GENERAL INFORMATION

James Clemens Mission Statement

Leadership A 21st century school portrays an environment where all participants build and share leadership capacity at all levels of the organization. Teachers are the catalyst and primary facilitators for developing and inspiring all students. Students should be able to lead themselves, lead others, and lead through contribution to their community. Personal development using a CASTLE approach (courage, authenticity, service, truthfulness, love, and effectiveness) forms a foundation for success. Relational development through the understanding and application of dynamic process energy skills assist students with their effectiveness in leading others. Participation in meaningful service experiences in both the social and academic realms provides the student with connective opportunities to the benefits of a free society.

Academics Four schools within a school (9th, 10th, 11th, and 12th) deliver a blend of core academic experiences with broad career applications so as to provide students a rich and diverse learning experience that prepares them for a globally connected world. Core academics include a range of College Preparatory and Advanced Placement courses within a schedule that also allows for extensions of learning and interventions to support mastery of concepts. Career Academies such as Engineering Sciences, Communicative and Presentation Arts, Biomedical and Health Sciences, and Developing Technologies allow students to truly experience relevant career choices in preparation for postsecondary options.

Service The fulfillment and meaning of service to others enhances the development of the total child. Opportunities abound in both the formal and informal learning environments. Participation in activities such as JROTC, Peer Leaders, Honor Societies, Service Clubs, Athletics, and other elective or supplemental programs are intended to assist students with their responsibilities for community contribution.

James Clemens School Motto

Where opportunity meets inspiration

Accidents Every accident in the school building, on the school grounds, at any practice session, or at any athletic event sponsored by the school must be reported immediately to school personnel in charge and to the school office.

Check Acceptance Policy James Clemens High School will accept checks for school costs with the following information: correct name, address, home and work telephone numbers, and driver’s license number of the check writer/account holder; and student’s name and purpose/activity of check on the memo line. JCHS is a member of the Check Care System. Any checks returned for insufficient funds will be turned over to Check Care System for collection. After three checks returned, James Clemens High School will no longer accept check for that individual and/or siblings at JCHS.

Classroom Expectations Enter class with positive mind-set for learning. Be in your seat when the tardy bell rings. Bring any and all texts, homework, and working materials with you. Food and drink are not allowed in classrooms. Chewing gum is not allowed at any time in school. Work missed due to unexcused absences will result in a grade of zero. Behave in a manner conducive to learning for all. Remain in your seat until the teacher dismisses the class. All students must have the Hall Pass in their Student Handbooks properly filled out in order to be in the hallways during class. Bathroom passes are limited to emergencies. Show respect for yourself and others at all times. Sit in the chairs, not on top of desk surfaces. Make-up tests are not allowed during the school day without administrative permission. Make-up tests are scheduled at 7:15 AM on dates assigned by your teacher. (Please see page 18.) Follow the rules listed in the JCHS Student/Parent Handbook and Madison City Schools Code of Conduct.

Closed Campus James Clemens High School operates on a “closed campus” policy. Students must stay within the confines of the school facilities from the time they arrive until dismissal. Students violating this policy will be subject to suspension from the regular school program. Campus security will monitor anyone entering or leaving campus. Students must have properly signed documents from the Attendance Office to leave.

Students with Disabilities Section 504 of the Rehabilitation Act of 1973 defines a person with a disability as: One who has a mental or physical impairment which substantially limits one or more major life activities. (Major life activities include activities such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, working and learning.) Individuals with Disabilities Education Act (IDEA) defines disabled students as those (ages 3-21) with one or more disabilities who need special education and related services to meet their unique needs and to receive a free, appropriate public education. Disabilities include: Speech or Language Impaired Visually Impaired Behavior Disordered Orthopedically Impaired Autism Traumatic Brain Injury

8

Other health Impaired Deaf/Blindness Multiple Disabilities Developmentally Delayed

Final Exams Evaluation is an important component of the teaching/learning process. Final examinations are important to the student as a preparation for post secondary education and to the teacher as a measurement of achievement of course objectives. Students are not to ask nor may teachers give permission to alter the exam schedule. The exam schedule is posted on the student calendar so that all students and families may plan appropriately. Non-refundable travel tickets or other travel plans are not excusable reasons for missing or rescheduling final exams. NO STUDENT WILL BE EXEMPT FROM FINAL EXAMINATIONS. Final Exams will count no more than 20% of the student’s final grade in that course.

Fire and Severe Weather Alarms The signal for the fire alarm is a HIGH TONED PIERCING BUZZ. The signal for a severe weather alarm is a REPEATED BELL SIGNAL. Fire and Severe Weather drills will be held periodically and students should follow this procedure: Stop all work immediately. Remain silent for instructions from the classroom teacher and/or from the Principal over the intercom. Follow the direction plan given by your teacher and posted in the classroom. Move quietly and promptly in a single file out of the classroom. Proceed far enough from the building to be safe in the case of fire. Proceed to the designated area in a severe weather drill. Remain in the designated area until the “all clear” signal is given. Return to the classroom in the same manner and through the same exit as departure. For severe weather drills, leave all belongings in the classroom, especially book bags. Flying objects can be extremely dangerous.

Medication at James Clemens It is against School Board Policy for a student to carry any medication on his/her person. (Exceptions: emergency inhalers, Epi-pens, insulin) All medication must be transported to and from school by a parent or guardian and logged into the school nurse’s office. (exceptions; emergency inhalers may be transported by student) An Alabama State Department School Medication Prescriber/Parent Authorization form must be on file in the nurses’ office for all prescription and over-the-counter medication taken at school; including emergency inhalers, epi-pens, and insulin. The School Medication Prescriber/Parent Authorization form may be down loaded from the Madison City School Website. Select the following links – Student Services, Health Services, Forms, and then School Medication Prescriber/Parent Authorization form.

9

A separate form must be completed for each medication. All Prescription medication requires the School Medication Prescriber/Parent Authorization form to be signed by a physician and the parent. For Over-the-Counter medication, the School Medication Prescriber/Parent Authorization form may be signed by only a parent and is effective for 7 consecutive school days. Over-the-counter medication that will be needed longer than 7 consecutive school days will require a physician’s signature. Exception: Medication covered under the Pediatrician pre-approved formulary, will be effective for the school year. Questions: Contact Nurse Deborah Shaner, RN

Student Money/Valuables Students should not bring excessive amounts of money to school. Students should also refrain from bringing valuable items to school. Neither James Clemens High School nor the Madison City School Board of Education accepts responsibility for student money/valuables.

New Student Registration We welcome new students at James Clemens High School. The counselors, teachers, administrators, and staff are ready to assist in any way. To enroll a new student, a parent/legal guardian must bring the following documentation to the Madison City Board of Education Office located at 211 Celtic Drive prior to meeting with a counselor: Alabama Certificate of Immunization The student’s social security card. Birth Certificate Proof of custody Proof of residence in the James Clemens district. Only a deed or lease agreement will be accepted.

Other School Campuses James Clemens students are under the direct supervision of the principals of feeder schools when on their campuses or when riding their bus.

Visitors A visitor is anyone who is not presently a student at James Clemens High School or an employee of the Madison City Board of Education. All visitors must report to the office before entering any part of the school building. If appropriate, an administrator will issue a pass to the visitor. Students may not bring friends or relatives to visit during the school day. Babies and small children should not be brought to school. Students are not to bring visitors to school at any time. This includes persons visiting in the parking lot and/or outer perimeter of the campus. Passes will not be issued to a student from another school for campus visitation

10

during school hours. Any exception will be at the discretion of an administrator. Unauthorized persons on the James Clemens High School campus will be asked to leave.

Purpose of this planner This planner serves as a guide for students, parents, and staff of James Clemens High School. It does not restate all the rules and regulations outlined in the City of Madison School System Student Code of Conduct and Parental Reference (Code). The intent of the planner is to clarify how certain policies are specific to JCHS. The Student Handbook DOES NOT supersede the Code. It is extremely important that you are familiar with both the JCHS Planner and the City of Madison School System Student Code of Conduct. The Madison City School System Code of Conduct will be given to your child on the first day of school. Please review this document with your child and have your student return the signed notice of receipts for both the Planner and Code of Conduct by Friday, August 30th to their homeroom teacher. Students and parents should refer to the calendar pages of this handbook for guidance in planning throughout the 2014-2015 school year. Students are to keep this handbook with them throughout the school year. Hall passes will be written only on the “Hallway Passport” pages at the end of this planner. Should a student lose their planner, a replacement may be purchased for $5.00 at the front desk. An updated calendar will also be available on the James Clemens school website.

Attendance After an absence from school, a student must present a note to the Attendance Office prior to 8:15 AM. When turning in the note, the student will sign and print their name on the daily note list in the Attendance Office. The note must be signed by his/her parent/guardian explaining their absence. The Attendance Secretary will then code the absence as appropriate in the computer system. Failure to submit a note to the Attendance Office within three (3) school days will result in the absence being coded as unexcused. After 5 parent-excused absences per semester, a doctor’s excuse must be presented for each absence in order to be excused.

Every day included in the JCHS academic calendar includes planning for learning by the staff. There are no days when attendance is optional. There are NO free “skip” days allowed for any student group. Such “skip” days will be counted as unexcused absences. Parents should be aware that family travel is not counted as an excused absence on the block schedule. Please do not ask for an excused absence due to non-refundable travel tickets.

Check in Procedures Students are expected to report to class by 8:15 AM each morning. Students arriving after 8:15 AM should report to the attendance office. Tardies will be excused if the school bus arrives late or if the student presents a properly signed note for illness or excused absence. Excused check-ins will be allowed in cases of personal illness (to be included in the total of five (5) parent excused absences per term), unverifiable medical appointments, car problems, traffic problems, oversleeping, and personal reasons are unexcused. The following procedures should be followed when a student arrives at school after 8:15 AM.

1. After 8:15 AM, students must go to the attendance office and sign the “check-in sheet” and receive an excused pass if they provide a doctor’s or parent note at that time. Otherwise, the student will be given an unexcused tardy pass and marked tardy.

2. If a student has a medical appointment, a note from that office should be obtained. After five (5) parent-excused absences per term, all notes must be accompanied with a doctor’s excuse or it will be considered unexcused.

3. Classes missed for tardies and/or early check-outs will be included in the total parent-excused absences per term (not to exceed five).

All notes should include a daytime telephone number for the parent/guardian. Failure to bring a check-in note, or note stating an authorized reason for the tardiness will result in an unexcused absence. Parents may be called in order to confirm the check-in note.

16

Note: Traffic problems/delays are not reasons for excused tardies. Please allow enough time for traffic and construction on roads and highways.

Check out Procedures Students are expected to be in class at all times. Excused check-outs will be allowed in cases of personal illness (up to a total of 5 absences per term) or verifiable medical appointments. The following procedures will be followed when a student must leave campus prior to the end of the school day. Early checkout for convenience is not consistent with regular attendance and shall not be approved. An early checkout may be classified the same as an unexcused tardy. To be coded as a medical absence, documentation from the doctor or dentist should be turned in to the Attendance Office upon return to school. Students should bring all check-out notes to the attendance office before going to first period (prior to 8:15 AM) First period teachers WILL NOT collect check out notes. All notes must include a phone number where a parent/guardian may be reached for verification. The Attendance Secretary will give students a “Permission to Leave Classroom” form. This will give the student permission only to leave the classroom at the time he/she is checking out. This will prevent disturbing class to call for student and prevent parents from having to wait for staff to locate the student. The students will then report directly to the attendance office and sign out. At that time, the student will be given the dismissal form to show to the parking lot guard in order to leave the campus.

Proper photo identification is required of parents checking out students. Only persons identified in the signed Student Emergency Information form and verified by the parent/guardian will be allowed to check out a student. Students presenting a fraudulent check-in/check-out note or phone call will lose this privilege and will be subject to further disciplinary action as deemed necessary. Future check-in/check-out by these students will require direct contact by a parent/guardian with the proper administrator. On the day before a holiday, the day before a special day off from school, the day of special school activities and assemblies, or during standardized testing or exam weeks, students may not check out by note or phone. Parents must check students out by coming to the attendance office. Such absences from class will count toward the five parent-excused absences per term.

17

Out of Bounds Students entering the building or gates are not allowed to leave campus to return to their vehicles without authorization from an administrator. They can return to their vehicle to retrieve items only with a pass from an administrator. Students coming to school early for make-up tests are not allowed to leave and return regardless of the reason. Students must have a pass or check out pass signed by an administrator to leave campus.

Physical Education Medical Excuse If, for any reason, a student cannot participate in the physical education classes, a note must be brought from home. If this disability extends for more than one week, a doctor’s note must be submitted indicating the length of time the student is to be excuse. The disability does not excuse students from dressing out for P.E. class, only from participation in the activities. The student is to continue reporting to the gym and will be given written assignments by the physical education teacher. Such assignments will be used for grading in lieu of active participation in Physical Education classes. It will be the responsibility of the student to complete the required assignment according to a time line determined by the Physical Education Teacher.

Student Pregnancy It is the responsibility of a pregnant student to notify her teachers, the Assistant Principals, and the Principal of her condition and any physical restrictions resulting as soon as possible. The student is responsible for having her doctor notify the school of conditions requiring extended absences. Students are not to bring their child or baby to school.

Support Team (PST) Like BBSST before, Pupil Support Team (PST) is here to help your students. PST is a vital part of our school’s at risk plan and is the avenue through which Madison City Schools adheres to the state’s policies and procedures regarding RTI (Response to Instruction).

The Purpose Like BBSST before, SST (Student Support Team) is here to help the teachers help the students. BBSST is no longer mandated by the Lee v. Macon consent decree or directed by the state. SST, however, is a vital part of the school’s at risk plan is the avenue through which Madison City Schools will adhere to the state’s policies and procedures regarding RTI (Response to Instruction).

Prior to Pre-Referral For many situations, making accommodations for a particular student is simply a matter of “best practices” and may be used in any classroom on any day with the teacher’s professional judgment. In fact, for many, doing this will bring improved student success.

18

Student Transfers and Withdrawals No student will be permitted to withdraw from school before his/her sixteenth birthday while the student’s parent/guardian continues to reside within the jurisdiction of the school district, unless approved by the Superintendent. If the student’s parent moves to another school district, or if the student chooses to attend school in another school district, the student will withdraw in accordance with such rules and regulations as may be prescribed by the Superintendent. Please come to the Registrar’s office to withdraw a student. All textbooks, records, fees, fines, etc., must be properly cleared with the office before records can be released. The following notice is required in all Madison City Schools student planners to assist students and parents: State of Alabama DEPARTMENT OF EDUCATION Truancy Definition: A parent, guardian, or other person having charge of any child officially enrolled in Alabama public schools (K-12) shall explain in writing the cause of any and every absence of the child no later than three (3) school days following return to school. A failure to furnish such explanation shall be evidence of the child being truant each day he is absent. The child shall also be deemed truant for any absence determined by the principal to be unexcused based upon the State Department of Education’s current School Attendance Manual. Seven unexcused absences within a school year constitute a student being truant for the purpose of filing a petition with the Court. The Interagency Committee on Youth Truancy Task Force recommendations known as the Early Warning Truancy Prevention Program timeline for reporting truancy shall define the truancy status of any student as follows:

1. First truancy/unexcused absence (warning) a. Parent/guardian shall be notified by the school principal or their

designee that the student was truant and the date of the truancy. b. Parent/guardian shall also be provided with a copy of Alabama’s

compulsory school attendance laws and advised of the penalties

19

that can be applied and the procedures that shall be followed in the event that other unexcused absences occur.

2. No earlier than the fifth unexcused absence (conference) a. The parent, guardian, or person having control of the child shall

(1) attend a conference with the attendance officer and principal or their designee and/or (2) participate in the early warning program provided by the juvenile court.

b. Attendance at one of these conferences shall be mandatory except where prior arrangements have been made or an emergency exists.

c. Failure to appear at the school conference and/or to appear at the early warning program shall result in the filing of a complaint/petition against the parent under Code of Alabama (1975), §16-28-12(c) (failure to cooperate), or a truancy against the child, whichever is appropriate.

3. No earlier than seventh unexcused absence, but within ten (10) school days (court)

a. File complaint/petition against the child and/or parent/guardian, if appropriate.

4. Child under probation a. The school attendance officer should be notified by the juvenile

probation officer of all children in the school system under probation supervision by the juvenile court as consistent with state statute, Code of Alabama (1975), §12-15-100 and 105.

b. Where a child under probation is truant, the school attendance officer should immediately notify the juvenile probation officer.

Make-up Work Students who are absent for excused reasons will be permitted to make up missed work. It is the student’s responsibility to get their work assignments the day upon return to school and complete the assignments according to a time frame determined by the teacher within two weeks of the date of the last absence. Grades of zero will be assigned for assignments missed because of unexcused absences. (See Policy JAJ VII.F)

Make-up Tests Make-up tests will only be given to a student who has an excused absence. The student must make arrangements with the teacher to take a make-up test

20

Student Conduct Assemblies At all times the student’s behavior should be refined and courteous. An indication of the cultural level of the school is the conduct of its student body at an assembly. Whether guests are present or not, each student is personally responsible for the impression made by the school as a whole. Unacceptable behavior would include whistling, unnecessary applause, boisterousness, and talking during a program. Prior to all assemblies, students are to follow directions as to where to report. Textbooks and other materials are to be left in the classrooms. Purses and wallets are to be taken with the students. Students should be accompanied by their teachers. Students are to remain seated during assemblies unless invited to participate. No students are allowed to leave early from an assembly or pep rally without permission from the school administration. The following are guidelines for students when assemblies are held: Enter and leave in an orderly, quiet manner. Be seated as soon as possible. Give courteous attention at all times. Applause should be appropriate to the occasion.

Auditorium The auditorium is off limits to unauthorized students. Any student found in the auditorium without proper teacher supervision may be suspended.

Cheating Violations of cheating will be addressed according to the Madison City Schools policies and procedures. Students shall not cheat on tests or fraudulently alter report cards. Students who cheat on tests or give the appearance of cheating on tests will be given a grade of zero for that test, and be subject to Class II Disciplinary Consequences. The same rule applies to assignments handed in to the teacher for credit.

21

Communication Devices Students may use cell phones in the hallways and at lunch. Classroom use of cell phones will be restricted and directed by the teacher, staff member, or administrator present. If the cell phone is used inappropriately, we will reserve the right to confiscate the device. On first offense, the communication device will be confiscated and returned only to the parent. On second and subsequent offenses, the communication device will be confiscated for the remainder of the school year. Parent who wishes to collect the device prior to the end of the school year will be informed that their child must serve one day Out of School Suspension prior to the communication device picked up by the parent. Dress Code The administration of James Clemens High School recognizes the effect which student dress and grooming have upon student behavior and commitment to learning. It further recognizes the role of parents in assisting their children in making appropriate choices regarding clothing, accessories, and personal appearance. Attire considered to be disruptive, that could present a health, or safety problem is not appropriate. If a student has any doubt as to what is acceptable, do not wear the particular item of apparel in question. Students may come by the office to check their articles of clothing for acceptability with an administrator. Students will not be allowed to attend class until clothing is appropriate. Teachers may send students to the office to make arrangements for a change of clothing. To decrease misunderstanding or misinterpretation of the student dress code, inappropriate and/or disruptive dress includes, but is not limited to:

1. Jeans or other clothing with open holes. 2. Jewelry, ornaments, or accessories which distract from the educational

process (ex. excessively noisy jewelry and/or belts.) Pierced jewelry may only be worn in the ears.

3. T-shirts, clothing, or other personal items bearing a reference to alcoholic beverages, tobacco products, drugs, drug-related slogans, death, the occult, Satanism, and/or any other wording , drawing, pictures, etc., that in any way can be interpreted as being “off-color,” suggestive, obscene, or offensive, are not permitted. “Gang” related

22

slogans, names, apparel, etc., are not permitted at any school-related activities.

Fighting Fighting by students is disruptive to the school and dangerous for the participants. It is prohibited. James Clemens High School has no tolerance for fighting. Both students involved in a fight may expect to be suspended, have a Disciplinary Hearing to consider expulsion, and face charges of disorderly conduct. The first occurrence will be an excused absence; subsequent absences will not be excused. Students involved in creating a disturbance which might lead to student unrest should also expect to be suspended, face a Disciplinary Hearing, and face prosecution for disorderly conduct. Fireworks Any student shooting fireworks or with fireworks in their possession will be suspended. Expulsion may be recommended. Food and Drinks Food and drink machines are located throughout the school building for the enjoyment of students before and after School. Food and drinks are not permitted in classrooms, media center, gym, or auditorium, however, students may possess water. Outside food or drinks are not permitted to be brought to school. Fast food or take-out food may not be brought to school upon check-in, nor delivered to students at school. Hallway Expectations

1. There will be no running, scuffling, or distractions in the halls or restrooms.

23

2. The halls should be used only for necessary traffic. Do not use the halls for meaningless wandering or block the halls with group gatherings.

3. Students in the halls during class time MUST have a completed hall pass, written on the “Hall Pass Record” of this booklet. Passes must be signed by the teacher allowing the student in the hall.

4. Classes in session are not to be disturbed. If it is necessary to contact someone who is in class, contact the main office.

5. At no time should a student be using headphones in the hallway. Failure to follow this rule will result in the confiscation of the headphones AND the device being listened to.

Lunchroom Conduct

1. All students are to remain seated except when getting food or throwing away trash.

2. Lunch tables are to remain as arranged in the cafeteria. 3. Students throwing food or items in the cafeteria will be suspended from

school. 4. Students are responsible for cleaning their table area. 5. Students are to pay for any food or drink taken from the cafeteria. Theft

of food or drink from the cafeteria will result in Out of School Suspension.

6. Food and drinks are to be consumed in the designated eating area. 7. Students are to use ONLY the restrooms immediately outside the

cafeteria doors during lunch. Public Display of Affection Public display of affection is considered inappropriate behavior on campus or at school sponsored activities.

24

School Bus Conduct The following rules and regulations are designed to ensure the safety of all students riding the bus to and from school:

1. A student bus referral may warrant consequences that range from a five day withdrawal of bus riding privileges to expulsion from the bus.

2. Walk orderly to the bus to enter. 3. Be seated and remain seated until the bus has completely stopped. 4. Cross the street only in front of the bus. 5. Food and drink are not permitted on the bus. 6. Procedures for riding a different bus home or to school:

Fireworks Miscellaneous toys (toy guns, hackey sacs, water pistols, etc.) Playing cards or dice

Tardiness to Class Teachers will post attendance within the first five minutes of the beginning of each class. Any student late to class unexcused will sign a tardy list, but will be admitted to class. Teachers will mark tardies in iNow. Unexcused tardies, will result in disciplinary action, including loss of parking privileges. Extended tardies will be counted as an unexcused absence from class. (For students tardy to school, please refer to Check-In Procedures).

25

Threats Threatening, intimidating, or causing bodily harm to any school employee or other students can result in removal from school. Vandalism Vandalism (destruction or defacement) of school property is prohibited. Any student breaking this rule will be disciplined accordingly and required to make financial restitution. Telephone and Messages Students may be permitted to use the office or classroom telephones only in cases of illness or absolute necessity as determined by the teacher or the attendance office secretary. Students who use the office telephone must have written permission from their teacher and the permission of office personnel. Students will not be called to the telephone nor will students be called out of class to talk with a parent or other person unless the situation is deemed as an emergency by an administrator. Naturally, there are emergencies that arise from time to time which necessitate a message to or from a parent or the delivery of an item to a student. The school is happy to cooperate with the delivery of emergency messages (as determined by an administrator). Parents should have an understanding with their child as to his/her plans for after school since after school arrangements are not considered to be an emergency. The school will accept no personal deliveries for any student. Please take care of all affairs before coming to school.

DISCIPLINE PROCEDURES Classroom Level Discipline The greatest opportunity for students to learn self-esteem, self-discipline, and respect for others occurs in the classroom under the direction of the classroom teacher. Teachers shall plan and implement effective personal and instructional strategies which are designed to encourage self-respect and respect for others and to prevent and manage student misbehavior.

26

Teachers shall apply logical and appropriate consequences for student misbehavior, including, but not limited to: immediate intervention, student conferences, parent conferences, and before and after school detention. Student misconduct which is intense or frequent enough to cause significant disruption in the instructional program shall be referred to an administrator for appropriate disciplinary action. Administrative Level Discipline The Principal is ultimately responsible for the orderly operation of the school program. The Principal, with the assistance of his staff, will maintain an atmosphere or climate that will support and allow for a strong teaching/learning environment. Failure on the part of any student to adhere to classroom or school rules may result in the imposition of appropriate consequences by the Principal and /or his/her designee. Such consequences may include, but are not limited to:

1. Supervised in-school plan for correction 2. After school detention 3. Work program before or after school 4. Service projects 5. In-school suspension 6. Saturday school 7. Out-of-School Suspension 8. Alternative school placement 9. Expulsion

The Principal or his designee shall follow due process and make a decision regarding the appropriate consequences for any misbehavior guided by three major concerns:

1. A determination of the extent and seriousness of the misbehavior. 2. Selection of an action that can reasonably be expected to foster a

positive change in the student’s behavior. This action may include, but is not limited to, any of the above-mentioned consequences for misbehavior.

3. Preservation of the rights, dignity, reputation, rules, and safety of all students and staff.

Serious misconduct or continuing misconduct of any student may be referred to the Superintendent with a recommendation for a long-term suspension

27

(more than ten (10) days) or possible expulsion. (The Board has the exclusive authority to expel.) Misconduct which violates local, state, or federal laws, and which occurs at school, on school property, on a school bus, or a school-sponsored activity may result in notification of the appropriate law enforcement agency. The Board reserves the right to file charges and to prosecute students engaged in conduct which violates local, state, or federal laws. Detention Detention will be held from 3:32 – 4:20 PM Tuesday and Thursday. Once assigned detention, the student must serve the detention before the end of the week it is assigned, unless prior permission is granted by an administrator. Detention will begin promptly at 3:32. Any student who is not in the detention room and seated at 3:32 will not be allowed to serve on that day. The student will not have served their scheduled detention and may be assigned to Saturday School. Any student who is behaving inappropriately will be asked to leave. In such cases, the student has not served detention and may be assigned to Saturday School. In-School Suspension (ISS) Students may temporarily be denied attendance in regular classes for disciplinary purposes. A school administrator may assign a short-term in-school suspension (not to exceed ten (10) days.) Students assigned to in-school suspension will continue to come to school and do their assigned work, but will be isolated from the general student population. In-school suspension shall be subject to the following conditions:

1. An ISS student shall be placed in In-School Suspension by a school administrator.

2. A parent will be informed through a discipline referral, telephone contact, or conference at the school.

3. An ISS student WILL NOT participate in school activities without the approval of an administrator

Saturday School Saturday School will be held on Saturdays, from 8:00 AM – 12:00 noon. Students enter through the door designated and report to the room designated on their assignment sheet. Students will not be admitted if tardy. Any student missing Saturday School will be suspended out of school and

28

reassigned to Saturday School. Any student skipping more than three Saturday School days may be recommended for a Disciplinary Hearing. Students skipping or absent from Saturday School three times per semester will not be assigned Saturday School. Those students will be suspended from school if they miss or skip a detention. However, those students may be assigned Saturday School for reasons other than skipping or missing a detention. Out of School Suspension Out-of-School Suspension (OSS) will count as an unexcused absence. All assignments and grades missed due to OSS will be recorded as zeroes. Students who are serving suspension may not attend any event during or after school while serving the suspension. Student serving OSS may come to school for a scheduled disciplinary conference when accompanied by their parent. Expulsion See Madison City Schools Code of Conduct Alternative School Program Students in the Alternative School Program for disciplinary infractions will not be allowed to participate in any JCHS extracurricular activities.

STUDENT ATHLETICS Athletics All sports offered at James Clemens High School are sanctioned by the Alabama High School Athletic Association. Cross Country Softball Wrestling Accidents/Injuries All accidents or injuries during an athletic contest of practice are to be reported to the trainer and/or the coach immediately. Alabama High School Athletic Eligibility To represent our high school in athletic contests:

1. You must be a regularly enrolled student and must have enrolled in a school no later than the 20th school day of the semester in which the contest occurs.

2. You must not have graduated from an accredited high school or equal grades.

3. You must not have reached your 19th birthday prior to Sept. 1st of the current school year. A student reaching age 19 on or after Sept. 1 is eligible for the entire year.

4. You must have a copy of your certified birth certificate (issued by the State Bureau of Vital Statistics in the state where you were born and bearing its official seal and birth/recording number) on file in your Principals’ office and an official eligibility list (a Form 3 with required information about you included) submitted to the State Office at least five days before you are eligible to participate.

5. You must not have attended high school more than eight semesters after completing the eighth grade (Fifteen days of attendance during a semester count as a semester).

6. You must not have participated in any sport more than three seasons after entering the tenth grade or have participated more than six seasons in any one sport after entering the seventh grade.

7. You must have received an adequate physical examination for the current school year and have a Physician’s Certificate on file in the Principal’s or Superintendent’s office prior to participating in interscholastic athletics.

8. You must have passed a minimum of six (6) full units of work (subjects) with a composite numerical average of 70 for those six units during the year preceding the year in which you participate. No more than one unit in physical education may be counted per year. You must pass each

30

of the core courses (History, English, Science, Math) during the year. (See note below.) A new unit (subject) is one not previously passed.

9. You may be eligible in your home school at the beginning of each new school year as far as any transfer of schools is concerned. Your home school is the one that serves the area where your parents reside. Eligibility may be established in any school by attending that school for a period of one school year from the date of original entry. If you attend a school outside of your “home school” district, you must attend that school for one full calendar year in order to establish eligibility in that school. Always check your eligibility status before changing schools.

10. If your parents make a bona fide move from one school zone to another, you may transfer your eligibility to the new school. You become eligible five days after a Form 3 is submitted by the new school to the State Office if you meet all requirements. If you change schools before your parents move, you do not become eligible in the new school until your parents complete a bone fide move into the new school zone and five days have elapsed after a Form 3 is submitted to the State Office.

11. You may not participate on a non-school team or in an outside sport activity in your sport(s) during your school season with the exception of tennis, golf, swimming, track, cross country, or wrestling team members, who may participate as an independent in two outside activities on non-school time during the season of that sport.

12. You must be an amateur athlete and never have played on a college team.

13. You must not have participated in any non-sanctioned all-star game. 14. You must not be guilty of flagrant, un-sportsmanlike conduct. 15. During the school year, you may not be coached by your school’s

coaching staff outside of the school season in your sport(s). Weight training and conditioning programs are exempt from this restriction. During the summer months (from the end of school until the fall sports practice date) you may be coached by your school’s coaching staff, but mandatory practice is prohibited and games between schools are prohibited.

16. You may not dress in uniform for an athletic contest or sit on the bench in a game uniform or be on the field or court as a player if you are not eligible to participate in the game or event.

17. You may not participate in two levels of competition (varsity, junior varsity, B-team, junior high, or middle school) in one sport during the

31

same event of the same day. (This includes county tournaments even though they are played over several days.)

Note: Students planning to take A.P. US History during their junior year must still pass four core courses during their sophomore year in order to maintain eligibility according to AHSAA rules and to play on a James Clemens High School athletic team. Madison City Athletic Eligibility Requirements Athletes must display qualities of good citizenship if they wish to participate in extracurricular activities. Failure to be a good citizen in school or, in some cases, out of school, will result in probation and/or suspension from all extracurricular activities. The Alabama High School Athletic Association Constitution states: Any pupil who is under temporary suspension, whose character or conduct is such as to reflect discredit upon the school is not eligible. A student’s attendance, attitude, and classroom effort must be acceptable to the school in which the student is enrolled. Rule I, Section 16, AHSAA Handbook. Attendance Eligibility for Athletic Participation Daily attendance at school and practice is expected. In order for an athlete to be eligible to participate in after-school activity he/she must be present in school on the day of the activity. If the activity is to be held on Saturday, then the student must be in attendance in school on the preceding Friday. To be considered in school a student must be in school at least one-half of the school day and may check-in to school no later than 11:36 am on said day or leave no earlier than 11:36 am unless they are going to return. Practices are considered an activity. Any exceptions must have the approval of the principal. An athlete must be in school on a regular basis in order to be eligible to participate in athletics. An athlete who accumulates an excessive number of absences will be placed on probation for a specific period of time. If absences continue during this time, the athlete will then be suspended from athletic participation until it is clear that the attendance problem is resolved.

32

An athlete who has excessive tardies to school and/or classes will be barred from athletic competition. Awards An athletic award is a symbol of athletic accomplishment, good sportsmanship, and observance of athletic policies. Athletes, managers, trainers, and cheerleaders are eligible to earn awards. No athlete may receive an award in a sport for which he/she is academically ineligible at the completion of the season or if under suspension for an athletic violation. Candidates must complete the season’s play; however, this requirement may be waived in cases of physical injury. No awards will be issued to an athlete until all equipment for his/her sport is turned in to the coach. Changing a Sport/Quitting a Team If an athlete is cut from a team, he/she may join another team or program in that sport season. An athlete cannot quit one sport to join another until that sport season is concluded. For example, an athlete cannot quit football to go out for the basketball team until football season is completed. However, athletes will be allowed to transfer from one sport to another during a given season upon mutual agreement of both coaches. A written agreement should be turned in to the Athletic Director to be placed in the file of the athlete in question. Conduct An athlete represents their school 24 hours per day, 12 months a year. Therefore, the rules under this section as well as those under the alcohol /drug use section are enforced twelve months of the year in grades nine through twelve (9-12). Drug/Alcohol Usage Policy for Athletes and Other Extracurricular or Co-Curricular Participants The use of alcohol and drugs will not be tolerated at James Clemens High School by any athletes. Any athlete caught could be dismissed from sports teams. If school rules are broken, the student/athlete will be subject to the normal punishment for such misbehavior as well as subject to penalties under the Athletic Handbook. In no case will athletic rules circumvent or take the place of school rules. Athletes and participants of all extracurricular activities risk

33

having the privilege to participate revoked as deemed appropriate by an administrator and coach. Conflicts Between Activities Students are sometimes involved in concurrent activities and may have conflicts in activity schedules. Our philosophy is to encourage students to participate in as many activities as possible. We will attempt to facilitate participation in multiple events. Communication between coaches and sponsors of conflicting activities is vital. Consideration must be given to the importance of the event and the role the athlete will play in it. School sports take priority over any outside sport involvement. Dress Participation in James Clemens athletics is a privilege, not a right. To be successful the participant must be well disciplined and willing to put aside individualism for the benefit of the team. Conforming to a dress code is part of this process. It is very important to our team/school reputation that our student/athletes dress appropriately during the school day and at all school functions. Athletes are representatives of our school and an inseparable part of the image that James Clemens projects. The following rules are additional to those included in the Student Handbook: Cut-offs or mutilated clothing will be not worn to practice. Facial hair for males is not allowed, during season or off season. Hair for male students/athletes may be over the ears, but not lower than the middle of the ear itself. Fad haircuts or pony tails, etc. for male athletes will not be allowed. Length of hair is subject to limitation. Female athletes may wear pierced earrings. Male athletes may not wear pierced earrings. Equipment Equipment checked out by the athlete is the student’s responsibility. It is to be kept clean and in good condition. Loss of issued equipment will be the athlete’s/parent’s financial obligation. The athlete will not be allowed to participate in other athletic programs, to receive awards, or grade reports until this obligation is met.

34

Insurance All James Clemens students/athletes are required to have medical insurance and must provide proof of insurance coverage before participating in practice and/or competition. An insurance policy is offered at the beginning of school from a reputable insurance company at a low premium. Participation in Two Sports in One Season Athletes are encouraged to participate in as many sports activities as their talents will permit. Additionally, athletes may participate in more than one sport during the same season with the approval of both coaches. Practice schedules will be worked out between the coaches involved. If contests conflict, coaches will decide in which contest the athlete is to compete. The athlete must realize that extra time for practice is necessary to compete in two sports in one season. The athlete must meet the requirements of both sports. If the requirements of one or both sports are not met, the athlete may be cut from the sport(s). If there is a problem in this area, the athlete may contact the Athletic Director for assistance in working out the problem. Residency Requirements Athletes, managers, or support group members must meet the residency requirements of the Madison City Board of Education as well as the Alabama High School Athletic Association. A student whose parents make a bone fide move from one community, school zone, or district to another may transfer all rights and privileges to the new school that serves the area into which the parents moved and where the parents reside. Factors to determine legal bona fide moves are as follows:

1. Household furniture of the family must be moved. 2. All principal members of the family must reside in the new place of

residence. 3. The original residence must be leased, rented, disposed of, and not used

by the family. 4. Nine months shall be required to make a move bona fide. (If a family

moves into a new school district and remains there for less than nine months, the move will not be considered bona fide.)

35

Sportsmanship The following policy statement from the National Federation of State High School Associations expresses the concept of sportsmanship as follows:

The ideals of good sportsmanship, ethical behavior, and integrity permeate our culture. The values of good citizenship and high behavioral standards apply equally to all activity disciplines. In perception and practice, good sportsmanship shall be defined as those qualities of behavior which are characterized by generosity and genuine concern for others. Further, an awareness is expected of the impact of an individual’s influence on the behavior of others. Good sportsmanship is viewed as a concrete measure of the understanding and commitment to fair play, ethical behavior, and integrity. One of the main goals of the athletic program is to teach the concept of sportsmanship. Good sportsmanship requires that everyone be treated with respect. This includes members of the opposing team, officials, coaches, and spectators. Good sportsmanship includes showing courtesy and kindness toward opponents as well as fellow team members. The contest is judged by the effort of the participants and not by putting down opponents. Winning is exciting, but winning at any cost is not the goal. Negative treatment of any participant is outside the spirit and interest of the contest. Team Formation Policies Each coach of an athletic team at James Clemens has their own policy on how they will choose their team. In some sports, cutting a team down to manageable size is a necessity. Coaches will explain their policy to candidates for their team at the first meeting. Once an athlete has made a team and is subsequently released from or quits the team, the coach of the team is required to inform the parents of the athlete of the reason why the student-athlete is being released. Transportation To/From Athletic Events Transportation to athletic events is provided by the individual sports team when available. Parents may be called upon, at times, to help transport athletes to and/or from a contest. With parental permission and the coach’s

36

approval, athletes may ride with other parents to and/or from athletic contests. Parents who transport athletes to and/or from athletic contests must submit a copy of their insurance card and a signed authorization form to the head coach from the athlete’s parents authorizing a specific parent to transport their child to and/or from an athletic event. The student-athlete may only ride with the permissible parent stated on the parent’s authorization form provided by the head coach. What You Must Do Before First Practice The following things are to be completed by the athlete before the first practice with any athletic team:

1. Meet academic eligibility requirements 2. Take and pass a physical examination 3. Obtain parental signature on physical examination 4. Complete an emergency information card 5. Attend parent/athlete team meeting 6. Parent and athlete sign “acknowledgement of Athletic Handbook

Document” and an insurance waiver form 7. Parent and athlete sign Transportation Permission Forms

Funding for Athletic, Band and other Teams & Activities Due to the cost of travel, equipment, and other necessities for a quality athletic team, parents are responsible for many costs relating to a student participating in athletics. Effort will be made to give parents an estimate of costs for the season prior to the beginning of the season. However, additional costs may be incurred, especially when teams are successful and are asked to travel to the next level of competition. To help reduce the total costs to any one family, booster clubs sponsor a number of fund raising events during the year. Selling concessions at games, car washes, selling other products, specialty breakfasts, lunches, and dinners are all part of this fund-raising process for parents. Parents whose teenager participates in a team are expected to do their fair share of fund-raising or contribute an additional amount determined by the coach and athletic director. Students who need financial assistance in order to be a member of a team should request a fee waiver form from their coach. James Clemens High School

37

will make every effort to assist and allow any student desiring to be a participant the opportunity to so do. Use of JCHS Name and/or Logo Administrative approval is required for all apparel, uniforms, and/or other booster products with the James Clemens High School name or logo. NCAA Standards for Athletes The National Collegiate Athletic Association (NCAA) is the governing body of college varsity sports. Students who want to continue playing varsity sports at the college level at Division I or Division II Colleges or Universities, especially those students hoping to be awarded athletic scholarships, must comply with NCAA academic standards. The forms for NCAA Initial Eligibility Clearinghouse are available in the counselors’ office or on-line at www.ncaa.org.. It is the student’s responsibility to be in compliance with academic requirements of the NCAA. Please see your counselor if you have questions regarding course selection or academic eligibility for NCAA. Clubs and Activities A part of the mission statement adopted by the Madison City Board of Education states that “clubs, athletics, and all other school sponsored activities are an integral part of the total school program, but are to be considered supplementary to the academic program.” In keeping with this philosophy, the student activities policy was adopted to insure that minimum academic standards are achieved by students participating in extracurricular activities. A listing of clubs and organizations may be viewed at our James Clemens website. Clubs must have the permission of the Principal in order to exist. To obtain permission, clubs must submit the following information to the Principal:

1. The name of the club 2. Name of faculty sponsor 3. Constitution of the club 4. Qualifications for membership, including a statement that all members

must be students presently enrolled at JCHS, but shall not be denied membership because of race, color, creed, sex, national origin, or disability

5. Purposes of the club

STUDENT SERVICES Cafeteria/Food Service Information The Madison City School System is proud to participate in the National School Lunch Program. All City schools offer a complete breakfast and lunch each school day. Meals are planned by a Registered Dietician and comply with standards set forth by the United States Department of Agriculture. The Madison City School Board encourages all students to support the school lunch program by purchasing a school-made meal each day. Listed below are a few procedures designed to make this process simple and convenient. Prices may be found on the Madison City Schools website. Payment for Meals James Clemens utilizes a pre-pay lunch program, PayPAMS. This program allows for parents to access their child’s lunch account, make payments, and change their payment preferences twenty four hours a day, seven days a week. Register with PAMS by going to http://www.PayPAMS.com or call 1-888-994-5100.

Individuals who wish to purchase a meal may do so in cash at the time of meal service or payment may be made in advance.

Each student is provided with a meal account. This account will be automatically set-up for them prior to the first day of school.

39

On the first day of school, each student will receive a private account number from their homeroom teacher. Please help your child learn this number and keep it confidential.

When a student wishes to purchase an item from the cafeteria, they enter their personal 4 or 5 digit account number in to a keypad located at the cash register, and the purchase will be recorded on their account.

You may pre-pay to this account at any time by check or cash. All money is collected by the lunchroom cashier each morning prior to 8:00 AM in the cafeteria. Please enclose the check or cash in a sealed envelope with the student’s name, homeroom teacher, and lunch account number clearly written on the front.

All checks must have the following information written on them: Name, Address, Telephone Number, and Driver’s License Number.

Account balance notices will be sent home each Monday and Wednesday for any student with less than $7.00 on account. Please keep your child’s account up to date at all times.

Detailed information about your child’s account may be provided at any time upon request by the parent or guardian. If you would like a printout detailing the history of your child’s account activity, simply call the school and a report will be sent home promptly.

Charged Meals According to Federal Regulations, school lunch and breakfast programs may not fund a meal charge.

When it is known ahead of time that a student has no money for their meal, and no arrangements can be made for the parent/guardian to bring either money or a meal, the cafeteria may offer the student a peanut butter sandwich and a carton of milk.

When a student comes to the cashier and does not have enough money to pay for their meal, the cashier will charge that meal to the student’s account.

Faculty and visitor charges are prohibited. Ala Carte items may not be charged.

Special Dietary Needs If your child has a special dietary requirement, please notify the school immediately by submitting a doctor’s note, which describes the necessary dietary modifications in detail. Meal substitutions cannot be made without a doctor’s note.

Immunizations All students in grades K-12 of Alabama’s public and private schools are required by law to have on file appropriate Alabama Certificates of Immunizations (IMM 50 or IMM 90). This documentation is necessary to insure that our students are protected against vaccine-preventable diseases. It is the parents’ responsibility to keep these immunizations up to date. Students whose immunizations are not current may have registration for the school year deactivated until current documentation is received. After graduation, students may request their Alabama Certificates of Immunization for college registration. iNow Madison City Schools is pleased to provide parent and student access to many student records anytime, anywhere by the way of the Internet. The iNow service should be used as a guide. Nothing should replace a student writing down each assignment during class. Teachers reserve the right to modify, add, or delete assignments from this page. In order to access iNow, parents will need to first register a username and password by following the Parent link to Student information. Parents and students will receive a username and default password from the school, also known as a PinSlip. Usernames and Passwords will be sent home with the student shortly after school has started. Please contact James Clemens High School if you do not receive a PinSlip. Please view the short video tutorial on setting up and gaining access to your student’s information. To slow the video, choose the pause button located at the bottom of the page. It is COMPULSORY for athletic participation, unless students can verify adequate insurance coverage.
