Title: Tennessee Saves

Issue: The 2010 flood displaced 352 families (Source; FEMA) directly impacting the income flow of hundreds of families. Many families were uninsured or underinsured. The event incurred many unplanned expenses for these families. Additionally, 2 plants closed in 2010 resulting in the loss of 800+ jobs. These factors teamed with 14.3% unemployment (Source: September Department of Labor) and loss of overtimes had placed families under financial stress.

A focus group made up of financial experts, bankers, mortgage lenders, teachers, CPAs, Attorneys, a Chapter 7 Bankruptcy Trustee, Chamber of Commerce Directors, Social Worker and ministers over a course of meetings established the following list of economiploc issues for families:

• Unemployment of 14.3% (Source: Chamber of Commerce, Dyersburg/Dyer County) • Faltering real estate and building industry • Lack of basic knowledge of money management skills • Lack of savings for emergencies of long range goals • Lack of knowledge of working with lending institutions • Lack of knowledge concerning credit scores and the role they play in consumer costs • Lack of use of monthly spending plan • Over extended credit

The agent worked closely with attorney offices, family relief agencies, educational institutions and lending agencies to direct clients with the need for financial coaching to UT Extension and other agencies who can assist. The agent worked in small groups and one-on-one to assist families with educational needs and for bankruptcy certification.

For a second year, Dyer County experienced flooding impacting 237 homes. The agent worked with the Disaster Recovery Committee for urgent as well as long range needs of families impacted by the flooding.

When one of the largest employers in the region announced closure, the agent worked with Workforce Development and area agencies to provide emergency economic planning to Quebecor employees in a series of seminars and one-on-one sessions. As a result of the program, 537 employees were reached.

Additionally, the agent worked with youth through schools to develop early savings habits. In cooperation with the credit union and area banks, students at Dyersburg Primary School and area

4Hers built piggy banks while engaging in activities designed to enhance consumer skills, savings plans. Volunteers assisted students in the classroom for four separate sessions on money education reaching 253 students. Parents received a weekly “Curly Tails” newsletter during the month of February with games and ideas to continue money education at home.

Seven hundred twenty-four students participated in the piggy bank parade and 157 participated in the ‘Welcome to Savingsville’ seminar hosted at the Dyersburg Mall. The event involved six learning stations hosted by area banks and the credit union. It culminated in a piggy bank pageant.

Fewer clients were served this year due to reduction in costs by phone counseling services (phone service is $35 compared to $50 for UT face to face counseling.) Title: Tennessee Shapes Up

Issue: The Dyer County FCS Advisory Committee met to prioritize community needs in the area of family health and nutrition. Issues selected as most urgent include:

• Youth and adult obesity • Lack of knowledge in careful food selection and preparation • Lack of physical activity

Consolidated School Health Screenings in 2008-2009 school year underline the necessity for programming aimed at healthy body weight/lifestyles for youth. Collaboratively, the two school systems screen show that 43% of Dyersburg/Dyer County children are above the 85th percentile for body weight and were referred for medical assistance. Fourteen percent of Dyersburg/Dyer County children tested with higher than acceptable blood pressure and were referred for medial assistance.

TNCEP Coalition has expanded to teach with the Consolidated School Health programs and the former Dyer County Health Council. The Coalition recently prioritized the needs for the community aligned with health and nutrition. The following priorities were selected:

1. Community funding for projects related to reduction of obesity 2. Healthy Lifestyle Promotion - obesity, physical activity, nutrition 3. Chronical Medical Conditions - heart disease, high blood pressure/stroke, diabetes and

cancer 4. Minority Health Issues

Arthritis Thirty-four percent of Tennesseans have been diagnosed by a doctor with arthritis. (Source CDC http://www.cdc.gov/arthritis/data_statistics/summary/tn.htm) . Dyer County is the recipient of an Arthritis Grant for 2009. A committee has recommended offering both Tai Chi for Arthritis and the Arthritis Exercise Courses through a variety of venues including schools (for teachers), community centers, Parks and Recreation and the YMCA.

In value added, the agent secured one week passes for each Walk Across Tennessee participant to the Dyersburg Activity Center and the YMCA (valued at $5,000).

VERB Youth Fitness Programming The youth component of WAT is titled VERB. In 2010, the project targeting 3rd, 4th and 5th grade students reached 519 students. Students logged 1,057 hours of physical activity. Teacher/leaders utilized the Take Ten curriculum to emphasize fitness in 6 different curriculum areas.

Final VERB project results showed a 59% increase in physical activity between the first and fourth week of the program. Teachers reported improved classroom behavior, better concentration and improved team work as a result of the exercise. First week classes report an average of 2.6 hours of activity per student per week. Fourth week reports showed an average of 8.5 hours of active play per student per week.

Agent secured $500 in contributions to coordinate an awards ceremony for both city and county school students.

Working with the local YMCA, Coordinated School Healthy, West TN Healthcare, Dyersburg Regional Medical Center, the Chamber of Commerce and several local banks, the area received the Pioneering Healthy Communities Grant. Dyer County is the smallest community of 127 to receive the grant. The agent, with a team of 12 area leaders, attended the national conference in Washington, D. C. to learn of projects designed to fight obesity and change community policy to improve health.

As a result of the conference, the agent co-chaired the first in a series of community educational conferences called “Fitting It All Together”. The first conference featured Susan Cooper, State Commissioner of Healthy, Susan Randall, State Obesity Task Force Chair, Andrew Carberry, PhotoVoice , Dr. Michelle Puzdrakeiceiwz, local pediatrician, and Mayor Chip Johnson, Mayor of Hernando, Mississippi. One hundred eighty-three individual attended the first conference. Post program evaluations showed:

Holiday Spending Programming 382 individuals participated in 4 different programs. Venues included churches, community organizations and Healthy Woman (program at local hospital). 382 (100%) wrote ‘SMART’ spending goals related to controlling/reducing holiday spending 382 (100%) wrote a gift list including planned spending limits 182 (48%) committed to spending less than last year on gifts and holiday costs 83 (22%) calculated holiday costs in addition to gifts 215 (56%) committed to facilitating group and family discussion to spend less this holiday season Youth Financial Education 384 second grade youth constructed piggy banks 94 junior high students constructed piggy banks 94 junior high students participated in “You, Too, Can Be A Millionaire” 741 Primary School student participate in a week of money education and piggy bank parade 1005 homes received a series of 4 youth money education newsletters Ecumenical Money Focus Four churches located in an economically challenged neighborhood combined to assist families coping with unemployment and economic challenges. The group decided to offer a series of money management education and job fair programming for 4 months. The agent prepared the educational segment of the program. Topics included: Family Money Talk, Basic Budgeting, Credit Card Blues and Handling Holiday Spending. The series, hosted a different churches drew an audience of 317 individuals. The churches provided meals/refreshments and $800 in $25 gift cards for groceries for families attending the programs. Money Coach Project NAACP requested educational information for family finances. The Agent worked with Chamber of Commerce, Banks, Credit Union, Utility Board, CPAs, and Industry Leaders to develop the Money Coaching project. Community financial support for the project currently amounts to $6,680.00. The agent has spent months working with an advisory committee to draft a script for volunteer money coaches, working on sponsorship, dealing with legal aspects of the project with the Chamber of Commerce attorney. The agent applied for the Emma Rae Oats Crooks Stimulus Fund Grant and received $4,600 to assist in funding with this project. The Money Coach project will launch in 2010 by recruiting and training qualified Money Coaches to work with families requesting assistance. The program will expand Extension efforts to provide basic money skills, develop a budget, write financial goals, increase savings, and reduce debt. Dyer County Family & Community Education Clubs Agent currently serves as advisor to 5 community FCE clubs (68 active members) and meets with the groups 5 – 8 times per year. Leadership development includes officer training, leader lessons, community service projects and educational projects. Agent works with a committee to develop an annual plan of work for FCE cited in the Yearbook. Focus for the year has been energy efficiency. End of year member surveys show: -59 (87%) indicated they have implemented one or more energy saving devices as a result of what they learned about green homes. -42 (62%) report they have changed light bulbs to more energy efficient variety -9 (13%) have changed converted to a digital programmable thermostat 1 club presented a fair booth on environmentally sound ideas reaching 1,200 Agent serves in support role for FCE members active in regional and state association by assisting with state convention, mini-conference, and state convention learning session, state convention hospitality suite, and state convention gift shop contributions. Agent regularly utilizes Channel 4 television station to advertise community events via slides. Programming Requests Agent is frequently requested as a speaker for in-service, community service groups and educational committees. This year she developed programs on 23 different topics. Programs frequently include a Power Point Presentation, demonstration and/or handout. Networking Agent is deeply involved in network programming. Programs and projects are rarely developed or completed without the involvement of area professionals, volunteers and/or donors. On example includes the demise of the Dyer County Health Council. When Health Educator positions were cut from the state budget, the agent teamed with other members, the Coordinated School Health teams, Parks and Recreation, YMCA and the TNCEP Coalition to form a new group who’s focus will continue to work toward health issues in the community.
