1. INTRODUCTION

The Commercial Complex “City Centre” is located at Raipur on Khasra No. - 773. 774/1, 941,

942, Pawari Halka No. 109 at Village – Saddu, Tehsil – Raipur, District - Raipur (C.G.),

Chhattisgarh. The Project “City Centre” is being spread over an area of 12.93 acres. This project

was developed by M/s Ambuja Realty Development Ltd. This is a commercial project, comprises

of mall, multiplex and restaurant, however planned to develop hotel, offices and club in future.

Application for Environmental clearance for the project “City Centre” had been submitted to the

Ministry of Environment, Delhi on 31.12.2007.. At the beginning this case was under MoEF&CC

due to the absence of State Authority & Committee at Chhattisgarh during that time, and the first

Technical Presentation was held on 03.05.2008. Later on a letter was issued by State Environment

Impact Assessment Committee dated 29.05.2008, informing that this case will be considered by

State Expert Appraisal Committee only after the receipt of the file from Ministry form Delhi.

The State Environmental Impact Assessment Committee of Chhattisgarh has informed that the

original application file from Ministry of Environment has not been reached to them only

intimation from Ministry had reached and the project will only be duely considered after receiving

of complete set of file form the Ministry.

Meanwhile the Sate Authority and Committee at Chhattisgarh had dissolved and reformed in the

Month of September 2011. The Application for the Environmental Clarence to the State Authority

Chhattisgarh submitted on 19.09.2011. The 1st technical presentation to the State Committee on

31.01.2012 .valid sanctioned plan submitted to the authority on 31.08.2012 for issuance of Final

Environmental clearance.

On 1st

February 2013, letter from State Level Committee has been issued mentioning the violation

of Environmental Protection Act and referring notification of Ministry of Environment & Forest

dated 12.12.2012 on steps against violation vide letter No. 402/SEAC-CG/EC/Contru /RYP/268 dt.

01.02.2013 & asked to submit the board of resolution stating commitment to obey the Environment

Protection Act 1986 and the violation will not be repetitive. Notarized copy of Board of

Resolution submitted to State Environmental Impact Assessment Committee Chhattisgarh dated

21.03.2013. This Case was filed before the Ld. CJM, at Raipur Chattishgarh, by Chhatisgarh

Pollution Control Board dated 05.09.2013 against Ambuja Realty Development Limited and others

for non-compliance of section 15 and 16 of Environment Protection Act, 1986 and Section 44 and

47 of WATER (PREVENTION AND CONTROL OF POLLUTION) ACT, 1974 and under

section 37 and 40 of THE AIR (PREVENTION AND CONTROL OF POLLUTION) ACT, 1981,

being Pollution Case No. 4324 of 2013 and case is still pending till now.

As per notification dated 14-03-2017, all violation cases would be considered at MoEF&CC level.

Accordingly, the project is being submitted to MoEF&CC for consideration.

2. LAND USE & SITE SURROUNDINGS

The chakra nalla flows adjacent to project site in East direction. HFL provided from PWD is

100.20m, whereas FGL of the site is 101.505m. Vidhan Sabha Marg is just adjacent to project site

at 0.2 km, SSE direction from project site. Rest area in the south direction is vacant after road area.

Land upto 0.26 km in West direction is vacant however at 0.42 km in west direction lies a Science

city. CGHB, HIG-MIG colony lies at 0.16km, N. The co-ordinates of the project are 21º16’30.02”

N & 81º41’15.84” E.

3. Connectivity

Vidhan Sabha Marg is just adjacent to project site at 0.2 km, SSE direction from project site. NH 6

is approx. 4.04 km (SSW) away from the project site. The nearest railway station is Raipur Railway

station which is approx 6.30 km (WSW) away from the project site. The nearest Airport is Swami

Vivekananda Airport, Raipur which is 11.13 km in SSE direction.

The population of the Commercial Complex project is about 7000 persons. The detailed population

breakup is given below in the following Table No.2.

Water Requirement

The water for the operation phase is being met through Municipal & Borewell. Bore is being used

only in case of emergencies or shortage of water supply. Water treatment plant treats raw water

before supply. Water requirement for the project is approximately 400 KLD, out of which 135

KLD & 77 KLD is fresh water requirement during non rainy and rainy season, respectively. The

daily water requirement calculation is given below in Table No.3:

Power

The power supply connection is taken up from Chhattisgarh State Power Distribution Company Ltd

The demand load for the Commercial Project is 2500kVA, which is supplied through the substation

of 33 KV.

Details of D.G Sets

For the provision of backup power supply during the power failure there is provision of 3 DG sets

of capacity of 1 X 500 KVA, 1 X 2000 KVA and 1 X 2000 KVA (stand by). The DG sets are

equipped with acoustic enclosure to minimize noise generation and adequate stack height of more

than 6 m as per the CPCB norms, provided for the proper dispersion of the emission.

Parking

Adequate provisions are made for car/vehicle parking at the project site. Internal roads of 6 m

width, footpaths/pedestrian pathways have been well planned for the project.

As per MoEF&CC bye-laws:

For Commercial: 1 ECS per 50 sq. m of FAR (30931.98/50) = 618 ECS

Total Parking required (as MoEF&CC) = 545 ECS

As per Chhattisgarh bye-laws:

Wastewater Generation & Treatment

The entire Sewage Treatment Scheme is based on the principle of Fluidized Aerobic Bioreactor

(FAB) Process with diffused aeration system. The treated effluent coming out of the STP is used

for gardening and other purposes. Capacity of the STP is 250 KLD.

Sewage Treatment Technology

FAB Technology

The M/s Ambuja Realty Development Ltd. is treating sewage of commercial project in sewage

treatment plant which works on Fluidized Aerated Bed Reactor (FAB) processes which has

improved reliability, simplified operation, and requires less space than traditional wastewater

treatment systems.

Sewage after passing through the bar screen, grit chamber, oil and grease separator and

equalization tank is pumped to Ist Stage FAB Reactor, where initial removal of organic matter

takes place. In this Reactor special type of FRP floating media is provided for proper growth of

bio-mass inside the reactor. Bio-mass attached with the media reduces the organic load present in

the sewage. Aeration by means of Air Blower is provided for effective mixing & aeration

necessary for proper growth of micro-organisms. Coarse bubble Diffusers is provided for aeration

inside the Reactor. For proper growth & maintenance of microorganisms special bacteria culture

(EM) is dosed periodically.

The sewage comprising of the biological flock from FAB Reactor-I overflows into the second FAB

Reactor-II where further oxidation of organic matter takes place. Overflow of this tank passes

through a Tube Settler where the solid mass settles down at the bottom. This underflow sludge is

recycled back by the Sludge Pump to the FAB Reactor to maintain the population of micro-

organisms, whenever required. Excess sludge is pumped through Filter Press, where sludge gets

concentrated & sludge cake are used as manure.

Overflow water from Tube Settler is collected in a chlorine contact Tank from where it is pumped

through a Multi Grade Filter, Activated Carbon Filter to the treated water tank.

Solid Waste Generation and Management

Solid waste was generated during the construction and is being generated during the operation

phase too. The solid waste generated during the construction phase was comprised of excavated

materials, used bags, bricks, concrete, MS rods, tiles, wood etc. The following steps adopted for

the management solid waste:

Construction yards were proposed for storage of construction materials.

Excavated top soil was stored in temporary constructed soil bank and was reused for

landscaping of the project.

Remaining excess excavated soil was handed over to municipal authority solid waste

collection department.

During the operation phase, waste comprises of domestic, sludge from STP and horticulture waste.

The solid waste generated from the project is mainly domestic waste and quantity of the total waste

is approx. 1220 kg/day(@0.15 kg per capita per day Visitors, 0.25 kg per capita per day for staff,

landscape waste (for green belt) @ 5 kg/acre/day) and STP sludge. Following arrangements are

made at the site in accordance to Solid Wastes (Management and Handling) Rules, 2016.

Collection and Segregation of waste

1. For waste collection, adequate number of colored bins (Green and white & black bins–

separate for Bio-degradable and Non Bio-degradable) are provided at the strategic

locations of the commercial area.

Recyclable wastes

i. Grass Recycling – The cropped grass is spread on the green area. It is also act as manure

after decomposition.

ii. Recyclable wastes like paper, plastic, metals etc. use to be sold off to recyclables.

Disposal

Presently all biodegradable, recyclable and non-recyclable wastes is being disposed through

Govt. approved agency. However, we are proposing organic waste converter for treatment of

biodegradable waste at site. A Solid waste management Scheme is depicted in the following

figure for the commercial project.

Volume reduction is 80 – 90%. Hence 100 kg of wet waste is converted into 10 – 15kg of

compost, reducing your space requirements for compost storage also.

Most organic matter can be composted within 2 days, but it is advised to collect the compost

once in 4 - 5 days. If small amount of plastic waste is put in by oversight, it will come out

clean &dry along with the compost. But it is not advisable to put in such plastics waste by

more than 1%. This is the only composting system that can take in gravy/ sambar also.

Since the digestion is aerobic, there is no methane/ ammonia formed from the nitrogen

content of the food and hence odourless. o It is almost completely noiseless, since there is no

shredding/ cutting

This is the technology and that is adopted by most big apartment complexes, offices and

campuses in developed countries to process their wet waste. India has also started adopting

this in a major way while REDDONATURA is bringing the product for the first time to

Eastern India.

Rain Water Harvesting

Project is operational project and rain water harvesting is implemented, based upon the

“Rain water harvesting and conservation” manual by Govt. of India Consultancy Service

organization Central Public Work Department, 2002. The method of harvesting rainwater is

storage of rainwater as well as subsurface recharge from the building roof. It does not include the

collection or recharge of rainwater from ground surface. Rainwater pipes that collect water from

the catchments (rooftop) are stored to three pairs of settlement chambers. The collected rainwater

can be adopted as 0.85 and

Considering another co-efficient for evaporation, spillage and first flush wastage as 0.80;

Approximately annual effective harvested water quantity be considered as

Rainwater Endowment of the Area (A) X 0.80 X 0.85

= 6,020 X 0.80 X 0.85 litres = 4,093.6 kL.

Calculation for determining Capacity of Storage Tank

As already stated that in Raipur District, Mean Rainfall during monsoon = 1277 mm & mean No.

of Rainy days during monsoon = 62(from June to September);

Average daily rainfall during monsoon, 1277/62 = 20.59mm say 21mm.

Thus, peak hourly rainfall can be considered as 3 times of average daily rainfall i.e. 21mm X 3 =

63mm or 0.063m.

The capacity of recharge tank is designed to retain runoff for at least 30 min rainfall of the peak

intensity (60mm/hr).

Thus, capacity of the tank is: V = A X r X C

V = Capacity of Tank, A = 4300 sq.m (Available rooftop area), r = 0.03m (30 min rainfall of peak

intensity), C = 0.85 (Runoff coefficient of rooftop)

Thus, V = (4300X0.03X0.85) cu.m = 109.65 say 110 cu.m. Capacity of tank = 120 cu.m.

Hence, in this project, a Storage & Settlement tank, having capacity of 120 cu.m), is provided.

Overflow from the tank is discharged into the 3 pits located in the premises.

Energy conservation

Construction Phase

The external wall of the building blocks is constructed with 250mm thick double brick

layer, both side plastered (expected U-value = 0.44 W/m2-°C)

The roofs of the building blocks was constructed with typical 100-150mm thick R.C.C. slab

with cement screed and clay tiles (expected U-value = 0.263 W/m2-°C).

Glass panes are 4mm to 6mm thick depending upon the exposure of the surface to the sun.

In some of the areas of building façade, double glazing with reflective coating was also

used. Expected U-values of single glazing clear glass and double glazing reflective coated

glass are 3.3 W/m2-°C and 0.54W/m

s-°C respectively.

Paving materials are light coloured and porous. The pavement might be of open jointed

paver blocks partially depending upon the landscaping scheme. Use of high albedo or

reflective pavements was considered at the time of construction.

Proper insulation of roof was provided to achieve desired thermal comfort. Use of light

coloured, reflective roofs having an SRI of 50% or more is incorporated.

Fly ash bricks, paver blocks and cement were used following MoEF Notifications.

Use of Ready Mix Concrete was given priority.

Operation Phase

HVAC system:- Central air conditioning system has been designed with energy efficient

equipments for high side as under:

1. Use of High efficiency chillers.

2. COP of Water-Cooled Centrifugal chillers is above 5.9 on full load.

3. Efficiency of pump & motor is above 80%.

4. Efficiency of AHU fans & motors is above 80%.

5. Over deck insulation for roof is considered to reduce heat gain.

6. Heat recovery Wheels are there for each AHU’s. It is used to improve system efficiency.

7. Variable speed secondary pumping is planned.

8. Variable Frequency Drives (VFD) provided for Secondary Pumps, all the AHU’s, Heat

recovery Wheels (HRW)

Lightening:-

1.Occupancy sensors were installed which have following advantages; Saves energy by

automatically turning off the lights in spaces that are unoccupied, Activates a control device

when the sensor detects motion, thus turning the luminaries on, Provides on/off control with

incandescent or fluorescent loads.

2. Dimming controls used to reduce the energy usage.

3. LED Lighting Fixtures, HPSV Lamps were installed. For external area illumination like

gardening, solar lighting will be installed at later stage as per the prevailing norms.

4. For restaurants and toilets, solar water heating systems of adequate capacity will be

provided.

CORPORATE SOCIAL & ENVIRONMENTAL RESPONSIBILITIES

0.2% of the project profit of three consecutive years (land + development) will be utilized for the

up-liftment of the nearby area. But as M/s Ambuja Realty Development Ltd. started gaining profit

from the last year only, hence this is not implemented yet, however Ambuja group is involved in

lot many CSR activities.
