(8) Education System (Number of schools & students in each district)

Education system in Pakistan does not show an encouraging configuration at the moment.

Reaching at the zenith of prestige and power mainly owes to the nation’s education system,

that how well it is inclusive, integrated, progress oriented and forthcoming. Educational

investment with a well-designed planning is the key to a decent and modern education

system. In case of Pakistan, the allocation of funds is too meager, i.e. on average, 2 percent of

the Gross Domestic Product (GDP) is spent on education, which is amongst the lowest in the

region. Additionally, the element of corruption in utilization of the allocated funds can not be

ruled out, which further exacerbate the education situation in Pakistan. Lack of facilities at

government run educational institutions, particularly at primary and secondary level,

inadequate training of teachers, lack of use of modern technologies, and poor quality of

education, and unequal student to teacher ratio are the undenied features of public sector

education system in Pakistan. Private education system is mostly beyond the access of a

common man, which cater to the needs of only middle or higher-class people. Along with

public and private education system, the third one is Madrasa system (Religious education).

The existence of multiplicity of systems and absence of universal education system create

bifurcation among people and result in social imbalance.

(9) Health System (Number of hospitals in each district)Health system in Pakistan has been witnessing rapid changes in the last couple of decades for

conforming to the new challenges of changing demographics, epidemics, and increasing cost

of healthcare. Although Pakistan has made progress on a number of the health indicators, yet

it largely failed to achieve the target value on most of the indicators set in Millennium

Development Goals (MDGs), mainly pertaining to reduce child mortality, improve maternal

health, and combat HIV/AIDS, Malaria and Other diseases (Goal No. 4,5, and 6).

The overall healthcare system is highly convoluted and complex. Nonetheless, state provides

healthcare through a three-tier structure; including, i) primary health care through Basic

Health Units (BHUs), ii) secondary healthcare through Tehsil Headquarter Hospitals (THQs)

and District Headquarter Hospitals (DHQs), and iii) tertiary care through teaching hospitals

mostly situated at divisional and provincial level. There is also a mushroom abundance of

private healthcare providers, working under the oversight of the government. The brief

sketch of health facilities in Pakistan is given in the figure below.

(2) Financial Assistance for persons with Intellectual and Developmental Disabilities

At Federal Level

Special Friends of PBM: PBM has envisioned providing wheel chairs to every

disabled person in the country. A family who has two or more special children will be

called as Special Family and will have the right to be benefited through this new

scheme. Rs 25,000/- are being given to each family annually having two or more

disable members and Rs 10,000/- annually for one disable member of a family. An

amount of Rs 64 million has been disbursed during July, 2017 to February, 2018

under PBM special friends’ programme.

Punjab Province

i. Punjab Social Protection Authority has given Khidmat Cards to more than

87,000 PWDs including PWIDD as a financial assistance @ Rs. 1500/month

in Punjab.

ii. Punjab Bait ul Maal has reserved 10% from annual financial grant for persons

with disabilities. In this regard, Rs. 29,548,500/- have been disbursed among

4760 PWDs/PWIDD through Bait ul Maal from the period 2013 till date in

Punjab.

(3) Services including CBR available for persons with Intellectual and Developmental

Disabilities (PWIDD)

Vide Notification F. No. 2-8/95-NCRDP issued in May, 2010 by the Federal

Government, the PWDs are entitled to get following benefits across Pakistan:

i. Fare Concession: 50% concession in air and rail fare for PWDs

ii. Bank Account: facility to open individual bank account

iii. Free Medical: PWDs are entitled to free medical treatment in all Government

Hospitals/Dispensaries

iv. Assistive Devices: Assistive devices, such as wheel chair, white cane, and hearing

aid, are provided free of cost by Bait-ul-Mal and Social Welfare Departments in

provinces

v. Duty free vehicle: PWDs are entitled to get duty free vehicle

vi. Age relaxation: 10 Years Upper age relaxation for entering into government service

Under the umbrella of the Disabled Persons (Employment & Rehabilitation) Ordinance,

following services are envisioned for the PWDs including PWIDD:

Registration: District Assessment Boards (DABs) for registration of PWDs including

PWIDD. The DABs deal with following four (04) categories of disability:

Persons with physical impairments

Visually impaired

Hearing/speaking impaired

Intellectual impaired/mentally challenged

So far 1,89,312 persons with disabilities have been assessed and issued disability

certificates in Punjab

Skilled persons with disabilities are being referred to Akhuwat for micro loaning to

generate self-employment. To date 5,330 PWDs have benefitted from Akhuwat

initiatives in Punjab

3. Outline of your organization

(1) Background, vision, strategy

Background

After the dismemberment of one unit in West Pakistan in July, 1970, the former provinces of

Sindh, Punjab, NWFP and Balochistan were revived. As result the West Pakistan Directorate

General of Social Welfare and the West Pakistan Council of Social Welfare were bifurcated

into four parts. One Directorate and one Council were established in each province as such.

In other words, two organizations have principally been set up by the provincial governments

to look after social welfare programs in their respective provinces. In 1979 a separate

department of Social Welfare was established. Afterwards in 1996, the segment of Women

Development and in 1998 the segment of Bait-ul-Maal was also attached with Social Welfare

Department. Later on in 2012, a separate department of Women Development was

established and the segment of women development was separated from Social Welfare and

Bait-ul-Maal Department.

Vision and Strategy

The Social Welfare & Bait ul Maal Department, Government of the Punjab has the to provide

Institutes of PWDs including PWIDDSocial Welfare & Bait ul Maal Department, Punjab has a legal footing of “Disabled Persons

(Employment & Rehabilitation) Ordinance, 1981” for welfare of PWDs. Nonetheless, the

employment and rehabilitation of PWDs has remained a challenging task for social welfare

department (SWD). In this regard, SWD has taken a number of affirmative actions, ranging

from registration of PWDs, to employment against 3% quota, training, provision of artificial

limbs, help in issuance of Khidmat Cards, daily wages, and other rehabilitative measures.

With a history of more than 35 years working in disability sector, the SWD is still coping

with the emerging challenges concerning PWDs. Although, SWD has been dealing with other

forms/nature of Disabilities, but it remained in-capacitated to extend it full support to Persons

with Intellectual and Development Disabilities (PWIDD).

Social Welfare Department, Government of the Punjab has established institution for the

welfare of persons with disabilities at Provincial Headquarter i.e. Lahore. There are three

institutions:

I. CHAMAN provides institutional care for

mentally retarded children. It provides

psychiatric treatment, counseling, and free

boarding lodging facilities to mentally

challenged children for the age 7-14 years. In

2017, 41 mentally retarded children benefitted.

II. NASHEMAN is serving persons with disabilities by imparting training in the field of

Mobile Repairing, Motor Wending, Computer Training, Vocational Training, cane

work as well as Art & Craft. In

NASHEMAN, visually impaired

persons, hearing impaired and

physically impaired are provided

training regularly to make them

economically self-sufficient &

independent and active part of the society During the aforementioned training, the

trainees are provided free boarding / lodging facility, food, Medical treatment,

Recreational facilities and monthly stipends @ Rs. 1000/- to Rs. 1500/- per head per

month out of Government funds for the betterment of persons with disabilities. Two

more institution "NASHEMAN" has also been established through ADP 2017-2018 at

Faisalabad and Bahawalpur. During 2017, 73 special persons have been provided

training in different skills and rehabilitated.

III. Half Way Home (Dar-us- Sakoon) is a rehabilitation center for patients discharged

from Institute of Mental Health &

Fountain House. This institution provides

an enabling and conducive convalescence,

supportive and rehabilitative services to

mentally retard people. During 2017, 44

discharged patients from mental hospitals have been benefitted.

Your position and duty

I am working as Assistant Director (Admn) at Directorate General of Social Welfare & Bait

ul Maal, Punjab, Lahore. I am responsible for administration, planning, and implementation

of field programs pertaining to community development in general and welfare and

rehabilitation of persons with disabilities (PWDs) in particular all across Punjab.

5. Situation of Persons with Intellectual and Developmental Disabilities

(1) Pakistan has one of the highest reported rates of childhood intellectual disabilities in

the world. Prevalence estimates vary from 19.1/1000 for serious intellectual disability

to 65/1000 for mild intellectual disability. Due to lack of state-of-the-art knowledge,

diagnostic, and medical facilities, there is a significant delay in detection of intellectual

disabilities especially in rural setting where more than 70% of population of Pakistan

resides.

(2) Diagnosis (professional responsible for diagnosis)

Diagnosis of mental illness is done at mental health hospitals by medical

superintendents/ad. Medical Superintendents

(3) Education (Special Education and/or Integrated Education)

Special education as a field of study is relatively new in Pakistan. interest in the field

mainly stemmed by the International year for Disabled Person in 1981 and by United

Nations Declaration of 1983-92 as decade of the Disabled. Special Education in

Pakistan is mainly divided as per the broad categories of disability, including, mental

disability 30 per cent, visual impairment 20 per cent, hearing impairment 10 per cent

and physical disability 40 per cent. However, integration on a selective basis has been

introduced in some ordinary schools in Pakistan.

(4) Vocational training and Job Opportunity

There are a number of government and non-government institutions providing

vocational training and job opportunities to PWDs. At national level, the renowned

government and semi-government institutes include Punjab Skills Development Fund

(PSDF), National Vocational & Technical Training Commission (NAVTTC),

Technical Education & Vocational Training Authority (TEVTA), Punjab, Punjab

Vocational Training Council (PVTC) etc. Moreover, a number of NGOs are also

supporting the cause of training and job placement of PWDs.

6. Based on the information above, what are the issues to solve to conduct effective supports for persons with Intellectual and Developmental Disabilities?

Lack of reliable data: There is a need to collect data on PWDs including PWIDD so

as to devise viable policies for PWIDD.

Integrated interventions: There is dire need to develop feasible, cost effective,

community level interventions, which can be integrated to existing welfare programs

and healthcare systems.

Rehabilitation: Re-integration and rehabilitation of PWIDD is direly needed.

Inadequate legislative and enforcement framework: The longstanding Disabled

Persons (Employment & Rehabilitation) Ordinance, 1981 is outdated, not

contemporary and have no effective mechanism for the employment and rehabilitation

of PWDs including PWIDDs.

Advocacy campaign: In adequate acceptance of PWDs in society. There is need to

launch advocacy campaign.
