Happy New Year!

I am excited and humbled to be serving you as head of the newly formed and created Cedar Rapids Metro Economic Alliance. We have shared with many of you over the last few months our bold vision to be one of the top economic growth regions in the country! How do we accomplish this major vision? We start with a focus on you – our customers – and understanding at the core of our work we must use key metrics which ensure growth of our employers and our communities.

In the next few months, we will be taking steps to better understand what you value from our current work and what you would like to see in the future. I would sincerely ask that you make the time to respond to our requests for input. Simply, we cannot improve our services to more than 1,350 customers unless we hear from you.

The structure of our organization, both from a governance level and an internal employee perspective, is completely new and innovative. We will be organized around the needs of our customers: small and locally owned businesses, core central districts including Marion and Hiawatha as well as interstate commerce attraction, retention and expansion. Additionally, we will invest at a greater level shaping and leading a public policy agenda which advances our vision. A strong commitment and emphasis of our efforts will continue in leadership development, workforce development, events which foster business to business networking, celebratory events and programs which enhance our quality of life.

I want to state again, how committed the entire team is to you and your investment in the brand new Economic Alliance. We look forward to serving you in 2012!

“Creative Collaboration”Big Wig Lunch Talk (BLT)

Chuck is the President and Chief Executive Officer of SourceMedia Group which operates The Gazette newspaper, KCRG – TV9, an ABC affiliate, local shoppers, numerous online sites and provides commercial printing and direct marketing services.

Chuck is the Chair of the Board of Cedar Rapids Bank and Trust, is a director of Swift Communications, Inc. and is active in many civic and charitable organizations, including United Way, the Hall-Perrine Foundation and Junior Achievement. He and his wife Mary Ann live in New Bo in Cedar Rapids and have an acreage west of Iowa City. They have three sons—Nate, Scott and Nick.

BLTs are presented by ImpactCR’s Leadership and Service Committee and aim to educate and develop future leaders to capably drive positive, real change in the Cedar Rapids area through leadership in education, city planning, economic development, human services and arts. Cedar Rapids and Iowa City MSAs See Gains on New Milken List

Iowa City #8 on Small Metro List; Cedar Rapids #13 among Major Metros

Iowa City and Cedar Rapids, and their statistical metros, both posted gains on this year’s Milken Best Performing Cities index. The index ranks U.S. metros based on multiple factors in job creation and sustainability, including growth in jobs, wages, GDP and technology.

Among the 200 largest metros, Cedar Rapids jumped fifteen spots to number thirteen. Iowa City moved up one spot to number eight on the small cities list.

According to the report, long-term and short-term wage growth and high-tech GDP growth helped move Iowa City up one spot. Cedar Rapids’ jump comes through its stability in computer and electronic product manufacturing, as well as financial and insurance services.

Joe Raso, ICAD Group president credits the regional economic development strategy for helping both cities maintain their success. “Both ICAD Group and the Cedar Rapids Metro Economic Alliance work to sustain and expand our existing interstate commerce base as well as recruit companies in targeted sectors,” said Raso. “Building on our strengths and regional assets results in job and salary growth for our metros.”

Index rankings are calculated using growth in jobs, wages and salaries, and technology output over a five-year span. It also uses the latest year’s performance in these categories and employs a twelve month job growth forecast.

“Being identified as a Best Performing City from Milken Institute is evidence that our region’s diverse economy, well-educated workforce and excellent quality of life has created substantial economic growth,” said Dee Baird president and CEO of the Cedar Rapids Metro Economic Alliance. “As we look to be one of the top economic growth regions in the country, we will remain focused on supporting the creation and retention of high-quality jobs in the Corridor.”

The index is solely an outcomes-based measure. It does not incorporate explicit input measures such as business costs, cost-of-living components or quality-of-life measures.

While the index measures the Cedar Rapids and Iowa City MSAs, both communities are dedicated to regional economic growth and belong to the seven-county Corridor Alliance region, as recognized by the State of Iowa.

HigHligHted Priorities The newly formed Cedar Rapids Metro Economic

Alliance will advance its vision of becoming one of the top economic growth regions in the country by placing greater emphasis on a cohesive policy agenda for our community. While all of the policy positions included in the Cedar Rapids Metro Economic Alliance Legislative Agenda are important to the growth and health of our community, the Economic Alliance will focus on the following:

growtH reinvestment initiative We support the proposal by the City of Cedar Rapids

as a means to fund the flood protection system on both sides of the Cedar River. This will require some political will on behalf of the Iowa Legislature, but with the great need for matching funds that are beyond the means of the local community this is a funding source that only grows as the community’s economy grows.

ProPerty tax reformIn 2011 three proposals were introduced attempting

to change the property tax system in Iowa. It has been acknowledged that there is an inequity in our current system that needs to be changed to keep Iowa competitive, and waiting longer only perpetuates the problem. Local governments are part of the economic development equation so any proposal should take into consideration its impact on local government budgets. Making city budgets whole following reform will be critical in advancing economic development.

educational transformation Our local schools are vitally important for economic

development in Iowa, and educational transformation will require support from many stakeholders and partners. Innovation and community partnerships across boundaries, industries and backgrounds will be critical components to

true transformation, and we encourage broad based conver-sations to accomplish this goal. However, innovation cannot always be mandated, but typically rises from easing regulation and allowing out of the box thinking that permits creativity to be fostered. Education is an investment in the future and there are outstanding examples of partnerships in the Cedar Rapids/Iowa City Corridor that can be modeled throughout Iowa.

workforce develoPmentComprehensive education reform is critical for

Iowa. With a historically flat population growth, declining number of K-12 graduates and the retirement bubble that is now arriving, Iowa needs to address the growing skills gap that exists between employer needs and the current work-force. To meet the future needs of Iowa’s employers and workforce we will support the following:

• Workforce skill development that enhances financial stability for all Iowa families;

• Ensure low-skilled Iowans have the opportunity to secure a GED, adult basic education services and skills training leading to an industry recognized credential;

• Implement and fund Career Pathways and GAP Tuition Assistance programs to provide job training and support services to low-skilled Iowans;

• Continue to invest in career and technical education skills training programs;

• Community partnerships that bring workplace experiences into the classroom;

• Comprehensive mentoring programs that connect students to the local economy;

• Career exploration that allows students to leverage innate talents, develop skills and competencies and align with their aspirations; and

• Dedicate resources from both the public and private sector to support programming focused on preparing students to compete in a global market economy

iowa economic develoPment autHority

Economic development programming is critical to the growth and diversification of jobs in Iowa. We need to foster a climate favorable to job creation and business growth while also providing state and local agencies the tools to assist in creating, retaining and bringing high quality jobs and capital investment to Iowa. The Iowa Economic Development Authority needs innovative programming, flexibility, direct financial assistance and tax credit programs to be competitive with other states and countries. Competition for capital investment and quality jobs continues and Iowa needs the resources to compete on a global level.

science tecHnology engineering matH (stem)

We applaud the State’s vision for the formation of the STEM Advisory Council. This is a great first step for bringing a focus to Science, Technology, Engineering and Math initiatives. The growth of Iowa’s economy will be directly affected by our ability to inspire and adopt innovation and to pursue and develop the resulting technology here in our state. Improving STEM education in Iowa is a compet-itive necessity for growing the next generation workforce. We strongly support advancing student proficiency and skills in STEM to enhance Iowa’s economy that will attract and prepare the quantity of high quality teachers necessary in the STEM disciplines. We look forward to the recommen-dations from the STEM Advisory Council and will give serious consideration for endorsement as recommendations are released.

increasing tHe caP on tHe Hotel/motel tax

While few organizations want to advocate for possible tax increases, Cedar Rapids has targeted needs that an increase in the current arbitrary state cap on Hotel/Motel tax could meet. The Hotel/Motel cap should be raised to provide local communities the ability to vote on an increase of their local Hotel/Motel tax to support important local initiatives.

fiscal resPonsibility of state government

The Cedar Rapids Metro Economic Alliance urges government at all levels to streamline through lean processing and other means to save taxpayer money. With the help of business partners, several state departments have made strides in process improvement. This can be

expanded to other departments in all levels of government and should include comparative consideration of privatization.

Financial burdens and unfunded mandates to local “governments will only shift the tax burden. We encourage state elected officials and agencies to consider and review mandates on local governments that affect their ability to serve their citizens effectively and efficiently.

rules and regulationsBurdensome regulations and the interpretation and

enforcement of regulations stand in the way of job creation and economic growth. Consideration should be given to the impact on businesses, local governments and local communities when initiating new regulations. Whether it is EPA enforcing rules more strictly than the federal government or the endless paperwork for the SBA or SBIR, it all adversely impacts Iowa’s growth.

tax increment financing (tif) TIF is the primary local economic development tool

available to cities and counties for use in their business and community development efforts. The Cedar Rapids Metro Economic Alliance supports the use of TIF and discourages the legislature from altering the program. When used properly, TIF is a catalyst for economic growth and adds millions of dollars each year in property value at the local level.

researcH activities credits (rac)The Cedar Rapids Metro Economic Alliance supports

allowing businesses to either continue calculating the RAC as currently allowed or use the most current alternative method available to federal taxpayers. Research and inno-vation must be encouraged as it is the cornerstone for growing jobs in Iowa. The refundability of the RAC is a significant stimulus for further economic development, it encourages the retention and attraction of high quality jobs in Iowa. This tax credit must be maintained and should be strongly promoted in the state’s efforts to attract businesses.

energyAll economic activity requires energy resources.

Reliable and sustainable energy sources are a vital part of economic development. Iowa must foster a business climate to allow companies to operate efficiently, while encouraging the wise use of energy. Iowa also must have access to reliable energy to attract and retain businesses and grow the employee base. Renewable energy sources, in addition to traditional energy sources, are needed to provide affordable power. Reliable electric service, reasonable rates, updated infrastructure and energy efficiency programs

transPortation and infrastructureThe Cedar Rapids Metro Economic Alliance supports

local and regional transportation infrastructure improvements to assist in the continued development of the Cedar Rapids area. As one of the fastest growing areas in Iowa, improving the ability to move goods and services in this area is critical for job creation. Improved connectivity for Cedar Rapids area businesses and the Corridor is a priority of our organization. There are a number of key projects, but we highlight the following two for their regional impact:

HigHway 100 The Highway 100 project does not require action

from the Iowa legislature, but we continue to work with the Iowa Department of Transportation and our congressional delegation to see the project funded to completion. This beltway has been a community priority for over 30 years, with support from multiple segments of the community including businesses, school districts and local governments.

tower terrace road Tower Terrace Road will span the north side of the

Cedar Rapids area from Interstate 380 to Highway 13. The 7.6 mile stretch is considered a regional road.

While there may be grants available for certain segments, the majority of funding will be handled by the local communities. An important component to the road is an interchange at Interstate 380 and Tower Terrace Road.

Public emPloyee PensionsPublic employee pensions, including 411, have drawn

the attention of local leaders because of the impact on local government budgets. We believe public employee retirement systems should be sustainable with a fair funding distribution between employees and plan sponsors. The system should accumulate sufficient assets during employees’ work lives to pay all promised benefits when they retire. Oversight should include the impact to local government budgets, which in turn impacts the cost to local taxpayers.

watersHed management Flood mitigation goes beyond flood protection.

We need to keep a larger view of our watershed and the implications of actions on others. Working with partner organizations, we should seek voluntary programs to help mitigate and manage the watershed of the Cedar River. Development of incentives for property owners who wish to voluntarily participate should also be considered.

2011 Highlights from

Revitalization of the downtown parking system in Cedar Rapids is about more than just parking. Whether you are an employee arriving for a day at work, a visitor having lunch with friends or a proud parent headed to watch your daughter play in the State volleyball tournament, parking your car is often the beginning of your downtown experience.

Four months since the launch of the downtown parking system’s brand, Park Cedar Rapids, staff have been working tirelessly on a variety of new initiatives, all driven by the goal of highest level of customer service for all who work, visit, live and enjoy downtown Cedar Rapids. From new multi-space pay station technology to introduction of a complimentary shuttle service, the ways in which patrons interact with the downtown parking system changed significantly in 2011. At Park Cedar Rapids, we see the new year as an opportunity to continue making the type of exponential progress in parking and access management that is needed to ensure that our downtown community is the heart of one of the top economic growth regions in the U.S.

Quick highlights from Park Cedar Rapids’ progress in 2011 include:

Installation and launch of “LUKE.” Forty new multi-space parking pay stations, known as LUKE, were installed in the core of downtown. LUKE offers a wide variety of payment options including credit, debit, coins and smart cards. The LUKE pay stations were activated in five phases, which wrapped up on December 31.

Introduction of Downtown Parking Ambassadors. Park Cedar Rapids employees have played a critical role in building parking patron relationships—both in the office and on the street. From answering questions about upcoming events, eatery and nightlife options to provid-ing businesses with one on one support, the Downtown Parking Ambassadors have you covered.

Free Downtown Shuttle Program. In November of 2011, Park Cedar Rapids announced a new partnership with Neighborhood Transportation Service, Inc. (NTS) to bring complimentary parking shuttle service to downtown Cedar Rapids through April of 2012. Created to provide safe and warm transportation for parkers using more remote parking facilities during the cold winter months, service includes 15-minute loops during peak morning and afternoon commute times

Pay by Phone/Mobile Application. Launched in early January, parkers are now able to pay for on-street parking at a LUKE pay station through the use of their smart phone. Features include the ability to add time remotely, receive text message reminders about expiring meters, and receipts that appear right in your inbox. Your pay by phone/app account also travels with you —you can use your same account to pay for parking in other communi-ties across the country like Chicago, Milwaukee, Ann Arbor and Houston. Setting up an account is free and takes about 5 minutes by downloading the free “Pay by Phone” app, entering m.paybyphone.com in your browser or by calling 1-800-450-7275 or on your computer at www.paybyphone.com.

Workforce Initiative Report

College Leadership Council The College Leadership Council met for a second

time on November 17, 2011, at the Legion Arts CSPS Hall. Students showed a strong interest in a bowling night to engage students and better facilitate communi-cation among the schools to be held in the spring. Additionally, students will participate in high school panels to discuss the benefits of their respective schools and offer advice on choosing the best college to younger students.

After the meeting, the group toured the CSPS Hall and learned about both its history and current program-ing opportunities. The next meeting will be held in January and will bring Conquer the Corridor to each of the students in order to better acquaint them with what the Corridor has to offer them.

MyTernNow.com Goes to High SchoolOn Nov. 29, 2011, MyTernNow.com began a four

month basketball tour to local high schools. In partner-ship with KZIA and the Workplace Learning Connection, Economic Alliance representatives will be attending a total of 13 basketball games from November through February. This initiative aims to inform students and parents alike of the opportunities the Corridor can offer students, such as internships, job shadows and vir-tual job shadows, to better inform them on careers and employers here at home. Each event will feature an informational table and halftime competition for stu-dents to compete for gift cards and prizes donated by local businesses.

Business Success Initiative Comes to a CloseShortly after the 2008 floods, a grass roots group of

business owners started asking and looking for management advisory resources to help them with the overwhelming task of disaster recovery. Most owners/managers were consumed by recovery issues while at the same time needing to run a business. In October 2008, the Chamber Flood Recovery Task Force was formed and developed the idea for a business case management program. The Chamber was awarded funding for up to 2 years to provide business recovery services. In December of 2009, 18 months after the flood, the program launched to an immense backlog of flood recovery issues.

Over the past two years, the Business Case Management Team has delivered a wide variety of services to more than 560 businesses. With a total of

almost 3,000 engagements, that is an average of five per business. The most frequently delivered services were in the areas of sales, marketing, business planning, finance and accounting.

About a third of the Case Managers’ work involved assisting them throughout the JumpStart2 funding process. This effort, in partnership with other organizations, resulted in more than $45,000,000 being distributed so far to our local businesses.

When the SCORE partnership was developed in early 2010, Case Managers became SCORE Mentors. And now, as we enter the new year, about 20 businesses will continue to enjoy and reap the benefits of working with their Case Managers as they continue as SCORE Mentors.

As the Business Success Initiative comes to a close, two key professional resources will continue. These services are available whether or not a business was flood affected. Kirkwood Small Business Development Center (SBDC)Mentoring and business counseling needs will continue to provide business advisory and mentoring services in the areas of sales, marketing, finance, accounting as well as other subject matter expertise.

Delta Adding Second ATL FlightDelta Air Lines is

adding a second non-stop flight from The Eastern Iowa Airport (CID) to Atlanta (ATL) starting March 2. The new flight

departure time out of CID is 10:30 a.m., arriving in ATL at 1:25 p.m. All flight times are local.

Delta first started the Atlanta service out of The Eastern Iowa Airport in June 2006. When Delta merged with Northwest Airlines, the carrier made various changes throughout its system and CID’s Atlanta service ended in August 2009.

In August 2010, Delta brought back the ATL service with one daily flight on a 50-seat Canadair Regional Jet. The flight has been doing well, with an average load factor of 88%, according to airport representatives.

Delta has taken notice and included the second ATL flight into the March schedule. This gives CID two optimal departure times and provides regional travelers hundreds of domestic and international connections out of ATL.

In the 2010 Gallup-Healthways Well-Being Index, Cedar Rapids ranked 7th for well-being among 188 cities. However, Cedar Rapids ranked 107th for healthy behaviors like diet, physical activity and tobacco use. In fact, 56.4% of Linn County residents are either overweight (31.8%) or obese (24.6%).

Blue Zones are places in the world where people statistically live happier, healthier, and longer lives. Blue Zones Project is a collaboration between Wellmark Blue Cross and Blue Shield and Healthways to help make Iowa #1 in the nation for well-being as measured by the Gallup-Healthways Well Being Index®.
