1. Movement of Schedule A, B &. SES personnel in Departments and Agencies. Fuller to brief President prior to today's Cabinet meeting to get him to mention need to deal with this problem. Rollins/Fielding/ Fuller/Darman to prepare paper for President for use at next Cabinet meeting on overall question of movement of career personnel.

Stockman reported the new budget estimates for FY 82 showed $3-6 billion additional; this due to -inherited numbers and genuine attempt to build budget · from. bottom up; Reagan Administration taking counteraction to keep budget ceiling in place.

5. Pen James to make sure Rufus Wilson (Deputy VA Administrator) appointed Acting Administrator today.

6. Regarding Packwood inquiry whether Administration people would be helping Senate Campaign Committee, · policy is "cannot for six months".

SENIOR STAFF MEETING ACTION ITEMS (2/24/81)

1. Craig Fuller will arrange to make the farm bill part of the Cabinet discussion for Thursday.

2. OMB will prepare a memorandum from the President to the Cabinet reminding Cabinet members (in the context of Congress reconvening) that testimony and legislation must be cleared through OMB.

3. Fred Fielding is to prepare a brief memorandum on the issue of Synfuels Corporation salaries; this is to be ready for the 5 p.m. personnel meeting today.

4. It was agreed that the Administration should not get involved in the UMW negotiations. Craig Fuller to contact Donovan on this. This is a state and local matter.

5. Fred Fielding to prepare memo on how judges, U.S. Attorneys and U.S. Marshals are appointed. Pen James to confer with local political leaders regarding the appointment of U.S. Attorneys.

6. Pen James/Fred Fielding/Don Devine to look at question of how to replace current Schedule A lawyers, Schedule B intern~ and consultants with personnel of our own choosing.

ACTION ITEMS FROM SENIOR STAFF MEETING (2/2/81)

President's economic address (Thursday, 2/5):

Khachigian will circulate a draft to all Assistants to the President early tomorrow, comments to be received by 5:30 p.m.

2. Mike Deaver announced that Stu Spencer would be coming in tomorrow to pull together groups around the country for support of our economic program. Baker said this would not supplant existing activities but would be a coordinated mechanism.

3. Harper stated that OMB was ready to surface a number of regulations which would be suspended (hazardous substances, fair labelling). It was agreed that these regulatory actions would be surfaced by the departments and agencies concerned; the President and Vice President would periodically review progress on our regulatory initiative, but would not get involved specifically with each regulations.

Are not going forward with bilingual regulations. It's not that we are against bilingual education, but rather that we wish to leave decisions on this matter to the states and localities.

It was also agreed that we should control the timing of agency decisions on regulations to assure that there were not too many bad stories at one time. Harper will report back to senior staff on the possibility of the Vice President or the President saying something about simplifying tax regulations.

4. It was agreed that we would do nothing on the executive pay raise because politically this would cut against our economic package. It was also agreed that OMB look into the issue of providing for relocation expenses for Presidential appointees and new Congressmen ($3,750,000), as well as other Schedule C personnel not currently covered. OMB is to come back with an analysis in 2-3 days.

5. For the Senate leadership meeting on Wednesday, the debt ceiling issue was added to the agenda (in addition to the economic package). (It was noted that we would just make a 2% cut in FY 81 ($13 billion).)

6. Senior staff was warned not to leak the nature of the Cabinet meeting on Wednesday. It was noted that Cabinet members had been responsive to the request that they not preempt the White House on substantive analysis.

7. Allen noted that the United Kingdom was inviting the President to the British Embassy on February 27 {a return engagement for the State dinner for Margaret Thatcher on February 26). Consensus was that this was something RR would want to do.

Allen also noted the OMB/AID conflict which was in the papers as an example of bureaucrats leaking the OMB working paper to the press. Allen felt this kind of action should be stopped.

1. Guest lists for White House diplomatic functions will be forwarded from State to Dick Allen. They will then be submitted to the C/S for approval prior to forwarding them to Peter McCoy. There will be C/S - East Wing consultation on final approval of the lists. (NOTE: FSMH will prepare procedure) .

2. Items for the Presidential schedule are to be in the office of Scheduling by no later than/2.:00 p.m. the day before the event. In the future, schedules will· be dated and timed.

3. Notice of agenda items for Cabinet meetings will be sent out to relevant Cabinet members three days in advance.

4. Prior to finalizing on the issue of raising the debt limit, we will see what Howard Baker has in mind.

10. The President's press conference will be Thursday evening (1/29). The Cabinet has been asked to provide material. Dick Allen has the lead with Dave Gergen. It will be in the East Room. Press will remain seated and raise their hands.

11. McPherson will provide a draft update of a code of conduct and travel and gift policies, as well as 1 1/2 pages on the Presidential Records Act, in the next few days. It was agreed that we should promulgate a code based on the old Code of Conduct very shortly, and then revise later as necessary.

Rick Shelby in Presidential Personnel is in charge of assuring that the Governors are aware in advance of appoint­ments. Lyn Nofziger will be invi ted·tG the evening personnel meetings in Baker's office so ·that he can assure political coordination.

Press Guidance Regarding Iran Hostages

The country is thankful that the ordeal of the hostages is finally over.

The agreements negotiated by the Carter Administration and the related Executive Orders issued by it are detailed and complicated. The final negotiations were concluded only 8 days ago. We have begun an indepth review.

This Administration will live up to its obligations under these agreements consistent with international and domestic law.

Implementation of these agreements will, however, be complex and time consuming; good faith actions will be .required on the part of all parties concerned, as will a cooperative spirit on the part of the Iranians.

Our review will .! analyze ·:·, : the precise nature of our economic and legal obligations under law. We will complete the review as quickly as possible in order that we may, as a nation, put this most unsatisfactory episode in our history behind us.

Actions under the agreements necessary for the release of the hostages have been taken. No other actions· appear necessary before completion of our review.

7. The United States has no obligation to deliver any military equipment to Iran as a result of these agreements. Nor was the subject of military equipment for Iran discussed during the negotiations. All such items are subject to the provisions of the Arms Export Control Act and their disposition is under study.

8. The Carter Administration revoked the prohibitions against transactions involving Iran. Due to the possible dangers for Americans who might want to visit Iran, the State Depart­ment has issued a strong warning to all Americans cautioning against such travel.

NOTE: This includes Dick Allen's and Jim Baker's comments, and is being sent to· State to begin discussion.
