of CARA per week. Max of 2 hrs/week spend on combination of film review and/or ISI.

Proposal No. 2016-1 Title: Nationally Recognized Certification of Strength &

Conditioning Personnel Intent: To require any individual that is designated the

S&C coach to be certified through a nationally recognized S&C program.

Rationale: To assist in fostering an environment where SA’s engaged in S&C activities are done so under the direction of individuals with relevant competencies to benefit the SA. No current list of approved certification programs (at University’s

Proposal No. 2016-2 Title: Eligibility of SA’s Participating in Foreign

Exchange or Study Abroad Programs Intent: Permits SA’s to participate in a formal

and established foreign exchange or study abroad program and not trigger either transfer status, or outside competition legislation However, if the SA actively competes on an outside team while

studying abroad during the championship segment, a season of competition would still be used.

2016-2 Rationale: This modification of previous legislation creates consistency with the Division II philosophy of Life in the Balance by encouraging SA’s to participate in study abroad programs just as the general student body is allowed.

Additionally, this change reduces the burden of tracking SA participation during the 45-day nonchampionship segment while studying abroad.

Proposal No. 2016-3 Title: Fulfillment of Credit Hour Requirements – Credits

Earned in a Voluntary Optional Minor Intent: To specify that a SA who has designated a

specific degree program may use a maximum of six credit hours per term earned in a voluntary or optional minor to fulfill the credit-hour requirements for meeting PTD.

Rationale: This legislation was passed to allow SA’s to enroll in courses that may not be in their degree program, but serve as a direct benefit towards their careers without putting any further burden on their academic requirements.

Additional Items for 2016-3: The minor must be officially declared prior to the first date

of the semester; Can only utilize these credits during the fall and spring

terms (credits from an optional minor will not count during summer term);

If the SA has multiple minors, they are still restricted to a max of 6 PTD credits per term from all minors combined; and

If applicable, can use voluntary/optional minor credits from Spring 2016 semester for 2016-17 PTD certification if they were declared prior to the first day of classes.

Proposal No. 2016-4 Title: Participation of Ineligible SA’s in Outside

(unattached) Competition Intent: To specify that a SA must be academically

and athletically eligible for intercollegiate competition in order to participate in outside competition as an individual during the academic year in the SA’s sport.

Rationale: This new legislation ensures that ineligible SA’s, especially those who are ineligible for academic reasons, will remain focused on academic progress and regaining their eligibility rather than on competition.

Additional Items for 2016-4: Requires all SA’s who compete to be certified for

competition. If a SA is not deemed eligible to compete due to

initial eligibility/transfer regulations/PTD requirements, they will not be permitted to take part in any outside competition. This includes the NSIC Transfer Policy

“Redshirts” could still compete in these open competition as long as they are otherwise eligible for competition.

Proposal No. 2016-8 Title: Automatic Qualification for Championships Intent: To eliminate the requirement that a

championship bracket must have 48 or more teams for AQ in that sport.

Rationale: AQ adds value to conference championships because the NCAA tournament is often provided to the winner of the conf. tournament. These changes also support membership growth by allowing conferences to count affiliate members for purposes of satisfying AQ requirements.

Softball, and Women’s Volleyball Intent: In baseball, softball, and women’s

volleyball, to permit a max of 2 contests played as part of a conference challenge event to be exempted annually from the max. number of contest limitations.

Practices during Basketball Preseason. Intent: To specify that on-court basketball

practice sessions may not commence prior to October 1; further, to specify that an institution shall not engage in more than 30 days of CARA prior to its first regular-season contest

Noncontroversial Proposals NC-2016-3: Eliminates the exception that allows

SA’s to practice beyond the 45-day period during their initial year of enrollment provided they have met minimum test-score requirements. With the new initial eligibility sliding scale being implemented,

the minimum score exception is no longer applicable Effective August 1, 2018

NC-2016-9: Permits current SA’s to receive unlimited phone calls from a PSA at anytime, provided there is no involvement by the athletic department in arranging such a call. Removes the previous Jun 15th prior to PSA’s junior year

limitation. Effective immediately

Noncontroversial Proposals NC-2016-17: Allows greater leeway to pay for

transportation, housing and meal expenses for relatives (or legal guardians) of a SA and for the SA’s teammates to be present in situations of injury or illness. Previous legislation limited expenses to only be

provided during times of life-threatening injury/illness. This new regulation enhances the SA experience and supports SA well-being.

Noncontroversial Proposals NC-2016-24: Permits institutions to provide an

evening meal and lodging on the evening prior to the first scheduled practice/designated equipment distribution and squad picture day upon the return to campus during an institutional vacation period/preseason practice Permitted on the evening of the 7th day of Winter Break

Noncontroversial Proposals NC-2016-30: New Early Academic Qualifier (EAQ)

Requirements Following 6 semesters of high school enrollment:

ACT Sum Score of 68 (was 85); SAT Sum Score of 820 (was 1000); Core course GPA of 2.50 (was 3.00); and 14 core courses (was 12):

Three in English Three in Math Two in Science Six in any additional core course area

Could increase EAQ’s by approx. 45%, which is a benefit to both NCAA membership and PSA’s

Effective for PSA’s initial enrolling in a DII institution Aug. 1, 2016 and after.

Noncontroversial Proposals NC-2016-35: Increased Limit for Complimentary

Admissions May now provide up to five complimentary admissions to a

campus athletics event to a PSA and the individuals accompanying the PSA on an official or unofficial visit

Allows institutions to provide a better experience for PSA’s, especially those with larger immediate family situations
