Introduction

Jam is a sustainability + planning consultancy based in Glasgow, working throughout the UK. The practice was set up by Jane Mulcahey in 2006.

Jam seeks to fill an identified gap in the market by bringing together the two disciplines of sustainability + planning, to ensure that sustainable development is achieved.

Recent developments such as the international agreement at the Climate Change Conference in Paris (COP21) and the UN Sustainable Development Goals and Targets have brought fresh awareness to the critical stage we now face to protect the planet and our resources.

The UK needs to lead by example and continue to build upon the progress that has been made in the last 20 years. Planning provides the mechanism to ensure that sustainable development is achieved and is crucial for its successful delivery.

Emphasis needs to move from a focus on pure economics to recognition that social and environmental factors are equally important for balanced, sustainable communities to be realised.

Over the last ten years Jam has worked tirelessly towards the goal of sustainable development and has acquired considerable experience in the sustainability + planning field covering a broad range of skills, including:

The introduction of increased devolved powers in the regions has moved the focus back to the importance of comprehensive strategic planning, particularly with regard to the development of new settlements, garden cities/towns and sustainable urban extensions.

Jam has the skills to enable the development of truly sustainable communities combining the experience of strategic planning; master planning and sustainable development frameworks.

Such skills are necessary to deliver the visionary frameworks for housing and infrastructure that are so badly needed, whilst ensuring that the environmental and social issues affecting development are respected.

Sustainability Appraisals

The Planning and Compulsory Purchase Act 2004 (Environmental Assessment (Scotland) Act 2005), introduced the mandatory requirement for the Sustainability Appraisal/Strategic Environmental Assessment of certain plans and programmes including all Development Plan Documents.

By undertaking a Sustainability Appraisal, the requirements of the European Union Strategic Environmental Assessment (SEA) Directive 2004, will also be met.

Sustainability Appraisals/Strategic Environmental Assessment can be required for Local Plans; Area Action Plans; Masterplans and some Neighbourhood Plans.

Jam has significant experience of undertaking SAs on behalf of public and private sector clients including the following services:• Preparation of Screening and Scoping reports• Preparation of the Sustainability Appraisal

and Sustainability Reports• Preparation of written representations and

hearing statements• Expert witness at Examinations in Public

(EiP)

Jam also offers a review service of the SA process and reports for both Local Authority and private sector clients. Succinct critiques of the work undertaken are provided in relation to the SA process, legal compliance and soundness of the plan.

Jam provides advice on major and minor planning applications, from small scale development such as minor housing schemes or infill development, to large scale development such as new settlements or urban extensions.

Jam can provide assistance in the preparation of the following statements to support the planning applications including:• Sustainability • Environmental Impact Assessments• Planning • Design and Access• Community Consultation

Jam has detailed knowledge of planning policy and the regulations as well as considerable experience working with local authorities. Jam is therefore well placed to prepare support for, or objections to, planning applications. Services include:• Review of Planning Applications and

Consultation plays a vital part in the development process, for all scales of development. Jam has been involved in major consultation exercises using the ‘charrette’ method of involvement. Charrettes offer an intense consultation process with as many key stakeholders as possible over a short period of time.

The result is imaginative approaches to the creation of a draft design that enables general consensus early in the process, whilst identifying further areas of work that will be needed to refine the proposals.

Used effectively, community consultation and participation is a key part of the development process that can provide inclusive development responding to everyone’s needs.

Such methods of consultation can be used at all levels of development from small neighbourhoods to large scale new settlements, providing efficient and effective ways to build interest and support for proposals.

Jam is committed to the delivery of sustainable development in all its operations, both internal and external, to try and achieve a balance between social, economic and environmental factors.

As part of the company’s commitment to sustainable development, a Sustainability Policy and Sustainable Procurement Policy have been produced. The policies are used to guide company operations and are reviewed and updated on a regular basis to reflect any growth in the company as well as changes in regulations and practices.

Jam has also provided advice to other organisations on Corporate Social Responsibility/Environmental Management Systems and the preparation of policies, auditing and reporting measures as well as considering management systems that can be used in new development.

The implementation of such systems not only demonstrates good practice but provides cost efficiencies, environmental benefits and social responsibility.

Project Examples:

Joseph Rowntree FoundationAppointed by the Joseph Rowntree Foundation to advise on the introduction of a Corporate Sustainability Policy and Strategy for both the Foundation as a whole and its individual departments. The Policy and Strategy were to demonstrate the Joseph Rowntree Foundation’s commitment to its Corporate Social Responsibility (CSR) and improve the efficiency and effectiveness of the organisation’s actions - socially, economically and environmentally.

Great Ormond Street HospitalSustainable Development advisor for the redevelopment of part of Great Ormond Street Hospital, including the demolition and rebuild of one block and the refurbishment of another.

Responsible for a sustainability brief for both the design team and the Hospital Trust. Provided advice on the sustainability policies of the NHS, the Government, the Mayor for London and the Local Authority (London Borough of Camden). Advice was also provided on the design, construction and operation of sustainable buildings and the need for an Environmental Impact Assessment. In particular, the solutions were to reflect and respond to the environmental management plans for the operation of the Hospital.

Jane has over twenty years experience in both private practice and local government. Her work has focussed predominantly on sustainable development, in particular large-scale regeneration projects in the UK and abroad.

Jane’s experience of sustainable development is wide ranging including: • sustainable development frameworks

Prior to setting up the practice in 2006, Jane was head of the Sustainability Team at Llewelyn Davies Yeang. She has also worked as an Associate Environmental Planner for Battle McCarthy, an Environmental Policy Officer for Westminster City Council and as a Sustainability Co-ordinator for the London Borough of Enfield.

Since the practice was set up in 2006 the company’s work has been recognised through the following awards:

• London Planning Awards 2009/10Deptford Creekside Charrette was one of four short listed projects in the category of ‘Best Conceptual Project’ at the London Planning Awards 2009/10

• Mayor of London’s Green Procurement Code 2009Following on from the success of the Silver level in 2008, Jam was one of only 16 signatories out of over 500 organisations to be awarded the Gold level of the Green Procurement Code in 2009. Code Signatories are required to have their progress reviewed annually to determine what level of the code the organisation has attained. The levels are ranked from entry level through to Bronze, Silver and Gold awards.

Jam was also short listed for two awards at the Mayor’s Green Procurement Awards, in the Best Performing SME and People categories.

• RTPI Planning Awards 2009The London Borough of Southwark’s Sustainable Design and Construction Supplementary Planning Document was awarded a Commendation in the category of Climate Change. Jam provided advice to Southwark on the

guidance.

• RTPI Planning Consultant of the Year 2008Jam was delighted to receive a commendation at the Royal Town Planning Institute Planning Awards 2008 for Planning Consultant of the Year.
