SEOC ACTIVATION LEVEL Level 1
DECLARATION NUMBER 18-276, 18-277, and FEMA-3405-EM
SITUATION Michael has weakened to a tropical storm and moved out of Florida and is currently moving through North Carolina and Virginia. A cold front is moving through North Florida bringing cooler and drier weather to the northern half of the state for the rest of the week. No hazardous weather is expected with clear skies, light winds, and near normal temperatures (highs in the lower to middle 80s and lows in the upper 50s to lower 60s).
WEATHER All tropical storm, hurricane, and storm surge watches and warnings have been cancelled. The flash flood watch has also been cancelled. All wind, rain, and surge associated with Michael have moved out of Florida. Due to the rainfall, however, River Flood Warnings exist for the Chipola River at Marianna and Altha, the Apalachicola River near Blountstown, and the Choctawhatchee River near Bruce. Minor to moderate flooding is possible over the weekend at these locations.

to the impacted areas. Also begun providing support to first responders via 60 mobile fuel apparatus
and 8 fixed site temporary depots for vehicles and equipment, and delivery to critical facilities and
human services/mass care support operations.
Communicationso Telecommunication industry partners are restoring service with priority for critical facilities, such as
medical facilities, local Emergency Operations Centers and 9-1-1 dispatch.
Transportationo FDOT has begun emergency cut-and-toss debris clearance, inspection and repair of state and federal
highways and bridges.
Safety and Security (supporting)o Clearing debris from highways and restoring telecommunications, electricity and fuel to first
responders and critical lifeline facilities (public safety, medical, drinking water, wastewater, andcommercial resources).

7. General/Safety Message
Downed power lines are dangerous. Never touch them. Always assume that a fallen power line is live, and follow these guidelines: Avoid touching the downed line with your hand or an object, such as a stick, broom or pole. Avoid touching anything, such as a car, object or equipment, or anyone who is in contact with a fallen power line. Avoid driving over a fallen power line. Call 911 immediately to report a fallen power line.
If your vehicle comes in contact with a downed power line, follow these safety rules: Stay inside your car. The ground around your car may be energized. Sound the horn, roll down your window and call for help. Warn others to stay away. Anyone who touches the equipment or ground around your car can be injured. Use your mobile phone to call 911. Wait until the fire department, police or PG&E workers tell you it’s safe to get out of your car before exiting the vehicle.
If your car is in contact with a fallen power line and a fire starts, follow these guidelines when exiting your vehicle: Remove loose items of clothing. Keep your hands at your sides and jump clear of the vehicle, so you are not touching the car when your feet hit the ground. Keep both feet close together and shuffle away from the vehicle without picking up your feet.
