This presentation is being provided by the Clearinghouse for Specialized Media and Translations (CSMT) in collaboration with the Low Incidence Funding for Special Education. We will provide information regarding funding for specialized materials.

OUR MISSION

The mission of the CSMT is to make learning resources and learning environments accessible and meaningful to students with disabilities.

FUNDING SOURCES

CSMT receives funding from three sources:– Special Education (Federal)– Proposition 98 (Instructional

Materials Fund)– American Printing House for the

Blind (APH)

SPECIAL EDUCATION

Under the statutory codes, funding is allocated by the federal government to provide materials and services to students with disabilities. Special Education funding is used to staff the CSMT.

PROPOSITION 98Instructional Materials Fund (IMF)

Proposition 98 was passed by voters in 1988 to establish a minimum financing for the production and distribution of student instructional materials.

IMF FUND USES

• Contract transcribers and embossers

• Contract large print vendors

• Contract for other specialized media

• Production of audio recordings and creating Digital Talking Books

AMERICAN PRINTING HOUSE for the BLIND (APH)

In 1879 Congress passed the Act to Promote the Education of the Blind. Every year since Congress allocates money to fund this act.

ACT TO PROMOTE EDUCATION FOR THE BLIND

American printing House for the Blind (APH) was designated by Congress to dispense funds to develop, produce, and distribute educational materials for the blind.

ANNUAL ALLOCATION

In the spring of each year, Congress allocates a dollar amount to fund the project. The 2010 allocation is $335.40 per enrolled qualified student. That money is placed into accounts for each state at the start of the fiscal year, October 1st.

REGISTRATION

• Enrollment on the first Monday of January• Qualified as Legally Blind:

Meets the definition of blindness (FDB)– 20/200 (Snellen Chart) in better eye corrected– >20% peripheral vision

Function at the definition of blindness (FDB)

Brain trauma or neurologic impairment

ORDERING ONLINE

The Instructional Materials Ordering and Distribution System (IMODS) provides online ordering. Members order books using the ISBN and ‘allow to cart’ the format they need. Specialized materials from APH can be ordered using the Federal Quota dollars placed into each account.
