Tyler To Whom It May Concern: The New England Water Environment Association (NEWEA) is very pleased to submit the nomination of Charles Tyler for 2020 WEF Fellow. When long-time Executive Director Elizabeth Cutone retired, Mr. Tyler stepped forward with his strong history in the organization to ensure a smooth and graceful transition, and he has continued to support Executive Committee functions as Parliamentarian; his ready sharing of historical and bylaws protocols has proven valuable in helping to steer the details of numerous initiatives past potential obstacles. Charlie’s many years of support and encouragement for everyone from executive officers to students and young professionals has been an asset to NEWEA, WEF, and the several state industry organizations with which he’s been involved. 1. Summary BiographyA Man of Many Talents and a “One-of-a-Kind”

Charles Tyler is truly a man of many talents and one of a kind, a NEWEA Past President, Assessment and Development Committee Chair, Executive Committee Parliamentarian, NEWEA photographer extraordinaire, and an operator’s operator. Charlie has been an active member of NEWEA since 1984 and has continued so even after his retirement from the Massachusetts Water Resources Authority as a Program Manager with the Process Group at the Deer Island Treatment

Plant. He is a licensed Massachusetts Grade 7 Wastewater Treatment Plant Operator. During most of his career, his work activities were focused on process efficiency, optimization, startup, and troubleshooting at one of the largest and most complex wastewater treatment plants in the world.

As anyone who knows Charlie would expect, his journey through our water industry is quite fascinating and revealing. Charlie grew up on a farm in western New York in South Byron, located between Buffalo and Rochester. Hoping to escape from pitching manure for a living, he attended the State University of New York at Geneseo where he received his Bachelor of Arts in Speech Communications. During Charlie’s formative years, after college, in the mid-1970s, the United States was experiencing a significant recession and jobs for graduates were scarce. Charlie being resourceful and open minded about his future career path, took advantage of a program available at that time, the Comprehensive Employment and Training Act (CETA) program, which was developed to help Americans find jobs that matched their individual skillsets. Charlie passed a Civil Service examination and found that he had an aptitude for wastewater treatment. At the time, the EPA was funding work across the nation to upgrade existing plants and build new ones, and many plants were seeking operators. Charlie found himself in the middle of this perfect storm, and seizing the opportunities that were available, became a licensed operator at the City of Batavia NY wastewater treatment facility (he never did escape that manure after all).

After serving several years at this 2 MGD activated sludge secondary treatment plant, he found out through his sister that an opportunity at a small plant at Regis College in Weston, MA was available. He applied for the position and was hired, so he relocated to Massachusetts to take on a new challenge running a dilapidated 50,000 gpd sand filter

and lagoon facility. After a brief time at Regis, a new opportunity at the Town of Marshfield’s 2 MGD new wastewater treatment plant became available. After several years there, like many of his colleagues in the late 1980s, Charlie took on a new assignment with the Construction Management team of PSG/ICF Kaiser/ Stone and Webster for the Boston Harbor Project where he worked on operations planning and input to the design, construction, and startup of the Deer Island Treatment Plant and related facilities. After participating at ground level (and well below) on this massive and critically important project for several years, Charlie decided to return to the public sector and accepted a process position during start-up activities at the Deer Island Treatment Plant with the MWRA where he has been since 1994.

Charlie was fortunate that his employers at the time recognized the value of involvement with professional associations; in 1980 he became a member of the Massachusetts Water Pollution Control Association and later became more active by joining their Safety Committee. Shortly thereafter, he was encouraged to join the New England Water Pollution Control Association (NEWPCA, now NEWEA) and participated on its Safety Committee as well.

Charlie has always been a willing, active, and engaged volunteer, and his efforts were soon recognized by the NEWEA leadership. In 1996, he was nominated to serve as the NEWEA Massachusetts State Director. After finishing his term as State Director in 1999, he was nominated to serve as Vice President, and subsequently served as NEWEA’s President in 2001. During his presidency, Charlie emphasized the importance for NEWEA to be a friendly and welcoming organization and to encourage young professionals and women members to be active and to serve in leadership roles. After finishing his term as Past President, he served as a WEF Delegate for three years. He continues to be active on WEF work groups and committees. Charlie is a member/leader of the Select Society of Sanitary Sludge Shovelers (5S) and his contributions to NEWEA and his professional

achievements have been recognized with, among others, the William D. Hatfield Award, Clair N. Sawyer Award, E. Sherman Chase Award, and Quarter Century Operator Club.

What Charlie finds important in our industry is the connection we have to each other, our care and commitment to the work we do and its vital importance to society. Charlie feels our industry is filled with people with high character and spirit that are second to none. He finds it very rewarding that NEWEA provides all of us with a forum to meet and interact with a broad spectrum of colleagues from the consulting, regulatory, manufacturer’s representatives, utility management, and operations sides of our industry.

When Charlie is not helping guide the NEWEA ship on a straight and focused course, he enjoys working on many handyman projects at his antique farmhouse in Sherborn MA and playing his guitar. Charlie is a self-taught musician and especially enjoys playing folk music. He is active with his community’s recycling program and can be found at the transfer station coordinating their swap shop and hazardous materials collections. He also excels at photography and is responsible for catching many of the great shots at NEWEA events that are featured in the Journal and Newsletter.

The Newsletter Committee, on behalf of the entire membership of NEWEA, sincerely thanks you Charlie, for your efforts and dedication to NEWEA, your guidance, wisdom, and leadership, your mentorship of so many of our members, your sense of purpose and unwavering spirit, and for being a cherished friend and colleague to so many of us. This letter is written to express my support for selecting Charlie Tyler as a WEF Fellow. I haveknown and worked with Charlie for nearly 30 years and believe his contributions to wastewatertreatment and environmental protection have earned him this prestigious designation.

Charlie started his career in wastewater treatment in Batavia, New York. He moved toMassachusetts and, after several years at smaller facilities, he joined the constructionmanagement team who were then planning the operations of the new’ Deer Island TreatmentPlant, which serves 43 communities in eastern Massachusetts, including Boston. The Deer IslandPlant is the centerpiece of the Boston Harbor cleanup, recognized internationally as a greatenvironmental success story.

Once construction was well-underway, Charlie utilized his intimate knowledge of the plant’soperations and joined the Massachusetts Water Resources Authority (MWRA) in 1994 inProcess Control. At this point, Charlie became active in the region’s professional organizations,starting with the Massachusetts Water Pollution Control Association, followed by the NewEngland Water Environment Association (NEWEA), serving on the Safety Committee for both.

His enthusiastic commitment to these organizations and his tireless capacity for volunteering ledto his being named the State Director for NEWEA after just two years. He naturally progressedto Vice President and then President of the organization by 2001. He then became a WEEDelegate for three years.

His contributions to NEWEA and WEF, and his professional achievements, have beenrecognized with several awards including the William D. Hatfield Award, the Clair N. SawyerAward, the E. Sherman Chase Award, and he was inducted to the Quarter Century OperatorClub.

In addition to his regular duties at MWRA, Charlie often served as a tour guide to the thousandsof students, engineers and foreign dignitaries who come to Deer Island to learn about the newstate-of-the-art plant and its role in keeping Boston Harbor clean. In his work with MWRA,

Dear Ms. Hurst, I am more than pleased to have the opportunity to recommend Charles Tyler for the role of WEF Fellow. I was honored to work alongside Charlie for many years on the Board of Directors of the Massachusetts Water Environment Association (MAWEA) and at various New England Water Environment Association (NEWEA) meetings and activities. On the MAWEA Board Charlie was always a vital member of our team, and I have always been impressed by his professionalism and personal qualities. Whether the task at hand took one hour or one hundred hours Charlie always saw it through. After Charlie’s term on the MAWEA Board of directors Charlie continued contributing to the Association as recording secretary, nominations chair, bylaws custodian, counselor, and event photographer. This was in addition to the many roles that he played for NEWEA.

BOSTON - Charlie Tyler, a resident of Sherborn, Mass. and a retired Engineer of the Massachusetts Water Resource Authority (MWRA), is being honored with a "2016 Regional Lifetime Achievement Award" by EPA. Mr. Tyler has provided training and technical assistance to wastewater professionals in New England throughout his many years of employment with MWRA. Among other things, Mr. Tyler will always be remembered for his enthusiasm while narrating tours of the MWRA Deer Island Wastewater Treatment Facility to the many public, state and federal officials.

The EPA Regional Wastewater Awards Program recognizes personnel in the wastewater field who have provided invaluable public service managing and operating wastewater treatment facilities throughout New England. The Massachusetts Department of Environmental Protection was instrumental in Mr. Tyler's nomination.

“The professionals operating wastewater treatment plants play a very important role in keeping our communities and environment healthy by protecting water quality. We are proud to acknowledge Mr. Tyler's outstanding contributions to help protect public health and water quality for so many years and to give him the credit he deserves,” said Deborah Szaro, acting regional administrator of EPA's New England Office.

The EPA Regional Wastewater Treatment Plant Excellence Award was established to recognize and honor the employees of publicly owned wastewater treatment plants for its commitment to improving water quality with outstanding plant operations and maintenance. More often than not, and particularly with the smaller facilities, conscientious operators and staff continue to perform exceptionally with limited resources. EPA's New England office formally acknowledged Mr. Tyler for his fine work during the annual New England Water Environment Association Conference last month.
