1. The applicant shall submit a signed sublease with the High River Regional Airport Board; 2. The applicant shall submit a Fire Safety Plan as per the Alberta Fire Code 2014 Section
2.8, to the satisfaction of the Foothills Fire Department; 3. The applicant to obtain a Fire Inspection, to the satisfaction of the Foothills Fire
Department; 4. The applicant shall post the address of building, to the satisfaction of the Foothills Fire
Department; 5. All fire protection equipment (fire extinguishers, exit/emergency lighting) to be services as
per the Alberta Fire Code 2014 Section 2.15 and Section 6.2, to the satisfaction of the Foothills Fire Department;
ADDITIONAL CONDITIONS:
1. This approval allows for the installation of a 50,000L aviation fuel tank and self-serve cardlock system for re-fuel of general aviation aircraft. The applicant shall operate and maintain the development in accordance with all conditions of approval and plans as submitted to, and acknowledged by the Development Authority to be appropriate. Addition to, or revisions to the uses approved herein may occur only upon obtaining appropriate municipal approvals;
2. the applicant shall comply with the requirements of the Alberta Building, Plumbing, Electrical and Fire Codes at all times;
3. the applicant shall complete the following to the satisfaction of the Foothills Fire Department and the File Manager: 3.1. obtain a passing fire inspection once the installation is complete; 3.2. install two portable fire extinguishers, each having a rating of not less than 40-B:C,
shall be provided as per the Alberta Fire Code 2019, Division B 2.1.5 and NFPA 10; 3.3. ensure protection against collision damage as per the Alberta Fire Code 2019,
Division B, Section 4.6.7.1; 3.4. submit a Fire Safety Plan/Emergency Response Plan to meet Alberta Fire Code
2019, Division B, Section 2.8.2; 3.5. ensure address of the property is posted;
4. the applicant shall ensure adequate paving is installed and maintained throughout the parcel;
5. the development must meet the requirements of all applicable Federal and/or Provincial Acts, regulations and/ or guidelines, including but not limited to the requirements of Transport Canada and the Petroleum Tank Management Association of Alberta;
6. no further buildings are permitted on the parcel without first applying for and obtaining the necessary permits, this includes two or three sided buildings with roofs, horse shelters, sheds and buildings on permanent or temporary foundations;
7. there shall be no long term storage of waste material on the property, nor burning of waste materials. All garbage shall be stored within the structure on the property and subsequently disposed of at an approved waste disposal site;

8. any new installation(s) of exterior lighting must adhere to the guidelines and technical specifications as outlined within the Dark Sky Bylaw 27/2009;
9. the applicants shall ensure compliance with any requirements provided by the registered documents that are filed under title to the land;
10. the issuance of a Development Permit from the County does not relieve the applicant of the responsibility of complying with all other relevant bylaws and requirements, nor excuse the violation of any provincial or federal regulation or act which may affect use of the land;
11. the applicant shall be responsible for payment of any professional costs including legal fees that may be incurred by Foothills County with respect to the development approved on this permit.

It’s hard to believe that the time has come to talk about the Avenue of Trees and kicking off the Christmas Season in the Foothills.
2020 has been a challenging year, and although there are many unknowns, we could not let 2020 go by without bringing the joy of Christmas and Avenue of Trees, just like the past 8 years. We have worked hard the past few months to plan this event so it is safe and still the event you all know and love!
Changes to 2020 event
Location changed for Avenue of Trees and Photos with Santa to Best Western Plus in Okotoks There will be no Mistletoe Market or Live Auction this year. The Auction will solely be online with an increased social media presence. “Tree of Hope”- The judges will choose 10 “Trees of Hope” that will be donated to families in need. Note, we will no longer be accepting purchased silent auction trees donated back to the trust to be distributed back to the community.
Sheep River Health Trust is partnering with local businesses/community groups to transform the Best Western Plus in Okotoks into a Christmas wonderland of beautifully decorated trees from November 16th to December 15th, 2020. We also play host to Santa for 5 weeks of Photos with Santa. All funds raised support the Sheep River Health Trust with health and wellness initiatives throughout the Foothills.
With your participation last year we raised $32,000 and donated 13 fully decorated Christmas Trees to local charities and families in need.

GENERAL INFORMATION
• All trees must be between 4 – 6 feet tall and be pre-lit with CSA approved mini lights.
• All trees, greenery and decorations must be artificial and unscented.
• All items must be suitably decorated for placement in a home, office or place of business.
• Donors are responsible for purchasing all decorations, ornaments, trim and lights, including trees, garlands, tree skirts and will donate the entire completed project to the Avenue of Trees for display and auction.
• All tree stands must be metal.
• An extension cord(s) will be provided at set-up
• Please provide a title for your creation, to be listed on signage, online promotions and in the Avenue of Trees Program.
• All decorations, lights and trim must be wired to the tree as they are cellophane wrapped and moved.
• Please do not use items that are not for sale, such as personal or heirloom items. The Sheep River Health Trust will not be held responsible for such items.
• There is no advertising, business logos or personal identification permitted on any entry. The Trust will provide appropriate signage that indicates the donor of each tree.
• Tree location & placement at Best Western is pre-determined by Sheep River Health Trust staff.
TREE SETUP
The following times and dates have been scheduled for designers to deliver and set up their entry at the Best Western Plus Okotoks Inn and Suites: (Please select your preferred set up date on application form)
Monday November 16th 2020 10:00am – 6:00pm Tuesday November 17th 2020 10:00pm -6:00pm
• Designers are responsible for the delivery and set up of their trees at Best Western Plus Okotoks Inn and Suites. Members of the Tree Committee will be at the site both days and will assist/direct you as to the placement/location of your tree.
• All tree boxes must be left at the Best Western Plus in Okotoks on Tree Set up Day. The Trust will arrange for storage of all tree boxes.
• We do not provide tools. Please bring necessary tools to assemble your entry.
SILENT AUCTION
• All trees will be auctioned off using our online auction site Elevate Auctions.
• We will provide you with social media posts including links on how to bid on your Tree.
• Details, pictures and how to bid on your tree can be displayed at your place of business. The Sheep River Health Trust will provide all of the display material.
JUDGING & FAN FAVOURITE AWARDS
• The Avenue of Trees has independent judges who volunteer their time to judge the various entries submitted by designers. Judging will occur on November 18, 2020.
• The judges will evaluate the entries based upon the following criteria:
Originality/uniqueness (use of material & creativity) Incorporation of the tree’s theme Impact (overall appearance - color, complexity, visual appeal etc.)
• The judges, using the above criteria, make their subjective decision as to category winners.
Ribbons, provided by Avenue of Trees, are then placed and displayed until the end of the event.
• The Fan Favourite Award is decided by voting on the Sheep River Health Trust Facebook Page. Each tree will be displayed on our Facebook Page. The tree with the most “likes” will be deemed the winner. There also will be a ballot box at Best Western where people can vote for their favorite tree.
• The Fan Favourite Award will be awarded at the end of the event. The winning tree designer(s) will receive a $250 Gift Card courtesy of Sobeys Okotoks to donate to the Charity of their choice.
8-10 trees will be recognized as “Trees of Hope”. These trees will be auctioned off and donated to
families in need in our community.
APPRECIATION & RECOGNITION
• Display Stands (8.5’ x 11) are displayed beside each design throughout the Avenue of Trees. This signage is provided by the Sheep River Health Trust and will include business logos (if provided), the company name or any sponsor and/or designer will be printed on the card along with the tree description.
• Sheep River Health Trust Facebook Page & Website will all include the above information as well.
• The winning trees (based upon judge selection) will receive the tree ribbon to be displayed at their place of business.
• The Fan Favourite Winner will receive the trophy with their name on this year’s plaque to proudly display at their business until the 2021 Avenue of Trees.
• Sheep River Health Trust will acknowledge your donation in a ‘Thank You’ advertisement in the Western Wheel.

Sponsoring a Tree Of Hope provides an opportunity for businesses, organizations or individuals to purchase a fully decorated artificial Christmas tree (s) for $500-$1000 each and have it donated to a charity or family in need in our community. This $500-$1000 donation supports the Sheep River Health Trust and facilitates our ability to deliver health and wellness programs to the Foothills Region.

Trees will be judged by local celebrities and the public. 10 Trees will be selected as “Trees of Hope” that will be auctioned off for $500-$1000 then donated to families in need in our community. • Details, pictures and how to bid on your tree can be displayed at your place of business. The Sheep River Health Trust will provide all of the display material.
JUDGING & FAN FAVOURITE AWARDS
• The Avenue of Trees has independent judges who volunteer their time to judge the various entries submitted by designers. Judging will occur on November 18, 2020.
• The judges will evaluate the entries based upon the following criteria:
Originality/uniqueness (use of material & creativity) Incorporation of the tree’s theme Impact (overall appearance - color, complexity, visual appeal etc.)
• The judges, using the above criteria, make their subjective decision as to category winners.
Ribbons, provided by Avenue of Trees, are then placed and displayed until the end of the event.
• The Fan Favourite Award is decided by voting on the Sheep River Health Trust Facebook Page. Each tree will be displayed on our Facebook Page. The tree with the most “likes” will be deemed the winner. There also will be a ballot box at Best Western where people can vote for their favorite tree.
• The Fan Favourite Award will be awarded at the end of the event. The winning tree designer(s) will receive a $250 Gift Card courtesy of Sobeys Okotoks to donate to the Charity of their choice.
8-10 trees will be recognized as “Trees of Hope”. These trees will be auctioned off and donated to
families in need in our community.

Hi Alan,
Just thought that I would follow up on this culvert situation as the season is winding down. I have begun contacting landowners along the coulee and so far everyone is excited and supportive. I hope to have them all contacted and signed on the petition very soon.
Jeff I believe that if the flow is uninterrupted there won’t be any extra flow downstream as the largest flow rate now is once all the backed up water begins to flow. If we don’t allow the water to back up then the flow will never be to the extend it is when trying to empty a large lake to the west.
Anyway I hope to hear something supportive soon along with a possible action plan.

Terry, here is the initial thoughts from my office. The private crossing Jeff speaks of must be on Robinsons land?? Okotoks wetland park I’m sure is designed to be able to handle extra flow. We can deal with the town as this progresses. Your idea of canvassing support is a good idea including the Robinson’s. Dana Robinson would be the contact. I’m still waiting for the quote from Wood Engineering.

I understand the concerns but this will be a much larger project than just replacing this culvert as I observed issues at the crossing at meridian as well which is a private crossing. We swap out one culvert for a larger one we’ll need to ensure the downstream ones are up to the extra flow. Then it runs through Okotoks wetland park area so they would need to be consulted if there are issues. I received a quote from Wood earlier this year to look into it let me see if I can dig it up. Thank you for your support on that letter. I don’t want to let this drag on further than I already have, as before we know it, it will be too late to do anything this year and we will be subject to flooding again next spring. It sounds like, from the Ministers letter, that work to maintain the culvert would be permitted as long as work wasn’t initiated at more that 20 meters up or downstream from the culverts. A notification would need to be completed and filed. Can we please address this with the county? I know when everything is flowing at low levels there appears to be no issue with these culverts however as you saw in the spring, it is the back up point for all the flood waters we have experienced over the last few years. I believe we need either larger culverts or an additional culvert and that these culverts be placed deep enough to match flow from the three culverts under the rail tracks to the west. If you would like Alan I am open to canvassing the property owners along Sandstone coulee, who are affected by this flooding, to get support for such a project. I was just going to phone you regarding this issue however understanding how busy you are, I thought I would remind you of the situation and then ask for a time in your schedule when we might be able to discuss. I am also open to meeting with any people or departments that you would

Subject: RMA Fall Convention - Potential Meeting Opportunity with Minister Allard Dear Chief Administrative Officers: I am writing about a potential opportunity for elected municipal officials and representatives to virtually meet with the Honourable Tracey Allard, Minister of Municipal Affairs, at the Rural Municipalities of Alberta Fall Convention scheduled to take place from November 3-4, 2020. Should your elected officials want to virtually meet with Minister Allard during the convention, I invite you to submit a request to the [email protected] on or before October 9, 2020. In your meeting request, please be sure to include two to three specific policy items or issues you would like to discuss with the Minister. As well, please include an estimate of how many people will attend the meeting on behalf of your municipality. We generally receive more requests to meet with the Minister than can be reasonably accommodated over the course of the convention. To ensure suitable consideration of requests, municipalities should be mindful of the following criteria:
Policy items or issues directly relevant to the Minister of Municipal Affairs and the department will be given priority. Municipalities located within the Capital Region can be more easily accommodated throughout the year, so priority will be given to requests from municipalities at a distance from Edmonton and to municipalities with which the Minister has not yet had an opportunity to meet. Meeting requests received after the deadline will not be considered for that convention, but may be considered for future conventions or other opportunities.
Meeting times with the Minister are scheduled for approximately 20 minutes per municipality. This will allow the Minister the opportunity to engage with as many municipalities as possible. All municipalities submitting meeting requests will be notified two to three weeks prior to the convention as to the status of their request.
