We are going to discuss suspension disproportionality…
but first let’s discuss attendance
![Page 3: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/3.jpg)
The GDOE conducted a study on attendance. They reviewed the seniors from across Georgia.
Then they went backed and looked at attendance/absence patterns during students
9th grade year.
What are your guesses?
![Page 4: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/4.jpg)
What are your guesses?(Based on GDOE Study)
In Georgia, of those students who were absent 0 days during their 9th grade year, what percentage graduated with a “general
education diploma” after 4 years in high school?

Similar studies and findings have been conducted in a number of states

Partner Discussion(4 Minutes)
• What are your reactions to these data?• What does this tell us about the impact
of absences on student achievement?• This study included “all students.”
What do you think the impact of absences is on students with disabilities or other students who struggle?
![Page 15: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/15.jpg)
My Thoughts
• Just a few days of absences in a year can impact learning. (Remember the AYP days of “15 or more” absences? Too many days?).
• All absences, including excused, unexcused and OSS, equal missed learning.– Even though it didn’t include ISS, is it much better?
• Students with disabilities and other students who struggle are probably more susceptible to the impact of absences than other students.
![Page 16: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/16.jpg)
Let’s turn our attention to one type of absence: Out-of-School Suspensions
![Page 17: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/17.jpg)
Two-Minute Partner Discussion
What is the purpose of suspensions?
![Page 18: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/18.jpg)
Debrief
• Two Purposes– The “real” purpose if folks are being honest…– The purpose of any consequence should be…
![Page 19: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/19.jpg)
If the purpose of any consequence is to reduce negative behavior and increase positive
behavior…• Are suspensions working?– Are students suspended for skipping school?– What about skipping class or being tardy?– Are some students on the suspension loop?• Does that suggest that suspensions are reducing
negative behavior?
![Page 20: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/20.jpg)
If suspensions reduced negative behavior, then the school who had the highest rate of suspensions this
year would have the lowest rate next year.
Does that happen?
![Page 21: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/21.jpg)
As Dr. Phil would say, “How’s that working for you?”
![Page 22: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/22.jpg)
When we suspend a student…
For 1, 3, 5, 8 days in a school year, do we truly consider the impact of the “absences” – or lost
instructional time?
When a student is suspended, how easy is it to get to “15 or more” absences in a year?
![Page 23: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/23.jpg)
Suspension Disproportionality
Across Georgia, our African American students are at a much higher risk of being suspended
than students from other racial/ethnic groups.
We must correct this.

With our use of suspensions…
![Page 26: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/26.jpg)
Limitless Possibilities for every Student

Disclaimer
• I’m not making light of student misbehavior• Keeping students and schools safe is a
serious responsibility• I am talking about those student behaviors
which are bothersome, but not dangerous
![Page 28: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/28.jpg)
If we wanted to address suspensions in our district…
Should we focus on our schools that have the highest suspension rate?
![Page 29: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/29.jpg)
Digging a little further into your district’s data
• Four copies provided at each table• School System Data– Schools ranked from the highest to the lowest
suspension rates – school names withheld– Adjusted for per pupil suspensions– Includes ISS & OSS
![Page 30: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/30.jpg)
Partner Discussion – 3 Minutes
• What trends do you see in the data?• What possible next steps could you take?– Would you focus on specific schools?
![Page 31: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/31.jpg)
Another look at data…Are students who are suspended repeatedly impacting your
CCRPI score?
![Page 32: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/32.jpg)
![Page 33: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/33.jpg)
Even though the “fix” is not about only responding after negative behaviors occur, that is the first question. “What should I do
when a student misbehaves if suspensions don’t work?”
![Page 34: John O’Connor Director of MTSS Henry County School System john.oconnor@henry.k12.ga.us Limitless Possibilities for each Student.](https://reader037.fdocuments.us/reader037/viewer/2022102801/5697bfa01a28abf838c95695/html5/thumbnails/34.jpg)
