sanction is accorded for the annual estimated amount of Rs. 13.50 Lakhs towards

of services of Sri Y. Venkata Murali, Deputy Collector (Retired) to work in the

Office of the Special Deputy Collector (LA), GHMC on contract basis for a further

period of (01) one year from 01.07.2020 to 30.06.2021 on present consolidated

remuneration of Rs. 32,335/- per month, as detailed in the preamble. The total

annual consolidated remuneration amount evaluated to Rs. 3,88,020/- shall be charged to

the relevant head of account of the GHMC budget.

The Standing Committee, GHMC unanimously accorded approval for one (01)

Committee for the smooth and efficient working and administration of the Sports Complexes and Swimming Pools of GHMC – Proposal placed before the Standing Committee, GHMC – Approval – Requested.


The Standing Committee, GHMC unanimously accorded approval to the proposal of

engaging (21) Sports Administrators and (07) Caretakers for (28) Sports

Complexes/Swimming Pools, whose selection will be done through schemed

procedures by the Selection Committee of officers of GHMC i.e., (i) Commissioner, GHMC

Item No. 08 of Agenda No. 03 Preamble submitted by the Commissioner, GHMC – CCP – TP Section – HO –

Implementation of the provisions of Building and other Construction Workers Welfare Cess Act, 1996 – Levy and collection of 1% cess on the estimated cost of construction of the building works by the local bodies at the time of

granting Building permission by the GHMC from all the Builders in the jurisdiction of GHMC - Approval - Requested.


The Standing Committee, GHMC unanimously accorded approval for

implementation of the provisions of Building and other Construction Workers

Welfare Cess Act, 1996 in Greater Hyderabad Municipal Corporation, duly

levying and collecting 1% labour cess on the estimated cost of construction of

the building works from all the Builders in the jurisdiction of GHMC while granting

building permission by the GHMC as per the orders of the Government issued in G.O.Ms.

No. 112 LET & F (lab II) Department, dated 15.12.2009.

RESOLUTION NO. 48 DATE: 03.09.2020 The Standing Committee, GHMC unanimously accorded approval and recommended

to the Corporation, GHMC seeking permission for making changes in sites for development

of (13) nos. of Theme Parks in the open spaces identified in Khairatabad Zone, Urban

Biodiversity, GHMC [as enlisted in the earlier resolution no. 388 dated 08.08.2019 of the

Corporation (GHMC) wherein administrative sanction has been accorded for the total

(1 Acre 23 Gts.) fenced with compound wall beside Kanyaka Parameshwari Temple, at Ward No. 111, Bharathi Nagar, Patancheru, Ramachandrapuram, Circle No. 22, SLP Zone, GHMC – Estimate is evaluated to a tune of Rs. 298.00 Lakhs – Administrative sanction – Requested. RESOLUTION NO. 74 DATE: 01.10.2020 The Standing Committee, GHMC unanimously accorded approval to the Broad

guidelines for upkeep of sanitation at commercial stretches as detailed in the

Commissioner, GHMC in having accorded approval for the following proposals.

issues as envisaged in the preamble, and recommended to the Corporation (GHMC) for

(i) Some of the Senior Assistants have represented for promotion on ad-hoc basis for

service relaxation as previously (95) Senior Assistants have been promoted to the post of Superintendents vide Proc. No. 1012/GA/GHMC/2017, Dt. 08.06.2017 of the Commissioner, GHMC on completion of (2½ years service in terms of Rule 10 (a) of State Subordinate Service Rule, and that as per G.O. Ms. No. 230 (GAD Services-A

Dept) Dt. 31.05.2014 the period shall be three years in the category, class or grade from which such promotion or transfer is made as per the ad-hoc rules state subordinate service rules. As such, the Government is requested vide Lr. No. 1012/AC(A)/OP1/GHMC/2020-1, dt. 16.10.2020 of the Commissioner, GHMC for relaxation of the G.O. Ms. No. 230 of General Administration (Services-A) Department Dt. 31.05.2014 as officers in this category are required for smooth functioning of the administration.

(ii) At Sl. Nos. 10, 16, 18, 41 & 43 of the above statement, vacancies of STs, HH & OH are carried forwarded since there are no eligible ST/PH candidates are available in the list.

(iii) The individual mentioned at Sl. No. 22, Sri Pentum Durga Das, Sl. No. 28 Sri M.

No. 34 in the above list, is eligible for promotion from the post of Senior Assistant to the post of Superintendent, since he was acquitted by City Civil Court, Hyderabad. Subsequently, the D.G. ACB has filed Criminal Appeal in High Court against the acquittal orders of the City Civil Court, Hyderabad and that there is no interim orders in the said criminal appeal, as detailed in the preamble. Subsequently, as per the directions of the Government issued in its Memo No. 3383/Vig.I(i)/2008 dated 21.10.2020 of the Secretary to Govt. MA&UD Dept., Telangana, Sri Sandesh Chand Srivatsav, Senior Assistant, Circle No. 23 (Moosapet), GHMC is considered for promotion to the post of Superintendent on par with his juniors, as per the orders issued in the G.O.Ms. No. 529, General Administration (Ser.C) Department dated 19.08.2008.

In pursuance of its earlier resolution no. 139 dated 17.10.2019 and in the

circumstances detailed in the preamble, the Standing Committee, GHMC unanimously

accorded approval for development of electrical crematoriums for Hindu

communities, and crematoriums for Muslim and Christian communities

allotted @ Ac. 2.00 each in Survey No. 34 of Fathullaguda Village, nagole,

Uppal Mandal, Medchal-Malkajgiri District with environmental friendly and

pollution free structures to curb the menace of air, water and noise pollution duly

providing amenities in the proposed graveyards such as compound walls, three bore

wells (1000 ft) for each graveyard, overhead tanks for bathing purpose and drinking

water supply to each graveyard separately.

RESOLUTION NO. 125 DATED: 21.01.2021 The Standing Committee, GHMC unanimously accorded permission extending

the services of the (02) two retired employees i.e., Sri B Narsing Rajulu,

the services of A. Raja Chandra Shekar Goud, Advocate, as OSD (Legal) to the

Commissioner, GHMC on monthly remuneration of Rs. 90,000/- per month with

vehicle for period of (01) year w.e.f. 01.02.2021 to 31.01.2022, to monitor cases

and daily briefing Commissioner, GHMC on cases in Hon’ble High Court, G.P’s. The total

annual expenditure amounting to Rs. 10,80,000/- (90,000 x 12 = Rs. 10,80,000/-) shall

be charged to the relevant head of account of the GHMC.

The Standing Committee, GHMC unanimously accorded approval to the proposal

of building (624) No’s Traffic Umbrellas and Traffic Control Booths on Design, Build,

Finance, Operate & Transfer (DBFOT) basis under Public Private Partnership (PPP)

framework with concession period of (10) years in one (01) package and licensing the

advertisement rights there of through open tender as detailed below. Further, the

Standing Committee, GHMC opined to increase the locations of building Traffice

Hyderabad – Nomination basis – Approved by the Standing Committee - Tender called - Administrative sanction accorded by the Govt. for (05) packages – Approval of the pilot project for another (05) months – Ratification/administrative sanction – Recommending to the Govt. for ratification - Requested . RESOLUTION NO. 145 DATED: 21.01.2021 Owing to the exigencies detailed in the preamble, the Standing Committee, GHMC

unanimously ratified the action taken by the Commissioner, GHMC in having taken a

decision for continuation of the pilot project of Pilot Project Privatization of Sanitation

and upkeep of important tourist places of Hyderabad by M/s Ixora Corporate

Service Pvt., Ltc., for rendering services for upkeep and sanitation of areas

surrounding tourist spots at Charminar, Salarjung Museum, Mecca Masjid on

nomination basis for a duration of (06) months i.e., from 01.08.2020 to

31.01.2021 till approval of package II by the Government and according

administrative sanction for an amount of Rs. 1,11,48,468/- at Rs. 18,58,078/-

per month as total payment to the agency including all charges such as Labour, Tools &

Plants, Consumables, etc., as detailed in the preamble. Further, the Standing Committee,

GHMC accorded permission to sent the proposals to the Government for

ratification.

Extra Item No. 20 taken with the permission of the Chair Preamble submitted by the Commissioner, GHMC – AC(UBD) – Secunderabad Zone – Additional development of 3 nos. of theme parks in Circle 16 Amberpet Constituency – Tentative estimates prepared separately for Civil, Landscaping works – Permission – Requested. RESOLUTION NO. 146 DATED: 21.01.2021 The Standing Committee, GHMC unanimously accorded permission for the proposal

of the following (03) three more new theme parks in Circle No. 16, Amberpet duly accorded

administrative sanction for the total amount of Rs. 298.00 Lakhs towards development of

the said (03) three theme parks detailed below and as detailed in the preamble, by charging

the expenditure from the relevant head of account of the GHMC Budget. Further permission

is accorded for grounding the works by the Urban Biodiversity wing, Secunderabad Zone,

GHMC pending approval by the Corporation (GHMC), to avoid delay.
