AFRICA CÔTE D’IVOIRE/JAPAN JAPANESE COOPERATION/FISH FARMING: A PROJECT WITH AN ESTIMATED FUNDING OF XOF 3 BILLION LAUNCHED Côte d’Ivoire and Japan pool their skills to improve the national fish farming production. Thanks to lobbying of the Minister of Livestock and Fishery Resources, Hon Kobenan Kouassi ADJOUMANI in this Asian country, an important project was launched yesterday. This project upon re-launching inland fish farming production in Côte d’Ivoire (PREPICO) funded to XOF 2.8549 billion of which XOF 504.9 million covered by the Ivorian government and XOF 2,350 billion by the Japan Government. The project aims at building the capacity of stakeholders and establishing background fish farming development through the preparation of an action plan and a technical guide in the area of inland fish farming. The PREPICO includes 4 components presented by the Coordinator, Dr-.Amatcha-Lépry. This is the formulation of action plan for inland fish farming, the development of technical guidelines for the fish farming sector, the implementation of pilot project and finally, strengthening the capacity of the stakeholders. "This project matches with the strategic plan for livestock, fisheries and aquaculture 2014-2020, as part of the National Development Plan (NDP) is the completion of the vision of the President Alassane Ouattara" welcomed the Minister. The forecast for 2020, in terms of fish production, he recalled, is estimated to 200,000 tons. This is the reason why Mr. Kouassi Kobenan ADJOUMANI asked the experts to ensure that the whole country is covered and no excluded areas such as North and North-east are also favorable to fish farming, as he said, "this is the only way for us to master fish and promote food security". For a good geographical distribution of this project, the Minister promised to discuss with the Japanese. For the Ambassador of Japan, His Excellency Hiroshi Kawamura, "the PREPICO helps to bring out the potential available in the Ivorian rural areas, to revitalize the economy of the regions covered and to open the way to more job opportunity". Thus, he asked fair collaboration of all stakeholders for project success. (INFOPÊCHE) GAMBIA FAO, FISHERIES SIGN AGREEMENT TO ENHANCE AQUACULTURE EMPLOYABILITY The project, dubbed; ‘Enhancing the capacity of youth and women for employment in aquaculture’, is a two-year Project with a budget of USD 442,000. The project aims to establish four hatcheries at strategic locations in the country. These hatcheries will produce fresh water, brackish water and salt water fish. The capacity per hatchery will range between 800,000 – 1,000,000 fry (small fish) annually. Speaking at the signing ceremony, Hon. Pa Ousman Jarjue, the Minister of Environment informed that Government secured the TCP in 2015 in order to develop the artisanal fisheries sub-sector.

‘’The Ministry of Environment, Climate Change and Natural Resources thought it wise to seek funding from the Food and Agriculture Organisation for another TCP that will solely intervene in the Aquaculture sub-sector’’, he affirmed. In response to the request, he added that the FAO sent a senior fisheries officer from Rome, Italy, to come and assess the status of Aquaculture development in the country and formulate a TCP facility based on the needs of the country. According to the Minister, the FAO expert, together with Fisheries officials conducted situational analysis and needs assessment of some Aquaculture establishments in the country. Minister Jarjue disclosed that an assessment report has revealed three main constraints hindering Aquaculture development in the country noting that if those constraints are not ameliorated, Aquaculture will not make any significant contribution to the country’s food security. These three constraint areas, he added are: lack of quality fingerlings (small fish); lack of quality fish feed; and inadequate technical know-how with regard to Aquaculture (both farmers and Fisheries officials). He added that during the project implementation period, local consultants as well as Technical Cooperation between Developing Countries (TCDC) and Technical Support Services (TSS) experts will be recruited in different outcome areas in order to facilitate the smooth running of the project and achieve the designed objectives. Speaking earlier, Madam Perpetua Katepa-Kalala, the FAO Country Representative said The Gambia enjoys comparative advantages in that the country is characterised by marine, brackish and fresh water facilities. According to her, almost all the fish farms in the country are earthen or cement/concrete ponds, noting that there are still potentials for other technologies including rice-cum-fish culture, cage, pen, raceway, tank aquaculture and commercial shrimp production technologies. On the project, she buttressed the contribution of the FAO Blue Growth Initiative; the main goal of which is to improve fish supply for food and nutrition through more efficient and sustainable use of aquaculture resources.

(INFOPÊCHE) GHANA ELMINA FISH PLANT TO CREATE 100S OF JOBS - GOVT The Government of Ghana says the fish processing plant under construction at Elmina in the Central Region will provide hundreds of direct and indirect jobs for Ghanaians when completed. A Deputy Minister of Communication, Mr Felix Kwakye Ofosu, has said the plant, which is nearing completion, will help reduce losses incurred by fisherfolk in the Central Region and nearby areas. In a Facebook post on Monday August 15, Mr Kwakye Ofosu said: "[These] are pictures from a 100 tonne-per-day fish processing plant nearing completion at Elmina in the Central Region. It will offer a modern environment for the processing and storage of fish to avert spoilage and its attendant losses to our fisherfolk. The plant will lead to the creation of hundreds of direct and indirect jobs along the fishing value chain." (INFOPÊCHE)

GENERAL NEWS NIGERIA NIGERIANS CONSUME 3.2 MILLION TONNES OF FISH ANNUALLY Nigeria requires about 3.2 million metric tons of fish for consumption annually in the country. The Director-General, National Biotechnology Development Agency, NABDA, Lucy Ogbadu, disclosed this at the graduation ceremony of 38 females who received training on fish spawning and breeding in Kano on Wednesday, 17th August. The training was conducted by the agency in collaboration with the Bayero University Centre for Dryland Agriculture. The director-general was represented by the Kano State Coordinator of NABDA, Kabiru Yusuf. She said the country currently produced a total of 1.1 million metric tons of fish, leaving a huge gap of two million tons in the supply of fish and fish products. “In 2014 alone, Nigeria imported 8,000 metric tons of fish thereby employing foreign producers to feed Nigerians thus depleting our hard-earned resources and foreign exchange. “The gap in the supply of fish in the country is enormous”, Ogbadu said. She said the training was designed to build capacity of the beneficiaries in fish spawning, breeding and entrepreneurship. She called on them to make the best use of the training so as to contribute in feeding the country with fresh and clean fish. In his remarks, a lecturer at the Department of Dryland Agriculture, Sunusi Gaya, said that the department would continue to partner with groups and individuals who were ready to learn skills on agriculture. (INFOPÊCHE) NIGERIA SOKOTO GOVT ISSUES NGN 19 MILLION LOAN TO FISH FARMERS Sokoto State Government said on Monday, 22 that it released N19 million loan to 140 fish farmers in the state to boost their production. Alhaji Tukur Alkali, Commissioner for Animal Health and Fishery Development said in an interview with the News Agency of Nigeria (NAN) in Sokoto. He said that the measure was part of the state government's commitment to ensure the development of fish farming in the state. Alkali said that the government would continue to initiate policies and programmes that would strengthen the production of assorted fishes in the state. He called on the benefitting farmers to utilize the loans for purpose it was made for.

(INFOPÊCHE) BOTSWANA GOVT TO START FISH FARMING The Vice President, Mr. Mokgweetsi Masisi has informed residents of Sehithwa and the surrounding villages that government intended to introduce fish farming with an aim to take fish business to another level. He said they intended to construct big industries which could feed Batswana first and sell surplus to countries such as the Democratic Republic of Congo. The Vice President told residents during a kgotla meeting when briefing them about poverty eradication programme adding that fish farming and provision of layers (koko tsa mae) were new projects under the programme. He explained that fish farming was profitable and easily manageable. He said eventually they wanted communities to move away from the traditional way where they fished from the lake as they wanted them to do projects in their homestead.

"Rapelang gore lecha la Lake Ngami le tshele so that we expand fish by ensuring sustainability. We want fish to benefit the locals and foreigners should buy from Batswana," he added. He said even the pricing of fish should be the one that gives dignity and aims to take the industry to greater heights. He said if the lake dries up, beneficiaries should be able to sustain fish and ensure it multiply.

(INFOPÊCHE) KENYA KENYA BUYS KES 3.6 BILLION SHIP TO BATTLE ILLEGAL FISHING IN INDIAN OCEAN Kenya has acquired a new ship to patrol its Indian Ocean territory as the country steps up the campaign against illegal fishing which has seen it lose up to KES 10 billion annually. The KES 3.6 billion ship, which has ability to detect illegal movement of fishing vessels in Kenya’s territorial waters, is expected in the country in January 2017. Fisheries Principal Secretary Ntiba Micheni said the sea vessel will enhance surveillance along the Kenyan coast and cut losses that result from illegal fishing by other countries. “We now have a new sea vessel that is expected in the country in the next few months, this will play a key role in stopping illegal fishing on our waters,” said Prof Ntiba. Speaking during the ongoing State House Summit on Agriculture, Prof Ntiba said that the new fisheries law — which took effect in July — compel foreign fishermen to declare the worth of their catch before leaving.

THE VALUE OF THE FISH The PS noted that the Port Measure Status agreement, which allows other people to fish in Kenyan waters, requires fishermen to come back at the port and declare what they caught. “Anyone who fishes in our territory is now required to declare the value of the fish that he has caught for the purpose of paying some money to the country,” he said. He noted that the new law has imposed a fine of Sh50 million on any person engaging in illegal fishing within territorial waters. Agriculture Cabinet Secretary Willy Bett noted that Kenya’s fish per capita has risen from 3.7 kilogrammes per year to seven kilogrammes, attributing the trend to an increase in aquaculture in the country. Mr Bett said that fish farming had improved production from 23,000 tonnes to 48,000 tonnes currently. “The increase in fish consumption is mainly a result of the aquaculture that our farmers have adopted,” said Mr Bett. Kenyan fishermen are expected to fish up to 200 nautical miles from the Kenyan shores Under Exclusive Economic Zones rules, but they operate at below five nautical miles for lack of appropriate fishing gear to explore deep seas. “If well tapped, fishing is a great contributor to the economy of our country and we are trying our best to increase our potential by requesting for more funding from the Treasury,” said the CS. The country has a large exclusive fishing zone with potential to produce 300,000 tonnes of fish annually valued at about Sh75 billion. However, it is yet to utilise the opportunity optimally. (INFOPÊCHE) UGANDA FISHERIES SECTOR NEEDS A RETHINK Uganda is blessed to be among the top fish and fish products producing and exporting countries from an artisanal fishery. Whereas many countries have highly commercial fishing industry, with huge licensed fishing vessels, Uganda’s case is so unique with an open access where fishing is considered for socio-economic activity yet well linked to the complete export value chain.In this way, it is thus a dependable source of livelihood and employs about 1.3 million Ugandans predominantly youth without formal education but well skilled in fishing related work.

GENERAL NEWS UGANDA (Cont’d) Women who engage in small scale artisanal fish processing and other support activities form a considerable force at the artisanal processing level. About 570,000 people are involved as fisher folks, 450,000 are employed in small scale artisanal fish processing with the fish processing factories employing over 5,600 permanent workers and of which 36% are women. The remaining 280,000 out of the 1.3 million are engaged in support services including fish marketing and trade, boat building and repair and fishing gear making. It is important to note that all these individuals have families who depend on them for a livelihood. While fisheries still remains selected as one of the high value commodities that would contribute economic growth in Uganda and is already contributing 3% to National GDP and 12% to agricultural GDP, the stocks of the commercial large fish species (Nile perch and Tilapia) to which this sector depends are on the decline leading to closure of 13 out of 21 fish processing plants with the remaining working way below capacity yet there is potential. If managed well fisheries can help Uganda attain middle income status by the projected year of 2020.

(INFOPÊCHE) EUROPE SPAIN GALICIAN MUSSEL LANDINGS GROW IN VOLUME AND VALUE General mussel landings in Galicia during 2015 grew by more than 12 per cent with respect to the previous year, increasing from 235,400 tonnes in 2014 to 264,109 tonnes. Revenues also increased, reaching nearly 14 per cent from EUR 98 million in 2014 to more than EUR 112 million last year. This was announced by the head of the Undersecretariat of Marine Affairs of Xunta de Galicia, Rosa Quintana, when she recently visited the facilities of the Treatment Firm of Shellfish of Lorbé (Demarlosa), of Grupo Proinsa (Promotora Industrial Sadense) to see first-hand their activity. During the visit, the Galician Minister praised the work carried out by Proinsa in its commitment to maintaining sustainable aquaculture operations, processing and marketing. After touring the treatment plant, she had the opportunity to see rafts and longlines used by the company for capturing mussel larvae and seeds, and to observe the work done by them. The Seafood Treatment Plant of Lorbé, which is part of Grupo Proinsa, specializes in fresh mussel treatment and marketing. It has a delivery centre with capacity for purifying and handling more than 100,000 kg of mussels per day. It also has a bacteriological and toxin control laboratory managed by a team of biologists and veterinarians who carry out research with the aim of finding improvements in mussel production. Grupo Proinsa is a family group, with 100 per cent Galician capital city, composed of companies dedicated to food. It was born 40 years ago in the port of Sada (A Coruña) and expanded to several points of the Spanish geography. (INFOPÊCHE) ASIA/PACIFIC HONG KONG NEW TRACEABLE FISH LABEL AND MOBILE APP LAUNCHED The Fish Marketing Organization alongside with the Agriculture, Fisheries and Conservation Department (AFCD) launched a new traceable, QR-code enabled fish tag to be applied to all items produced by fish farms associated with the Accredited Fish Farm Scheme (AFFS).

The tags, which bear the certification mark of AFFS on one side and a traceable QR code on the other, allow Hong Kong consumers to use their mobile phones to scan the sticker and obtain relevant information about the product – such as the origin of the fishery product, its safety test results and the contact number for the fish farm that supplied it – by way of a corresponding mobile app, “Local Fresh.” The Local Fresh app, controlled by the Fish Marketing Organization, aside from offering the QR code scanner, also serves as a “one-stop local premium fish ordering platform.” Consumers can use the app to secure free delivery of seafood products to designated addresses for a one-time fee of HK$ 500 (US$ 64) or more. The app also provides information on local fishery products, product promotions and savory fish recipes. The organization monitors and controls the whole food supply chain closely for the app. (INFOFISH) JAPAN TSUKIJI FISH MARKET RELOCATION DELAYED Tokyo governor has reportedly decided to postpone the planned November relocation of the Tsukiji fish market amid on-going concerns over soil contamination at the new Toyosu site. A decision will be done after groundwater test results are released in January, 2017. The famous market in Chuo Ward was scheduled to close its doors on 2 November and re-open on 7 November at the new multistory site standing on 400,000 sq.m of land in Toyosu on Tokyo Bay. Many fish merchants in Tsukiji, in particular tuna wholesale businesses, have opposed the move due to concerns about soil pollution at the Toyosu site and shortcomings in the planned aternative facilities. Other merchants have called for a postponement because the relocation is to take place right before their busiest and most profitable season. Tsukiji, the world’s largest wholesale seafood market, has long been popular with tourists who watch the early morning tuna auctions as well as many top Japanese restaurants that seek out its fare. It has been operating at the current 230,000-sq.m site since 1935. (INFOFISH) VIETNAM NEW TAX RATE ON ARTEMIA IMPORTS HURTING THE SHRIMP BREEDING INDUSTRY Artemia egg importers and shrimp breeder producers have lodged a complaint to the Prime Minister about the imposition of the 5% import duty which they say will harm the shrimp breeding industry. The Ministry of Agriculture and Rural Development (MARD) and the Vietnam Association of Seafood Exporters and Producers (VASEP) have also said the tax rate is unreasonable. On 12th August, MARD sent a dispatch to the Ministry of Finance asking to apply a zero tax rate on Artemia. Artemia, the best shrimp feed product, has to bear the high import tax of 5% but the other feed products have only 0%. According to an importer, Artemia is currently priced at VND2-3.5 million/kg (US$ 90-157/kg). If the 5% tax rate is applied, the price will increase, thus pushing up the production cost. This will force businesses to use other normal feed products instead. (INFOFISH)

GENERAL NEWS USA REDUCTION FISHERY CATCH DECLINES 16PC, SFP STATES Most of the catch (49 per cent) used for reduction purposes comes from South American fisheries, according to the seventh edition of the Sustainable Fisheries Partnership (SFP) global sustainability overview of the main Pacific and Atlantic fish stocks used for the fishmeal and fish oil sector. This 2016 analysis covering 20 stocks from 13 species and two main groups -- fish and crustaceans -- based on FAO statistics, indicates that the second position was occupied by European fisheries (29 per cent of total catch supply) and northwest African ones (11 per cent of total catch). Compared to 2015, there was a 16 per cent decrease in the total catch supplied by the reduction fisheries due to a drop in catches of the South American reduction fisheries, in particular of Peruvian anchovy but there was an increase in catches observed in the NE Atlantic reduction fisheries, mainly owing to a significant rise in catches of NE Atlantic blue whiting (Micromesistius poutassou). However, the overview has determined that anchovy remains by far the most important species for reduction purposes, accounting for more than one third (37 per cent) of the total catch. The two other most important species remain blue whiting (15 per cent) from NE Atlantic, and European pilchard (11 per cent). Together, these three species account for more than 60 per cent of the total reported catches of the fisheries analyzed in this report. SFP also reveals that the contribution of reduction fisheries to the total finfish catch for each of the FAO areas covered in this overview ranged from 21 per cent to 99 per cent. The 2016 analysis details that the top ten stocks in terms of reported catches accounted for 90 per cent of the total catch in this analysis: the Peruvian and Chilean anchovy fisheries, NE Atlantic blue whiting, the northwest African sardine fisheries, Chilean Araucanian herring, Icelandic capelin, Chilean jack mackerel, the US Gulf menhaden fishery, as well as the Antarctic krill fishery. Only 3.8 percent of the total catch volume of the reduction fisheries in this analysis comes from stocks in very good condition. As in last year's overview, this corresponds to a single fishery: Antarctic krill - Atlantic Southern Ocean. This fishery is managed by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), and is MSC certified as sustainable since 2010. SFP stressed that cumulatively, most (57.4 per cent) of the total catch volume in this analysis comes from stocks that are reasonably well managed. The stock with the largest contribution to this category clearly continues to be the anchovy from the Peruvian northern-central stock, which represented around 22 per cent of the total catch in this analysis. The NGO clarifies that although this species biomass is at or above target levels it still needs some improvements in management strategy and/or on current fishing mortality levels. According to SFP, this level of performance is in line with the current Aquaculture Stewardship Council requirements for fisheries providing fishmeal and fish oil for feed to certified farms. “It’s unfortunate that less than 60 per cent of the volume of fish assessed by this report comes from fisheries that can be considered well-managed. This situation has not improved in recent years and there seems to be a lack of ambition in some regions. The good news is that there are at least two fishery improvement projects in place, two of the fisheries are certified to the MSC standard and another six are in MSC full assessment,” concluded Blake Lee-Harwood, Strategy Director at SFP. LATIN AMERICA CHILE ENTERING ASIAN MARKET WITH MORE THAN JUST SALMON At the 2016 Seafood Expo Asia event, in Hong Kong at the Hong Kong Convention & Exhibition Center, five Chilean companies showcased a wide variety of products from the region, including mussels, seaweed and salmon, as well as sea urchin and squid. As of now, Chile is the world's largest exporter of mussels and frozen salmon fillets. Moreover, it’s the second biggest exporter of agar-agar and frozen swordfish fillets, and the third biggest exporter of seaweed. The country exported US$ 4.6 billion of seafood in 2015, with exports to Hong Kong reaching US$ 33.4 million and exports to China totaling US$ 296.6 million. One such product, seaweed, has encouraged Chilean entrepreneurs to get creative and develop a number of different culinary uses and preparations incorporating the ocean offering, including dried, in condiments, jams and other gourmet renditions. As far as Chilean mussels are concerned, much of the supply is cultivated and processed in the southern part of the nation, and they are regarded as a 100% natural product. Atlantic salmon, giant squid, abalone, octopus and other seafood items are also species specialties for the Chilean exhibitors at the show. Frozen fish imports into 13 leading markets in Asia reached a value of US$ 4.8 billion during January to June 2016 with a volume of

2.281 million MT. In terms of value, the leading importers are China, Japan, Thailand, South Korea, Hong Kong, Malaysia, Taiwan

and Singapore. In most of Southeast Asia, frozen fish are traded in whole and fillet forms.

CHILLED, FROZEN TUNA JAPAN Half yearly landings of tuna from the coastal and distant waters declined further from a 3-year low of 2015 to 159 512 MT this year. Total landings of fresh and frozen tuna, were lower from a year ago. In general landings of all species declined for fresh and frozen tuna except for fresh and frozen bluefin; and fresh bigeye.

Fresh/chilled sashimi tuna: Tsukiji fish market auction - Current landing volumes decreased to 10 MT due to the string of typhoons which hit Japan since the end of August. As a result locally-caught bluefin as well as also air- flown bluefin from Indonesia and from Australian/New Zealand decreased. Under this unfavorable weather conditions, the current market price increased from the past few weeks. Jumbo bluefin from the Atlantic Ocean especially fetched good price for its excellent quality and colour supported by the limited supply arriving at the Tsukiji fish market.

FROZEN SHRIMP – JAPANESE MARKET CONSENSUS The market is characterized as being strong with a steady exchange rate of the Yen. This is expected to continue as overall shrimp global supplies are limited while demand is strong in the domestic market due to seasonal factors. Demand for vannamei shrimp is steady while black tiger is good. Sales and demand for value added products such as stretched shrimp, IQF etc. as well as head-on shrimp are still very active.

The strong market is expected to continue steadily at the moment. Only natural caught shrimp are currently selling at high price so far, due to abundant supply of cheaper vannamei shrimp in the Japanese market.
