MINUTES THE CITY OF THE VILLAGE OF DOUGLAS

REGULAR MEETING OF THE CITY COUNCIL July 20, 2020 – 7:00 P.M.

1. Call to Order: Mayor called the meeting to order at 7:00 p.m. 2. Roll Call: Present – Donovan, Kenny, Lion, Mooradian, North, Seabert.

Absent/Excused – Miller Also Present- City Manager LaBombard, City Clerk Aalderink, Chief Kent, Dept. Public Works Supervisor Vogel.

3. Consent Calendar

A. Approval of the July 20, 2020 Agenda B. Approval of the City Council Minutes of July 6, 2020 C. Approval of the City Council Workshop Minutes of July 6, 2020

D. Approval of Invoices in the amount of $66,695.43 E. Appointments / Resignations / Proclamations

Kenny added agenda item 6B Argent Contract for Beach Revetment to the agenda. North requested and update on Bill’s Tree Service invoice pulled from last meeting. Motion by Seabert, with support from North, to approve the Consent Calendar as amended. Motion carried by unanimous roll call vote.

4. Public Communication

A. Verbal (Limit of 3 minutes) Suzanne Dixon, Douglas resident: expressed concern for the proposed work at the Douglas Beach. She suggested the city consider using Geo Tubes like St. Joseph is using, they are not temporary. She believed the Mayor should have excused herself because of her proximity to the beach. John Helmrich, Saugatuck Township: Reaffirmed the need to have a Tri-Community Council meeting.

B. Written Communications: There were no written comments.

5. Unfinished Business

A. Deer Population Mooradian presented some statistics regarding deer.

• Douglas is 8th in the county for car/deer hits

• County has had a substantial increase in deer population

• Deer are not finding enough to eat

• Do not believe the city can put off the growth in deer population any longer

• Ann Arbor works with the DNR to lower deer population

• One option would be to bring outside group (sharp shooters) in to clean the herd

• Residents are concerned Council commented on decreasing the herd and how best to take such action.

Dept of Public Works Director Matt Vogel presented what he had found through discussion with the DNR and Biologists:

• A 100-acre farm is adjacent to the city

• Only options would be to have DNR take the deer away or hire sharp shooters

• Sharp shooters can not shoot because the homes are too dense

• Homeowners would come out of the woodwork

• The only options we have are for those larger cities

Vogel cautioned council not to consider sharpshooters, homeowners may be harmed if bullets ricochet. The city is prime for deer because it has everything they need. Lion suggested have further discussion on this issue at the August 3, 2020 meeting

B. Beach Revetment

Kenny address a motion at the July 6, 2020 meeting made by her regarding the approval Argent Management for the the beach revetment work contingent on receipt of feedback from other homeowners who have had work completed by Argent. Motion by Kenny, with support from Mooradian, to reconsider awarding the contract to Argent Management due to the failure of the company to provide a guarantee, copy of insurance, and list of references. Council will give Argent Management one (1) week to present this material. Motion carried by unanimous roll call vote. Discussion: Council seemed interested in sand nourishment and Ms. Dixon’s advice. Following a discussion with neighboring property owners Kenny has found no work has started. Mooradian would like to consider consultation with the Army Corp of Engineers.

5. New Business

A. Union Street Resurfacing Project One bid was received in the amount of $33,000 from Reith Riley. City Manager LaBombard

suggested Council rebid the project. Motion by Seabert, with support from Kenny, to reject the Reith Riley bid in the amount of

$33,000 and rebid the Union Street resurfacing project. Motion carried by unanimous roll call vote.

B. New Staff Position Motion by Kenny, with support from Seabert, to authorize a full-time Executive Assistant

position for the City. Motion carried by unanimous roll call vote. C. 150th City Birthday Motion by Seabert, with support from Mooradian, to table the 150th City Birthday social.

D. Wishbone Pet Rescue Alliance Motion by Seabert, with support from Kenny, to approve the event application for Wishbone

Pet Rescue Alliance. Motion carried by unanimous roll call vote. Angela Smith thanked everyone for allowing her to speak. All covid related precautions will be

taken for this event. E. September 5th Fireworks Display Scott Sullivan, Rotary Member stated the Rotarians are not involved int this display. Members

of council inquired about the large scale of this event in these times of covid. Motion by Seabert, with support from Kenny, to approve the Fireworks for September 5th

contingent on the Governors large group order being lifted. Motion fails in a tie vote.

7. Reports A. Commission / Committee / Board Reports

1. Planning Commission – Wikar reported there will be three (3) agenda items: 100 St. Peters Dr., Hamilton St build, 200 Blue Star Hwy. Seabert remarked this meeting will make four (4) this month.

2. Kalamazoo Lake Sewer and Water – no report 3. Kalamazoo Lake Harbor Authority – no report 4. Downtown Development Authority – DDA will consider moving the summer social to

October, discussion on a brochure took place, and the sign committee met. 5. Douglas Harbor Authority – no report 6. Douglas Brownfield Authority – no report 7. Fire Board – no report 8. Community Recreation – no report

B. Staff Reports 1. Fire Chief – The department has had to deal with misdemeanors, one officers

apprehended an individual with 5 warrants, there were 3 felony cases, and a retail fraud case.

2. Department of Public Works - The Wade’s Bayou building came down, Blue Star bollards and pucks are in place, the department is looking into a crosswalk sprayer, a few trees came down over the weekend, and the sprinklers are now working.

3. Treasurer – Presented a Revenue/Expenditure report, general fund expenditures are down, and the next big occurrence in the treasurer department is the audit.

4. City Clerk – Currently working on elections, FEMA covid grant, obtaining covid related materials for the elections.

5. Community Development / Planning / Zoning – Currently there are 16 active construction sites within the city.

6. City Manager – Working on the banner policy, looking into tree issues within the city, checked in on the aquatic weeds at Wade’s Bayou, and will be conducting Treasurer interviews.

Mooradian expressed frustration with the deer population. Questioned how the city does the bidding

process. North asked the Chief if there have been any complaints regarding people not wearing a mask. Donovan understands the nuisance of the deep population. Kenny would like our Police Dept. to have diversity training, Lakeshore Alliance has a virtual training session. Seabert is disappointed that the Harbor Authority has not been meeting. He thanked Kenny & Dixon for bringing up the Douglas Beach. The city is looking much better.

10. Mayor’s Report / Comments Wished to know why the drinking fountain is not working at Beery Field and was informed by the

DPW that is had been shut off due to covid. A thank you was extended to Barb Burmeister for the Art exhibits along Center Street.

11. Adjournment – Motion by Seabert, with support from Kenny, to close the meeting. Motion carried by

roll call vote at 9:21 p.m.
