without the ovehead of spinningup anothe VM. Moeove, esouce
utilization is impoved because static
assignment of esouces on a pe-VM
basis is avoided, emoving the need fo
ove-povisioning. As a esult, sstem
utilization is inceased, with each phsical
host cuentl suppoting 400 tenants pe
