwisespecified by Council By-laws);• Fines and maximum penalties for offenceshave been increased throughout the Act,• Councils and communities will be requiredto introduce Animal Management Planswithin 3 years;• Mandatory reporting of certain dog attacksby Medical Practitioners to the Board;• Two new registration concessions will ap-ply – micro chipping and dogs that havebeen trained to a level accredited by theBoard – see below;• Dogs in utes must now be restrained;• Another dog breed has been added to thelist of prescribed breeds – Presa Canario;• New provisions relating to attack traineddogs, guard dogs and patrol dogs;• New powers for Councils regarding men-acing dogs i.e. dogs that have the propen-sity to attack, and Prohibition Orders to pro-hibit some persons from owning dogs;Changes to Dog Registration Fees andConcessionsCouncils now have responsibility for set-

ting dog registration fees and rebates, which must be approved by the Ministerfor Environment and Conservation. For 2004/05 only, the grace period for dogregistrations has been extended to Novem-

ber 30 2004 (the usual grace period expireson August 31 each year). This extension of time to pay was given inrecognition of the time it will take for Coun-cils to set their fee structures, review andupgrade their systems and send their re-newal notices to dog owners.During this time, the Board will also deter-mine and accredit acceptable training lev-els.It is suggested that dog owners wait untilthey receive their renewal notices in thepost as this is likely to be an indication thatCouncils systems are ready to accept reg-istration renewal’s.Pensioner concessions and concessions forde sexing will continue and there are alsoconcessions applicable for micro chippingand dogs that are trained to an accreditedlevel accepted by the Board. This is seen by the Board to encourage re-sponsible dog ownership. The percentage for concessions offeredmay differ in each Council area.Appropriate evidence of the dog being mi-cro chipped and obedience trained will berequired when renewing dog registrations.Acceptable evidence can be:• For micro chipping - a microchip regis-tration certificate showing the registrationdetails on the database are current. Thesecan be obtained from the registry holdingthe details of your dog’s microchip.• For training - must be written certifica-tion from Dog Obedience clubs and otheraccredited training organisations, that thedog has reached and passed an appropriatelevel, presently considered to be Level 3obedience training. Once the Board hasconsidered further detail, a final level willbe determined.Reminder: The Board suggests that dogowners wait until they receive their renewalnotices prior to registering their dogs.A transitional amendment to the Act for2004 only, provides for registration to bemade prior to November 30, 2004.Each year thereafter, the grace period willexpire August 31.The amended Act and regulations will beavailable on the Parliament websitewww.parliament.sa.gov.au under “Legisla-tion” from July 1, 2004, or will be avail-able for purchase from Service SA for asmall fee.Any further enquiries regarding the newlaws should be directed to your local Coun-cil.This message has been brought to you bythe Dog and Cat Management Board of SA“Dogs and Cats need responsible owners”

The Hooves and Horns Cattle Drive will wind itsway from Oodnadatta to William Creek in Septem-ber, from Friday, September 3 to Thursday the 23rd.However, sponsors are still being sought for keyevents in the drive calendar.Led by Max Gorringe, manager of Elsey Station inthe Northern Territory, the drive strives to recap-ture the lifestyle of drovers at the turn of the 20thcentury.The trek is divided into seven three-day blocks butevent co-ordinator Randall Crozier told The Moni-tor that some riders will elect to travel the entiredistance.“There is a limit of 30 participants for each stage soearly bookings are advisable,” Mr Crozier said.“Horses are provided but owners are welcome totransport their horses for the journey,” he said. “Allskill levels will be catered for with quiet and reli-able horses available.”Participants not wanting to spend an entire day inthe saddle can alternate between riding, walking andtaking part in a guided four-wheel drive tour.Toilets and showers are available at each camp siteand ‘Dingo Jack’s’ bar opens to provide solace andfrivolity when camp is settled each night. But thejourney is not all glitz and glamour – accommoda-tion is strictly swag-style.“The swags are provided to make the droving ex-perience as authentic as possible,” Mr Crozier said.“It’s a real bush experience – a great chance to seethe outback.”Three-day packages cost $1050 per person and in-clude meals. Riders must provide personal items, beverages, additional food and sleeping bags. The trek ends on September 23 as riders arrive inWilliam Creek but the action won’t stop there. The William Creek Gymkhana Committee’s two-day campdraft competition begins on Friday, Sep-tember 24.Saturday events begin with Paul Hansen’s AnnaCreek Open, which offers $5500 in prizes includ-ing a $2500 Lyle Kent drafter saddle for first place.Other events include the Williams Cattle CompanyMaiden Draft, $4500 in prizes, William Creek andDistricts Steer Ride, $4000, and Adelaide Galva-nising Saddlebronc, $4000.Sunday will host the Australian National Champi-onship Bronco Branding competition, comple-mented by a big screen television on-course so spec-tators won’t miss a minute of action.“All funds raised from these events will go to thegymkhana club.”Naming rights sponsors are being sought for Satur-day’s William Creek and Districts Steer Ride andSunday’s Double Bronco Branding event.Nominations for the campdrafting competition areavailable online at www.williamcreekevents.com.For more information, or to sponsor an event, con-tact Randall Crozier – ph 8670 7978 or [email protected].

Competitors faced windy conditions at Pacific Lin-ing Solutions’ 18 hole par event at Roxby DownsGolf Course on Saturday, July 3.The easterly winds remained throughout the day andmade scoring on a par day difficult. Only 33 percent of the field came in with square or better. The conditions suited ‘How Low Can You Go’ DavidGibson who scored plus 5. Tony Holbrook also madelight work of the wind and carded a plus 4 while‘Scooter’ came in with a plus 2. Brian Hombsch, who has returned to golf after a 3 year break, provedthat he is still a player to be reckoned with and re-turned a plus 2 on his provisional 18 handicap.Competition for the NAGA was close with a three-way deadlock only breaking in the final stages ofthe event. There was no such success for the ‘near-est the pin’ on second, which proved to be out ofreach of the day’s golfers. The longest drive was on the 15th hole, backed bythe strong wind. Mark ‘Horrie’ Dillon landed hisdrive 30 meters short of the green, taking out Divi-sion Two.Overall winner – David Gibson, +5; Division Onewinner – Tony Holbrook, +4; Division Two winner– Michael Champion, 0; NAGA – Robert Charman.Sweepstakes: Scott Bray, +2; Brian Hombsch, +2;Andrew Graham, 0; Mark Dillon, -1; HughBeveridge, -1.Long Drive: Division One – Ralph Johnson; Divi-sion Two – Mark Dillon. The membership draw has crept up to $90 andnumber 71 Robert Paxton wasn’t in the Clubhouseso it goes up to $110 for Sat 10th July. The eaglesnest is a very handy 56 balls. The nine-hole Stableford, held the following day atRoxby Downs Golf Course, was played in perfectgolf conditions. The small field took advantage ofthe day and came in with good scores.Hugh Beveridge continues to play well and shouldsee his handicap lowered substantially by the end ofseason. Hugh returned 21 points to be named over-all winner.Ted Charman carded 20 points for the runner up and‘best third shot on the ninth’ was won by DiBeveridge.
