Article 2 (Purpose)

The Consortium aims to improve the status of the industry by contributing to the improvement and quality of alcohol breathalyzers, and the dissemination of related information for educational purposes.

The purpose of the Consortium is to contribute to the elimination of alcohol-related social issues presented by alcohol abuse and binge drinking through collaboration with related organizations and cooperation among members.

The Consortium is a non-profit organization.

Article 3 (Activity)

In order to achieve the purpose of the preceding article, the Society shall conduct the following activities:

(1) The spread and popularization of the use and understanding of alcohol breathalyzers.

(2) Conduct research in the interest of improving the technology and quality of alcohol breathalyzers.

(3) Communication and disclosure of alcohol breathalyzers and laws related to drunk driving prevention.

(4) Continuous contact and consultation with administrative agencies related to alcohol breathalyzers.

(8) Promotion and dissemination of traffic road safety education via using alcohol breathalyzers and trained

instructors.

(9) International exchange on alcohol breathalyzer technology and traffic safety.

(10) Continuous collaboration with administrative agencies and organizations related to alcohol health

disorders under basic law.

(11) Other activities necessary to achieve the purpose of the consortium.

Philosophy (Foundation Meeting)In recent years, alcohol-related traffic accidents caused by drunk driving have become a major

social problem. For this reason, in order to prevent unruly or dangerous driving, in 2006 the

revision of Criminal Law further strengthened the stipulating of regulations and penalties for

accidental death or injury by motor vehicles was carried out. From May 2011, under law drivers

were required to submit to an alcohol breath test in addition to conventional visual checks, etc. at

the time of starting their shift.

In addition health issues due to excessive drinking are on the rise. Excessive alcohol

consumption raises the risk of health problems, acute alcohol poisoning and alcoholism. To that

end, the role of alcohol breathalyzers to encourage responsible alcohol consumption is

becoming increasingly important.

Since the the market is expanding year by year alcohol breathalyzers have a wide range of

products for general use in health management and alcohol detection for the transportation industry.

In addition to this, alcohol breathalyzers are used in various scenes for both general public and

business operators, but as of February the national administrative law center launched a precaution

stating warning s about misusage. To this end, the Consortium has established two working groups

(“Certification Working Group”, “Promotion Awareness Working Group”) from the beginning

improvement of breathalyzer technology in tandem with education on the correct way to cope

with alcohol abuse, drinking and driving, and prevention. Specifically, in the “Working Test

Group” we certify that certain quality standards are met. We have established evaluation criteria

and quality assurance guidelines for the introduction of our certification system. On the other hand,

the “dissemination and awareness working group” is planning information dissemination,

symposiums etc. on drunk driving prevention and proper alcohol breathalyzer use in cooperation

with various organizations and companies.

Drunk driving and the eradication of other malicious law violations

2020 Plan

“Drunk driving, taking stimulants, or other dangerous drugs are highly illegal and are

unacceptable before the operation of commercial vehicles. However, as of 2016 there

are still 54 cases of human injuries caused by drunk driving of business vehicles.”
