Consultant - Senior Veterinary Adviser, Australia-Indonesia Partnership for Emerging Infectious Diseases, Jakarta, Indonesia (October 2012 – April 2015)

Programme leader on development of national animal health policy, strategic planning and integrated management, focusing on strengthening national veterinary services to improve animal production, veterinary public health, preparedness and response to emergency transboundary animal diseases (TADs) and emerging infectious diseases (EIDs) in Indonesia. Team Leader/Chief Technical Adviser, FAO ECTAD India (February – September 2012)

Team Leader for FAO ECTAD (Emergency Centre for Transboundary Animal Diseases) in India. The primary focus was on the control of highly pathogenic avian influenza (HPAI) but activities also covered the prevention, surveillance and control of other transboundary animal diseases (TADs). Main activities included:

• Team management and project delivery – including coordination with government and private sector stakeholders, research groups; development of work plans and management of budgets.

• Developed programme of research priorities with leading laboratories and research institutes in India including WHO, IARI, HSADL and PD-ADMAS

• Coordination with SAARC at a series of regional meetings in India and Nepal; coordination with SAARC countries on surveillance and risk management for HPAI

• Developed and implemented training program across the country for disease surveillance, laboratory diagnosis, outbreak response and risk mitigation/improved biosecurity

• Reviewed surveillance data and prepared reports on the epidemiology of HPAI and the need for modified surveillance and control programmes

International Technical Adviser, FAO ECTAD Vietnam (July 2011 – January 2012) Senior adviser for FAO ECTAD in Vietnam working on TADs prevention and control and food safety. Activities included:

• Provided programme and technical leadership for FAO ECTAD in Vietnam on TADs, their prevention and control

• Close liaison with Government providing policy guidance on food safety, risk analysis, surveillance, value chain management including quality assurance and traceability, development of public private partnerships and disease control priorities

• Established regional control initiatives for HPAI with partner agencies • Collaboration with international agencies and research groups

Chief Technical Adviser, VAHIP HPAI Control Project, Vietnam (March 2008 – June 2011)

Project Chief Technical Adviser (recruited by FAO) that provided technical guidance and leadership for a World Bank funded project (Vietnam avian and human influenza control and preparedness project, VAHIP). Main activities included:

• Recruitment, leading and mentoring of a technical team of national and international technical staff

• Promotion of ‘One Health’ concepts with liaison across animal and human health, development of joint training and exercises

• Development of a surveillance program using multiple methodologies including passive reporting, randomized cross sectional surveys, market and aggregation point monitoring and surveillance of cross border poultry trade

Senior Technical Adviser, FAO HPAI Control Program, Indonesia (March 2006 – March 2008) Senior Technical Adviser for FAO ECTAD in Indonesia focusing on the control of HPAI. Main activities included:

• Development of a national strategic plan for the progressive control of HPAI • Recruitment and management of international and national consultants and staff • Provision of expertise in disease surveillance and control, veterinary epidemiology,

industry development and liaison, livelihood protection and control program management

• Liaison with the private sector and development of a ‘compartmentalisation’ model • Identification of research priorities and development of research projects • Facilitation and coordination of a strengthened laboratory diagnostic system

Manager Disease Surveillance, PIRSA, Australia (August 2000 – March 2006) Manager of the animal disease surveillance unit for South Australia’s animal health department. Main activities included:

• Rebuilding an effective state animal health surveillance programme and compliance with national surveillance programmes

• Establishment of a strong passive surveillance network with private veterinarians, producers and industry, including industry liaison groups

• Participated in national animal health programme and policy development meetings • Emergency response controller for the national ‘Rapid Response Team’ • Managed the establishment of the NLIS (National Livestock Identification System)

programme in South Australia • Established the CAAHnet (Central Australia Animal Health Network) to cover the
