We would like to welcome our readers back to our third issue about Alan who has already become the top search item on Mount Vernon Exposed amassing a record 10,670 hits just this week alone. Please keep the tips coming in. At this point you should be very familiar with the sick and twisted mind of Alan Scheinkman, a certified racist, fraud, womanizer, and cheater. It was recently reported that Alan put his hand up the crotch of his wife Faith Miller in public while in the presence of other sitting Supreme Court and County Judges.It is becoming quite clear during our investigation that Alan does indeed have a mental problem and is a certified lunatic. Alan is a failure and his erratic thinking has cost and still is costing New York State taxpayers millions of dollars per year. So far we have exposed the circle of corruption permeating the 9th judicial district. Alan is the head of the criminal enterprise operating in the 9th judicial system. He is assisted by Nancy Mangold, James Garfein, Jennifer Jaffe, J Marshall Mangold, Susan Newman Lorhr, several Supreme Court judges and others. We will expose each and every person that is part of this criminal enterprise over the next few weeks. Today we bring you another creepy character that is the glue that keeps the money machine cranking throughout Westchester County. This shady figure is Susan Newman Loehr, wife of Westchester County Court Judge Gerald Loehr. Judge Loehr is also looking to advance in Alan crime family by seeking a New York State Supreme Court Judgeship. We will make sure that Judge Loehr’s mission ends before it even begins. It was previously reported that Alan took plenty of free trips to Anguilla with Supreme Court Judge Sam Walker, County Court Judge Gerald Loehr, and other sitting judges while discussing open cases. It was also alleged that Alan and other Judges patronized prostitutes while on these excursions. Susan Newman Loehr is currently the Commissioner of Jurors and is handsomely compensated by taxpayers at an annual rate of $120,626. Susan is responsible for getting jurors (including cases involving her husband) for the thousands of cases heard in Westchester County each year. Alan had a plan to rape the taxpayers of millions of dollars. As the saying goes “If you fail to plan, then you plan to fail”. Alan had no intentions of failing. Alan was very instrumental in getting Susan appointed as the Commissioner of Jurors. Susan’s appointment was political payback for favors owed to Susan’s husband, Judge Gerald Loehr. Judge Loehr is Scheinkman’s hit man. If Scheinkman wants to screw someone or wants to interrupt someone’s life with a biased ruling, he arranges to have the cases put in front of Gerald Loehr, another certified racist and a fraud. We will report on Judge Loehr’s cases of impropriety in the next few days. While they were island hopping Alan would come up with the idea to appoint Susan as the Commissioner of Jurors. The Commissioner of Jurors is appointed by the Jury Board that consists Alan, Judge Barbara Zambelli, and County Executive Robert Astorino. Mount Vernon Exposed has obtained copies of the transcripts from the meeting appointing Susan as Commissioner of Jurors. The testimony given by Alan is disturbing and reeks of corruption. Alan stated that during this meeting that there were over 70 applicants that applied for the position that was becoming vacant because the previous commissioner was retiring. Alan also said that out of the 70 applicants that only one stood out and that was that of Susan Loehr. Alan thought by putting Susan is charge of Jurors that would further his criminal enterprise. Susan would pool jurors that would be favorable to Alan and others. Alan is listed as presiding Judge of the Commercial Division, the division that hears commercial claims greater than $100,000. Susan’s high handed behavior didn’t end with her appointment as the Commiss

1 When Commissioner Tursi advised me of her

2 intention to retire, I notified the County

3 Executive and I notified Judge Zambelli, and

4 with their approval we caused the job to be

5 posted and information about this employment

6 opportunity be publicly disseminated. And in

7 the wake of that we received roughly 70 resumes.

8 When they came in I collected them, and then I

9 distributed them to the County Executive and to

10 Judge Zambelli.

11 And I have to say that it is a very, very

12 impressive group of people and resumes. And I

13 do, while I have had a chance to look at them

14 and have some thoughts, I•m not sure entirely

15 whether -- what the County Executive and what

16 Judge Zambelli have, and I would just like to

17 take some time to have some candid discussions

18 about that.

19 So I am going to move that the three of us

20 go into Executive Session for a period of time

21 so we can have a candid discussion about a

22 personnel item.

5 the meeting back to order.

6 The County Executive and Judge Zambelli

7 and I have had the opportunity to have an

8 in-depth .discussion of the leading candidates.

9 We went through the resumes. And; remarkably,

10 our views I think on the resumes nd the

11 submissions that we received, we were all very

12 impressed with the quality of all of the

13 candidates. But there is, in particular, one

14 candidate who really stands out, and that is

15 Susan Newman Loehr.

- 16 Susan has been a long-time Court employee.

17 She has worked in the Office of the

18 Administrative Judge, starting with Judge

19 Gagliardi, through Judge Ritter, through Judge

20 Ingrassia, through Judge Nicolai, and to me. I

21 have had the great opportunity to work with

22 Susan personally over the last year and a half

23 and she, Susan serves as our principle person

24 dealing with the myriad issues that come up in

25 personnel management, and has dealt with those

1 matters with great respect for the employees,

2 great respect for the Court system, and with a

3 lot of dignity and a lot of attention to detail,

4 and a great desire to make sure that everything

5 is right.

6 And those are qualities that we really

7 expect and admire in any worker and we think.

8 would be ideal in a position in dealing with the

9 public and with judges and with staff in· this

10 position as Commissioner of Jurors.

11 So it is my great privilege to propose to

12 my other members that we name Susan Newman Loehr

13 as the next Commissioner of Jurors.

14 With a caveat. And the caveat is that

15 while Susan may be relocating off the

16 11th Floor, that she not be a stranger to· the

17 11th Floor. And just as I wear a number of

18 hats as the Judge who presides in this courtroom

19 in the Commercial Division, as well as serving

20 as the Administrative Judge, that Susan, as I'm

21 sure she will, will continue to help us and

22 assist us and give us the benefit of her

23 experience in the personnel management side.

24 And that is going to be -- that's going t.o help

25 us continue to do what all governments have to

-1 do, the State Government, the Court system, and

2 I know that the County Executive is endeavoring

3 to do within County government, which is to try

4 to do as much, if not more, with less.

5 And, so, Susan, that's the caveat, on my

6 end. And I would invite the other members of

7 the jury board to respond.

8 JUDGE ZAMBELLI: I enthusiastically second

9 this motion. I have worked with Susan Newman

10 for years in the City Court and up here in

11 County Court. And her advice and guidance has

saved me on more than one occasion. And I am

thrilled to see her as our next Commissioner of

Jurors.

COUNTY EXECUTIVE ASTORINO: I prematurely

congratulate you, because we have not voted yet.

You have a clearly impressive resume. I took

the time to go through all .of the resumes. I

will make one correction. Not all of them were

qualified. But you certainly were

overqualified. And I have asked many people

about you and have heard nothing but

unbelievable comments.

So, I will not second, because I think,

Judge, you're going to second that one.

16 wise decision, a wise choice. I have known

17 Susan Newman for almost the 34 years that I have

18 been in the system, and she will be an excellent

19 Commissioner of Jurors and she will serve you

20 well, I have no doubt.

21 ADMINISTRATIVE JUDGE SCHEINKMAN: Susan,

22 would you like to say anything?

23 COMMISSIONER NEWMAN: Yes, I would.

: 1 COMMISSIONER NEWMAN: I want to thank the-

2 Jury Board for their confidence in me, Judge

3 Scheinkman, Judge Zambelli. Mr. Astorino, we

4 just met.

5 I have been in Human Resources, in civil

6 service for 31 years. Not quite your 35. But I

7 have four more years to catch up to where Fran

8 was, with her graciousness and wonderful

9 administration in the Commissioner of Jurors.

10 She is going to be a tough act to follow. No

11 doubt about it.

12 I agree with Judge Scheinkman, there has

13 never been a problem. And believe me, I hear

14 all of the problems. Even before it is a

15 problem, they are calling to see if this could

16 be a problem.

17 So I think that my years in public service

18 in Human Resources and employees and judges, now

19 I•m going to get to deal with the public. I

20 have always felt like we were behind the scenes.

21 And when Judge Zambelli came in and said let me

22 meet these people that w rk up on the 11th

23 Floor.

24 So I•m happy to come out from behind the

25 scenes and welcome the public and work with the

1 judges and lawyers. And I really am very

2 honored and proud to continue to expand my

3 duties and to make a contribution to our system

4 that I loye.

5 And I have only one thing to disagree with

6 you on. My staff is the best. And my bosses

7 are all amazing.

8 So I thank you so much. And I'm happy to

9 do both jobs. It would have been like pulling

10 my heart out to leave Human Resources. So this

11 is a perfect way for everybody to acclimate and

12 make the transition. If there is ever a

13 transition. But hopefully I will be able to

14 juggle more balls.

15 Thank you so much.
