• Recommendation 1: To developed whole traceability of all illegal firearms seized inthe Member States.

• Recommendation 2: This kind of whole traceability should be done by specializedunits, being recommended to be integrated into the structure of a national institution,ministry, office or agency, with the competence of the legal control of firearms and thetechnical knowledge and competence to collect data from all relevant institutions.

MAIN RECOMMENDATIONS

• Recommendation 3. This specialized units should be part of the National FirearmsFocal Points, in charge at technical level of the implementation of the duties reflectedespecially in the International Tracing Instrument of the PoA.

• Recommendation 4: The concept of tracing should include the economic investigationof links of every firearms not only with individuals but also with companies.

• Recommendation 5: Spanish Guardia Civil has developed a specific protocol tosupport this “reinforced tracing” of every illegal firearms seized, including the financialinvestigation.
