    New Year for new forever familyWith the New Year come resolutions and best wishes for the 12 months that lie ahead. But for one Lower Mainland family, the New Year is about reflecting on a major milestone the first family Christmas for their newly adopted 13-year-old daughter Kate and 16-year-old son Ryan.

    Our Christmas was really nice, chill and really busy, said mother Cindy Locke with a laugh, who along with her husband Steve filled stockings for not only Kate and Ryan, but also their biological children Jessica (8) and Andrew (13), and Jordan (16), whom they adopted in 2010.

    For Kate and Ryan, this is the second Christmas theyve spent at the Locke house, however, since the adoption just finalized in the spring it represents the first of many taking place in their forever home.

    Having gone through the adoption process, weve had time to get to know them well, said Cindy. You pick up on your kids and I could tell that they were way more relaxed this year. In fact I heard them say this was the best Christmas ever!

    With five children at the Locke house, the holidays certainly are a busy time not to mention Christmas morning being a flurry of activity. According to Cindy, one of the challenges of having such a full house at Christmas is trying to watch everyone open up their presents from under the tree and making sure that each kid waits for their turn.

    At the same time the greater numbers ensure that throughout the day everyone is doing something together creating a warm holi-day atmosphere.

    While the holidays are best spent with loved ones and family, some would say that providing a forever home may be the best Christmas present you could give. It was nice to see them recognize their name under the tree and maybe realize that they have a home for Christmas and they always will.

    Why It Matters:

    In November, the Province launched a new social media campaign to encour-age British Columbians to consider adopting one of the more than 1,000 children and teens who are currently waiting for a forever family.

    The ministry is committed to placing 300 children and youth in adoptive homes by March 31, 2015, and approxi-mately 150 in permanent guardianship environments.

    Many of the children and youth still waiting for adoption are school-age. They may be siblings who need to stay together. Some may have special place-ment needs due to difficult early child-hood experiences, prenatal exposure to alcohol or drugs, learning delays or other developmental challenges.

    Sport participation receives big boost by Province

    A new round of grants under the BC Sport Participation Program will provide thousands of British Columbians with new opportunities to participate in and enjoy the benefits of sport through the Local Sport Development, Girls Only and Forever Active Bodies 55+ programs, announced Coralee Oakes, Minister of Community, Sport and Cultural De-velopment.

    Total funding of $52,695 to 32 programs will buy equipment, as well as train leaders, officials or coaches, and teach participants sport skills. Successful applicants include municipalities, Aboriginal groups and not-for-profit orga-nizations delivering programs that make community sport more accessible to people of all ages, abilities and demographics throughout B.C.

    Students seeking adaptive ski programs on the North Shore mountains, young girls interested in rugby in Campbell River and women aged 55+ learning to cycle in Port Coquitlam are some of the many British Columbians who will benefit from this funding through the BC Sport Participation Program, administered by ViaSport.

    The Government of British Columbia and Sport Canada have invested $953,330 in the BC Sport Participation Program this year to increase par-ticipation in sport and enhance sport organizations ability to deliver sport programs. The funding is particularly targeted at under-represented and marginalized populations facing barriers to sport and supports three grant programs Provincial/Multi-Sport Organization grants, Local Sport De-velopment Program and Girls Only and Forever Active Bodies 55+ grants.

    Since 2001, the Government of British Columbia has invested more than $1 billion in sport and is providing over $50 million this year alone.

    Cap-it International partners with Big Brothers and Big Sisters to benefit youth

    in 26 communities in Western CanadaCap-it International and Big Brothers and Big Sisters (BBBS) have agreed to a phil-anthropic partnership that will benefit the Big Brothers and Big Sisters organizations in the 26 locations where there is a Cap-it fran-chise in BC, Alberta, and Saskatchewan. A yet to be determined amount from the sale of various items sold in the franchise communi-ties of Cap-it will be donated to the closest and most logical BBBS branch in the franchi-see communities. This is a very significant donation for Big Broth-ers and Big Sisters, and is one of the larg-est donations to ben-efit Big Brothers and Big Sisters in Western Canada. Hank Funk, the founder of Cap-it International, and An-drew Funk, President of Cap-it are both de-lighted to announce their partnership with Big Brothers and Big Sisters. I believe in the power of youth mentor-ing. I have seen how young people can be transformed through their interaction with

    positive role models, said Hank at the an-nouncement. Cap-it is the undisputed leader in the light truck af-termarket sector, with over 200 franchise part-ners, and 26 stores. This helped him form a closer relation-ship with his two sons who joined him in the family business and who are also passionate about helping young people find guidance and purpose through their formative years. Through volunteering with the Boys Brigade Hank discovered he really enjoyed work-ing with and mentoring youth and Andrew ex-perienced the influence of positive mentoring. They have both experi-enced the life-changing nature of mentoring youth and have seen the result of mentoring in helping to form better citizens.

    Schneider leaves her posi-tion as Director/Curator of Cape Breton Univer-sity Art Gallery to join The Reach as curator in mid-January.

    Says Executive Director Perry: Schneider was chosen because she has strived to make the CBU Art Gallery a stable portal for dynamic program-ming, arts education and community engagement. She has developed a strong curatorial repu-tation that foregrounds current trends while rec-ognizing the importance of regional representation and partnerships with other cultural organiza-tions, including non-arts

    organizations and a va-riety of cultural bodies.

    Schneider has worked and studied in the visual arts for over 15 years in such reputable institutions as the Canadian Museum of Civilization (now the Ca-nadian Museum of Histo-ry, Gatineau, QC) and the Carleton University Art Gallery (Ottawa, ON). She holds two degrees in Art History: Bachelor of Arts, Honors (Queens University, Kingston ON) and Master of Arts (Car-leton University. Ottawa ON). Schneider also has a Bachelor of Education degree (University of Ot-tawa) and a Professional Specialization Certificate in Collections Manage-ment (University of Vic-toria, Victoria BC).

    A believer in the ability of the arts to shape indi-viduals and communities, Laura Schneider looks forward to creating last-ing and meaningful rela-

    Many Canadians fought in the First World War, and many were killed or in-jured. But it is often forgotten that those Canadians included ethnic minorities such as Indo-Canadians. The year 2014 marked the beginning of the centennial of World War I (also known as the Great War), which resulted in an estimated loss of 16 million human lives.

    Canadian Sikhs in World War I The Forgotten Story is a year-long exhibit set to open at the Sikh Heri-tage Museum at the Gur Sikh Temple National Historic Site in Abbotsford on Sunday, Jan 18.

    The opening ceremony, set for 1 pm, will include a documentary, keynote speaker, and Q&A session. Admission is free and the public is

    welcome. The museum is located at 33094 South Fraser Way.

    Filmmaker and director David Gray will introduce and screen Canadian Soldier Sikhs: A Little Story in a Big War. Artifact collectors Steven Pure-wal, Pardeep Nagra, and Navneet Sidhu will speak about their collec-tions. Other speakers will include Abbotsford Mayor Henry Braun; Dr. Eric Davis, UFV Provost and VP Academic; Lt. Col. Harjit Singh Sajjan of the British Columbia Regiment; and Dr. Prabhjot Parmar, a UFV English professor who has researched the Indian experience of WW I.

    We thought that rather than looking at this figure as a whole to come to terms with the massive losses, per-haps it is more effective to look at the

    role of the individual soldier within a mass of narratives and stories. Perhaps by looking at the individual soldier, we can gain an understanding of the immense sacrifice, notes Sa-twinder Bains, Director of the Centre for Indo-Canadian Studies at UFV.

    This exhibition makes an attempt to shed light on often overlooked sto-ries of the 10 known Canadian Sikh soldiers who served in WW I.

    The fact that these10 Sikh soldiers even served for Canada in the Great War begs historic recognition, says Bains. The time period of the war, from 1914-1918, was a period of intense racial strife in Canadian history. Indians, along with other coloured peoples, were simply not welcome in Canada as participating citizens. The Indians were referred to as the undesirable, the coolie, the dirty hindoo, etc. in the public and institutional domains.

    Incidents such as the 1907 Anti-Asian Riots led by the then-Mayor of Vancouver, the disenfranchisement of Indians in 1907, the continu-

    ous journey regulation of 1910, or the turning away of the Komagata Maru ship in 1914 are some of the examples that demonstrate the ways in which racism was institutionalized within the Canadian ethos at the time, Bains notes.

    Despite facing such immense and intense discrimination, soldiers such as Bukham Singh, Harnam Singh, Lashman Singh, John Baboo, etc., decided that they still wanted to serve the country that refused to ac-cept them as full citizens and denied them the right to vote, says Sharanjit Sandhra, Coordinator of the Centre for Indo-Canadian Studies.

    Their stories are an important way to gain understanding the nature of the role of Canadian Sikh soldiers in World War I.

    fashion. The new Sikhs were refused rental accom-modations and were not al-lowed to purchase food by local grocers. No social or-ganizations endeavored to help the Sikhs. Local poli-ticians were even spewing venom against the Sikhs who were British subjects. In addition to this, in 1907 Bhai Mewa Singh Ji wit-nessed the taking away of voting rights from Sikh immigrants by the legisla-ture in British Columbia. Like many Sikhs of the time Bhai Mewa Singh Ji witnessed the anti-asian riots of 1907. In 1908 Bhai Mewa Singh Ji also lived through the Canadian governments mischievous plan to rid Canada of all new Sikh immigrants by sending them to the Brit-ish Honduras. In that same year Bhai Mewa Singh Ji witnessed the implemen-tation of the Continuous passage law and the hard-ships it caused Sikhs who were planning on bringing their families from India in hopes of starting a new life

    in Canada. The infamous continuous passage law had effectively banned all immigration from India.

    The negative attitudes of the press, the public and the politicians in addition to anti-Sikh immigration policies of the Canadian government had a negative effect on the local Sikh population. After 1908 the Sikh population of British Columbia started to rapidly decline. By 1910, a population which had reached around 6000 in 1908 was reduced to about 2200. Despite these unsa-vory experiences of racism and hostility, Bhai Mewa Singh Ji decided to stay in Canada. He like many other Sikh immigrants of his time worked hard and made a positive contribu-tion to the development of British Columbia.

    After a few years of rela-tive calm, the infamous Komagata Maru incident occurred. Bhai Mewa Singh Ji was reminded of how racist and intolerant Canadian society was. It must have been difficult

    for him to see would-be Sikh immigrants who were also British subjects not being allowed to domicile in Canada which was part of the British Empire at that time.

    For Bhai Mewa Singh the turning came on Septem-ber 15th, 1915 when he witnessed a man named Bela (who worked as an informant for the Canadian immigration department) enter the Gurdwara on West Second Avenue, and shoot two devout Sikhs: Bhai Bhag Singh and Bhai Battan Singh. Bhai Mewa Singh like many Sikhs was devastated by this event.

    Soon after this Bhai Mewa Singh Ji started receiv-ing threats from inspector Hopkinson and his East-Indian agents. He was threatened that if he didnt give testimony in favour of Bela that he would also be murdered just like Bhai Bhag Singh and Bhai Bat-tan Singh.

    However, Bhai Mewa Singh Ji didnt waver; he testified in court and

    spoke the truth. He told the court that Bela had shot Bhai Bhag Singh Ji and Bhai Battan Singh Ji from behind without any prior provocation. After giving this testimony Bhai Mewa Singh Ji was threat-ened once again by a mole named Babu who worked for inspector Hopkinson. This time the threat was even more severe. Bhai Mewa Singh was told that the next time he was seen walking the streets of Van-couver that he would be shot dead.

    Hearing this threat infuri-ated Bhai Mewa Singh. Mewa Singh thought that not only were his country men and he being severely oppressed in Canada they were now being told that they didnt even have the right to speak the truth. It was then that Bhai Mewa Singh decided to die a death of a martyr rather than to live the life of an oppressed person.

    Bhai Mewa Singh held inspector Hopkinson re-sponsible for the murder of the two Sikhs in the Gurd-

    wara because the killer was working as a mole for Mr. Hopkinson. Mr. Hopkin-son was to appear in court on October 21, 1914 to tes-tify in favour of the killer Bela. Bhai Mewa Singh Ji went to court that same day and shot and killed Mr. Hopkinson. After shoot-ing Mr. Hopkinson, Bhai Mewa Singh dropped his weapons and surrendered to the authorities. Bhai Mewa Singh Ji was put on trial for the murder of Mr. Hopkinson. The presiding judge found him guilty and Bhai Mewa Singh Ji was sentenced to death by hanging.

    In his historical statement to the court Bhai Mewa Singh Ji said:

    My religion does not teach me to bear enmity with anybody, nor had I any enmity with Mr. Hopkin-son. He was oppressing poor people very much. I, being a staunch Sikh, could no longer bear to see the wrong done both to my countrymen and the Dominion of Canada. This is what led me to

    take Hopkinsons life and sacrifice my own life. And I, performing the duty of a true Sikh and remembering the name of God, will pro-ceed towards the scaffold with the same amount of pleasure as a hungry baby goes towards his mother.

    On January 11, 1915 at 7:45 am Bhai Mewa Singh Ji was executed in New Westminster. Four hun-dred Sikhs stood outside and braved the rain and cold weather to receive Bhai Mewa Singhs body. They took out a procession through the city and cre-mated Bhai Mewa Singhs body at the Fraser Mills with great pride and hon-our.

    Sikhs have continued to celebrate the legacy of Bhai Mewa Singh ev-ery year since 1915. The Khalsa Diwan Society Vancouver and other organizations across Brit-ish Columbia are proud to hold events every year in the memory of Bhai Mewa Singh Ji.

    Canada-Korea free trade to strengthen B.C.s economyThe groundwork for expo-nential growth in business between B.C. companies and South Korea has been laid, and the Province of British Columbia is com-mitted to helping that hap-pen, Minister of Interna-tional Trade Teresa Wat said today in Richmond.

    Building on the opportuni-ties provided by the new Canada-Korea Free Trade Agreement (CKFTA), the B.C. government will fo-cus this year on creating awareness and increasing investment opportunities with South Korea, already the provinces fourth-larg-est export market.

    The CKFTA is Canadas first trade agreement with an Asian country and brings Canada in line with competitors who already have signed free trade agreements with South Korea, such as the Euro-pean Union, the United States and Australia.

    Throughout 2015, the Min-istry of International Trade will lead an engagement and outreach program to increase trade and invest-ment between B.C. and South Korea under the new CKFTA, which came into effect Jan. 1, 2015. The focus will be on the three sectors where B.C. is expected to benefit the most: agrifoods and sea-food, natural resources and technology.

    A key component of the engagement and outreach program will be a B.C.-South Korea Trade and Investment Forum where B.C. and South Korean companies and industry associations, along with government officials, will discuss how to grow and expand the economic re-lationship, using the pref-erential market access provided by the CKFTA. Details of the forum will be announced in the near future.

    The B.C. government will continue to host sector-focused CKFTA aware-ness seminars in 2015. To date, two of these semi-nars have been held. One seminar on agrifoods and seafood, which took place in November 2014, sold out. Another on liquefied natural gas was held in December 2014.

    2015: The year of the BC Training and Education Savings Grant

    As proud parents welcome the first babies of the New Year, all families are re-minded that there is no bet-ter time than 2015 to start saving for their childrens future.

    During a visit to Emily Carr University, Advanced Edu-cation Minister Andrew Wilkinson announced that the New Year is kicking off with a major milestone reached in the BC Train-ing and Education Sav-ings Grant (BCTES Grant) program. The Province of B.C. and the Government of Canada have signed the agreement that establishes how Canada will deliver the grant on B.C.s behalf.

    This ensures the B.C. gov-ernment is on track to con-tribute the $1,200 BCTES Grant into eligible chil-drens Registered Educa-tion Savings Plans (RESP).

    Joined by federal MP Nina Grewal and representatives from Vancouver financial institutions, Wilkinson

    made the announcement today on behalf of Educa-tion Minister Peter Fass-bender.

    Post-secondary education or training can unlock a world of opportunity for students, said Wilkinson. Families with eligible children can apply for the $1,200 grant later this year to start planning and sav-ing for the future of their children.

    Working with the Gov-ernment of Canada and financial institutions, B.C. anticipates the grant will be fully implemented in August 2015. At that time families are encouraged to visit a participating finan-cial institution and apply for the BCTES Grant on behalf of their children. Families with children born in 2007 or later and residents of B.C. at the time of the application are eligible to apply for the grant.

    The Government of B.C. announced the grant in

    Budget 2013 to help fami-lies start planning and saving early for their chil-drens education after high school. No matching or additional contributions are required to access the grant. However, an RESP must be in place with a participating financial in-stitution. In addition, chil-dren and youth formerly in government care through the Ministry of Children and Family Development will have access to a trust to pursue similar goals.

    The Government of Cana-da administers the Canada Education Savings Grant and the Canada Learning Bond. Alberta, Saskatch-ewan and Quebec offer similar provincial grant programs.

    New program prepares internationally educated

    midwives to practise in B.C.The Province is providing $680,000 for a new pro-gram at the University of British Columbia (UBC) that provides a pathway for internationally edu-cated midwives to become fully licensed to practise in British Columbia.

    Midwives are an impor-tant part of the health-care system and offer fami-lies more choices when it comes to having a baby, said Advanced Education Minister Andrew Wilkin-son. The new program at UBC gives internation-ally educated midwives a clearly defined pathway to practise in British Co-lumbia.

    The internationally edu-cated midwives program at UBC will accept eight first-year students per year starting in January 2016. The program will pilot in spring 2015 with four students. Applicants will be individually assessed, and the program will be tailored for each student, recognizing midwifery qualifications and experi-ence gained abroad.

    Upon successful com-pletion of the program students will be eligi-ble to take the Canadian Midwifery Registration Examination in order to apply for licensure by the College of Midwives of British Columbia.

    This funding reflects governments commit-ment to midwives and the work they do to sup-port families in managing pregnancies, deliveries and postpartum care, said Health Minister Terry Lake. Todays announce-ment will also help ensure patients have access to the care they need and choice in accessing the type of care provider that works best for them.

    This program, combined with the doubling of en-rolment in our four-year bachelors program, will help UBC fill the prov-inces growing needs for qualified midwives by providing an additional pathway to licensure, said Michelle Butler, di-rector of the UBC mid-wifery program. This pathway also will help diversify the profession, bringing in individuals with cultural backgrounds that reflect B.C.s immi-grant and second-genera-tion communities.

    The internationally edu-cated midwives program complements UBCs four-year midwifery under-graduate degree program. In 2012, the Province provided $2.7 million to double the number of first-year student places in

    the degree program from 10 to 20.

    Enabling internation-ally educated midwives to practice in B.C. will help meet the growing demand for midwifery services, said Ganga Jolicoeur, ex-ecutive director of the Midwives Association of British Columbia. This new program will provide women and families with greater choice and access to quality maternity-care services in urban and rural communities throughout B.C.

    Midwifery services are fully covered under the B.C. Medical Services plan, and are available in every region of the province. In 2013-14, midwives assisted in more than 8,600 or 18% of births in British Colum-bia.

    As the health system provides far more home and community care, highly skilled profes-sionals are needed to meet the needs and expectations of patients and their families. For example, the Central Community Care Access Centre (CCAC) says it works hard to recruit and retain just the right caring staff. Could this be an inviting career path for you?

    According to the Ontario Home Care As-sociation, 84 per cent of Ontarians agree with the provincial governments policy to promote home and community care as an alternative to hospitals and long-term care facilities. This trend is also evident in the growing number of people being cared for through CCACs, which is 101 per cent more volume in the last decade, according to figures reported by the Ontario Association of CCACs.

    By switching the ceiling fans rotation from counter-clockwise to clockwise you can circulate warm, rather than cold, air. When hot air pools near the ceil-ing, the clockwise rotation brings it back into the living space.

    Chilliwack Pair Facing 17 ChargesOn Monday, January 5, 2015, just after 2:00 am, a black Toyota 4Runner ran a police roadblock on Short Road that was established to block downed trees and power lines. A vehicle description was broadcast but the officer at the roadblock maintained their assignment. Several minutes later police were dispatched to a single vehicle crash in the 33800 block of Vye Road. The Toyota 4Runner was unoccupied. Abbotsford Police Patrol Division and K9 officers began looking for the driver and any passengers. The crashed vehicle was confirmed as stolen from Chilliwack.

    Subsequently, a black Ford Explorer drove by attending police officers east-bound on Vye Road. The behaviour of the occupants and the proximity to the crash alerted the APD members who eventually located the vehicle near Highway 1 and # 3 Road. The APD Communications Centre confirmed that the Explorer was stolen from a residence in the 33900 block of Vye Road where residents also reported a break in. The vehicle was stopped with a spike belt. A male driver and female passenger were taken into custody. The pair from Chilliwack is now facing 17 charges.

    Both 29 year old Brian Robert STEPHAN and 27 year old Stephanie Liane GLAISTER are charged with Break and Enter, Theft of Vehicles, and multiple counts of Possession of Stolen Property. STEPHAN faces additional charges of Breach of Probation, Failure to Remain at Accident Scene, Dangerous Op-eration of Motor Vehicle, Prohibited Driving and Driving while Suspended.

    Abbotsford Police Officer Faces Adversity - Far From Alone

    Detective Roy McBeth began his career in policing with the Abbotsford Police Department in 2004. During the past 10-plus years, Roy has faced many work related challenges on the path to his current assignment as a Domestic Violence Unit Detective. Roy has also challenged himself as an athlete and competitive cyclist. His greatest challenge though, has had little to do with his career or athletics. It has come in the form of a medical diagnosis which indicates that the degenerative kidney disease, Polycystic Kidney Disease (PKD), which was identified in his youth, is now creating a medical emergency.

    Based on his diagnosis, and without a kidney transplant, Roy would likely be facing a future involving kidney failure and dialysis. Polycystic Kidney Disease runs in Roys family so the potential donor pool was quickly pared down to friends and co-workers. With some hesitation and a need for a live donor, in June 2014 Roy made an appeal to those two groups for a live donor transplant. He was overwhelmed by the emotional support and even more surprised by the number of APD staff offering to be tested to determine if they were suitable candidates for kidney donation.

    On Wednesday, January 14, 2015, Detective Roy McBeth will receive a donated kidney from his supervisor, Inspector Kevin Wright. Both men will be supported by their friends, family and all the staff of the Abbotsford Police Department. Roy and Kevin hope their story will educate and encourage people to become involved in the Live Donor Transplant program (the BC Transplant link is a good place to start www.transplant.bc.ca).

    Detective McBeth and Inspector Wright are planning to compete in a half Iron-man competition in the summer and will be ambassadors for the Living Donor Program from this point forward.
