Tell the Board what you have done and where you have been since 1954.I graduated from medical school in 1954, went to Brooks Arrqy Hospital anddid an interneship and two years surgical residency. I resigned my residencyin 1956 and was assigned to the United States Arrqy Hospital in Teheran andand then went to Fort Ord, California, for five months, then Jacksonville,Florida, and finished surgical residency there. From there I went to Quincy,Florida, and practiced five and one-half years.

What are your plans relative to North Carolina' ?

I just bought some land and pretty well strapped ngrself. Ny plans are tosell ~ home in Hazlehurst and move to the areaof Flat Rock.

Have you made definite committments?No sir, I have purchased 113 acres of land in Henderson County and presentlygoing to buy 40 acres to build a home. The only thing to keep me frommoving now is finances . As soon as I can relieve myself of neer obligationsin Hazlehurst, I have a big house, I will move.

When do you contemplate moving?I wanted to be here in September, but finances will not permit that. Itwould probably be the following year because I do not want to take my childrenout of school.

Q. The policy of the Board is not to grant license until some definite committ-ment is sade. That is if and when you make your definite committment, if youwill notify the Board within one year, they will give you a license, if yousee fit to complete your plans. RE: Dr. Walter Glenn Lewis - The secretary presented information that inDecember, 1964, Dr. Lewis was indicted for violating the Internal Revenue lawsby failing to file income tax returns within the time required by law, at whichtime he was convicted, sentenced and placed on probation. Dr. Lewis has violatedthe terms of his probation by again violating the Internal Revenue laws and thesentence of 1964 was put into effect.

VERDICT: Dr. H. Lee Large, Jr. moved that the above be received as information.This motion was duly seconded by Dr. Joseph W. Hooper, Jr. and passed unanimously.

RE: Dr. Cecil C riam Ward's license was revoked in this state in 1958 forfailure to register his license biennially. Informatio n was received from theFederation of State Medical Boards that in 1965 his license was revoked by the New

York Board of Medical Examines for violation of the Federal narcotic laws.

Dr. Ward appeared at this time to petition for reinstatement of his licm seto practice medicine, which petition was denied. The Board recommended that heendeavor to have his problems corrected in New York and he was so advised by thepresident.

RE: Dr. John G. Craddock Jr. came in for a routine interview at the requestof the Board. He was apparently doing well and is still in Infectious Diseases atthe University ofNorth Carolina School ofMedicine. He was commended by the Board.

Upon motion by Dr. Joseph W. Hooper, Jr. and seconded by Dr. V. W. Taylor, Jr.the Board RESOLVED THAT, under the authority granted by the Medical Practice Act,qualified graduates of the presently existing American Colleges of Osteopathy whograduated in the year 1960 and later, be granted the privilege of taking the exam-ination required by this Board for the issuance of a license to practice medicine,bginning in the year 1969, and that upon their passing such examination they be licens-ed to practice medicine.

A substitute motion was made by Dr. H. Lee Large, Jr. and seconded by Dr. BryantL. Galusha that the graduates of the American Colleges of Osteopathy referred to inthe above motion be permitted to write the examination required Sr license, providedthe colleges from which they graduated are approved by this Board after investiga-tion and report concerning such colleges of osteopathy by representatives of thisBoard, was defeated. (Those in favor Drs. Large, Galusha, and Partrick and thoseaginst were Drs. Combs, Hooper and Taylor. Dr. Edmondson, President, voted againstthe motion. )

RECOMMENDED CHANGES IN THE MEDICAL PRACTICE ACT

Upon motion by Dr. Joseph W. Hooper, Jr. and seconded by Dr. V. W. Taylor, Jr. ,the Board RESOLVED to recommend that the Medical Practice Act be amended to permitthe use by the Board of the "FLEX" (examinaticn of the Federation of State MedicalBoards) written examination and that this be done by striking out the compulsoryrequirement that Part I of the examination be given at the end of completion oftwo years of medical college education and providing that the Board "may" give suchexamination at such time.

Upon motion of Dr. V . W. Taylor, Jr. and seconded by Dr. Joseph J. Combs, theBoard RESOLVED to recommend that the fee required of applicants for the completewritten examination be increased from 450.00 to 4100.00.

Upon motion of Dr. Joseph J. Combs and duly seconded, the Board RESOLVED torecommend that the Medical Practice Act be amended to provide that the total amountof accumalated fees and penalties for failure to register biennially as requiredby the Medical Practice Act shall not exceed the sum of 4100.00.

Upon motion by Dr. V. W. Taylor, Jr. and seconded by Dr. Bryant L. Galusha,the Board RESOLVED to recommend that the Medical Practice Act be amended to pro-vide a fee for biennial registration not to exceed 410.00, as might be determinedby the Board.

Upon motion by Dr. H. Lee Large, Jr. and seconded by Dr. Bryant L. Galusha,it was resolved that the Medical Practice Act be amended to provided that theBoard be empowered, in its discretion, to reinstate or restore alicense which hadbeen suspended or revoked, subject to and upon such terms and conditions as theBoard deems necessary and advisable.

The president was requested and authorized by the Boad to transmit the fore-going recommendations for changes in the Medical Practice Act to the ExecutiveCouncil of the Medical Socie+ of the State of North Carolina at the meeting af theCouncil to be held March 23rd, 1969.
