Continuing Cooperation on IMT StandardizationContinuing Cooperation on IMT Standardization

[Agenda Item 6.1] [Agenda Item 6.1]

• Contributions from ARIB(29r1), ATIS(56), CCSA(31r1), ISACC(42), TIA(34) and TTA(21r2, 77)– Highlights

• PSOs updated their national and regional activities on IMT standardization; and• The importance of cooperation on IMT standardization was emphasized in their

contributions.

– Next Steps• Transpose 3GPP specifications in support of ITU-R IMT-2000 and IMT-Advanced

(M.1457 and M.2012) and ITU-T (Q.1741) activities;• Continue to closely work with external organizations (GSC, APT, CJK, etc.) on

future IMT vision, technology and spectrum issues; and• IMT Task Force under GRSC could be utilized to exchange information and views

on the above issues.

• Recommendations– Updates to the GSC-16 Resolution on IMT Standardization were recommended in

order to include the current activities of ITU-R WP5D, 3GPP and PSOs and to retain as the High Interest Subject for the GSC-18 meeting; and

– A drafting group was charged with updating the Resolution GSC-16/01 on “Continuing Cooperation on IMT Standardization”.

Emergency CommunicationsEmergency Communications [Agenda Item 6.2] [Agenda Item 6.2] • Contributions from ATIS(57), ETSI(07), TIA(76)

– Highlights• The GSC Task Force on Emergency Communications was established at GSC-16. All

GSC SDOs participated and contributed to the Task Force coordinated by ETSI. An overview of the output report was presented during the GSC-17 Task Force Reports in agenda item 8.1.

• Other areas highlighted included SMS text to 9-1-1 standards, Next Generation 9-1-1 System (NG911), Project 25, Multimedia Emergency Services, Commercial Mobile Alert Service (CMAS), Satellite Emergency Communications, TETRA, Digital Mobile Radio, Global Maritime Safety Systems, and more

• Regional regulatory requirements and mandates in coordination with global directions.

– Next Steps• Continue cross-organizational coordination, collaboration, and liaisons• Continue to seek users’ requirements for emergency communications• Strive for global harmonization of public safety standards• Promote public safety spectrum needs

• Recommendations– Reaffirm the existing Resolution GSC-16/02

• Areas highlighted included improving security of RFID, wireless security (LTE, IMS, CDMA, TDMA), Intelligent Transport Systems (ITS) security, Machine-to-Machine security, electronic signatures, LAES for VoIP, Security and LI for Cloud Computing, IMS based POC LAES capabilities, North American updates to 3GPP LAES, Smart Card security, LI and DR standards, equipment numbering ID security, LI for femtocells, and more

• Responding to regional legal and regulatory frameworks and needs for LI and LAES

– Next Steps• Continue to develop new standards and make revisions to existing standards• Continue cross-organizational coordination, collaboration, and liaisons

relationships, where appropriate• Continue to address the security environment faced by operators and users• Continue to address the issues presented in technology area such as internet

• Contributions from ITU(43), ATIS(59)– ITU-T JCA-IdM developed an inventory of IdM standards and

several ITU-T Recommendations; focused on interoperability, trust, discovery, and protection

• ATIS developed several standards on IdM; focus on US national IdM

• Silos remain a challenge – Next Steps

• continues to coordinate IdM among GSC members and other relevant organizations through the JCA

• Continue to leverage User-Centric IdM solutions (e.g., OpenID and Oauth)

ITS ITS [Agenda Item 6.5] [Agenda Item 6.5]

• Contributions from ARIB(36), ETSI(10), TTA(19), TIA(49r1)• Highlights

– 5.9 GHz allocated in much of the world for vehicle safety communications. Japan has allocated 760 MHz

– The 5.9 GHz allocation is under attack at the U.S. FCC by the Wi-Fi lobby wanting sharing

– Consideration of replacing WAVE with TD-LTE before deployment of vehicle safety communications starts

• Recommendations– Update the ITS resolution

• Continue the GSC ITS Task Force to the GSC18 meeting to provide time to incorporate fully the ITU-R related activities of the GSC ITS Task Force into the Collaboration

• Encourage standards bodies around the world to participate in and become managing members of the Collaboration on ITS Communications Standards

ICT & the EnvironmentICT & the Environment [Agenda Item 6.6] [Agenda Item 6.6] • Contributions from ETSI(52), TIA(54), ATIS(60), TTA(54), TTC(5r2)

– Highlights • ETSI’s Green Agenda: 8 focusing activities.• TIA’s Sustainability Initiatives include STEP (Sustainable Technology Environments

Program) rating system.• ATIS’ STEP TEER Specifications (defining means by which efficiency is measured for

different network elements); studying climate/temperature efficiencies &facility energy conversion efficiency.

• TTA: Recent standardization activities on e-waste with a proposal to update the Resolution

• TTC: Enforce environmental assessment standard by case studies

– Next Steps• Extend collaboration with other SDOs to develop common methodologies for “green”

ICTs.• Organize workshops on “green” ICTs.• Advance environmental sustainability on behalf of our member companies• Assess issues associated with advancing wireless network energy efficiency.• Work with other standards organizations to achieve harmonized industry standards

and specifications. • Continue to deliver critical industry standards; i.e., ATIS TEER specifications.

Interoperability Interoperability [Agenda Item 6.7] [Agenda Item 6.7]

• Contributions from TTC(06), ETSI(11), TIA(44), ATIS(61)– Highlights

• TTC introduced interoperability event and contribution to ITU-T SG11.• ETSI highlighted the essential use of test specifications and Interop events• TIA has completed standards for interworking with 3GPP Rel.10 and for WiMAX-

HRPD interworking. And, there are projects in progress to enhance the multimedia domain and PDN to support interworking

• ATIS introduced interoperability and innovation activities from PTSC, CSF, NGIIF, and most recently from the Device Solutions Initiative (DSI)

• Contributors stressed that achieving compliance does not mean full interoperability

– Next Steps• C&I event of NGN and IPTV will be held by APT in September 2013• Test specifications and interoperability events for M2M, Cloud, ITS by ETSI• Collaborative work with 3GPP, WiMAX Forum, Femto Forum and Broadband

IPTV HIS Summary IPTV HIS Summary [Agenda Item 6.8] [Agenda Item 6.8]

• Contributions from ARIB(25), ATIS(62r1), ETSI(09r1), TTA(18), and TTC(04r1)

• Highlights– ARIB work on Integrated Broadcast-Broadband (IBB) Systems provides

addition value through synchronized presentation of broadcasting and internet content

– ETSI is developing DVB IPTV standards will enable the end user to buy a DVB-IPTV receiver in any shop, take it home, connect it to a broadband network, choose and consume DVB services available over the IP network

– E2NA/NTECH completed CDN architecture and is progressing on protocols

– H.780 “Digital signage: Service requirements and IPTV-based architecture” was published in June, 2012. TTC and TTA are collaborating in ITU-T Q14 of Study Group 16 on Digital Signage standards

– TTA is also actively developing standards for advanced set-top box that provides enhanced capability such as HTML5, discovery and selection of Internet contents, and app store interfaces

– ATIS IPTV work nearing completion with extensions for QoS metrics, client-side API, and Content on Demand

– The GSC17 presentations expanded the scope of IPTV to include CDN, IBB, Connected TV, and other extended applications of IPTV functions

• Recommendation(s)– The panel recommends that the amended resolution be accepted

Smart Grid Smart Grid [Agenda Item 6.9] [Agenda Item 6.9]

• Contributions from ATIS (63), ETSI (55), TIA (50r1), IEEE (72)• Highlights

– ATIS and TIA continue to work with SGIP on guideline for assessing wireless standards for smart grid applications

– NIST SGIP became an independent public organization SGIP 2.0 in 2013

– ETSI continues to collaborate with all stakeholders, in particular the other recognized European SDOs, to meet Smart Grid (SG) related mandates of EU. SG Mandate Phase 1 developed proposals for a SG reference architecture, first set of standards, sustainable standardization processes and security. ETSI continues taking a leading role also in Phase 2

– IEEE’s work supports the full life cycle of standards, leverages its global experts from power engineering and ICT. Standards include 2030 series, 802.15.4g, and 1547 series

• Next Step – Continuing Collaboration, focus on system architecture and integration,

reliability, and education of smart grid community• Recommendation

– Revise the existing resolution GSC-16/29 – Retain smart grid as HIS for GSC-18

Machine-to-Machine Communications Machine-to-Machine Communications [Agenda Item 6.10] [Agenda Item 6.10]

• Contributions from ATIS(80), CCSA(30), ETSI(38, 53), IEEE(71), TIA(47), TTA(20r2) – Highlights

• Being founding Partners of oneM2M and creating internal groups for providing support• Support by evaluating needs of vertical industries like Health, Automotive, Smart Grid• Transfer specifications to oneM2M Technical Specification Pool• Facilitate the development of IoT/M2M market driven standards• Collaborate with other SDOs on M2M standardization also outside of oneM2M

– Next Steps• Coordinate and align M2M activities with oneM2M (e.g. redefining scope and Work

Items of M2M WGs to avoid overlapping work with oneM2M)• Study specific M2M needs of some vertical industries for further contributions to

oneM2M• Promote oneM2M and adoption of standards particularly in less IT-developed industries• Address the interoperability challenges in IoT/M2M & implementation challenges• Reduce the fragmentation of standards and give timely response to market needs• Foster partnerships/alliances in the value chain across industries

• Highlights include the following cloud drivers – Identifying existing standards

• ETSI tasked to coordinate the definition of standards maps in support of policy objectives

ICT Accessibility [Agenda Item 6.12] ICT Accessibility [Agenda Item 6.12]

• Contributions: ATIS (65), ETSI (13), TIA (75)• Highlights

– Addressing accessibility is now becoming an important market-driven necessity– The need for ICT accessibility is a global one– Accessibility needs are continuing to be met through regional capabilities and solutions

(e.g., native SMS to 9-1-1, CMAS, ETWS), however, a common technical approach to ICT accessibility can enable faster worldwide deployment as well as enhanced international roaming security, safety, and experience

– A “Design for All” approach encourages industry and operators to avoid creating technologies that exclude any user from the information society and increases the quality and usability of products and services for everyone

• Next Steps– Recognition by regulatory bodies and others of the profound effect of the marketplace for

accessible ICT equipment– Regulatory activities will demand and require accessibility to be taken into account by

standardization activities– Cooperation with other regions is imperative in order to exchange experiences and drive

towards common world-wide standards, to the extent possible

• Recommendations– Propose reaffirmation of Resolution GSC-16/27 on ICT Accessibility

Wireless Power Transmission/Transfer (WPTWireless Power Transmission/Transfer (WPT) [Agenda Item 6.13] ) [Agenda Item 6.13]

• Contributions from TTA(23r2), CJK WPT WG(24), A4WP(33)– Highlights

• There exists a multiplicity of WPT technologies and applications; Individually, each technology may benefit from a globally harmonized technical standard

• As market demand is increasing globally, SDOs and alliances actively have been studying on standardization;

- Recently, CJK WPT WG published Technical Report on WPT - TTA actively participate in related international standardization activities for the collaboration and interoperability on WPT - A4WP published Version 1.0 Interoperability Specification in 2012 and actively pursuing cooperation and coordination with PSOs• Sharing information among GSC members is important to achieve regional and

global collaboration in WPT

– Next Steps• To work together through a GSC Task Force on development of Report on WPT

including SDOs’ information, gap analysis and further collaboration

• Recommendation(s)– To establish GSC TF on WPT and change HIS naming into WPT, consequently modify Resolution 34

control– The Telecom/Power/CE convergence for the Smart Grid will drive a new

echo-system– Work on harmonizing with ITU-T Recommendations is on-going– International cooperation is critical
