1. Situation. To promulgate policies, procedures, and guidanceregarding the management and administration of Mobile Facilities(MF5) and related equipment assigned to U.S. Marine Corpscommands.

2. Mission. To provide Marine Corps Forces with deployable andenvironmentally controlled shelters for aircraft logistic supportin tactical and garrison environments. All MFs and ancillaryequipment will be managed, utilized and maintained in accordancewith references (a) through (j) and policies set forth~in. thisOrder. Successful execution of this program relies heavily on

proper management at all levels, but mission accomplishmentrequires appropriate actions at the user levels.

3. Execution

a. Commander’s Intent and Concept of Operations

(1) Commander’s Intent. Ensure the readiness of allMobile Facilities and ancillary equipment by providing supportand sustainment in accordance with established policies andprocedures.

(2) Concept of Operations. This program must beconducted on multiple levels.

(a) Headquarters Marine Corps (HQMC). The AviationSupport Logistics Avionics section (ASL-34) provides oversightand guidance to subordinate elements. ASL-34 also acts as theliaison and establishes the mobile facility program requirements,on behalf of the Deputy Commandant of Aviation, to the NAVAIR MFProgram Manager.

(b) Marine Forces (MARFORCOM / MARFORPAC /MARFORRES). The MARFOR Aviation Logistiós Division (ALD)Avionics section provides oversight and guidance to subordinateelements. The MARFOR also acts as the liaison to HQMC (ASL-34)and the NAVAIR MF Program Manager.

(c) Marine Aircraft Wing (MAW). The Marine AircraftWing (MAW) ALD Avionics branch manages all MFs and ancillaryequipment and coordinates the distribution of MF assets betweenhigher and lower echelons.

Cd) Marine Aviation Logistics Squadron (MALS). TheMarine Aviation Logistics Squadron (MALS) Avionics Officer (AVO)is responsible for the day to day operation, maintenance andmanagement of all MF assets within the Marine Aircraft Group, toinclude supported units, such as Marine Wing Support Squadron(MWSS) and the Marine Air Control Squadron (MACS).

(e) Supported Units / Training Commands. TheCommanding Of fiOer/Officer-in-Charge (CO/OIC) of ~supported unitsusing MF assets, must work in concert with the MALS AVO to ensurethe successful execution of the MF program

b. SubOrdinate Element Missions

(1) HQMC ASL shall:

(a) Be responsible for the management andthecoordination of the U.S. Marine Corps MF program.

(b) Serve as the Table of Basic Allowance (TBA)program sponsor who publishes the mobile facilities andassociated ancillary equipment requirements in support of MarineCorps aviation.

(c) Collaborate with the MARFOR5 and the NAVAIR MFProgram Office for production priorities, MF TBA requirements andincorporation. Annual review of the TBA will address any updates.

(2) The MARFOR shall:

(a) Be responsible for the management and thecoordination of the MARFOR MF program in accordance withreferences (a) through (j) and policies set forth in this Order.

(b) Assign, in writing, the MARFOR Mobile FacilityCoordinator (MFC).

(c) Require the MARFOR MFC to be a certifiedInternational Convention for Safe Containers (CSC) inspector.

(d) Publish an MF inspection schedule via Navalmessage to ensure the MAW MF program is inspected by the MARFORMFC annually using enclosure (1). Enclosure (1) shall bemaintained per reference (j) SECNAV M-5210.l.

(e) Forward annual inspection results to CMC (ASL-34).

(f) Maintain file copies of the MF annual inventoryfor a minimum of two years per reference (j) SECNAV M-52l0.1.

(g) Upon MF survey approval, ensure MF is disposed ofin accordance with this Order.

(3) The MAW shall:

(a) Be responsible for the management andcoordination of the MF program in;accordance with references (a)through (j) and policies set forth in this Order.

(b) Assign, in writing, a MAW MFC.

(c) Ensure that the MAW MFC is a certified CSCinspector.

(d) Ensure the best possible MF deployable posture ismaintained using assets within the MAW, through closecoordinationi with MARFOR ALD-E and strict~adherence to the CSCprogram.

Ce) Ensure timely and accurate submission of MFreports as required.

(f) Ensure that the MAW MFC accompanies the MARFORMFC during the annual MARFOR inspection of the MAW.

(g) Ensure that the MAW program is inspected by theMAW MFC annually using enclosure (1). The annual Wing Inspectionwill be performed within six months after the MARFOR MFinspection.

1. Forward inspection results to CMC (ASL-34) viachain of command.

(h) Inform MARFOR ALD-E of changes in status of MFprogram equipment as they occur.

Ci) Maintain file copies of the MF annual inventoryfor a minimum of two years per reference Ci) SECNAV M—52l0.l.

Ci) Upon MF survey approval, ensure MF is disposed ofper this Order.

(4) The MALS shall:

(a) Manage the local MF program, to include alldivisions within MALS, deployed and deploying units and othersupported units with MF requirements, in accordance withreferences (a) through (j) and policies set forth in this Order.

(b) Assign, in writing, a MALS MFC.

Cc) Ensure the MALS MFC holds the 6499 MOS and is acertified CSC inspector.

Cd) Ensure the MALS MFC conducts periodic (semiannual) site visits to supported units to assist in management ofthe MF program.

(e) Ensure the best possible MF deployable posturethrough close coordination with the, MAW MFC and strict adherenceto the CSC program. Ensure CSC inspections are kept current.

(f) Ensure that at least four members of the unit arecertified CSC inspectors.

(g) Establish training tracks to qualify user (i.e.,department, division and section) personnel in MF 0-Levelmaintenance. Selected user personnel shall be trained to thelevel necessary to perform collateral duty inspections (i.e.,scheduled maintenance and corrosion control) . This training willbe documented in the Collateral Duty Inspector (CDI) andmiscellaneous sections, respectively, of the individual’straining jacket. Training will be conducted by W/C 60C.

(h) Ensure that Logbook and Inventory Records (LIR5)and OPNAV 4790/51, Support Equipment Custody and MaintenanceHistory Records are maintained by Production Control inaccordance with references (c) and (j) SECNAV M-5210.l.

(i) Ensure that Quality Assurance conducts programaudits on work center 60C as required by reference Cc)

(j) Ensure receipt and transfer messages that arerequired by this Order are prepared and submitted per enclosure(2) . Receipt and transfer messages shall be maintained for aminimum of one year per reference (j) SECNAV M-5210.1.

(k) Maintain file copies of the MF annual inventoryfor a minimum of two years per reference (j) SECNAV M-5210.1.

(1) Submit MF disposition/survey requests perenclosure (3), as required. Upon survey approval, prepare MF fordisposal per this Order. MF disposition/survey requests shall bemaintained for a minimum of two years per reference (j) SECNAV M5210.1.

(5) Supported Units Commanding Officer/Off icer-in-Chargeshall:

(a) Assign, in writing, an MFC.

1. The MFC will be directly responsible to theCO/OIC for implementation, coordination, and management of theunit’s MF program in accordance with references. (a) through (j)and policies set forth in this Order.

2. The MFC will be the liaison between theirunit and the MFC of. the MALS providing I-Level si.ipport.

(b) Ensure that the MFC accompanies the. .supportingMALS MFC during site visits.

(c) Ensure the best possible MF deployable posturethrough close coordination with the MALS MFC and strict adherenceto the CSC program.

(d) Ensure that the CSC inspections are kept currenton all active MF5. The MAW or supporting MALS CSC inspector maybe used for CSC program required re-inspections.

Ce) Enforce a comprehensive MF maintenance program,per applicable references and this Order, to provide maximumsupport with an emphasis on readiness. This will be accomplishedby performing all user-related maintenance actions and bycoordinating with the supporting MALS production control forthose repair actions requiring support from W/C 60C.

(f) Ensure that a minimum of two personnel persection (Expeditionary Airfield (EAF), Weather (WX) and AirTraffic Control (ATC)) are trained to a level necessary toperform limited MF QA inspections (e.g., scheduled maintenanceand corrosion control). The supporting MALS W/C GOC will providethe training necessary to qualify user personnel in MF 0-Levelmaintenance.

Cg) Maintain a current MFTOOL inventory database ofall MF equipment supported by the MALS.

(h) Report all updates to the MFTOOL database, asthey occur, to the supporting MALS.

c. Coordinating Instructions

(1) Mobile Facilities Coordinator (MFC). The MFC shallbe a Staff Noncommissioned Officer:CSNCO) that holds the 6499MOS. The MFC shall maintain a copy of this Order and be familiarand comply with references (a) through Ci) and policies set forthin this Order. The MFC shall ensure that the subject line of allNaval messages regarding MF program equipment begins with “SE-4MOBILE FACILITY (MF) .“

(2) International Convention for Safe Containers (CSC).Mobile facilities are. military dry cargo intermo.dal containersconstructed to International Organization Lfór Standardization(ISO) standards and support multip1e~ modes of handling andtransportation. Mobile Facilities are required to meet ISOcontainer and international shipping standards. All active MF5must comply with international regulations governing intermodaldry cargo containers. Mobile Facilities, therefore, requirecertification under the CSC Program.

(a) Every active MF is required to have a CSCinspection data plate permanently attached. The data plate willdisplay the next CSC inspection due date.

(b) Inspections are conducted in accordance withreference (b)

Cc) Mobile Facilities that fail a CSC inspection orwhose CSC inspection due date has lapsed will be considered a CSCfailure and are, therefore, non-deployable until such time thatthe material condition of the MF has been restored to a passingcondition.

(d) Inspectors must be initially certified bysuccessful completion of the AI’4M0-43 Intermodal Dry CargoContainer/CSC resident Course. Recertification may beaccomplished by either the resident or non-resident course.

1. Nominees should be screened, qualified andcertified with the same degree of consideration given a CDI.

2. Enrollment is requested in accordance withestablished training procedures.

3. Each CSC Inspector shall submit a copy oftheir certificate to the MAW MFC who will maintain a copy andforward to the MARFOR MFC.

(3) Movement Control. The term movement applies todeployments, transfers and temporary loans. Movement control isa high impact issue because it has a direct effect on inventorycontrol. All movement must be approved prior to execution andmust be reported to the MF Program Office via Naval message,citing the approval authority, to facilitate inventorycontrol.As with all matters pertaining to MFs and ancillary equipment,movement must be coordinated through the MALS MFC.

(a) Intra-wing movement must be approved by MAW ALD.:Avionics. Intra-wing movement is.: defined as any movement where:the MF/equipment willremain in.t:he ciastody:of a MALS, ~:supported unit, assigned to MAW. : ::

(b) Any movement of MF5 and/or ancillary equipmentOutside Continental United States (OCONUS) (with the exceptionsof intra-wing movement within l~ MAW, and the MEU Aviation CombatElement (ACE) onboard ship) must be approved by the MARFOR.

(c) Inter-wing movement, when the MF/equipment willbe in the physical custody of a unit not within the MAW, must beapproved by the MARFOR.

(d) Movement of MF’s housing hard-mounted IndividualMaterial Readiness List (IMRL) equipment outside of the parentMALS must be approved by the IMRL TYPE COMMANDER (TYCOM)(COMNAVAIRFOR/COMNAVAIRFORRES) as well as the appropriate MFauthority.

(e) Prior to movement, the MFs must be prepared inaccordance with reference (h) and inspected in accordance withreference (b) . MF must have a minimum of 60 days remaining onthe CSC inspection due date at the time of movement.

(f) No MF will be transferred with equipmentshortages unless approved by the MF Program Office. Allshortages will be annotated on the transfer Naval message and inthe LIR.

(g) Authorized modes of transportation are: air-ridetruck, ship, or air (when operational considerations requireurgent delivery). Rail transportation ±5 not authorized. NOTE:Air louvers must be opened during air transport to prevent over-pressurization of MFs.

(h) All documentation of movement controls will bemaintained per reference (j) SECNAV M-5210.l as appropriate.

(4) Inventory Control. A current inventory of allassigned MF program equipment will be maintained by the MFC usingthe MF Tool database. This format will be used to submit theannual inventory report. Each MALS ±nventory’w±ll include all MFprogram equipment used by supported units (MWS:S,. MCC, etc).

(a) Report any changes to the MF inventory database,as they occur, to the next higher echelon..

(b) As. MFs are received, they will .be,.assigned to.aspecific Contingency Support Package; Division,~ and..Work,.Center/Branch based on the Configuration Code, needs of the unit,and consideration for older MFs that have reached their servicelife. To assist in this task, utilize the MF Table of BasicAllowances (TBA), enclosure (6) . A procedure checklist,enclosure (4), will be initiated for every MFtransferred/received and a completed copy retained in the LIR fora minimum of two years per reference (j) SECNAV M-5210.1.

(c) All receipts and transfers of MFs or ancillaryequipment will be reported via Naval message within 48 hoursusing enclosure (2) format.

(d) Receipt, transfer and disposition/surveymessages, and inventories, for all MF TBA equipment will besubmitted by the supporting MALS to the MF Program Office via therespective chain of command.

(e) Mobile Facility transactions, such as receipts,transfers, rework, and surveys, will be annotated in the“REMARKS” column of the inventory report by entering the date-time-group (DTG) and the originating activity of the messagedirecting the action.

(f) Mobile Facilities that are assigned to a MALS perthe MF TBA will not be assigned to, or used by, organizational orother activities unless specifically directed by MARFOR ALD-E.

(g)Maximum effort shall be made to utilize the TQGstorage facility in MCB Albany in an effort to reduce fleetmaintenance and increase TQG readiness. A minimum amount of TQGsshould be retained for training purposes at each MALS. EachMARFOR should determine the appropriate quantity of TQG5 requiredat each MALS to accommodate this training.

(5) Maintenance. Maintenance concepts and maintenancemanagement systems for MF program equipment are the same asdelineated in reference (c) for Support Equipment. MobileFacilities and related equipment, in use or in storage, will be.maintained in a state of operational readiness, in accordance~with references (c), (f) and (g) .,:

(a) 0-Level maintenance will be performed by the MF::user- (i.e., sections and work centers that physically occupyMF5) . 0-Level maintenance involves ~conducting the Preventive . :~:

Maintenance (PM) Inspections on the Environmental Control Unit(ECU) and.MF., keeping the ECU filterscieanand.unobstructed,keeping the inside and outside of MF.s clean.; changing lightbulbs,~ keeping hinges lubricated and corrosion free, touch uppainting, corrosion control and surface corrosion repair..

(b) The term I-Level within the MF program refers tothat level of maintenance performed by the MALS W/C 60C. I-Levelinvolves all maintenance, beyond that of the 0-level, necessaryto return an MF or ECU to ready-for-use (RFU) condition, toinclude the incorporation of applicable Technical Directives(TDs). I-Level maintenance is provided by the supporting MALSfor the training commands, MWSS and the MACS.

(c) Work Center 60C is responsible for allmaintenance requirements, to include TD5, corrosion control andsurface corrosion repair on the MF program ancillary equipment,e.g., Complexing/Decomplexing Tools (CDTs), generators, frequencyconverters, and scaffolding.

(d) ECU access panels and doors1 if removed, will bepreserved and stored in an area protected from the elements. MFpersonnel door assemblies, if removed, will be properly stored toprevent damage and in an area protected from the elements. Sideopening MF panels will be properly stored in the fixturesprovided. CDTs and generators (not required for periodic use)shall be preserved and properly stored when not in use.

(e) In garrison, MF generators, and associatedequipment, that are not in a state of preservation will beoperated one hour per week, or as local regulations permit, toprevent generator down time and provide operator training.

(f) MF generator/ancillary equipment rework shall berequested, via Naval message, in the format provided in enclosure(5)

(g) The unauthorized alteration or modification of anMF from its original configuration, or intended use, is strictlyprohibited. The temporary addition or relocation of originalinternal MF equipment requires approval from the unit MFC and allchanges will be documented in the LIRS. Requests formodifications that permanently alter the MF’s configurati.onwillbe submitted to the MF Program Office via MARFOR ALD and NAW, ALDE.

(6) MF Complexes. There are many~factors to consider~when complexing MFs, such as, power requirements, fire and safetyregulations and overall size limitations. :;Additionally, ensureall local, state, and federal Environmental Protection Agency:(EPA) regulations are followed to include painting restrictions,oil/water separators, hazardous material containment andemissions, etc. All regulations, requirements and restrictionsfor MF complexes are provided in reference (h)

(7) Equipment Disposition Requests. If a CSC inspectordetermines that an MF is damaged beyond economical repair, thatMF is a candidate for survey.

(a) Disposition requests for mobile facilities andancillary equipment will be submitted to MAW MFC via Navalmessage, in the format provided in enclosure (3). The MAW MFCmust validate the request. If the MAW concurs with the request,it must be forwarded to MARFOR ALD for concurrence/endorsement.The request will then be forwarded to the MF Program Office forfinal disposition approval.

(b) If MF survey disposition is approved, surveyedMF5 must be sent to the Defense Reutilization and MarketingOffice (DRMO) in accordance with local instructions. A completedcopy of DD Form 1348-lA (Disposal Turn-In Document) must beforwarded to NAVAIR’s MF Program Office. Any request forretention of surveyed MFs must be submitted via Naval message toHQMC (ASL-34) and endorsed by the respective MAW and MARFOR, forapproval. Upon approval, contact the nearest DRMO to completethe DD Form 1348-lA to avoid any unnecessary transportationdisposal costs.

(c) No surveyed MF will be physically complexed with,or electrically connected to, an active MF or MF complex.

(d) Surveyed MF5, which are electrically connected toa separate power source other than active MF5, must remain intheir original electrical configuration to include propergrounding per reference (h)

(e) Once an MF has been approved for survey, thefollowing will be complied with by the surveying activity:

1. Permanently remove or paint over all MFmarkings or decals as applicable and remov& the. CSC data plate.

3. All butting kits, walkways, environmentalcontrol units, and fire bottles will be removed from a surveyedMF prior to its disposition. Should a surveyed MF be connected toa power source, a fire bottle must be maintained within the MF.

4. Complete Receipt/Transfer/Survey proceduresas per enclosure (4)

5. Comply with survey disposition instructionsfor the MF LIR as outlined in the MF Program Office dispositionmessage.

(f) Surveyed MF5 will not have equipment installedfor which a “SHORTAGE” is noted in any active (non-surveyed) MF.

(g) Surveyed MF5 are not deployable and cannot bestacked or hoisted via ISO corners.

(h) An Environmental Control Unit is not an integralpart of an MF; therefore, the ECU will not be disposed of withthe MF. No RFU ECU will be placed in a surveyed MF if an activeMF requires one. Work Center 60C will maintain a signed custodycard on each ECU being used in a surveyed MF. All scheduled andunscheduled maintenance will continue on every active ECU. NonRFU Environmental Control Units will be disposed of per theirsource, maintenance, and recoverability CS, M, and R) codes.

4. Administration and Logistics

a. Personnel

(1) MALS W/C 60C is established to provide I-Levelsupport for MF5 and MF ECU5. w/C 60C is also responsible for allscheduled and unscheduled maintenance of the MF ancillaryequipment. The Table of Organization for each MALS provides abasic “core” of personnel that hol.dthe 6499 MOS. VariousOrganizational level T/Os hold additional 6499 Augmentees in

:b..~Funding Responsibilities and Cognizance

(1:) The NAVAIRHQ MF ProgramBranch .Headhas totalbudgeting, funding, and acquisition responsibility for all MFsand related equipment acquired in support~of the NAVAIR mission.The NAVAIRHQ MF Program Branch Head has configuration andoutfitting responsibility for all MFs acquired in support ofspecific NAVAIR weapon system projects and funded through theappropriate program management or program coordinator office.

(2) The NAVAIR MF Program Management Office hasresponsibility for all MF5 acquired under the MF5 subline in theCommon Support Equipment APN-7 (BA-7) P-I Budget Line Item. TheNAVAIR MF Program Management Office has direct budgeting/fundingresponsibility in the Operation and Maintenance, Navy (O&M,N)appropriation for configuration/equipment installationrequirements for those MF5 procured in support of the NAVAIRmission whether for a specific weapon system or a commonrequirement. Reference (c) authorizes the use of Aviation FleetMaintenance funds for organizational and intermediate levelmaintenance of MF equipment used in support of aircraftmaintenance. Operating costs, such as those needed for engineoil, filters, and fuel for MF equipment must be budgeted andfunded per TYCOM and local instructions.

5. Command and Signal

a. Command. This Order is applicable to the Marine CorpsTotal Force.

b. Signal. This Order is effective date signed.
