Item No. 62 :— Grant of recognition without aid to Pearl Public School, Nihal Vihar, Nangloi,Delhi-110041 (Rohini Zone).

The proposal for grant of recognition to Pearl Public School, Nihal Vihar, Nangloi, Delhi-41(Rohini Zone) was putup before the Standing Committee routed through Education Committee videCommissioner letter No. F. 33/P. Edn./662/C&C. The Standing Committee vide Resolution No. 239 dated17-8-2011 have referred back the case due to non-clarification of age and qualification of the engagedteaching staff. The matter has been re-examined and the age & qualifications of the teaching staff in theSchool has been found in order. E.T.T. stands for ‘Elementary Teacher Training’ whereas D. Ed standsfor ‘Diploma in Education’. The above cited School was inspected initially by the DDE/West Zone on22-12-2009. The School was found fit for recognition. The Area Councillor has also recommended thecase for recognition. The final inspection was carried out on 24-7-2010 by team of officers from HQ,comprising Addl. Director, concerned member of Education Committee ADE/TW and DDE/NajafgarhZone. They have also recommended the case for recognition. As per facts noticed and record furnishedby the management the position is as under :—

1. Society :—The school is being run by New Pearl Education and Health Welfare Societyregistered on 8-4-2004 under Societies Registration Act, XXI of 1860 (Regn. No.S-48861 of 2004) and society has started the school w.e.f. 1-4-2006.

2. Financial Position :—Financial position of the society is satisfactory. The society ishaving two accounts, one in the name of society and the other in the name of schoolhaving the balance of Rs. 20,000/- and Rs. 4,68,522/- with Corporation Bank, Nangloi Jat,Delhi. The source of income is fees collected from the students and donation from thesociety. The society has given an undertaking to deposit three months salary of the staff ina reserve fund with a bank in the joint name of Director (Edn.) and Manager of theschool.

3. Staff & Salaries :—Five teachers with the following details are working in the school. Allof them possess the requisite qualifications and age. They are being paid in the pay scaleprescribed for MCD schools :—

5. School Building :—The school is running in a rented building built up on a plot measuring2660 sq. yards. The rent agreement is valid for 20 years w.e.f. 18-5-2004 and Rs. 1,000/-is being paid as monthly rent. An open space measuring 2140 sq. yards is available in theschool premises for prayer and physical activities/games. No part of the premises of theschool is being used for any purpose other than teaching.

The size of the rooms are as under :—

Executive Engineer, West Zone has certified that the school building is in satisfactorycondition to hold the classes.

9. Fire Safety :—Delhi Fire Service, Govt. of NCT of Delhi has given NOC from firesafety point.

10. Text Books :—Teaching is done as per prescribed syllabus through NCERT books/DelhiBureau of Text Books.

11. Fees & Other Funds :—Tuition fees @ Rs. 500/- for Class-I to Class-III is charged fromthe students per month by the management. Besides this Annual Charges of Rs. 500/- andAdmission Charges of Rs. 200/- are also charged by the management.

12. Maintenance of record is proper.

13. P.T.A. has been constituted in the school.

14. Managing Committee has also been constituted.

15. Library :—There are 1234 books in the library for the use of children and teachers.

16. Admission to the school is open to all without any discrimination of caste and creed.

17. Science equipment has been provided as per requirement.

18. Scheme of management has been furnished.

19. Students are encouraged to participate in co-curricular activities.

20. Provision has been made for indoor and outdoor games.

21. Tested drinking water has been provided, electricity exist with proper arrangement of fansand light.

22. Health Certificate has been submitted.

23. Grant of recognition to this school will not adversely affect other schools functioning in thevicinity.

24. The Manager has certified that the school is not being run for personal benefit of anyindividual or a group.

In view of the above, this school fulfils all the conditions for grant of recognition without aid. Itis, therefore, proposed that recognition without aid may be granted to Pearl Public School, Nihal Vihar,Nangloi, Delhi-41 (Rohini Zone) w.e.f. the date of resolution subject to the following conditions :—

1. Orders/Instructions issued by the Education Department and provisions of Education Act,1973 shall have to be followed strictly and the documents/returns as per Rule 180 thereofsubmitted regularly.

2. School shall have to admit children belonging to EWS & disadvantage group to the extentof atleast 25% under freeship quota at entry lever as per Notification No. 15/(172)/DE/Act/2010/69 dated 7-1-2011.

3. An amount equal to three months salary of the staff shall have to be deposited as reservefund in the joint name of Manager and Dir. (PE), MCD.

The proposal may be placed before the Corporation routed through the Standing Committeefor approval.

Item No. 63 :— Regarding revised administrative approval, technical sanction and rateand agency approval for Transportation of Cement from plant to CentralStore by Manufacturer M/s. Shree Cement Ltd. and to withdraw advancein the name of EE (Central Store), NDMC.

The case for according administrative approval and expenditure sanction has been placedbefore Corporation (House) through Works Committee vide letter of AO (C&C) No. F. 33/Engg./NDMC/959/C&C dated 6-6-2013 for procurement of Cement of 7800 MT (156000 Bags) of OPC/PPC Grade-43,through DGS&D amounting to Rs. 4,44,60,000/- (Rupees four crore forty four lacs and sixty thousandsonly) under the Head of Account 66/3565 & 66/3583, during the current financial year 2013-2014 (for oneyear period), through DGS&D rate contract by drawing advance as per terms and conditions.

After having requisite In-anticipation approval and rate and agency approval from Hon’bleMayor and Chairman (Standing Committee) for procurement of Cement for usage of NDMC, we placedorder of Cement and accordingly we received order No. S.O. No. PPC/SC-3/RC-41040000/1212/93/02054/Shree (Bangur Nagar)/555 dated 28-6-2013 from DGS&D for supply of 3000 MT PPC Cementamounting to Rs. 91,75,530/- to Central Store of NDMC.

Rates regarding transportation of Cement from factory to MCD Store were sought frommanufacturer M/s. Shree Cement Ltd. A letter in this regard was received and they quoted Rs. 1,127/- perMT (Rupees one thousand one hundred twenty seven only).

East Delhi Municipal Corporation (EDMC) and South Delhi Municipal Corporation (SDMC)have floated open tender for transportation of Cement from factory of M/s. Shree Cement Ltd. fromBangur Nagar, Beawar, Rajasthan to their Store and rates awarded by them are as under :—————————————————————————————————————————————————

The rates awarded by both the Corporations are at much higher side. Also rate quoted bymanufacturer (M/s. Shree Cement Ltd.) @ Rs. 1,127/- per MT is much lesser than the work order videNo. EE (Central Store)/TC/2013-14/03 dated 18-6-2013 issued by EDMC @ Rs. 1,346/- per MT andSDMC quoted rate @ Rs. 1,397/- per MT through open Tender process.

Initially, NDMC has placed an order for 3000 MT (60,000 bags) of Cement, for whichAccount payee Demand Draft of amount of Rs. 1127.00 x 3000 (MT) = Rs. 33,81,000/- (Rupees thirtythree lacs eighty one thousand only) for transportation of Cement is required to be made in favour ofM/s. Shree Cement payable at Delhi or make payment through RTGS after delivery of consignment.

The expenditure shall be charged under Head of Account 66/3565 & 66/3583, wheresufficient budget provision exists.

Finance has seen the proposal with the following observations that “The proposal forTransportation forms the manufacturer i.e. M/s. Shree Cement Ltd. @ Rs. 1,127/- per MT is allowed toplace before Competent Authority for consideration.

Further department is advised to take the approval of House as department has takenapproval “for purchase of Cement on DGS&D rates and transportation work will be done by invitingseparate open tender”.

So permission may be given to transport Cement from M/s. Shree Cement at Bangur Nagar,Beawar, Rajasthan to Nand Nagri/Khyala/Zakhira Store by manufacturer of Shree Cement by drawingadvance as per terms and conditions, of amount to Rs. 33,81,000/- (Rupees thirty three lacs eighty onethousand only) due to the urgent requirement of Cement for day to day maintenance work and floatingopen tender and work order will take another two months or more. Also manufacturer of Cement willhave greater co-ordination and reliability with respect to any other transporter of Cement.

The case may be placed before Corporation through Standing Committee (NDMC) foraccording “Revised administrative approval, expenditure sanction and rate and agency approval” fortransportation of Cement of 3000 MT (60,000 Bags) of PPC through Manufacturer of Cement i.e.M/s. Shree Cement Ltd. @ Rs. 1,127/MT for the quantity of 3000 MT i.e. Rs. 33,81,000/- (Rupees thirtythree lacs eighty one thousand only) and also to authorize Commissioner, NDMC for drawing advance forthe transportation of said quantity, as per terms and conditions.

The Constitution of India provided fair opportunity to each and every citizen for growth anddevelopment irrespective of caste, creed, sex and religion. However, empirical evidence over a periodshows that fair sex could not keep pace with their counterpart in the field of education because of variousfactors attributable to it such as illiterate parents, social customs, superstitions, economic conditions etc.There have been unfortunately large drop-outs among girls, North Delhi Municipal Corporation (NDMC)has envisaged a holistic scheme by providing financial support as an incentive to the girl student studying inNDMC schools so that they are motivated to continue schooling.

In this connection, it is submitted that last year i.e. 2012-13 an amount of Rs. 3,81,31,600/-was allocated to zones for distribution of girl child incentive @ Rs. 200/- to each girl child studying NDMCschools, though a proposal was sent for Rs. 500/- per girl child. The Department, therefore, proposes toenhance the cash incentive from Rs. 200/- to Rs. 500/- to be disbursed per girl student per annum to all thegirl students studying in primary schools of North DMC. The zone-wise estimated amount, proposed to beallocated and disbursed among girl students @ Rs. 500/- per girl child on the basis of data received fromvarious zones as on 31-08-2012, is shown below :—––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––

It will be ensured that no double payment is made. In case of transfer of student from oneschool to another, Principals will be instructed accordingly to endorse the payment details on transfercertificates. Zonal DDE,s/ADE,s will draw the amount in advance through their respective DCAs/ACAsand disburse it to all girl students through Principals and Teachers working in the Schools. Proper record ofdistribution of funds shall be maintained by the schools. Signatures of the parents will also be taken whilegiving the amount to the girls. Expenditure will be incurred out of the Non Plan Head of Account 25/1028wherein provision exists for the year 2013-14 each girl child of classes I to V studying in NDMC PrimarySchools.

In the view of above, the proposal is be placed before Corporation routed through theEducation Committee and the Standing Committee for approval of the following as an item of UrgentBusiness :—

1. Approval for enhancement of incentive from Rs. 200/- to Rs. 500/- per girl child perannum of Classes-I to V studying in primary schools of North DMC during the year2013-14.

2. Administrative approval & expenditure sanction of an amount of Rs. 9,26,15,000/- out ofthe Non-Plan Head of Account 25-1028 for the year 2013-2014 along with permission todraw the amount as advance by the zonal Deputy Directors of Education through ZonalDy. Chief Accountant/Asstt. Chief Accountant for onwards disbursement to the girlstudents of municipal schools of North DMC studying in the Classes-I to V.

3 To incur expenditure and to draw advance of an additional 10% amount, if need arises, onaccount of increase in enrolment of girl students during the current academic session.

4. Bank accounts of the students have not been opened and it will take a considerable spanof time to open bank accounts of students in such a large number. The condition ofdisbursement to the beneficiaries through ECS/RTGS may be waived off.

(ii) Resolution No. 6 of the Education Committee dated 26-6-2013.

Resolved that it be recommended to the Corporation through Standing Committee that ap-proval of the following proposal of the Commissioner as contained in his letter No. F. 33/Edu./NDMC/991/C&C dated 11-6-2013, be accorded.

1. Approval for enhancement of incentive from Rs. 200/- to Rs. 500/- per girl child perannum of Classes-I to V studying in primary schools of North DMC during the year2013-14.

2. Administrative approval & expenditure sanction of an amount of Rs. 9,26,15,000//- out ofthe Non-Plan Head of Account 25-1028 for the year 2013-2014 along with permission todraw the amount as advance by the zonal Deputy Directors of Education through ZonalDy. Chief Accountant/Asstt. Chief Accountant for onwards disbursement to the girlstudents of municipal schools of North DMC studying in the Classes-I to V.

Further the drainage on both sides is also to be improved hence the provisions for improvement of drainage have also been included in the estimate. The improvement thus proposed as above will facilitate in smooth flow of traffic, ease to the commuters apart from enhancing the aesthetics of the area. Accordingly, an estimate has been prepared and approved  by  the Ward  Committee, Rohini Zone for providing ‘Ready Mix Concrete’ and improvement of drainage on both sides in above lanes, amounting to Rs.77,30,391/-. The expenditure is proposed to be charged under the head of account XL-VIII-Z-a under which budget provision exists. The likely expenditure in this year i.e. 2013-14 shall be Rs. 10.00 lacs and balance shall be in next year.

Detailed estimate amounting to Rs.77,30,391/- based on DSR 2007 and approved rates of MCD was prepared and technically sanctioned by the competent authority. Draft NIT amounting to Rs.61,25,050/- was also approved by the competent authority. Accordingly tenders were called NIT No.4/EE(PR)-III/TC/R.Z/2013-14 dated 22.05.2013 due on 03.06.2013 through e-tendering having tender reference no.190744.

Subject: Additional work for construction of Foot Over Bridge on Road No. 34, Patel road, Karampura, New Delhi, Karol Bagh Zone. During the inspection of Hon’ble M.P. and Minister G.O.I. Sh. Ajay Makan on

04.07.09, it was desired that a footover bridge be constructed in front of Acharya Bhikshu

Hospital as the pedestrian traffic feels great difficulties for crossing the road due to heavy

and fast traffic after the construction of Grade separator at Moti Nagar crossing near Fire

station on Road No. 34 Najafgarh Road. Accordingly work was awarded vide work order

no. EE(Pr.) West-II/SYS/2011-12/69 dated 27.12.2011 amounting to Rs. 71,12,516/-

under H/A XL-VIII-V (M.P. Fund) for construction of steel structure Foot Over Bridge

by considering the same specifications as adopted for construction of Foot Over Bridge at

Rani Jhansi Road in front of Jhandewalan Temple to M/S K.L. Arora and Sons and the

same is in progress. As per this design the quantities of some items were exceeding

beyond the permissible limits and it is not possible to complete the work within the

awarded contractual amount.

Now, an estimate amounting to Rs. 51,69,000/- has been prepared and got

checked from S.W.-IIIand booked for Rs49,22,822/- to meet out the additional work

required to complete the work. Hon’ble M.P. and Minister G.O.I. Sh. Ajay Makan has

consented for this additional work vide letter dated 10.04.2013.

with E-in-C and other higher officer of C.S.D. on dated 26.12.2011, it has been desired

for the construction of Community Hall at 8 & 9 Block, Moti Nagar after dismantling of

the old existing Community Hall, which is more than 30 years old and is also of

inadequate size. Due to increase in population, old & existing Community Hall is not able

to cater the need of local residents. Community Service Department, vide their letter No.

4894/CSD/HQ/2012 dated 23.1.2012 requested for the Construction of Community Hall

at 8 & 9 Block, Moti Nagar Karol Bagh Zone.

Accordingly, a preliminary estimate amounting to Rs. 635.67 lacs has been

prepared for accord of Administrative Approval/Expenditure Sanction. The preliminary

estimate is based on the drawings prepared by the Architectural Wing and technical

feasibility at site and CPWD Plinth Area rated 2007.

The existing old structure is required to be demolished, the estimate for reserve

price of the same has also been worked out and got checked form the Planning

department. The reserve price of this old structure, proposed to be demolished has been

worked out on the basis of the salvage value of dismantled material as per CPWD

Manual 2007. The reserve price of the structure has been checked for Rs. 2,28,650/- by

the Planning department. Electric fittings shall be removed by electrical department of

MCD. Water supply & sanitary installations are negligible. The Administrative Approval

& Expenditure Sanction to the estimate amounting to Rs. 635.67 lacs has been accorded

by the Corporation vide Res. No. 98 dated 13.5.2013. under head of account XL-VIII-V.

1. Earlier approval Earlier the layout plan for General Pool Housing for Central Govt. Employees, Dev Nagar, Delhi

was approved by the Standing Committee of MCD vide Resolution No. 737 dated 31.03.06 (Annex-I).

2. Area and location

The total area of the plot on which the proposal has been submitted is 156595.50 sq. mt (15.65ha). The site in question is surrounded as under:-

North - Private properties on New Rohtak Road South - Desh Bandhu Gupta Road East - Guru Ravi Das Marg (18 m wide) West - Facility Centre Approach to the site one is from Desh Bandhu Gupta Road & also from Guru Ravi Dass Marg.

3. Land use

As per the Zonal Development Plan Zone-B the site under reference is Residential.

4. Site Report As per the site report construction of proposed and earlier approved flats/bldg as shown in the

proposal have not yet been started till date. However there are few bldgs. like single storey office building Govt. middle school, Adarsh Vidayalaya, Milk Booth, Old office building. Temple, Police office building. and toilets are existing at site. There are many trees existing at site. Also one transformer exists in the site. In which Govt. middle school & Adarsh Vidayalaya are part of the layout plan . The old office building& two temples proposed for demolition.

5. Present proposal

The present proposal is to develop the site under reference by proposing Type-IV Spl. Qtrs. (798

DU’s of having an area of each DU’s measuring 155.77 sq. m with S+14 storey) in place of earlier approved Type II Qtrs. and Transit Apartment. Parking under stilts and on surface has been proposed. Two blocks for multi level parking has also been proposed. The Type III Qtr’s which were approved earlier have been kept as it is. The area under amenities i.e Nursery School ,Primary School, Community Room, Milk Booth & Dispensary etc is 17271.5 sq.mt. As per earlier layout plan the area under amenities is 16345.5 sq.mts

6. Development Control Norms:- Development Control norms as per MPD-2021 for group housing as follows:

Minimum size of the plot 3000 sq m Maximum ground coverage 33.3% Maximum FAR 200 Height NR (subject to the clearance from AAI/Fire Deptt. and

other statutory bodies). Parking 2.0 ECS/100 sq m built up area (i), Density may vary (10% variation permissible in all categories) specific categories as given below:-

(a) Category I (up to 40 sq m) – 500 DU’s/ha (b) Category II (above 40-upto 80 sq. m) - 250 DU’s/ha (c) Category III (above 80 sq. m) - 175 DU’s/ha

(ii). Plots for Group Housing should be located on roads facing minimum width of 18 m. ROW and 13.5 m ROW for redevelopment areas and 9 m ROW for Slum Rehabilitation (Special Areas and villages).

(iii). Additional floor area up to maximum of 400 sq m shall be allowed to cater to community needs such as community/recreational hall, crèche, library, reading room and society office. In addition to above 100 sq. m area shall be permissible for Sr. Citizen Recreation room.

Amended Norms for Group housing (as per notification dated 19-5-2009)

EWS norms shall be applicable as per the notification dt.19th May 2009, which is reproduced as

under:- “Employer Housing of Central Govt. State Govt. and other Govt. Agencies are not required to follow the requirement of FAR or dwelling units for Community Service Personnel/EWS and lower income category.

At end of this sub Para, the following shall be added:- This 15% FAR or 35% of dwelling units for Community Service Personnel/EWS and lower category housing would be over and above 200 permissible FAR and density mentioned at (i) (a), (b) and (c) above.”

Regarding the relaxation in MPD 2021, norms in respect of Parking & Density for Slum/ EWS & Category –I Housing (upto 40sq m of Dwelling Unit Area), Technical Committee of DDA vide item no. 35/2008 dated 31/03/08 has relaxed the density norms stating as under:-

“The Technical Committee may relax density, setbacks, ground coverage, parking and other

norms under special circumstances. The density norms are not applicable for the Staff Housing of the Govt. / Public Undertakings/Local Bodies and Judiciary.

All corresponding changes in the MPD 2021 be processed Accordingly.

The proposal is thus as per the norms of MPD -2021.

8. LOSC Consideration dated 7.11.08 :-

The proposal has been considered by LOSC vide item No. 85/08 dated 07-11-08 and decision taken is reproduced as under:

1. The provision of parking be taken in order. 2. The proposal FAR in the revised layout plan is well within in the permissible limits as was

permitted less than 2001 and therefore the proposal does not attract any restriction / implication of the orders of Hon’ble Supreme Court and it be proceed further.

3. The proposal be forwarded to CFO, DUAC for their approval and thereafter it be put up before the Standing Committee. The applicant shall also submit an NOC from Airport Authority of India. Accordingly as per the decision of LOSC the proposal was referred to CFO, DUAC for their formal approval.

9. Further Compliance :-

The applicant has proposed the parking in basement (at 4 levels) having the area of 29241.sq.mts

as well as surface & stilts. As per the LOSC decision the applicant has submitted the revised drawings

dated 18.11.08, 24.2.09 & same was forward to CFO& DUAC dated 2.4.09 & 29.3.10. The CFO has

approved the drawing which comprises of automated underground parking in basement (at 4 level) dated

05.02.10.The proposal was referred back to this office dated 21.7.2010 (at 96/C) by DUAC with certain

observations. In this case, the applicant had made again modification with respect to the DUAC letter &

submitted the revised drawings on 8.12.11 (at 104/C) in which parking is multilevel parking.

10. Parking

(i) Parking required @ 2 ECS/ 100 sq m. : 3978 ECS

(As per MPD- 2021) (ii) Parking provided

a) On Surface : 1545.91 ECS b) Under stilts : 479.02 ECS c) Multi Level Parking : 2448.366 ECS _________________ Total Parking : 4473.296 ECS _________________ Thus the parking is provided as per the norms and thus is in order.

11. Green/open area 1. Required open/green area - 46464.55 sq m 2. Provided open/green - 59530.66 sq m i.e 64.09 % The provision of open/green is thus in order.

12. Setback: The setbacks require for this size of plot as per MPD- 2021 are 15 m. in front and 12 m. on all

other sides. The same have been maintained for the proposed block.

13. CFO Approval:- The Chief fire officer vide letter no. F.6/DFS/MS/BP/ 2010/358 dated 05.02.10 has granted no

objection for the approval of layout plan subject to certain conditions mentioned in the letter.

14. DUAC Approval:-

The secretary, DUAC vide letter No. 23 (16) 2010- DUAC dated 14.10.11 has sent a set of approved drawings only in respect of Layout Plan with certain conditions to be followed by the applicant.

15. Services:-

Services shall be laid and maintained as per the laid down norms of respective service department 16. Recommendations:-

In view of the above and as required U/s 313 of DMC Act (amended to date) Revised layout plan for General Pool Housing for Central Govt. Employees at Dev Nagar, Delhi is placed before the Standing Committee for its approval subject to following conditions:-

1. The applicant shall get the bldg. plans sanctioned from the Building Department of MCD as per the approved layout plan and bldg. bye-laws/ provisions of Master Plan.

2. All structures proposed for demolition shall be demolished before issuance of completion for the proposed building.

3. Tree, if any, affected in the proposal shall not be felled without the prior approval of the Competent Authority.

4. The applicant shall get the services plans approved before sanction of Bldg. Plans from the competent authority and shall comply with all the conditions of approval of services plans.

5. The clearance from the Environment Committee and Airport Authority of India shall be submitted before the sanction of Bldg. plans.

6. The condition of approval of CFO, DUAC shall be adhered to by the applicant. The site shall be developed as per the plan approved by DUAC.

7. The applicant shall submit the NOC from ASI, if required at the time of sanction of building plans.

8. The applicant shall indemnify MCD through an Indemnity Bond keeping it harmless in case of any dispute if arises at any stage with respect to the shape, size, extent, title /ownership of land.

9. As per circular dated 17.2.09 the applicant shall file an undertaking stating that no equity shall be claimed by them if ultimately it is found that MPD-2021 suffers from infirmity and demolition of unauthorized and or impermissible construction is to be made, the same shall be carried out and the MCD shall not be responsible for any loss/damage as a result of granting the aforesaid sanction.

10. All the conditions of earlier approval shall be adhered to, wherever applicable.

Reso.No. 179 Resolved that it be recommended to the Corporation that as proposed by the Commissioner in his letter No.F.33/Edu./ NDMC/ 1075/ C&C dated 1.7.2013, approval for grant of recognition without aid to Pearl Public School, Nihal Vihar, Nangloi, Delhi- 41, be accorded subject to the following conditions:-

1. Orders/Instructions issued by the Education Department and provisions of Education Act, 1973 shall have to be followed strictly and the documents/returns as per Rule 180 thereof submitted regularly.

2. School shall have to admit children belonging to EWS & disadvantage group to the extent of at least 25% under free ship Quota at entry level as per Notification No. 15/(172)/DE/Act/2010/69 dated 7.1.2011.

3. An amount equal to three months salary of the staff shall have to be deposited as reserve fund in the joint name of Manager and Dir.(PE), MCD.

Reso.No. 180 Resolved that it be recommended to the Corporation that as proposed by the Commissioner in his letter No.F.33/Engg./NDMC/ 1090 /C&C dated 3.7.2013 revised administrative approval and expenditure sanction amounting to Rs. 33,81,000/- for transportation of 3000 MT (60,000 bags) cement from plant to Central Store and also to authorize Commissioner, NDMC for drawing advance for the transportation of said quantity as per terms and conditions, as detailed in the aforesaid letter, be accorded.

Resolved further that the proposal of the Commissioner as contained in his letter No. F.33/Engg./NDMC/1090/ C&C dated 3.7.2013 regarding rate and agency, as detailed in the aforesaid letter, be approved.

Item No.64 Administrative approval & expenditure sanction for disbursement of enhanced cash incentive from Rs. 200/- to Rs. 500/- per girl child per annum of Classes-I to V studying in primary schools of North DMC during year 2013-14.

Reso.No. 181 Resolved that it be recommended to the Corporation that as recommended by Education Committee vide its resolution No. 6 dated 26.6.2013, the proposal of the Commissioner as contained in his letter No.F.33/Edu./NDMC/991/C&C dated 11-06-2013 , be approved as under:-

1. Approval for enhancement of incentive from Rs.200/- to 500/- per girl child per annum of Classes-I to V studying in primary schools of North DMC during the year 2013-14.

2. Administrative approval & expenditure sanction of an amount of Rs.9,26,15,000/- out of the Non-Plan Head of Account 25-1028 for the year 2013-14 along with permission to draw the amount as advance by the Zonal Deputy Directors of Education through Zonal Dy. Chief Accountant/Asstt. Chief Accountant for onwards disbursement to the girl students of municipal schools of North DMC studying in the Classes I to V.

3. To incur expenditure and to draw advance of an additional 10% amount, if need arises, on account of increase in enrolment of girl students during the current academic session.

4. Bank accounts of the students have not been opened and it will take a considerable span of time to open bank accounts of students in such a large number. The condition of disbursement to the beneficiaries through ECS/RTGS may be waived off.
