    Observations/Recommendations of JIT

    The Centre of Excellence (CEF), Mangiana (Sirsa) has started distribution of fruit

    plants and during 2012 has produced 21377 grafted and 78326 seedling plants.

    Monitoring of performance of planting material procured from CEF vis-a-vis those

    from Govt. nurseries needs to be done.

    The infrastructure created by Haryana State Agriculture Marketing Board

    (HSAMB) under NHM needs optimum utilization. The following facilities visited

    by the team at Rohtak were not in operation

    (i) Ripening Chamber

    (ii) Pre-cooling & cooling units

    (iii) Kissan Bazaar

    The HSAMB needs to take immediate steps to operationalize these facilities.

    Grading and waxing centres supported under private sector by NHM are working

    well but the Centre at Abu Shahar (Dabwali) given to Haryana State Agriculture

    Marketing Board (HSAMB) is not functional in the current season 2012-13. The

    attention of HSAMB is immediately required so that farmers can take benefit of

    this facility.

    There is a need to maintain record of farmers visiting Plant Health Clinics that

    have come up with the assistance from NHM. Remedies suggested and

    feedback received from the farmers needs to be recorded.

    Integrated Mushroom Unit in District Sonepat needs automation to promote

    hygiene. The vermicompost unit working in its premises needs complete

    segregation.

    In Rohtak Guava plantation in 12.5 acres which is in fruiting stage is going to be

    acquired for industrial purpose.The Master Plan of the area needs to be kept in

    mind before sanctioning subsidy for any component.

    In some cases the polyhouses are not properly being maintained as the entry

    gate is not properly installed and remains open frequently. It will be difficult to

    maintain the temperature inside and probability of incidence of disease will also

    increase. Polyhouse Management needs to be stressed upon.

    More trainings need to be arranged for canopy management.

    Experts from Plant Health Clinics (PHC) need to ascertain cause of disease/

    wilting etc. afflicting fruit trees in Sonepat and Rohtak districts.

    The NHM signboard with logo is not available in most activity areas.

    In case of FLDC the record of visitors needs to be maintained. Also, at the entry

    point of each activity the details of that particular activity should be displayed for

    the benefit of visitors.

    The vending carts under VIUC are being distributed to FIGs. However,

    interaction with farmers revealed certain unwillingness on their part to operate

    them. Perhaps what is required is strong market strategy for putting the carts into

    operation.

    Neha Mushroom Seeds being run in Village Birhera, Pataudi is quite remarkable. It is serving as nucleus for mushroom cultivation around that area. There is a need to include it as a success story of NHM.

    Machinery like tractors would be more useful if given to groups instead of an individual.

    A tripartite agreement is signed between the Department, Company and the farmer before putting up polyhouse structures. The possibility of extending such an agreement for other States needs to be explored.

    HARYANA STATE

    HORTICULTURE GROWTH IN THE STATE:

    In the year 1966-67 the total area under Horticulture was just 19,170 ha which

    increased to 429960 ha in the year 2011-12 which is 6.61% of the total cropped area.

    However, the land holdings of the state range from 0.5 ha to 10 ha. Average land

    holding size is only 2.13 ha. The size of land holding is successively decreasing on

    account of division of land from one generation to next.

    From climatic point of view the State has been divided into two distinct zones as below

    for plantation of fruit crops:

    The National Horticulture mission (NHM) is being implemented in the State since

    2005-06 for holistic development of horticulture sector, duly ensuring horizontal and

    vertical linkages, with the active participation of all the stakeholders. The thrust of the

    mission is on area based regionally differentiated cluster approach for development of

    horticulture crops, having comparative advantage.

    The programme is being implemented by the Haryana State Horticulture Development

    Agency (HSHAD) in seventeen (17) districts through District Mission Committees

    involving farmers, societies and NGO’s. The districts included are Ambala, Fetehabad,

    Karnal, Mewat, Gurgaon, Hissar, Panchkula, Rohtak, Faridabad, Panipat, Sonipat,

    Sirsa, Yamunanagar, Bhiwani, Jind and Mahendragarh.

    The focus crops identified under the programme include Mango, Sapota Aonla, Citrus,

    Guava, Ber, Chilly, Garlic, Flowers and Medicinal & Aromatic plants.

    Major activities being undertaken in the programme are production and distribution of

    planting material, vegetable seed production, area expansion, rejuvenation of old and

    senile orchards, creation of community water resources, protected cultivation,

    IPM/INM, organic farming with certification, pollination support through bee keeping,

    development of post harvest management & marketing infrastructure and human

    resource development.

    District: Sirsa

    POTENTIAL OF HORTICULTURE IN SIRSA

    Sirsa district is located in the western part of Haryana state between 29 degree 14 and

    30 degree North latitudes and between 74 degree 28 and 75 degree 17 East longitudes.

    It comes into existence during the year 1975 .The district is bounded by state of Punjab

    on North, state of Rajasthan on South and East by district Fatehabad and part of Punjab

    state on the West. It is one of the important district in the state from Horticultural point

    of view. Excepting certain tracks ,the whole district is very fertile and can rightly be

    described as citrus belt of Haryana.

    The district Sirsa is an alluvial plain of Indo-Gangetic basin. There is no

    perennial river flowing through the district. Only a seasonal river i.e. Ghaggar is flowing

    through Sirsa, Rania and Ellenabad. Bhakhra is main canal that irrigate most of the area

    of this district.

    Horticultural crops due to the presence of diverse agro climatic zone. The average

    rainfall is 360 mm. Agriculture contributes 29.4% of the state GDP and employee 71.1%

    of the total workforce. The total cultivated area is 4.03 Lacs Hect. The small and

    marginal farmers account for111569 out of 473479 the farming families.
