Advocacy – Ministry of LabourISF has taken up several tasks over the last two years like:
• Recommending in re-drafting the Contract Labour Act.
• Actively pursuing the adoption of ILO convention 181 in India.
• Made a presentation to CBDT for resolving the payment acts of
194c or 194 J.
• In constant touch with leading labour lawyers like Michael Dias to
solicit their support for the federation and its activities.

Advocacy – International• Collaboration with CIETT, the International Confederation of
Private Employment Agencies
• Organized a high profile colloquium to set the agenda for growing
and strengthening the staffing industry in India in the next 5 years
• Participated in the Global Dialogue Forum (GDF) convened by the
International Labour Organization (ILO) in Geneva, October 2011.
• Particpated in the world employment conference (WEC) convened
by CIETT in Toronto (Canada), May 2013.
• The agenda for the tripartite GDF was to discuss Improving the
Functioning of Labour Markets in Private Services Sector.

Research• ISF produced its first ever report “Temporary Staffing in India: Issues and
Recommendations”.
• This report highlights the key regulatory changes that the Indian Staffing
industry requires to grow.
• The report has been widely circulated to the key policy-makers in India.
• It took up short and long term issues relating to: Provident Fund,
Employees State Insurance, Employees Compensation Act, 1923, Payment
of Gratuity Act, 1972, Contract Labour Act and Service Tax etc.
• Planning to conduct a research to understand the contractual hiring
process amongst PSUS/Govt. (State and Central, excluding local self-
governance) organizations in detail.
