1. List of participants is attached as Annex - A.
2. The Chief Secretary initiated the deliberation with an appeal to celebrate
15th August, 2014 with patriotic fervor. He urged that everyone should
play his role to execute the Government's plan of action to commemorate
68'" Independence Day. The officers informed about the various
programmes launched by the Departments; which included Jashn-e-Azadi
by Art Culture and Language Department .under which a number of
cultural programmes will be held from 12/08/2014 to 14/08/2014 at
Central Park, Rajiv Chowk and in different parts of Delhi. Directorate of
Information and Publicity has launched at advertisement campaign in the
Press Media and on Radio Channels. PWD has displayed banners in
different parts of the City. Environment and Forest Department has
launched tree plantation drive in co-operation with RWAs; to focus the
importance of the day, Directorate of Education has distributed pamphlets
and stickers among the students. Industries Department has launched a
drive in the industrial areas regarding cleanliness and has displayed
banners in these areas. Power Department has launched awareness
campaign to I\eep distance from the high tension transmission lines while
flying kites. In addition to these, stickers have been pasted on government
vehicles with Independence Day messages. DTC has planned to play
patriotic songs in 500 buses.
In connection with the Independence Day, The Chief Secretary
advised DTTDC to consider allowing free entry of students in Delhi Hatts
on15/08/2014. He further directed, Directorate of Education to assess the
impact of the action taken by it to rejuvenate the patriotic feeling among
the students after the Independence Day Celebration.

It was emphasized by the Chief Secretary that Departments concerned
must prepare the time schedule to achieve the various announcerner+s -made in the budget of NCT of Delhi. He stressed on achievements of
financial and fiscal targets and timely completion of the projects.

Referring to the timely review of suspension cases, the Chief Secretary
directed that cases for review of suspension should be sent 15 days
before the last date of validity of suspension .

Tile Pr. Secretary (Home) stated that pending NHRC references have
been brought down. Ten cases in respect of the year 2013 and 14
cases of the current year were pending. The Chief Secretary directed that
the pending cases be closely monitored for-early disposal.

The Chief Secretary directed that Departments must put in place a
monitoring system and ensure follow up action in respect of the court
cases,

7. The price of onion, potato and tomatoes was reviewed. It was informed
by Secretary-cum-Commissioner (Food and Supplies) that price of
tomatoes has shown a downward trend in the last 2-3 days in the
wholesale market. However, the price is higher as compared to the price
during this period in the previous year. Due to less arrival, the price of
potato is on higher side as compared to the price in the previous year.
Onion price is stable and under control and is 50 % lower as compared to

the previous year. The Chief Secretary directed that the price
availability of these items be constantly monitored.

8. The Chief Secretary reviewed the desilting operation. Secretary (PWD)
stated that during yesterday rains due to heavy downpour, in some places
the accumulated water took longer time to drain out. No acute water
logging was reported. The Chief Secretary directed that PWD should
focus on these areas and take remedial action.

9. The Chief Secretary reiterated that all Departments must complete the
task of compilation and updating of RRs in a time bound manner. He
further directed that all Departments should ensure that the APARs of the
staff of the Departments are complete as non-availability of APARs delay
promotions. To facilitate timely vigilance clearance the Chief Secretary
directed that an online system should be established by DOV where in
relevant data should be available, meant for internal consumption only.

)0/The Chief Secretary directed all Departments should complete installation
/ of biometric attendance system in all offices within one month i.e. 151h
September, 2014. After this period non implementation of the direction
. would be adversely viewed, and HODs/Secretaries will have to explain.
Similarly, CCTVs should be installed in a time bound manner at all
vantage points in offices. In regard to the resistance to thecompliance of
bio-metric attendance by CHS officers in institutions under H&FW
Departments, the Chief Secretary directed that these offiCials should be
sent back to the parent Department with the recommendation for initiation
of proceedings for minor penalty.

11. The Chief Secretary again emphasized that field visits should be
continued. He further directed that designated secretaries should vis,
Hospitals and submit report to him.

12. The Chief Secretary directed H&FW Department to take requisite action to
deal with the cases of Ebola virus infection.

13. It was directed by Chief Secretary that interdepartmental payment for use
of services should be resolved quickly ..

14. The Chief Secretary referred to a case-where approximately 6 acre of
land was which was handed over to .ILBS in 2013 was fraudulently
transferred to a private party by officials of Revenue Department. He
expressed anguish in the manner the case was handled by Dy.
Commissioner (South) and directed, Revenue Department to take
appropriate action to ensure mutation of the land in favour of the
Government. Pr. Secretary(Revenue) agreed to examine and take action
in a time bound manner and report.

.15. The Chief Secretary expressed his concerned on the transgression of the
authority of DDUH by personnel of Delhi Police as reported by Health
Department and DDUH, when police took away forcefully a person
admitted in the Hospital. He directed H&FW Department and the Home
Department to take up the case with the Delhi Police.

16. It was informed by Chairman (DSSSB) that department are sending
requisition to DSSSB to fill up group 'D' posts. All Secretaries/HODs were
advised that no department should send requisition to DSSSB to fill up,
group 'D' posts as all such posts are abolished on acceptance of 61h Pay
Commission recommendation. It was further directed that DSSSB should
send back all such requisition to the Departments concerned.
Regarding filling up of new 800 posts of LDCs by the Services
Department requisition for which has not been sent to DSSSB, the Chief
Secretary directed Services Department to send a request letter to
Chairman SSC and Secretary, DOPT to extend the date of notification of
vacancies so that the vacancies of Govl. of Delhi could also be
incorporated.

17. The Chief Secretary directed Transport Department to ensure that all
vehicles registered with the Transport Department comply with the
pollution control norms. Vehicle should display PUC Certificate. He
directed that notices be sent to such vehicles (70 lakh vehicles registered
in Delhi). Who do not comply with the pollution control norms and impose
penalty. This exercise should be carried out in one month.

18. The Chief Secretary directed that Delhi Jal Board should ensure that
employees of Delhi Jal Board against whom there are cases of corrur":»,should not continue on the same post, they should be moved to non-
sensitive posts and administrative actions should be taken to impose
punishment on such employees.,

19. The ProSecretary (Finance) stated that the revenue collection during the
last four months is a matter of concern. The expenditure so far has
exceeded the revenue collection. He emphasized on curtailment of all
non essential expenditures till the month of November, 2014. Sharing the,
concern, the Chief Secretary directed the revenue earning Departments
l.e. VAT Department, Revenue Department,' Transport Department and
Excise Department to take-immediate action to boost revenue collection.
In this direction, he emphasized on plugging of revenue leakages and
sharing of relevant data amongst the revenue earning departments. The
Chief Secretary cautioned these Departments and especiaiiy their HODs
that performance of the officers of these Departments would be watched
and nonperformance may be recorded in their ACRs, besides taking other
appropriate action as deemed necessary in such cases.
