What are the main challenges of analogue switch-over ?
• Legal and Political issues • Program editors, Licensing, number and ownership of Multiplexes,
Network Operators, Public TV services, commercial TVs, local TV Standards, Analogue Switch Off (ASO), etc.
• Technical issues • Standards, compression system (MPEG2/MPEG4), Spectrum
availability, network planning (MFN/SFN), coverage areas, end users equipment (Set-Top Box/ D-TV), etc.; and
• Analogue broadcasting will no longer be protected after 17 June 2015
• Economical related issues • Introduction of new business model, transition costs, subsidizing

ITU Activities in Asia-Pacific
Activities on Digital Broadcasting in Asia and the Pacific
• ITU WTDC-2010 adopted Asia-Pacific Regional Initiative on Digital Broadcasting
• ITU carries out its activities in partnership with members and other regional organisations (e.g., ABU and AIBD)
• ITU Asia-Pacific Centre of Excellence with AIBD on broadcasting for on-going capacity building.
• ITU and Korea Communications Commission (KCC) are implementing a project to assist countries in making their own roadmap for smooth transition from analog to digital terrestrial TV and mobile TV: e.g.,
– Assistances in developing roadmaps on Digital Terrestrial Television Roadmap for Cambodia, Mongolia, Nepal, Sri Lanka, & Tonga;
– Regional Training and Workshop on digital terrestrial television broadcasting, 27 Feb – 2 March 2012, Bangkok, Thailand.
• Assistance planned in 2012 for Lao PDR, Indonesia, Micronesia Maldives, Afghanistan, others

3. Cambodia: Roadmap Report

• The Cambodia television market is characterized by a great number
of national TV services and a wide choice of TV platforms (analogue
and digital terrestrial, analogue and digital cable, Internet Protocol
Television (IPTV) and satellite TV).
• The National Roadmap Team (NRT) has the ambition to switch-off all
analogue terrestrial television services by the end of 2015 at the
earliest (or 2018 as possibly the latest) and carry out to : e.g.,
– Get the roadmap report approved;
– Acquire a mandate to plan and manage the analogue switch-off process in accordance to the phases of the roadmap;
– Prepare and take decisions to determine the scope and duration of the roadmap planning;
– Form a Project Management office (PMO) and start drafting an initial detailed ASO planning and determine the progress reporting procedures and structures.

3. Mongolia: Roadmap Report

• Television in Ulaanbaatar is provided by the government funded
national independent public broadcaster (Mongolian National
Broadcaster – MNB) , and 15 private television broadcasters.
• The Mongolia government has made a strong commitment to
complete migration and analogue switch off by 30 June 2014.
• The government decision sets out four primary objectives for the
migration project: e.g.,
– To create the legal environment
– To select the appropriate technology standards
– To establish a migration framework setting out the transition
plan for the country
– To carry out the training and communication activities

3. Tonga: Roadmap Report
• The analogue free-to-air (FTA) television broadcasting industry for Tonga comprises two broadcasters and three channels. Tonga Broadcasting Commission (TBC), the public broadcaster, dominates with two channels.
• The cabinet has recently approved the Roadmap assisted by ITU and move forward the Analogue Switch-Off to 15 June 2014 (a year earlier than original plan).
• Analogue switch-off can have a substantial impact upon national communities. In many countries, specific enactments of parliament facilitate in law the right of government to declare an analogue switch-off date with all associated policy ramifications.

3. Nepal: Roadmap Report
• Nepal Television, which was formed in 1985 as the state
owned broadcaster, has 19 transmitting stations and 3
transmitters owned by private operator are also in
operation.
• The Digital Switch Over (DSO) policy developed by the NRT is
to have five phases for a smooth change over to digital
broadcasting.
• DSO or ASO has been spread over six years, while the final
Analog Switch Off for Nepal is expected to be December
2017.

3. Sri Lanka: Roadmap Report
• The Sri Lanka TV market, with an estimated 3.5 million TV households, is mainly a terrestrial TV FTA market with a very high number of analogue terrestrial TV programme services (23). There is a wide choice of TV delivery platforms; in addition to analogue terrestrial TV, also digital TV satellite, analogue and digital cable TV, IPTV.
• One of the policy directives introduces a new category of network operator to provide the service of delivering the content of the broadcasters to the viewers. The new category is termed Digital Broadcast Network Operators (DBNO).
• The milestones are based on the timelines originally stated in the Report submitted to Ministry of Mass Media and Information: e.g.,
– End 2011 to mid 2012: Deployment of DTTB pilot transmission services in Northern Province and Western Province;
– Mid 2014: Deployment of DTTB services from eight DTT principal stations;
– End 2015: Analogue shut off in Western
– End 2017: Complete Analogue Switch-Off
