BRIEFING SESSION:
The Chairman, Ruland J. Gill, Jr., called the meeting to order at 9:00 a.m. Mr. John R.
Baza, Director of the Division of Oil, Gas, and Mining, conducted the briefing session.
1. Earth Day Awards Overview
Mr. John R. Baza, Director, reported that the Division sent out calls for nominations for
Earth Day Awards in December. Nominations will continue to be accepted until the end of
January. The Division will review nominations and report them to the Board at the February
hearing. In March the nominees will be invited to give presentations to the Board. The Board will
vote on the nominations and decide who to give awards to. The awards will be given at the April
board meeting.
2. Legislative Update
Mr. James Owen gave the Board an update on the 2017 legislative session. Mr. Owen
reported on bills having potential impact, including energy bills, a joint resolution calling for a
repeal of the Bears Ears National Monument, and administrative bills.
Mr. John Baza reported on the Natural Resources base budget meeting at the legislature.
With oil prices not on the rebound the Division is still in need of the general funds appropriation
that was provided last year.
A discussion regarding repealing the Bears Ears National Monument bill, and a force
pooling bill, followed Mr. Baza’s report.
3. Oil and Gas Program – 2016 Year End Review
Page 3 of 6
Mr. John Rogers gave a year end review for the Oil and Gas program. There is an upward
trend in spuds, and rig count, which have increased over last year. Oil and gas production
continues to drop, which affects the severance tax that funds the Oil and Gas program. The hope
is that with more drilling planned oil and gas production will increase. Inspections are going up,
and the Oil and Gas Program has stepped up enforcement and compliance actions to get old sites
with environmental hazards cleaned up.
4. Other
Hydraulic litigation that occurred last year has been appealed. The oral arguments will
take place in March.
Discussion of the Idaho State Oil and Gas Commission’s rules for oil and gas development.
Report on potential field trips in March and September.
5. Next Month’s Agenda and Division Calendar
The next hearing is on February 22, 2017.

Chairman Gill opened the meeting for public comments, and seeing none, the board
recessed until 10:00 a.m.

The Board heard the report of Crescent Point Energy U.S. Corporation as required by the
Board’s Order for Docket No. 2015-026 Cause No. 131-141, which was dated effective March
21, 2016.
The petitioner made a motion under Rule 641 that the testimony and exhibits presented
today and the information exchanged and the questions and answers be deemed to satisfy the
April 2017 reporting requirement in lieu of filing a written report. The Board ruled that the oral
testimony is satisfactory, but in future years a written report is required. Paragraph 18 of the
March 21, 2016 order may be modified to include a list of appropriate information to include in
the report and excluding confidential information. Mr. Ruland J Gill, Jr., Chairman, Mr. Michael

Counsel for the Respondent, Anthony T. Hunter, Esq., reported that the Respondents,
International Petroleum Limited Liability Company and BRO Energy, LLC, have worked out an
agreement with the Petitioner that addresses the Respondents concerns. Therefore, the
Respondents do not plan to put on a case today and withdraw their objections as noted.
The Petitioner requested that the Request for Agency Action be granted as submitted.
The Division supports the Petitioner’s request. The Board approved the request, with

the costs of drilling operations for the WINN #2-21-3-1E-H1 Well in the drilling unit established
by the Board’s Order in Cause No. 131-141, comprising Section 21, Township 3 South, Range 1
East, U.S.M., within the Central Randlett Area, Uintah County, Utah, for the production of oil
and gas from the Lower Green River and Wasatch Formations.
