Numerous countries are currently considering enacting a new law on PPP and to start the process of developing PPP schemes

Concessions and PPPs have been implemented globally by numerous Governments across many different industry sectors relating to public works including:
Education (schools, universities, academies)
Health (acute primary care hospitals, mental health facilities, local health centre campuses, elderly care facilities)
Transport and Infrastructure (highways, heavy rail, light rail, ports, shipping, airports)
Power and Energy
Water (wastewater, desalination, potable water)
Public Housing
Other social building projects (prisons, fire stations, police headquarters, sports facilities, etc.)

Increasing tendency for governments to use Concessions and public private partnerships (PPPs)
Private sector raises money then recoups the investment by operating the asset over a long period and either charging the users (Concession) or receiving payments from the government (PPP/PFI)
The main characteristic of a Concession/PPP project is that the Public Sector can obtain a new infrastructure (i) without paying for it during construction, (ii) transferring to the Private Sector all the construction risks and, in turn, (iii) granting the Private Sector with the right to operate the asset and generate the necessary cash flow to repay the investment
Concessions vs. PPP Model

Concession
Private Sector can charge end users for the use of the asset (e.g. a toll road, a commercial port, an airport, a toll bridge, an underground parking)
These projects involve a demand risk (revenues depend on the use of the asset by end users). It is revenue generating projects

PPP
The asset itself cannot generate income directly from charging the end-users but the government pays a consideration for the availability of the asset which is used for providing activities of public interest (hospitals, schools, prisons, etc)
These projects do not involve demand risk as the payment from the government is not, or at least is in a minimum part, linked with the use of the asset by end-users. It is non-revenue generating projects.
