Council Chamber, City Hall, Halifax, N. S., March 7, 1962, 3:00 P. M,
A meeting of the City council was held on the above date.
After the meeting was called to order the Members present, led by
the City Clerk, joined in reciting the Lord's Prayer,
There were present His Worship the Mayor, Chairman; Aldermen Lane,
Macdonald, Butler, Meagher, 1eB1anc, Trainer, Healy, Connolly and O'Brien,
Also present were Messrs. P. F. C. Byars, R. H, Stoddard,
W. J, Clancey, L. Ifitehell, L. M. Romkey, G, F, West, J, F, Thomson,
V. W, Mitchell, R, B. Grant and Dr. A, R. Morton of Staff and Mr. G, S. Gowan,

The meeting was called specially to consider the draft of the
proposed new City Charter.
MOVED by Alderman Trainor, seconded by Alderman Iiealy, that
Council defer final consideration of the proposed City Charter at this time
but that consideration of same he proceeded with over the ensuing year
so that it can be presented to the legislature during the 1963 session.
At 3:15 P. III, His Worship the Mayor left the Chair to address
Council from the floor, and the Deputy Mayor assumed the Chair,
His Worship the Mayor requested that Council not defer this matter
as deferment would delay legislative approval for one year and a new
Charter is vitally necessary for the efficient operation of the City,
he stated that the City Manager, Deputy City Solicitor and himself
had gone over the draft Charter thoroughly and proposed to make oertain
alterations which he asked the Members of Council to consider before
deferring consideration of the document.
He pointed out that the draft gives the Council wide and general
powers, none of which would become operative until after proclamation by the
Governor-in-Council; and that none of the Sections would be proclaimed until

council so requested. This would give Council a further opportunity to further
debate the various Sections.
He referred to three main objections of Council, as follows:
1. The elimination of Section 909 of the present Charter, respecting powers of the Board of School Conanissioners, in the draft Charter.
His Worship the Mayor advised that an identical Section has since
been included in the draft as Section 367A.
2. The matter of appointment of permanent Members to the Point Pleasant Park Commission. and the administration of the Park.
His Worship the Mayor stated that Council has already indicated its
policy with respect to Gomissions and Boards.
3. The matter of Public Hearings.
His Worship the Mayor stated that the Act would not come into effect
until after proclamation by the Governor—in-=Cou.ncil and that if Council
approved of each Section of the new Charter separately 9 public hearings
could be held on the individual Sections, if Council deemed it necessary,
before each was proclaimed.
He explained that there is a general Section dealing with the date
on which the new charter would become operative .

Alderman Trainer, with the premission of his seconder. withdrew his
motion to defer.

Section 31 be re—drafted to provide that the tens of office of the Mayor
shall be three years as may be determined by Statute. Motion passed.

CHANGE IN ESTABLISHMENT - BJLSINVIEW HOME
To His worship the Mayor and Members of the City Council.
At a meeting of the Public Health and Welfare Committee held on March 8, 1962, a. report was submitted from the Commissioner of Health advising that the Provincial Department of Welfare has requested that Mr. Ashmole, welfare Officer No. l, on the Basinview Home Payroll should be taken off and charged to the regular Welfare nepartmmt of the City of Halifax. The Provincial policy is persons being employed on a. full time basis in welfare or in a welfare office, should appear on the claim for administrative expenses where the Province will reimburse the City 50% of the salary. Only when a. person is employed on a full time basis in a City Institutim and has his office in that Institution should he be attached to the staff of that Institution.
The Comissioner felt the Ciqr could collect 66-2/3% of his salary from the Proziincial Government but where he works only part time at that work, the balance of the time is in the welfare Office proper. The Government requests that he be added to the 1961 Administrative Expense Report. He, therefore, requested pemission to change the establishment in this respect.
Your Collnittee recommends that the permission requested be granted.

Your Committee concurs in the recommendation of the City Manager sub- ject to a. report from him as to an exa:nination‘_.of the specifications contained in the "Tender Call"; the operation of the former station wagon previously in use; ascertain if any tmderer would be disqualified on the grounds of involvement of any company officers on Boards or Cmissions appointed by Council; also a report from the Coxdssioner of Finance as to the source of the necessary funds.

At a meeting of the Finance and Executive Committee held on March 8, 1962, a proposed New Ordinance No. 50 as prepared by the Deputy City Solicitor, which was read and passed a first time at the last regular meeting of Council, was again submitted.
Your Connittee recommds that the Ordinance be read and passed a second time subject to a report from the Deputy City Solicitor giving compari- sons between the presmt Ordinance and the proposed new one.
