A RESOLUTION HONORING AND COMMENDING RICHARD 6
A. “RICK” MULLANEY FOR HIS OUTSTANDING TENURE 7
AS GENERAL COUNSEL OF THE CITY OF 8
JACKSONVILLE; PROVIDING AN EFFECTIVE DATE. 9

WHEREAS, Rick Mullaney was born and raised in Jacksonville, 11
graduated from Forrest High School, attended the University of 12
Florida on a debate scholarship, where he earned his bachelor’s 13
degree and graduated Phi Beta Kappa and first in his class, and 14
also earned his law degree with honors at Florida where he was 15
Executive Editor of the Law Review and received the Best Oralist 16
Award from the Moot Court Team; and 17
WHEREAS, upon graduation, Mr. Mullaney practiced civil 18
litigation with the firm of Carlton, Fields before joining the 19
State Attorney’s Office in Jacksonville where he was a prosecutor 20
for 10 years and was named Prosecutor of the Year for the State of 21
Florida in 1991; and 22
WHEREAS, in 1991 Rick Mullaney joined the City’s General 23
Counsel’s Office as a litigator, eventually becoming Chief of the 24
Tort Litigation Division before moving to the Mayor’s Office as 25
Chief of staff to former Mayor John Delaney in 1996; and 26
WHEREAS, Mayor Delaney appointed Mr. Mullaney as the City’s 27
General Counsel in 1997, heading the largest municipal law firm in 28
the state which represents the entire consolidated government of 29
the City of Jacksonville, including the Mayor, the City Council, 30
five Constitutional officers, the 7 independent authorities and 31

over 40 appointed boards and commissions; and 1
WHEREAS, Mr. Mullaney served as General Counsel from 1997 to 2
2010, for nearly 13 years. Mr. Mullaney was appointed by Mayor John 3
Delaney in 1997 and 1999 and by Mayor John Peyton in 2003 and 2007 4
and Mr. Mullaney served 13 City Council Presidents during that time 5
and his appointment as General Counsel was confirmed by City 6
Council four times; and 7
WHEREAS, with a tenure of 10 years, Rick Mullaney was the 8
longest-serving General Counsel in the 45-year history of the 9
consolidated government, having been reappointed to the post by 10
Mayor John Peyton when he succeeded Mayor Delaney after his second 11
term, and during his decade as General Counsel provided legal 12
counsel on some of the largest initiatives in Jacksonville’s civic 13
history, including the $2.2 billion Better Jacksonville Plan, the 14
Preservation Project, the creation of the Jacksonville Economic 15
Development Commission, and the development of a comprehensive Code 16
of Ethics for the City, among many others; and 17
WHEREAS, Rick’s public service extended beyond the walls of 18
City Hall. Rick Mullaney has been active with St. Vincent’s 19
HealthCare Foundation and St. Vincent’s HealthCare System since 20
2004 and 2005 respectively, holding the leadership position of 21
Chairman of the Board of Directors for St. Vincent’s HealthCare 22
Foundation in 2009-2011; St. Vincent’s HealthCare Systems Strategic 23
Directions Committee Chair in 2006-2007. Rick has also shared his 24
time with Gateway Community Service Board of Directors, acting as 25
the Vice Chairman from 2010-present. As well as being an active 26
member of a charity close to Rick’s heart, the ALS Regional 27
Council; and 28
WHEREAS, after a long and distinguished career as an attorney 29
and a subsequent run for mayor, Rick Mullaney has become the 30
founder and first Director of Jacksonville University’s Public 31

Policy Institute which will offer the first master’s degree in 1
public policy in the State of Florida as well as three master’s in 2
public policy dual degrees in law, business, and marine science and 3
serve the Jacksonville community as a resource for research, public 4
programs, and collaborative efforts to analyze and solve important 5
public policy issues in Northeast Florida, the State, and the 6
Nation; now therefore 7
BE IT RESOLVED by the Council of the City of Jacksonville: 8
Section 1. The City of Jacksonville hereby honors and 9
commends Richard A. “Rick” Mullaney for his outstanding performance 10
as Jacksonville’s longest-serving and one of its most effective 11
General Counsels, and extends its best wishes for the success of 12
his new Public Policy Institute at Jacksonville University and his 13
many other civic involvements. 14
Section 2. Effective Date. This Resolution shall become 15
effective upon signature by the Mayor or upon becoming effective 16
without the Mayor's signature. 17
