What is the purpose of the ELL progress measure?
The ELL progress measure has been created specifically for Texas ELL students. It takes into account the time needed to acquire the English language and to fully demonstrate grade-level academic skills in English.

There are three steps used to calculate the ELL progress measure:

There are three steps used to calculate the ELL progress measure:
• Step 3: Using the student’s current number of years in U.S. schools and ELL progress measure plan (found in step 2), find the student’s Met and Exceeded scale score expectations. Compare the student’s scale score on the STAAR assessment to the Met and Exceeded expectations.

System Safeguards 23
Results will be reported for any group that meets accountability minimum
size criteria.
Failure to meet the safeguard target for any reported group must be addressed in the campus or district improvement plan.
Performance on the safeguard measures will be incorporated into the Texas Accountability Intervention System (TAIS).

Index 2- Progress Measure
For STAAR, progress is measured as a student’s gain score, which is the difference between the score a student achieved in the prior year and the score a student achieved in the current year.
Individual student progress is then categorized as Did Not Meet, Met, or Exceeded.

Index 2- Progress Measure
To meet the progress target, a student’s gain score must be at least the difference between the final level II standard on the current year’s test and the final level II standard on the prior-year’s test. This definition is based on the goal that students in Level II will at least maintain Level II performance.
The same concept applies to students who were in Level III: Advanced Academic Performance in the prior year. For these students the Met progress target is defined as the distance between the Level III standards in the prior year grade.
The Exceeded progress target is a designation reserved for those students who have demonstrated significant growth over the course of the year, beyond that of the Met progress target. The Exceeded progress target is defined as the distance between the Level II standard in the prior year and the Level III standard in the current year.

Students who score in the level III range may meet progress or exceed progress.
Students who score in the level II (passing) range may meet progress, exceed progress, or not meet progress.
Students who score in the level I (not passing) range may meet progress, exceed progress, or not meet progress.
