    introduction Johnnie Cochran Middle School is located in the mid-city area o Los Angeles, bounded by the 10 reewayto the South, Venice Boulevard to the North, Crenshaw Boulevard to the West and Arlington Avenue to the East.Te surrounding environment consists o high traffic arterials and streets that are inhospitable to both cycling andwalking.

    Johnnie Cochran Middle School enrolls over 1400 students. Overall, middle school is a good age or kidsto begin travelling to school using alternative modes o transportation. Johnnie Cochran is a good candidate ora Sae Routes o School Program because o its proximity to high stress streets such as Venice and Crenshaw andminimal bike acilities. Additionally, Statewide Integrated raffic Records System (SWIRS) data, which countscollision incidents, seems to urther demonstrate that this area may be problematic in terms o bike and pedestriansaety.

    five e'sof safe routes to schoolSae Routes to School Plans are heavily influenced by the five E program consisting o:

    Evaluation Monitoring and documenting outcomes, attitudes and trends through the collection o data beoreand afer the intervention(s).

    Engineering Creating operational and physical improvements to the inrastructure surrounding schools thatreduce speeds and potential conflicts with motor vehicle traffic, and establish saer and ully accessible crossings,walkways, trails and bikeways.

    Education eaching children about the broad range o transportation choices, instructing them in importantlielong bicycling and walking saety skills and launching driver saety campaigns in the vicinity o schools.

    Encouragement Using events and activities to promote walking and bicycling and to generate enthusiasm or

    the program with students, parents, staff and surrounding community.

    Enforcement Partnering with local law enorcement to ensure that traffic laws are obeyed in the vicinity oschools (this includes enorcement o speeds, yielding to pedestrians in crosswalks and proper walking and bi-cycling behaviors) and initiating community enorcement such as crossing guard programs and student saetypatrols.

    engineeringAn evaluation o SWIRS data with inromationrom the ransportation Injury Mapping Systems(IMS) shows collisions incidents with geographicdata, giving us a general sense o what areas mightrequire treatment. Reviewing this data, combinedwith inormation collected rom parents and stake-holders, help to enrich this data and also in identiy-ing areas o high concern.

    Collected data shows that total incidences has beendecreasing. We hope that additional treatments willbring the rate and severity o these incidents downurther.

    Abridged Sample Curriculum for Middle Schools (Grades 6-8)

    LESSON 1: BICYCLING AS A SPOR AND FOR RANSPORAION (5-10 MINUES)

    LESSON 2: BRAIN INJURIES (15-20 MINUES) Objectives: Students should learn to understand the causes, effects, and prevention o brain injuries.

    Materials: Empathy Stations (see resources or inormation about how to build these stations)

    Vocabulary: Brain injury, paralysis, motor skills, coordination, balance

    Discussion: Gather students in a discussion setting to talk about brain injuries. Ask students theollowing questions to encourage discussion.

    LESSON 3: RULES OF HE ROAD AND BIKE CHECK (15-30 MINUES) Objectives: Students should understand that bicycles have the same rights, rules and responsibilities as

    car drivers, but they are more vulnerable and need to take extra precautions. Students should alsolearn to check their bike to make sure it is sae to ride.

    LESSON 4: ON BIKE SKILLS (45-60 MINUES)Objectives: Students should come away with this being able to control their bicycles.

    Materials: Sidewalk chalk, cones, masking tape, volunteers, helmets, cootie caps (i students areborrowing helmets).

    LESSON 5: HOW O FIX A FLA IRE (30-45 MINUES)Objective: Students will learn to fix the most common bicycle problem, a flat tire.

    Materials: Bicycles, pumps, patch kits, spare tubes, tire levers.

    LESSON 6: NAVIGAING (15-30 MINUES)Objective: Students will learn to choose an appropriate bicycling route within their community.

    Materials: Maps o local area (talk to your city or county or this inormation), parent volunteers or localcyclists.

    Education is a central component o a SRS plan. Implementing educational activities that teach students bothsaety and awareness around walking and cycling will help ensure the success o a SRS program. A strong edu-cation program includes in class and field training to help students learn how to navigate busy streets usingcycling and walking. In classroom activities that support education include how to tune up a bike and cross a

    busy street. Examples o in-field training include physical education classes that are geared towards cycling edu-cation, traffic skills and how to wear a helmet properly. Below is an example o a curriculum that can be used inan in class training to help students navigate traffic using a bicycle.

    Sample Encouragement Program:

    Te Pollution Punchcard contest rewards studentswhen they choose green modes o travel walking,biking, and can include carpooling and bus or transit.

    Te card eatures the pollution gremlin which hoversover a blue sky.

    When the student arrives at school at designatedPunchcard Days, the gremlin is punched out o thecard leaving the air clear. Te card is designed to behooked onto a students backpack.

    Such a program is an option or our school. It canencourage students to use greener modes, whilealso creating an opportunity to teach students aboutenvironmental issues.

    An effective encouragement campaign includes bothprogrammatic and physical inrastructural elements.

    Currently, the school has ample space or skateboardstorage, but lack any type o on-campus bicycle storageacilities. We can encourage bicycle use by making itmore convenient or students to store and secure theirbikes.

    In terms o programmatic encouragement, competitionsand prize drawings might be used to incentivize walkingand cycling.

    EnforcementIt is important that students and parents are amiliar with the rules o the road. It is imperative that they also prac-tice sae walking, biking, and driving to ensure saety or all.

    Crossing guards and an occassional police officer can slow drivers down and remind them to be especially cautiousin the school zone.

    Middle school-aged students may not require a parent-led walking school bus; however, providing students withan opportunity to coordinate among each other to walk to school together might encourage an organic sel-en-orcement among peers.

    For bicyclists, and especially or those not accustomed to bicycling in traffic, a program o parent ambassadorsor route captains can ensure that students get to school saely and that they are also practicing sae riding alongthe way. Te Sae Routes Program might be able to recruit interested parents into becoming trained volunteersthrough the Education and Encouragement campaigns. As part o the Encouragement campaign ree saety and

    maintenance kits might be offered to any parents or staff who complete trainer training. With a group o parentscompleting the training, it is hoped that students are then able to have amiliar, neighborhood aces as a bicycleresource.

    conclusionImplementing a SRS Program at Johnnie Cochran Middle School will provide healthy and sae transportationoptions to students o all abilities. Te surrounding area lacks a comprehensive bike network and quality pedes-trian acilities. Te recommendations in this report ocus on enhancing existing bike acilities and creating new

    protected lanes that students can saely and confidently use as a part o the SRS program. Finally, pedestrianimprovements around the school provide students with greater walking options, by creating saer paths and cross-ings.

    Upgrading intersections and crossing witin the 1/4 mi. radius will in-crease saety in this area where more students are expected to walk.

    Creating a more complete bike network with upgraded bike acilities increases utility and saety. Parents expressedwariness at the idea o allowing their children to ride to school, in traffic with little protection rom vehicles. It ishoped the addition o new dedicated acilities and the upgrading o existing acilities will increase saety and per-ceptions o saety -- putting the hearts o more parents at ease so that they are more likely to allow and encouragetheir children to bicycle to school.
