What’s Important in Fire Protection?

• Nature of construction – height / floor area;

• Values at risk;

• Fire travel vertical / horizontal;

• Hazards presented;

• Risk of occurrence;

• External risks – malicious arson, fire transfer etc;



JCOP Version 8 – Asset / People Protection

• Agreement between construction world, fire authority and insurance world;

• Over 25 yrs in use;

• Applies mandatorily to contracts with an original value of £2.5+M;

• Applies to all parts of a contract where overall value is £20m+;

• Special requirements for large TF projects;

• Can be applied to any “high risk” contract regardless of value;



Section 5 – Design Phase

• Notifiable projects – all parties to comply with their duties;

• All parties to co-operate and co-ordinate activities;

• Co-operate to reduce fire risks;

• At design stage identify fire hazards and eliminate where possible;

• Select non flammable materials, reduce need for hot works, safe access routes, design in fire fighting systems;

• During construction phase check that fire safety measures are not compromised as building progresses;

• For TF structures check surrounding properties and your impact on them



Section 6 – Construction Phase

• Provision of a responsible person;

• Nominating fire marshals – training;

• Build a site fire safety plan.



Section 7 – Liaison with Emergency Services

• Build and maintain the Fire Brigade Pack;

• Invite fire services to site;

• Check all hydrants on / off site;

• Decide extent of water supplies;

• Brigade access;

• Staircases;

• Floor loadings.



Section 8 - Emergency Procedures• Written procedures;

• Signage;

• Escape routes etc;

• Fire alarms;

• Training;

• Ongoing changes – toolbox talks



Section 9 – Fire Protection

• Compartmentation – fire divide structure;• Escape staircases – fire protect;• Fire stopping – ducts / services;• Fire alarms – wireless systems;• Water supplies – location – pressures;• Site Hydrants – identify / test / identify;• End of day fire check – fire marshals – record;• No partial occupancy without full protection;• Living in building prohibited



Section 10 – Temporary Covering Materials• Any coverings to be fire approved;

• LPS1207 standard, rigid or flexible;

• Scaffold covers to LPS 1215 standard;

• Materials near building fire protect;

• Approved coverings for foams;

• Fire protected room – packaged goods



Section 11 – Fire Extinguishers• Training;

• Adequate numbers – suitable types;

• Conspicuous positions each floor – fire points;

• Adjacent other fire risks;

Section 12 – Site Security

• Subject to suitable RA;

• Secure building in accordance with RA;

• Revise RA if site suspended



Section 13 – Temporary Accommodation Units

• Strict requirements – fully detailed;

• Construction;

• Location;

• Heating;

• Stacking;

• Fire protection;

• TAU – “villages” – RRO;



Section 14 – Flammable Liquids & LPG• Security;

• Location – distances;

• Signage;

• Suitable electrical equipment – flameproof etc;

• Consider automatic gas detection;

• Adequate FEA’s;

Designated area for refuelling



Section 15 - AcetyleneSpecial requirements

•Eliminate where possible;

•Reduce cylinders – possible;

•Remove from site at close of business

Remember - fire brigade can shut down site!!!!



Section 16 – Hot Work• Strict requirements;

• Avoid where possible;

• Permit scheme;

• FEA’s of suitable types – not those on site;

• HW permit holder trained in use of FEA’s??

• 1 hour monitoring before sign off (2 hours for TF risks)



Section 17 – Electricity & Gas• Installed by trained

and certified persons;

• PAT tested;

• Inspection of temporary installations;

• Turned off at night (other than fire / security, safety lighting etc)



Section 18 – Waste Materials• Waste control regime;

• High standards of housekeeping expected;

• Clear dry vegetation – not burn it;

• Remove to external skips daily as far away from building as possible – covered units?

• Burning allowed subject to strict comprehensive requirements – don’t do it!



Section 19 – Plant and Vehicles• Generators and compressors

in open air;

• Requirements for refuelling – at refuelling point;

• Protect against impact / damage;

• Use sand trays;

• Park vehicles away from building and materials – 10 m;

• Consider fire suppression / CESAR



Section 20 – Stored Materials• Store comb materials away from

building - as far away as possible;

• If within building cover with LPS 1207 coverings – no HW – have FEA’s nearby;

• Remove any combustible wrappings;

• Consider steel storage containers;

• Consider internal store room – fire protected.



Section 21 - Smoking• Preferably ban from site;

• Provide smoking points – strict requirements;

• Shelter construction – location etc all defined.



Section 22 – High Rise Construction Sites• Buildings above which

normal rescue is not practical;

• Specific RA;

• Fire doors to staircases;

• Compartmentation;

• Ducts and risers fire protected;

• Fixed fire alarms;

• Provision of wet risers.



Section 23 Large TF Risks• 4 storeys + or floor area in excess of 2500 sq

M;

• Site specific RA;

• Consider ground floor non combustible materials;

• Consider fire treatment of timbers;

• Control exposure between multiple units;

• Consider fire stopping on larger projects;

• Consider temp fire protection materials;

• Compartmentation;

• Clad with non comb materials early if possible;

• Heat producing devices should not be used in the building;

• No refuelling within the structure;



Large TF Risks - continued• Remove flammables at end of day;

• TAU’s within 20m must be non combustible and subject to a risk specific RA;

• Heating / drying / de-humidifying units 110v and removed at end of day;

• Turn utilities off at end of day (except life safety systems);

• Automatic fire detection system to TAU’s with off site monitoring BS 5839 ( unless 24 hr guarding provided);

• Reduce foam plastics – polystyrene fall arrest bags prohibited;

• Hot works monitoring for 1 hr and revisited 2 hrs after before closing permit.

2 Insurance Contractual Conditions


Allianz Special Conditions Precedent to Liability• Minimum site safety standards MSS1;

• Applies between £1m - £2.5m;

• No smoking except at designated areas;

• Hoarded or weld mesh fenced site;

• HW by permit and JCOP;

• Waste, flammables and gases removed each day to a safe distance - reasonable;

• Burning of waste prohibited;

• Refuelling in the open as far away as possible;

• TAU’s as far as possible from buildings – reasonable distance;

Other sensible measuresNo radios in TF buildings;

No charging in TF buildings;

FEA’s adjacent timber cutting areas;

Collection bags and clean up;

Protect timber cutting areas with plasterboard / steel;

All hot works inc metal cutting – external – permits;

Wireless fire alarm throughout the works;

Charging in TAU’s – FEA and plug in RCD’s;

Management take a strong line on infringements;

Conclusion• Site management trained to control the site;• Properly consider all the fire risks;• Eliminate / reduce / control fire risks;• Have a good fire safety plan;• Design the site arrangements around the plan;• Continually assess and manage fire risks on site;• Train staff to identify and deal with hazards;• Educate sub-contractors;• Consult your insurer on their requirements;• Remember what is required to meet protection of the

assets is not the same as H & S legislation
