Digital INDIA

Digital India is a Programme to prepare India for a knowledge future. The focus is on being transformative – to realize IT + IT = IT The focus is on making technology central to enabling change. It is an Umbrella Programme – covering many departments.

It weaves together a large number of ideas and thoughts into a single, comprehensive vision so that each of them is seen as part of a larger goal.

Each individual element stands on its own. But is also part of the larger picture. It is coordinated by DeitY, implemented by the entire government. The weaving together makes the Mission transformative in totality

The Programme: Pulls together many existing schemes. These schemes will be restructured and re-focused. They will be implemented in a synchronized manner. Many elements are only process improvements with minimal cost.

The common branding of programmes as Digital India highlights their transformative impact.

Govt. of Jharkhand Incentives► Comprehensive Project Investment Subsidy (CPIS)

► 7% of total capital investment with ceiling of Rs.5 cr.

► 5% additional incentive for providing employment to locals.

► 5% additional benefit to SC/ ST/ women/ handicapped entrepreneurs.

► Reimbursement of 75% of net VAT paid per annum - up to max of 75% of total fixed capital investment for 5 years.

► Financial assistance for patent - max of 50% of expenditure with ceiling of Rs 2 lakh per patent.

► Lease rentals (including premises on rent) with a ceiling of Rs 5 lakh per annum up to 3 years for the plug-and-play built up office space of minimum 2500 sq. ft.

► Quality Certification at 50% of the expenditure incurred up to maximum of Rs 2 lakh.

► 50% Electricity duty exemptionfor 5 years for mega projects (capex of Rs 100 cr & above):

Policy Initiatives to support Investments

► Attractive incentives for setting up Industrial Parks (including IT Park / Software Technology Park) through private investments or JV mode

► PPP mode also allowed under Build-Operate Transfer model

► Promoter/private institution of the private industrial park needs to hold at least 20% equity

► Government support of up to 50% of cost (maximum of Rs 7 crores) incurred on development of infrastructure in the industrial park

► Industrial units set up in the private industrial park entitled to the benefits under Jharkhand Industrial Policy and any Central and state government schemes

► 40% of land to be used for common use infrastructure or green area

Release of Grant► 40% on utilisation of 40% of

contribution by promoters including the term loan

► Next 40% on utilisation of 80% of contribution by promoters including the term loan

► Next 20% grant on utilisation of 100% of contribution by promoters including the term loan

► Ease of Doing Business► Automation of cumbersome manual process like labour acts

registration, amendment, inspection report, filing the return► Increase transparency in system► SMS are sent to applicants on each steps► Ease for citizens to interface with Labour Dept.► MIS reports can be generated any time.

Major IT Achievement So far HUNAR (Hallmarking of Unrecognized, Novice & Amateur Resources)

► This attempt is first of its kind in the country► A web based application for online management of Skill

Development Programs, Training with centralized database of unskilled/ skilled manpower and training providers.

► One stop shop for all training programs, view Trainer infrastructure, provision for certification.

► Departments – Effective Monitoring, Centralized Approach, Online/Offline verify trainer & keep record

► Citizen as Service Seekers – Resource Search, Resource Hiring, Wide Spread Labour Market

► Training Providers & Training Centers – Online Registration for all & multiple departments, Add Infrastructure details, Online receipt of candidate applications

► Planning & Monitoring has become easy► Mobile App for Forest Dept. Hence, plantation and nursery

Major IT Achievement So far E – District – Online Government Services to Citizen

► Launched State wide E-District Services► Government services are rendered to citizens through

Pragya Kendra and Public Cells► 54 services can be availed online. 54 services under

RTGSA can be availed online.► Time bound services to citizens and transparency in

governance

Major IT Achievement So far Online Appointment System

► Citizens can meet CM/ Ministers/Government Officials► Started and Launched a system so that any citizen could

book an appointment with CM and other government officials

► With system in place – Ministers, Government Official are available for meeting on time.

► Reduced wait time for meeting Government and its officials. Transparency in Governance.

► System connects Government and its officials to citizens in a transparent way; facilitating meeting between citizens and ministers, government officials.

Major IT Achievement So far Mid- Day Meal Monitoring

► Boosted Aadhaar enabled systems to integrate with Mid Day meal Program.

► School kids have an access to menu at a touch of screen. Their meal and attendance is registered in system, enforcing better planning & monitoring of government scheme.

► A comprehensive dashboard to monitor MDM attendance, Teachers’ attendance and Student attendance.

► Transparency on the MDM Scheme. Improved planning and tracking of students and teachers’ attendance

Major IT Achievement So far M- Governance

► GoJ celebrated their 15th establishment day theme around m-governance. 14 new apps were launched for citizens.

► The reach of mobile in villages and remote areas reinforces eDistrict initiatives by bringing services on citizens finger tips

► 14 new apps were developed and launched on 15th Nov, 2015

► Citizen engagement has already started. This also added a new channel for G2C services.

Major IT Achievement So far Udaan 2015

► Statewide IT Talent search exams for schools► This was the first ever event at school level where public, private,

government and trust schools enrolled for one event.► Udaan brought students of villages, districts and cities on one

common platform helping them interact and create a progressive environment for future. The exposure for such contest will help in setting up future career options for these participating children.

► More than 80000 students participated in three phase contest. 5318 students across Jharkhand were shortlisted from districts. After online exams, 11 teams were selected for Quiz & Audi-Visual round organized at Kala Bhawan, Hotwar.

► Personality development for children and opportunity for school students of various villages and blocks to compete with their counterpart in states.

Major IT Achievement So far Hackathon 2015

► First ever app Hackathon organized at Ranchi for professionals and technology enthusiasts.

► Event was organized at Ranchi. Government officials, Citizens, Professionals came together in one common platform to build apps and help Government of Jharkhand Innovate with changing times

► Mentors and Start-Up professional seeded the direction and vision for State’s approach to Start up & Entrepreneurship.

► 90 participants across India participated in the event. 27 apps were built in 24 hour coding marathon.

► State benefited hugely from the event in terms of getting industry stalwats in one common room. The panel discussions, mentoring session and interaction create a very positive impact for state’s future around Startups & Entrepreneurship.

Major IT Achievement So far New BTS Installation

► To improve network connectivity and extend better services – LWE affected districts will get an upgrade of Network Infrastructure.

► 782 BTS to be erected by March 2016. 309 is already functional.

Workshop in Cyber Security – First in East India

► Workshop was organized at Ranchi for sensitization of Cyber Security within State
