All levels ofeducation in India, from primary to higher education, are overseen by the Ministry of Human Resource Development(Department of Higher Education (India) and Department of School

Education and Literacy), and heavily subsidized by the Indiangovernment,

though there is a move to make higher educationpartially self-financing.

The Indian Government is considering to allow 100% foreign directinvestment in Higher Education

Universal Compulsory Primary Education, with its challenges ofkeeping poor children in school and maintaining quality of educationin rural areas, has been difficult to achieve (Kerala is an Indian stateto reach this goal so far).

Pre-primary Education Pre-primary education in India is not a fundamental right, with a very low percentage of children receiving preschool

educational facilities. The largest source of provision is theso called Integrated Child Development Services (or ICDS)and anganwadis.

In the absence of significant government provisions, theprivate sector (reaching to the relatively richer section of

society) has opened schools. Provisions in thesekindergartens are divided into two stages - lowerkindergarten (LKG) and upper kindergarten (UKG).Typically, an LKG class would comprise children 3 to 4years of age, and the UKG class would comprise children 4to 5 years of age.

A special Toddler/Nursery group at the age of 22 is alsopart of the pre-primary education. It is run as part of thekindergarten. However, creches and other early carefacilities for the underprivileged sections of society areextremely limited in number. Overall, the % enrollment ofpre-primary classes to total enrollment (primary) is 11.22%

Higher education in India has evolved in distinct and divergent streams witheach stream monitored by an apex body, indirectly controlled by the Ministry ofHuman Resource Development and funded by the state governments. Mostuniversities are administered by the States, however, there are 18 important

universities called Central Universities, which are maintained by the UnionGovernment. The increased funding of the central universities give them anadvantage over state competitors.

The state of Indian higher education is indeed grim. There are no Indianuniversities among top 300 in the world as per the first global league tableAcademic Ranking of World Universities produced by Shanghai Jiao TongUniversity. The Indian Institutes of Technology were placed 50th in the worldand 2nd in the field of Engineering (next only to MIT) by Times Higher WorldUniversity Rankings

There are several thousands colleges in India, Which provides technicaleducation. The Indian Technical Education are very strong these days. They areproducing millions of engineers every year. But, these statistics are problematicbecause car mechanics and radio repairmen also get classified as engineers.

The private sector is strong in Indian higher education. Thishas been partly as a result of the decision by the Government

to divert spending to the goal of universalisation of elementaryeducation. Within a decade different state assemblies haspassed bills for private universities, and some of theseuniversities are performing very well these universities includesGyanvihar university,Amity university, Rai university and manymore.

    Distance education

India has a large number of Distance education programmes inUndergraduate and Post-Graduate levels. The trend was startedoriginally by private institutions that offered distance education atcertificate and diploma level. By 1985 many of the largerUniversities recognized the need and potential of distance educationin a poor and populous country like India and launched degree level

    programs through distance education.

The trend caught up, and today many prestigious Indian Universitiesoffer distance programs. Indira Gandhi National Open University, one of the largest in student enrollment, has only distance programswith numerous local centers that offer supplementary contact

    classes.
