| 1With a presence in 61 countries on the five continents, the Jean Monnet network is a crucial instrument in raising the level of knowledge and awareness of European integration among future generations, both within the European Union and international-ly. Universities from all over the world continue to come forward in big numbers to participate in the programme. in this context, the Jean Monnet programme responds to a real in need.

a recent external evaluation underlined the high relevance of the Jean Monnet programme in promoting understanding and de-bate about the EU and in boosting the EU’s visibility in candidate and third countries, while helping educational capacity-building in the field. The effectiveness of the Jean Monnet programme in creating new EU-related teaching activities and reflection was found to be particularly pronounced in non-EU countries. against this background, this brochure highlights the Jean Mon-net programme’s activities world-wide.

it is clear that the knowledge of the complexities, dare i say even mysteries, of European integration would have remained very modest without the essential contribution of the Jean Monnet professors, their centres and associations. This is particularly the case on the continents outside Europe where Jean Monnet professors have been playing a crucial role in spreading reliable information and in-depth analysis on the European integration process.

in the commission’s search for peaceful and stable relations with world partners on all continents, Jean Monnet are indispen-sable actors. in this light, i applaud their work and am proud to present this brochure dedicated to their efforts.

objectives and achievements of the Jean Monnet programme

The objective of the Jean Monnet programme is to stimulate excellence in teaching, research and reflection in European integration studies in higher education institutions throughout the world.

The Jean Monnet action was launched in 1990. during its first years, it was confined to the European Union member states. it was extended in 1993 to poland and hungary, in 1997 to the czech republic and in 2001 to all candidate countries and the rest of the world. The purpose was to stimulate universities throughout the world to explain the European Union model for peaceful coexistence and integration as well as European Union policies and external action.

The Jean Monnet Action is currently present in 61 countries on the five continents. Between 1990 and 2008, the action has helped to set up approx-imately 3,000 teaching projects in the field of European integration studies,

including 134 Jean Monnet European centres of Excellence, 798 Jean Monnet chairs and 2,014 European modules and permanent courses. The Jean Monnet action brings together a network of 1,500 professors, reaching audiences of 250,000 students every year.

in the academic community, the Jean Monnet label is recognised as a sign of excellence. projects are selected on the basis of their academic merits following a process of rigorous and independent peer review.

The success stories listed in this brochure are far from a comprehensive overview of the creativity and inven-tiveness of the members of the Jean Monnet family. as a network spread on all continents, the Jean Monnet programme constitutes a case in point of successful intercultural cross-ferti-lisation and dialogue. The output of the Jean Monnet network constitutes a true ode to multilingualism. Many

of the scientific pearls of the Jean Monnet’s academic community have, indeed, been produced in languages as chinese, Japanese, Korean, russian, Spanish, portuguese and french as well as in English. a full appreciation of the richness of the Jean Monnet network involves a fascinating process of discovery that goes well beyond the standard approach of the most-cited unilingual academic journals.

With the new lifelong learning programme (2007–2013), the Jean Monnet action was reinforced and turned into a programme at the same level as Erasmus or Leonardo da Vinci.

(a) Projects fostering teaching, research and debate on the European integration process

Jean Monnet Chairs• are full-time professorships at higher education institutions with a specialisation in European integration studies.

Ad personam Jean Monnet Chairs • are reserved for distinguished profes-sors with a high-level international teaching and publication record and/or former high-level practitioners in the field of European integration.

Jean Monnet Centres of Excellence• are clearly labelled institutes spe-cialising in European integration studies. They pool the teaching, re-search and documentary resources for European integration studies at the participating higher education institution(s).

Jean Monnet teaching modules• are short teaching programmes (or courses) in the field of European integration studies at higher educa-tion institutions.

Associations of professors and re-•searchers specialising in European integration may receive support for the organisation of annual meetings and communication initiatives such as the creation of an internet site and the publication of a newsletter.

Information and research activi-•ties relating to the European Union that are organised by the academic world may receive support for the organisation of conferences, semi-nars, roundtables and/or summer schools in the field of European in-tegration studies.

Jean Monnet Multilateral Research •Groups are partnerships devoted to the study of the European inte-gration process between at least three Jean Monnet chairs from at least three different countries, in-volving joint and multidisciplinary research.

(b) Academic reflection on current policy priorities in the field of European integration

policy-makers benefit from academic reflection on European integration by Jean Monnet professors in the frame-work of annual high-level conferences and thematic groups. These bring together top-level academics, policy-makers and civil society representa-tives and deal with a wide variety of themes such as the institutional future of the European Union, the dialogue between people and cultures, equality between men and women, Europe’s challenges in a globalised world, the European Union and emerging world orders and world sustainable development.

other associations active in the field of lifelong learning are selected following a separate call for proposals.

The success stories listed below put the focus on the teaching and research activities of the Jean Monnet commu-nity with respect to the relations between the European Union and the world. They are ordered along four thematic headlines.

(a) Increasing knowledge and awareness of the European Union world-wide

as independent experts in European integration and authoritative sources of information, the Jean Monnet professors all over the world have greatly contributed to the European Union’s visibility in the world and to the better understanding of the European integration process as an exemplary model for peaceful coop-eration in international relations.

(b) Reflecting on the European Union’s world role

in addition to spreading knowledge on the European Union around the world, the Jean Monnet propgramme also provides a response to the need for a

better explanation, public debate and profound reflection on EU’s external policy. Starting from values such as peace, solidarity, non-discrimination and sustainable development, the Jean Monnet programme has organ-ised major conferences in 2002, 2004, 2006, 2007 and 2008 that have exam-ined how to best manage the interac-tion between a globalised world and the European Union. Through the dialogue between leading academics, policy-makers and civil society, the Jean Monnet programme has a tradi-tion of mobilising its network for the construction of a road map which describes the path to a peaceful world order which delivers economic pros-perity and social justice.

(c) Explaining the European Union in the Candidate Countries

To provide a response to the need for additional knowledge about European integration in the candidate countries, the Jean Monnet action was extended in 1993 to poland and hungary, and in 1997 to the czech republic. in 2001, the Jean Monnet action was extended to all candidate countries applying for EU membership and to universi-ties throughout the world. Several of the Jean Monnet professors in the candidate countries have been or are still playing an important role in the preparation of their countries for membership. The mobilising capacity of individual Jean Monnet professors in the candidate countries is often reinforced through the national asso-ciations of professors and researchers in European integration.

(d) Promoting the dialogue be -tween people and cultures

it is the Jean Monnet programme that launched – for the European commission – the structural reflection on the dialogue between peoples and cultures. This reflection has culmi-nated in a series of five high-level conferences that have taken place between 2002 and 2005. as such, the Jean Monnet programme is at the basis of the Year 2008 for intercultural dialogue.

Since 2002, the dialogue between peoples and cultures has been explic-itly introduced as a priority subject for teaching and research projects submitted in the annual call for Jean Monnet proposals. There are currently 7 Jean Monnet chairs, 13 Jean Monnet Modules and 4 Jean Monnet centres of Excellence that are active in the field of the dialogue between peoples and cultures. in addition, four Jean Monnet Transnational research Groups focus on the dialogue between peoples and cultures, three of which concern the Euro-Mediterranean area. Based on this academic reflection, the Jean Monnet team has notably been active in assisting the work of the “high-Level advisory Group on the dialogue between peoples and cultures in the Euro-Mediterranean area” that was established by commission president romano prodi (2003).

PROFESSOR OLGA BUTORINAJean Monnet chair of EU Economics (since 2005)

Moscow State institute of international relations, russia

professor olga Butorina is head of the European integration department at the Moscow State institute of international relations (MGiMo). it is the first univer-sity department in russia that is specifically devoted to European integration. Within the framework of the department, professor Butorina and her colleagues have adopted a resolutely interdisciplinary approach to the teaching the European integration, ensuring that all grad-uates gain a solid understanding of economics, law and security issues. as the former Vice-rector for new educa-tional projects, professor Butorina’s Jean Monnet chair is characterized by innovative teaching methods that put a strong emphasis on the use of modern information tech-nologies and on students’ team work.

in addition to her tasks at MGiMo, professor Butorina has also maintained close contacts with the institute of Europe of the russian academy of Sciences where she has been working hand in hand with professor Yury Borko, a Jean Monnet chair who has been studying the integration processes in Europe since the 1960s.

The research conducted by professor Butorina concen-trates on different aspects of European integration, with particular focus on the implications of the European Monetary Union on russia and the international role of the euro. She has written more than 100 publications and prepared numerous relevant reports on the euro for the national central Bank and Moscow interbank currency Exchange.

professor Butorina’s chair has been particularly active in explaining European integration and monetary develop-ments to the wider public. her ability to speak in a clear and competent manner on European affairs has opened a way to many interviews for mass media and lectures outside Moscow. professor Butorina has notably been a frequent lecturer on European integration for local admin-istrations in such areas as the northern part of Western Siberia.

PROFESSOR DAI BINGRANJean Monnet chair of EU Economics (since 2001) fudan University, Shanghai, china

fudan University, founded in 1905 in Shanghai, is one of the leading universities in china, with a long history and an international reputation for academic excel-lence. research on European integration started at fudan University in the early 1970s and a Ma teaching programme was developed in 1983. Thanks to the support from the Jean Monnet action, teaching on European inte-gration at fudan University was extended also to the Ba and phd levels, and expanded to cover political science and law, as well as economics, benefited from faculty and student exchanges and the introduction of new teaching materials. furthermore, chaired by professor dai Bingran, the fudan centre for European Studies was recognized in 2004 as a Jean Monnet centre of Excellence.

professor dai Bingran contributes greatly to the develop-ment of European studies in china. he notably produced the first translation of the European community Treaties in chinese. his high-level research appeared not only in chinese publications, but also in important interna-tional books such as china-Europe relations (2007) and china-EU: a common future (2007).

professor dai Bingran is also very active in organizing national academic activities, as Vice chairman of the chinese association of European Studies, Vice chairman and Secretary General of the chinese Society for EU Studies, as chairman of the chinese Society for European Economic Studies, and as Vice president of the Shanghai institute of European Studies. he takes an active part in the activities of the EcSa-World as the chinese repre-sentative, and has also contributes to the creation of the EUSa-asia pacific, being the president of this regional association in 2005–07.

The setting-up of a Jean Monnet Chair has been very helpful for the development of teaching and research on European integra-tion at Fudan University. But it also contributed to creating a reputation throughout the country and to the incorporation of our Fudan team in a world-wide network of excellent professionals.Dai Bingran

PROFESSOR WOOSIK MOONJean Monnet chair of EU Economics (since 2007)

Seoul national University, South Korea

Since the creation of the Graduate School of international Studies (GSiS) at Seoul national University in 1997, professor Woosik Moon is in charge of its EU Studies program. in 2001, the creation by professor Moon of a Jean Monnet Module served as a catalyst for the further devel-opment of seminars and lectures addressing EU affairs and comparative regional integration. Since 2006, the EU Studies program at GSiS cooperates closely with the Korea institute for international Economic policy within their joint center for EU Studies that is supported by the European commission’s directorate General for External relations. The deepening of integration studies at GSiS resulted, in 2007, in the successful application for a Jean Monnet chair by professor Moon.

Jean Monnet support was an instrument that greatly helped professor Moon’s networking and linkage activi-ties with various European partners and universities. Many high-level EU academics and practitioners were invited to conduct classes in the framework of professor Moon’s Jean Monnet lectures. This enabled Korean students to come into direct contact with European scholars and policy makers and also functioned as a gateway to Korea for many European academics and institutions.

professor Moon’s has produced numerous publications on European and asian monetary and financial integration. his interest in comparative European and asian regional integration resulted in the edited volume regional integration: Europe and asia compared (2005). professor Moon also served as the editor of the Korean Journal of EU Studies. for his contribution to the academic coopera-tion between Korea and france, the french Government awarded him the high-level distinction called palme académique.

PROFESSOR MIGUEL ANGEL CIURO CALDANIJean Monnet Module of EU Law (since 2001) Universidad nacional de rosario, argentina

professor Miguel angel ciuro caldani is professor of the philosophy of Law and private international Law at the national University of rosario in argentina. among his many other distinguished academic positions, he is also director of the postgraduate department of the faculty of Law at the national University of Buenos aires.

in 2001, as president of the asociación de Estudios sobre la comunidad Europea en la argentina, professor ciuro caldani took the initiative to create a Jean Monnet Module covering integration law in the European Union and Latin america. The Module, the first one in argentina, consti-tuted the successful starting point for several meetings and conferences in the field of integration law and resulted in the monthly publication of the electronic journal Boletín de la integración. The activities of the Module have given a boost to European integration studies in argentina. its work has inspired several other universities in argentina to develop courses and modules on European integration.

as a leading international lawyer, professor ciuro caldani is the author of hundreds of publications. Several of them deal with the philosophical and cultural foundations of integration law and refer particularly to the law of the European Union and Mercosur. To further develop the field of integration law in Latin america, professor ciuro caldani participated in the organisation of fourteen expert meet-ings on Mercosur. in 2006, in honour of his many achieve-ments, professor ciuro caldani was awarded the pres-tigious Merit diploma in procedural, international and integration Law by the Konex foundation, an argentine non-profit organization created in 1980 to stimulate intel-lectual and cultural excellence.

The Jean Monnet Module contributed in an important manner to the spread of integration studies at university-level in Argentina. It enabled hundreds of students to become familiar with the specific features of the European Union and Mercosur.Miguel Angel Ciuro Caldani

The Jean Monnet Action is really crucial, not just because of its financial support, but more importantly because of the recogni-tion that the EU program at Seoul National University received. The program now serves as a vehicle for developing EU-related curriculum, inviting European academics and practitioners, and for promoting various activities to increase the awareness of Korean public on the EU.Woosik Moon

PROFESSOR STÉPHAN SBERROJean Monnet chair of EU politics (since 2001)

instituto Tecnologico autonomo de Mexico, Mexico

professor Stéphan Sberro holds a Jean Monnet chair at the department of international Studies of the instituto Tecnologico autonomo de Mexico (iTaM) since 2001. When he started teaching in the early 1990s, European integration was not yet fully recognised as a topic of academic study at Mexican universities; Europe was mainly perceived from a historical and cultural perspec-tive. Since then, the many Jean Monnet activities organ-ised by professor Sberro, including a series of conferences with top experts and practitioners, have given European integration studies their right place in the curriculum. in 2000, professor Sberro’s work for European integration studies resulted in the creation of the institute of European integration Studies, a joint project of the European commission, the Mexican Ministry of foreign affairs and iTaM, with professor Sberro as national director and Jordi Bacaría from the autonomous University of Barcelona, iTaM’s European partner in the project, as the other co-director.

professor Sberro’s Jean Monnet courses on European inte-gration are now recognised by the Mexican Ministry of Education as an official post-graduate diploma. in 2008, commission president Barroso came to Mexico city and personally presided over the closing of the eighth genera-tion of the iTaM European integration Studies Master.

professor Sberro’s numerous academic publications are focussing on relations between the European Union and the Latin america. in addition, he regularly illuminates the functioning of the European Union for the Mexican readers through his weekly editorials in the newspaper El Universal.

PROFESSOR PHILOMENA MURRAYad personam Jean Monnet chair of EU politics (since 2006) University of Melbourne, australia

professor philomena Murray is the first, and the only, Jean Monnet chair ad personam in australia. She is also director of the interdisciplinary contemporary Europe research centre at the University of Melbourne which, in 2004, obtained the title of Jean Monnet centre of Excellence. it has delivered proof of great dynamism in the organisation of conferences and seminars which have boosted the interest in European affairs among students, journalists and the local and national community. Through a series of training courses since 2006, professor Murray has also introduced the European Union and its policies to australian government officials. in addition to her activi-ties in Melbourne, professor Murray is a visiting professor at the college of Europe.

as a devoted teacher, professor Murray received a national teaching award – the carrick citation for outstanding contribution to Student Learning – for pioneering the first European Union curriculum in australia. among her wide range of research interests are the EU as a model for regional integration and relations between the EU and the asia-pacific region. This research has resulted in numerous publications, including Europe and asia: regions in flux (2008) and australia and the European Superpower: Engaging with the European Union (2005).

The Jean Monnet Programme provides facilitation of research networks, extensive contacts and linkages and basic pilot-style funding for curriculum development. I think it gives a competitive and international edge to our activities as we constantly seek to be cutting edge scholars and teachers and actively engaged in international knowledge transfer. Importantly, it also provides the opportunity to influence national and even international agendas regarding the EU via relations with, and training of, government negotiators and the broad public policy making community as well as civil society.Philomena Murray

PROFESSOR VIVIEN A. SCHMIDTJean Monnet chair of EU politics (since 2001)

Boston University, USa

Vivien a. Schmidt is Jean Monnet chair of European integration at Boston University where she also directs the European Studies program. Within the framework of her Jean Monnet chair, professor Schmidt has developed an innovative course on ‘Social Europe’ with a focus on the impact of European political and economic integration on national identities, cultures, politics, citizenship, social policies and the welfare state. Thanks to the impetus given by her Jean Monnet chair, Boston University has successfully added two other Jean Monnet Modules on European integration to its course offering. These courses are complemented by an active high-level speakers programme.

as a prolific author, professor Schmidt’s has published ground-breaking work on the interaction between European political economy, the welfare state, and democ-racy. her well-known books include democracy in Europe: The EU and national polities (2006), policy change and discourse in Europe (2004, with claudio radaelli), The futures of European capitalism (2002), Welfare and Work in the open Economy (2000, with fritz Scharpf) and from State to Market? The Transformation of french Business and Government (1996).

as an internationally renowned scholar, professor Schmidt served as Visiting professor at the institut d’Etudes politiques in paris, the institute for advanced Studies in Vienna, the European University institute in florence, the Max planck institute for the Study of Societies in cologne, and the Universities of paris and Lille. She is also a faculty affiliate at harvard’s center for European Studies. in 2007, she held the prestigious franqui interuniversity chair for foreign Scholars at the Jean Monnet centres of Excellence of the Université Libre de Bruxelles and the Université catholique de Louvain. in addition, professor Schmidt is past chair of the European Union Studies association-USa (1999–2001).

PROFESSOR ALBERTA SBRAGIAad personam Jean Monnet chair of EU politics (since 2005) University of pittsburgh, USa

professor alberta Sbragia is known as a very successful academic institution builder. Since 1984, she is director of the University of pittsburgh’s European Studies center, designated a national resource center by the U.S. department of Education. in 1998, she was named director of pitt’s European Union center, one of the original 10 such centers in the United States to be funded by the European commission (and now labelled “center of Excellence”). from 1993 to 1995, professor Sbragia also served as chair of the European community Studies association-USa. Because of her leadership, the association is headquar-tered at pitt.

professor Sbragia’s many initiatives, such as the hosting of an annual EU graduate student conference and Jean Monnet Symposium for junior scholars, the monthly newsletter, the policy paper series, the “Teaching the EU” website, the “archive of European integration” website, as well as the many distinguished visitors, have greatly strengthened pitt’s international repute as a crucial hub

for EU related pedagogy and research within the United States. professor Sbragia is known as a gifted and highly devoted teacher and several of her former ph. d. students have themselves obtained Jean Monnet chairs (such as Michelle Egan at american University) and Jean Monnet Modules (such as chad damro at the University of Edinburgh). in 2006, in recognition of her many accom-plishments, professor Sbragia was named the first recip-ient of the chancellor Mark a. nordenberg University chair at the University of pittsburgh.

Through her edited book Euro-politics (1992), professor Sbragia made a major contribution to putting EU studies on the map in the United States. a prolific contributor to the EU studies literature, her publications include inno-vative pieces on the future of federalism in the EU, multi-level governance and comparative regionalism. She is currently finalising a major new book entitled comparative regionalism in an age of Globalization.

The Jean Monnet Chair is a remarkable mechanism for enhanc-ing both teaching and research in the general area of European Union Studies. My fervent desire is to use the visibility that the Jean Monnet Chair is offering to involve our students further in European Union studies and increase their passion for knowl-edge of the world.Alberta Sbragia

The added value of the Jean Monnet Programme comes in a variety of ways. These include recognition within the scholarly community as someone who has achieved a Europe-wide reputation, and ‘brand-ing’ related to one’s areas of research and teaching on the EU. This is especially significant in the United States, which has comparatively few Jean Monnet Chairs. The Jean Monnet Chair also helps developing ties with other universities. Within my home university, it provides a certain amount of extra status – as having been recognized by the EU – and greater leverage when seeking to develop new, EU related programs.Vivien A. The Jean Monnet chair held by professor Toshiro Tanaka at Keio University has been instrumental in stimulating teaching on European integration, both at undergraduate and graduate level. it also contributed to the introduction of a diploma on EU studies in Graduate School of Law at Keio University. in cooperation with professor Katsuhiro Shoji, Jean Monnet chair of EU Law, professor Tanaka is hosting monthly meetings of the Keio Jean Monnet Workshops for EU Studies, giving young researchers an opportunity to present their academic work on the European integration. in addition, the chair is organising regular lecturers for students and the public at large, with prominent speakers as Javier Solana and hans-Gert pöttering.

professor Lorenza Sebesta is an academic globetrotter and innovator. firmly believing that local institutions, together with universities, should play a pivotal role in solving the EU legitimacy crises, she set up EU information and study centres, punto Europa, in italy (University of Bologna, campus forlì, 1999) and in argentina (University of Bologna, campus Buenos aires, 2003). in order to further the involvement of citizens in European construc-tion, she helped managing a master for “European experts for local government”, set up in 2006 by the Jean Monnet European centre at the University of Trento.

Living between italy and argentina, where she teaches European integration, professor Sebesta actively tries to foster a dialogue on commonalities of past experiences and future aspirations between Europe and Latin america. in this context, she set up the information section of the observatorio relaciones Europa america Latina, a consor-tium of 23 academic and research centres, and created a bilingual (English and Spanish) review, puente@Europa.

With professor Beneyto as its Executive director, the institute for European Studies was officially distinguished as a “University institute”, a special public recognition grant-ed in Spain for the quality of research. in addition, it has recently been awarded the European Excellence prize by the regional government in Madrid.

in 2003, professor iris Vittini launched a Jean Monnet Module at the University of chile’s institute of inter-national Studies. Since then, a special Jean Monnet diploma programme has been offered every year with the participation of numerous high level guest speakers, including several ambassadors and professors from over-seas universities. The successful Jean Monnet diploma programme has resulted in an increasing interest by the students in the European Union and its relationship with Latin america and particularly chile. it not only attracts students from the University of chile, but has also been attended by participants from chile’s andres Bello diplomatic academy and by officials of chile’s Ministry of foreign affairs. This Ministry is formally supporting the programme.

professor Vittini has published many articles dedicated to relations between the European Union and Latin america, Mercosur and the social dimension of integration process in Latin america and Europe. as the founding president of the chilean asociación de Estudios de la integración Europea and one of the founding members of the regional European community Studies association – Latin ameri- ca, she is playing an important role in the creation of a dynamic community of scholars interested in European integration.

Being the Director of the Jean Monnet Project in Chile has given me the opportunity to share my passion for European integra-tion with the students. The JMcE has developed an inten-sive cooperation with the province of East-flanders aimed at large, mixed audiences through the organisation of Monday Evening Lectures on EU external relations given by ambassadors and EU experts.

professor atila Eralp is Jean Monnet chair and director of center for European Studies at Middle East Technical University (METU) in ankara. he is also head of METU’s department of international relations. professor Eralp’s involvement with the Jean Monnet programme began with a Module in 2001 that was expanded into a chair in 2002, which in turn led to the creation of a leading centre of Excellence in 2007.

professor Eralp’s Jean Monnet activities have given a real boost to European integration studies at METU. an under-graduate and two separate post graduate programmes have been created for government officials and students from different backgrounds. The European Studies programme has subsequently been expanded to ph. d. programmes with a view to increase both research and teaching activities in European Studies. professor Eralp has also been the driving force behind the establishment of transnational programmes, such as the ongoing collab-oration with University of Sussex. By actively involving audio-visual media, he has enhanced the visibility of both Jean Monnet chair activities and Erasmus Exchange programmes.

professor Eralp has published numerous books and arti-cles, in particular on the evolving relationship between Turkey and the EU. Trough his regular training activities for public servants and civil society groups in Turkey, professor Eralp is playing an important role in raising knowledge and awareness on European integration in Turkey.

professor péter Balázs is professor in the department of international relations and European Studies at the central European University (cEU) of Budapest. professor Balázs’s ad personam Jean Monnet chair at cEU forms the basis of the center for EU Enlargement Studies of which he is the founding director. The center brings together a growing number of actors to analyze both lessons learnt from the most recent series of EU enlargements and potential scenarios for the coming decade. one of the centre’s strategic partners is the worldwide network of the European community Studies association (EcSa) of which professor Balázs is Vice-president.

professor Balázs brings a particularly rich experience in government and diplomacy to the academic world. he used to be hungarian State Secretary for industry and Trade (1992–1993) and State Secretary for European integration (2002–2003). he was also ambassador of hungary in denmark, Germany and at the EU in Brussels and served as Government representative of hungary in the European convention. in 2004, he was nominated the first hungarian Member of the European commission co-responsible for regional policy.

on numerous occasions, Jean Monnet reflection activities have benefited from professor Balázs’ constructive input. his center for EU Enlargement Studies was the European commission’s main partner during the Jean Monnet conference on “intercultural dialogue for the Greater Europe: the European Union and the Balkans” that was held in Zagreb on 23–24 June 2008.

Since 1991, professor fulvio attinà has passed through all stages of the Jean Monnet career, starting with a Jean Monnet Module and a permanent course, over the first Jean Monnet chair in politics in italy, to a successful application for a Jean Monnet centre of Excellence. The University of catania’s “EuroMed” centre of Excellence focuses on the Euro-Mediterranean relations and the European neighbourhood policy (Enp), with particular attention for foreign and security policy and intercultural dialogue. The centre is particularly active with Summer Schools and Master courses and seminars for researchers from all the Enp states.

By organising the Standing Group on the European Union in the European consortium for political research (Ecpr) and by chairing the Editorial Board of the journal European Union politics, professor attinà has played a significant role in the promotion of the study of European integra-

tion among European political scientists. as a gifted academic leader, he also served as president of the italian political Science Society (2005–2007). outside of Europe, professor attinà has been actively contributing to the EU’s visibility as a visiting professor at many renowned univer-sities such as the chinese academy of Social Science, the University of Karachi, iTaM University of Mexico city and columbia, new York and George Mason Universities. he has published numerous books and articles on the EU and international relations, including L’Unione Europea. Starting from a single Jean Monnet Module awarded in 2001, professor Siniša rodin has developed a particu-larly dynamic series of academic activities on European integration: EU law became a mandatory degree course, the number of teaching hours devoted to the subject was doubled and new advanced EU courses were offered, a high-level Jean Monnet seminar series was created in dubrovnik, a Master of European Studies was launched, doctoral projects were successfully completed, students took part in EU law moot court competitions and a new English-language annual publication was founded, enti-tled the croatian Yearbook of European Law and policy. These activities resulted in a further integration of the University of Zagreb in the Jean Monnet programme, via the creation of a Jean Monnet chair for professor rodin, a Jean Monnet chair for professor deša Mlikotin Tomić and two additional Jean Monnet Modules held by professors Tamara Ćapeta and iris Goldner Lang.

professor rodin’s chair is actively contributing to prepar- ing croatia’s accession to the EU. all lecturers working at his European public Law department are members of croatian accession negotiating team. furthermore, within the framework of the Europe house and the European Movement, the Jean Monnet team at Zagreb University is playing a leading role to popularise the idea of European integration and civil rights and liberties. Several research projects have dealt with legal reform in view of croatia’s position as a candidate country. These projects gave rise to publications on topics as the impact of EU directives on national law, equality of man and woman in croatian and EU law, and EU constitutional law.

Jean Monnet is a powerful label. It helped me to create courses in European law and offer them to a large number of students. In a period of 5 years, European Union law became part of the core curriculum of legal studies and is an established disci-pline. as chairman of the European documentation and research centre at the University of Malta, director of the Magister Juris programme in European and comparative Law and founding president of the Malta European Studies association, professor peter G. Xuereb has made lasting institutional contributions to establishing European inte-gration studies in Malta.

Between 2002 and 2004, professor Xuereb was the coor-dinator of the successful Jean Monnet transnational research group on integration and co-operation in and between the European Union and the Mediterranean, which produced five volumes of studies on The Mediterranean’s European challenge for wide dissemination. Many of his recent publications in prestigious journals such as European Law review and European constitutional Law review focus on solidarity and constitutionalism, citizen-ship, inclusion and multiculturalism. in 2008, he notably published The Lisbon Treaty and its implications.
