if you ever need insurance in Hale Center you might meet him.

Several phone calls were made Saturday afternoon as well as

several home visits and by 7:00 p.m. the parking lot was full at the Rivers of Living Water Church. Over 20 people, men

women and children, gathered at the church to repaint the front before the congregation arrived Sunday Morning for services.

Representatives from 5 different churches in Hale Center came together to repaint the front of the building. The representatives

Outstanding Texas 5th grade Carr Middle School student, Kaitlyn Lawson has been selected to participate in Education in Action's summer 2008 Lone Star Leadership Academy programs in Dallas/Fort Worth.

During the weeklong residential Lone Star Leadership Academy programs, Miss Lawson join delegations of other distingllished students from across the state to develop leadership skills while learning about the great state of Texas.

She experienced what her and other students are learning in school through visits to historically, ·politically, scientifically and environmentally significant sites including the U.S. Bureau of Engraving and Printing, Fort Worth Stockyards National Historic District and Sixth Floor Museum at Dealey Plaza (Dallas/Fort Worth program), the offices of their state legislators, The Bob Bullock Texas State History Museum, bat watching on the Lone Star Riverboat and a Cowboy Cookout (Austin program) and NASA, the Houston Ship Channel, San Jacinto Battleground Monument

and Moody Gardens (Houston/ Galveston program) and much more.

The Lone Star Leadership Academy provided a unique opportunity for Miss Lawson to learn about the Spirit of Texas and what it truly means to be from the Lone. Star State. Along with other students discussions were based on what they learn, complete problem solving and decision-making simulations, exercise creativity and practice presentation skills in Leadership Groups. In addition, she had fun meeting other outstanding students from across the state of Texas and making new friends while adding to her resume of academic achievements, developing leadership skills and bringing home a wealth of ·information to supplement what she has learned in school. •

Selection for the Lone Star Leadership Academy is based on a student's demonstrated academic success and leadership ability, an educator recommendation and involvement in schooUcommunity activities.

Kaitlyn Lawson is the daughter of Melissa Lawson.

Fitness testing of schoolchildren shows plenty of room for improvements

AUSTIN - About two-thirds of

the lO million schoolchildren

in Texas are not up to physical

fitness standards, according to a

study by a private company and

funded by $2.5 million in private

donations.

The Texas Education Agency

on July I publicized preliminary

results after 2.6 million of the

state's 3.4 million children in

grades 3-12 were tested.

Test results show elementary

school kids tend to be more fit

than older kids. Roughly one­

third of third-grade boys and girls

tested in the "Healthy .Fitness

Zone." Testing revealed that an

even lower rate of middle school

students scored in the zone and

that high school students were

less fit than middle-schoolers.

The testing measures body

composition, aerobic capacity,

strength, endurance and flexibility.

Each student must have a skin fold

test and attempt a one-mile run,

curl-ups, pushups, trunk lift and

shoulder stretches.

Parents or guardians may obtain a

copy oftheirchild's "Fitness gram"

report from the child's school.

The legislation that instituted

the testing · and daily physical

exercise requirements was written

by Sen. Jane Nelson, R-Flower

Mound, and sponsored by Rep.

Rob Eissler, R-The Woodlands.

According to the TEA, the Texas

comptroller found that Texas

businesses spent an estimated $3.3

billion in 2005 on costs related to

These are preliminary results, but

in the spring term only two out of

more than 10,000 Texas high

school athletes tested positive for

anabolic steroids in their systems

in a random screening program

mandated by SB 8 passed by the

80th Texas Legislature in 2007.

Student-athletes in grades 9-12,

regardless.of sport, gender or

participation level are subject to

screening. The University

Interscholastic League said 40,000

to 50,000 student-athletes will

have been screened by the end of

the 2008-2009 school year.

The program costs the state $3

million to administer.

July 4th weekend was excellent! The credit goes to those who worked to clean up and ready the downtown area and to those who arranged all the activities. The Parade Marshall, Trm Silva, was also honored at a well attended reception. We do not forget our own.

Now here is what you can expect from city activities in the near future. Weather permitting, work on East 9th street begins today. If not, it will begin next Friday, if it's dry enough. Bill Ayers will continue filling pot holes. Jack Needham will continue to

spray weeds and mosquitoes when weather permits. The wind and temperature must be in the acceptable range to spray either weeds or mosquitoes. Paul Gonzales will continue to work on deficiencies pointed out by the state.

The city will be advertising some real estate for bids in the near future. Maybe another new house will be built.

Hunter Hopes to Unseat

Barack Obama Bu4d~cNeely PORT ARANSAS - Few will be rooting harder for Barack Obarna to have long coattails in Texas this fall than his Harvard buddy Juan Garcia. Since the two Democrats graduated from Harvard Law School in the early 1990s, Garcia, 42, ((DOB 5/27/66) is seeking re-election to a second two-year term in the Texas House of Representatives here. Obarna, three years into his first term as a United States Senator from lllinois, is the

. presumptive Democratic nominee for president. Both men outdid expectations with political upsets. Garcia in 2006 knocked off Gene Seaman, a former Nueces County Republican chairman, partly with the help of Libertarian Lenard ((CQ)) Nelson, who drew 5.6 percent of the vote (and is running again this year). Obama challenged former First Lady and U.S Sen. Hillary Clinton of New York, to become the apparent upset winner of the presidential nomination. While the Obama campaign's vigorous organization and impressive fundra,ising ability is expected to help boost Garcia's candidacy, he nonetheless has a popular former Democratic state

' representative, Todd Hunter, 54 ((DOB 8/26/53) running against him as a Republican.

in whether Republican Tom Craddick continues as speaker of the Texas House, where Democrats lack just five votes of becoming a majority. Hunter, an attorney who served eight years after first being elected in 1988, chaired the Civil Practices Committee before retiring in 1997 to spend more time with his family. But he said even then that he didn't consider his elective career over, and was just taking a break. "My political career is not ending," he said in November of 1995, when he announced he would not seek re-election. "It's just beginning." While he was still in the House, Republicans tried to get him to switch parties, but he declined. He has said that he was not recruited to run by Craddick. The race is in District 32, which includes Aransas, Calhoun, San Patricio Counties, plus part of Nueces County - where Corpus Christi is located. Garcia's background includes years of service as a Navy pilot, with stints including the Persian Gulf and Kosovo. He still is active in the Naval Reserve, including giving flight lessons. He hopes his military background will continue to cut into groups that often tend to vote Republican. He is a practicing attorney. The next several weeks will determine whether Garcia's ambitious political career will continue, or be sidetracked after two years.

I would like to start off this week apologizing to Johnny Ruiz III! Week before last I had mentioned that Bill Ayres was working on the pot holes with the help of Johnny Diaz,. Well guess what. His name is Johnny Ruiz III.

This 4th of July was a huge success. The parade was really great and no one could ask for better weather. Yes it was hot, but there was good cloud coverage at times.

I think the city park and the face lift for the City Hall looked real nice. I had taken a few days of vacation time so I was no here to tell the guys now good of a job they did. So in this article l am telling them that they did a fantastic job. "Thank you Paul, Jack, Bill, Johnny, Larry and Joel." Also the Perkins' Painting Service did a great job on painting

the doors of the City Hall and the Police Department.

The dedication ceremony to honor the 2 Fire Chief (Lee Dent and Claude Burnett) was really nice. The reception for Tim Silva was really great also. Just so happens my oldest daughter and Silva graduated together. This was their 20th class reunion. That makes it my 40th year out of school! !

I do not have a lot to report on the City this time. If you would drive down Main Street, West 3rd Street, East Cleveland and East 1Oth Street you will see the four new houses that are being built. These houses are coming along really fast, once things got to moving.

Hello there! I was really pleased with the turnout for the 4th of July. With the exception of the mischievous juveniles, we made it through the holiday without any serious problems. Last Thursday night we had four officers out until I :00 a.m. and at least one officer on duty until 3:00 a.m. Officer Carrier was sent home early since she had to be back at 10 a.m. Sometime between 3-6:30 several juveniles painted on the front of the Rivers of Living Water church located at lOth and Main. Luis Tire . Shop and Reflections were also defaced with graffiti.

On the night of 07/06 Officer Carrier responded to an address at 304 W. 11th in reference to a domestic violence. Celestino Leija was placed under arrest for Domestic Assault and Criminal Trespass.

On the morning of 07/07 a residence at 210 W. 13th was burglarized between 10 a.m. and Noon. A desktop computer, DVD Player, Assorted Coins, 50 DVD movies, 2 cellular phones and aluminum cans in a white cotton sack were taken from the residence.

On the morning of 07/08 we received a call from Lowe's . Lowe's reported Criminal Mischief in front of the store. A

Pepsi machine that was located on the south end of the store was vandalized.

The Police Department has purchased a bicycle as promised. During the late nights and early mornings don't be surprised if you don't see a patrol vehicle out moving around. It probably means that the officer's are on bikes instead of the patrol cars. We have already caught several juveniles this past weekend that weren't supposed to be out after curfew. The kids know who I'm referring to and told me personally "We never even heard or seen you coming", that's what was supposed to happen: mission accomplished!

I had a lady tell me last week that she was leaving town for a couple of weeks. She informed me that she had gone to every one of her neighbors and told them that she'd be leaving on Thursday and wouldn't return home for several weeks. I explained to her that the next time she left town that she only needed to tell the Police Department her closest neighbors, if she really knew them well, and · several close friends. Never tell a complete stranger anything about your lifestyle and vacation plans.

morning (Wednesday) about prank calls. I went to her residence and dialed *67. After calling *67 the operator will give you instructions on whether or not the trace went through. Once the trace goes through you have to call a 1-800 number to give additional details to the operator. In this case, I' 11 get a fax or letter from AT&T that will tell me the name on the phone account that called her as well as the number. This is an accurate way to stop all harassing phone calls. If this is happening to you and it is a cellular phone that blocks their number, call me at the Police Department and I will assist you in getting this stopped. I have access to several ways of retrieving those numbers and names. First thing you should always remember-Never answer an anonymous or private call. People are blocking their numbers for a reason. Don't get caught up in an uncomfortable situation. If the call is important to the caller, they will call from an unblocked number.

Volunteers began arriving around 6:30 p.m. and by 8:00 p.m. the job was completed. It was a wonderful sight to see all • the different churches consolidate to help another church in a time of need. In the middle of the event everyone took a short break and gathered in a circle in the middle of the parking lot. Pastor Green from the First Baptist Church led the group in pray. It was very powerful to see everyone working together as one to complete the church. This was a very strong statement for our community that we were not going to tolerate that

type of behavior in Hale Center. We have a beautiful town and plan to keep it that way. There is a Cii.me Stoppers reward for any information leading to the arrest and conviction of the suspects. good job, or the other side has an

attorney, or the amount of money

having an attorney represent you.

In most consumer cases you may

recover your attorney's fees from

the other side if you win. The best

way to familiarize yourself with

small claims court is to go to the

court and sit and watch. Then you

The statute of limitations

(the time within which a lawsuit

must be filed) for small claims

court is the same as any other court

and is based on the nature of the

claim, not the court. In most cases,

you have two or four years to file

a claim. For example, consumer

suits under the Deceptive Trade

Practices Act and torts, such as

negligence, must be filed within

two years. Claims based on a

breach of contract must be filed

within four years. Most claims

against a business are either for a

violation of the Deceptive Trade

Practices Act (two years) or

breach of warranty (four years).

Getting paid after you

win in small claims court can be

a problem. If you win, the court

will issue a "judgment" in your

favor. In many cases, no further

collection efforts will be necessary

because the person you sued will

pay the money owed. If you are

not paid, however, you should

file what is called an "abstract

of judgment." This makes the

judgment public record, and it will

be reported on the other person's

credit report. You enforce the
