WHAT RAILWAY BOARD SAY …? Eligible persons for obtaining IZZAT MST:

Any person working in unorganised sector with income not exceeding `.1500/- pm

Member of Parliament of Rajya Sabha may also recommend to DRMs for issue of Izzat MSTs for the persons of the district in which these MPs normally reside in. DRM will then authorise SM through Format “A”. SM/CBS should only accept Format “A” and not “B”.

IZZAT MSTs can also be issued on production of BPL card issued by State Govt or any other certificate issued by Central Govt under a recognised poverty alleviation programme.

The validity of Identity Card if issued by Railways will become co-terminus with the validity of that income certificate.

Izzat MSTs should strictly be issued only from place of residence to place of work.

The income certificates in prescribed format issued by MLAs has to be honoured for issue of Izzat MSTs w.e.f. 1/7/2011 – Extended up to 30/09/2012, subject to:

Persons belonging to their constituencies. Income Certificate issued by MLAs is for ONE TIME USE

only. Every time, new Income Certificate has to be obtained from

MLAs for issue of IZZAT MSTs.

Validity of Travel: Izzat MSTs will be valid only in second class in all passenger trains and that Mail/Express, Superfast & MMTS trains, without any additional surcharges.

Staff under any circumstances should not harass IZZAT MST seeking passengers.

INSTRUCTIONS FOR STREAMLININGISSUE OF IZZAT MST

On and from 15th April 2012, all CBS/SM should strictly adhere to New Guidelines.

On and from 15th April 2012, all IZZAT MST seekers should be directed to report to CBS, for data filling – as ONE TIME MEASURE.

CBS/SM shall verify the income certificate to see if the columns filled up are in compliance with the provisions laid down and is complete in all aspects. Income certificates not complying the norms laid down shall be summarily rejected duly inking the remarks.

Izzat MST seekers shall be asked to produce any one of the following for verification of address – Original and Xerox copy:

Voters Identity Card issued by Election Commission of India. Passport. PAN Card. Driving License issued by RTO. Ration Card. Nationalised Bank Pass Book with photograph. Unique Identity Card(AADHAR).

CBS/SM shall take a judicious decision on whether his station is the nearest station of service for the address wherein the passenger resides.

The passenger shall affix his/her recent passport size photo on the reverse of the original income certificate – [MP/MLA/DRM – BPL card etc.,].

CBS/SM, if convinced that the income certificate can be honoured at his station on the basis of address proof, will attest the photo pasted on the reverse duly affixing his office/station seal and write ”please issue”.

CBS/SM shall provide a progressive unique number in the format as prescribed as (Station code/year (yyyy)/0001-9999) and write the same on the face of original Income certificate legibly, in bold letters. For example, the first number at Arakkonam station shall be AJJ20120001. The first number at Melmaruvathur station shall be MLMR20120001.

Any honouring of income certificate for issue of Izzat MSTs without the attestation by CBS/SM and progressive unique No. will be viewed seriously and staff along with CBS/SM will be held responsible.

Booking Staff while issuing IZZAT MSTs, can mention the LAST SIX DIGIT of the above unique code under “Concession Form No: - as 120001”.

CBS/SM shall file the declaration along with Xerox copies of income certificate and address proof as per the progressive number issued by him for future reference.CBS/SM shall be held responsible for the safe custody of the documents.

The declaration shall become co-terminus with the income certificate. If a new income certificate is produced, a fresh Declaration should be obtained. In such cases, the procedures listed above have to be repeated.

After successful printing of Izzat MST, the counter staff shall invariably enter the details on the reverse side of the original Income Certificate in the following format:

CBS/SM shall obtain from IZZAT MST seeker

1. A declaration from the passenger in the prescribed format in Printed Form duly filled by the passenger in English or in vernacular language;

2. Xerox copy of income certificate (both sides after affixing photo)

3. Xerox copy of address proof submitted.
