MEETING OF THE BOARD OF MEDICAL EXAMINERS OF THE STATE OF NORTH CAROLINA August 7-10, 1975 The Great Smokies Hilton Asheville, North Carolina The Board of Medical Examiners of the State of North Carolina met at The Great Smokies Hilton, Asheville, North Carolina on August 7-10, 1975 for the purpose of interviewing applicants for license by endorsement of credentials and conducting other business. Drs. Frank Edmondson, President, Charles B. Wilkerson, Jr. , Secretary-Treasurer, Bryant L. Galusha, David S. Citron, J. Jerome Pence, Jr. , E. Wilson Staub and Vernon W. Taylor, Jr. were present. Also present were Bryant D. Paris, Jr. , Executive Secretary, Ms. Betty Joe Cooke and Mrs. Diane G. Freeman. The Board convened for business and reviewing of credentials. RE: Dr. Julian G Bus , Columbia, S. CD Executive Secretary presented letter from Dr. Busby requesting his being allowed to take only certain portions of the. FLEX examination rather than the entire examination. ACTION: Dr. Galusha moved that Dr. Busby be required to take the entire FLEX examination. Seconded by Dr. Pence and duly passed. RE: Federation of State Medical Boards -- Resolutions. The Board reviewed list of resolutions passed by the Board of Directors of the Federation at their June, 1975 meeting, and forwarded on to the State medical boards for their consideration. ACTION: Dr. Taylor moved that the Board approve the first of the resolutions regarding Vietnamese physicians being licensed to practice medicine in the United States. Seconded by Dr. Pence and duly passed. ACTION: By common consent, since the North Carolina Board has already taken its own action regarding FLEX Weighted Average and discontinuance of combining of FLEX grades prior to this Resolution from the Federation, this resolution was approved. ACTION: Regarding Resolution VII dealing with continuing medical education, Dr. Taylor moved that this Board approve only the concept of continuing medical educa- tion as a requirement for re-registration. Seconded by Dr. Galusha and discussion followed. Amendment to motion offered by Dr. Staub: That tne Board submit this con- cept to the North Carolina Medical Society for their comments and ideas regarding same. Amendment accepted, and discussion followed. ACTION: Substitute motion: Dr. Pence moved that no action be taken on this matter at this time, and a letter of explanation be sent to the Federation regarding same. The Board of Medical Examiners of the State of North Carolina met at TheGreat Smokies Hilton, Asheville, North Carolina on August 7-10, 1975 for the purposeof interviewing applicants for license by endorsement of credentials and conductingother business.

Drs. Frank Edmondson, President, Charles B. Wilkerson, Jr. , Secretary-Treasurer,Bryant L. Galusha, David S. Citron, J. Jerome Pence, Jr. , E. Wilson Staub andVernon W. Taylor, Jr. were present. Also present were Bryant D. Paris, Jr. , ExecutiveSecretary, Ms. Betty Joe Cooke and Mrs. Diane G. Freeman.

The Board convened for business and reviewing of credentials.

RE: Dr. Julian G Bus , Columbia, S.CD —Executive Secretary presented letterfrom Dr. Busby requesting his being allowed to take only certain portions of the. FLEXexamination rather than the entire examination.

ACTION: Dr. Galusha moved that Dr. Busby be required to take the entireFLEX examination. Seconded by Dr. Pence and duly passed.

RE: Federation of State Medical Boards -- Resolutions. The Board reviewed listof resolutions passed by the Board of Directors of the Federation at their June, 1975meeting, and forwarded on to the State medical boards for their consideration.

ACTION: Dr. Taylor moved that the Board approve the first of the resolutionsregarding Vietnamese physicians being licensed to practice medicine in the UnitedStates. Seconded by Dr. Pence and duly passed.

ACTION: By common consent, since the North Carolina Board has already takenits own action regarding FLEX Weighted Average and discontinuance of combining ofFLEX grades prior to this Resolution from the Federation, this resolution was approved.

ACTION: Regarding Resolution VII dealing with continuing medical education,Dr. Taylor moved that this Board approve only the concept of continuing medical educa-tion as a requirement for re-registration. Seconded by Dr. Galusha and discussionfollowed. RE: Assistants to sicians and re istered nurses erformin medical acts—Dr. Taylor reported on the meeting with representatives from the North Carolina Boardof Pharmacy, North Carolina Board of Nursing and the Board of Medical Examiners.

ACTION: Dr. Wilkerson moved that this Board reaffirm its previous position onrecommending that assistants to physicians and registered nurses performing medicalacts not be allowed to write prescriptions for Class 2 and 2-N controlled substances.Seconded by Dr. Taylor and duly passed.

RE: Dr. Peter B. Ru , Fort Bragg, N. C. —Board reviewed request from Dr. Ruyconcerning licensure in North Carolina for him by endorsement of his Maryland license;he is a foreign medical graduate and has not taken FLEX.

ACTION: Dr. Galusha moved that Dr. Ruy be informed that the only method of licensurefor him in North Carolina at this time would be for him to apply for the FLEX examina-tion and the Board would review his credentials for the next examination; and if heobtains certification from an American specialty board, the Board would take thatinto consideration. Seconded by Dr. Citron and duly passed.

RE: Limited license endorsement of credentials —Following discussion by theBoard regarding resident's training licenses, full license by endorsement of creden-tials and limited license by endorsement of credentials, Dr. Staub moved that theBoard discontinue issuing limited licenses by endorsement of credentials and furtherthat the resident's training license be considered as meeting the licensure statementin 90-15 of the General Statutes concerning licensure for education and training, to be-come effective as of the next Board meeting. Seconded by Dr. Citron and duly passed.

RE: Tem ora licensure in North Carolina —The Board discussed new legislationallowing the Board to grant temporary licensure and possible new guidelines for thisnew type of licensure.

RE: Dr Elio Ma io, New York —Request to take December, 1975 FLEX. The Boardreviewed Dr. Maggio's request to take the North Carolina examination for licensurein this state. His New Jersey and New York licenses have been suspended and revokedin 1%4 and 1975.

ACTION: Dr. Pence moved that the Board deny his request to take the FLEX forlicensure in this state. Seconded by Dr. Wilkerson and duly passed.

RE: Dr. Paul R Sar ent, Doctor of Osteopathy —Application for license byendorsement. Dr. Sargent's application for licensure in North Carolina was reviewedby the Board and the question of no grades being supplied on the application was

discussedoACTION: The Board instructed the Executive Secretary to determine Dr. Sargent's

grades obtained on his written examination, and determine the type of examinationtaken and that it was given by what type of Board, whether composite, medical boardor osteopathic board, and report back to the Board if there was a question concerningsame ~

RE: Dr Gordon DeFriese, Chapel Hill, N.C. —Dr. DeFriese, Director of theHealth Services Research Center of the University of North Carolina School of Medicine,appeared to discuss with the Board the proposed changes in the Board~s biennialregistration form. Dr. DeFriese advised the Board that the main purpose for requestingthese changes was to standardize the forms used and the information requested by allprofessional licensing boards or agencies in North Carolina. He stated that frequentlyhis office was called on to provide information regarding the various health serviceboards, and the requested changes would provide much of the information requested.He stated there would be no financial cost to the Board, and that no informationpresently requested on the form would be omitted. General discussion among Board

and Dr. DeFriese, with the Board expressing the feeling that completion of the form

should be completely voluntary on the part of the physician.ACTION: Dr. Staub moved that the Board approve the new registration form, with any

information that is needed by this Board and would be beneficial to the Board being

added following agreement between Dr. DeFriese and the Executive Secretary. Seconded

by Dr. Citron and duly passed.

RE: Children's Hos ital of the Kin s Dau hters —Letter from Mr. Collinsregarding consultation of out of state physicians.

ACTION: The Board received this as information.

RE: Increase in Em lo ee and Em lo er contributions to N. C. State RetirementFund —The Executive Secretary reviewed the increase in employer contributionsto the retirement fund for state employees and the increase in Blue Cross/Blue Shieldinsurance coverage from employer contributions.

ACTION: Dr. Taylor moved that the Board approve the increases as indicated.Seconded by Dr. Citron and duly passed.

RE: Dr. Luis Reuss, Chapel Hill, N. G. —The Board reviewed a request forDr. Reuss to take the North Carolina FLEX examination for licensure in this state,although he is not a citizen and has no permanent status as a non-citizen in that heis a political refugee from Chile.

ACTION: Dr. Citron moved that the Board advise Dr. Reuss and Dr. Ney thatthe policy of the Board has been established in the past regarding citizenship, andhe cannot be allowed to take the examination as he does not meet the citizenshiprequirements. Seconded by Dr. Wilkerson and duly passed on vote of six for and oneopposed.

RE: Au st 1 6 Board meetin .—Dr. Galusha moved that the Board meet at theGreat Smokies Hilton, August 12-15, 1976. Seconded by Dr. Pence and duly passed.

RE: Dr Michael W. Stannard, Chapel Hill, N.G.—The Board reviewed Dr. Stannard'srequest for extension of his Registration as a Visiting Professor beyond the one yearlimitation.

ACTION: Dr. Wilkerson moved that this request be denied. Seconded by Dr.Pence and duly passed, unanimously.

RE: Visitin Professors —policy. Dr. Wilkerson moved that the ExecutiveSecretary have authority to deny all requests when made for extensions of Registrationas Visiting Professors. Seconded by Dr. Pence and duly passed, one member abstainingfrom the vote.
